the School Administration Building with Chairperson Ann Boston presiding Trustees present

Item 5 ndash Update from Butte High School Student Representative
Cameron Stalker Butte High School Student Representative introduced himself to the Board He is excited to represent Butte High School Students and looks forward to working with the Board Student clubs sports and other activities are underway at the High School The Student Council is preparing for Homecoming Mr Stalker also mentioned that two (2) student boxers have qualified for Nationals Ethan and Eli Wroblewski will compete in the USA Boxing National Qualifiers and Open Championships in Columbus Ohio in October
Item 6 ndash East Middle School Presentation
Keith Miller East Middle School Principal thanked the Board for the opportunity to present He
also thanked the voters for passing the Safety and Security Bond The theme for East Middle
School this year is ldquoThink Differentlyrdquo
Mr Miller discussed enrollment Community Night (Thursday September 26 at 600 pm)
SBACELA and Academics Professional Development Community Culture Attendance
Parental Involvement Athletics and ClubsActivities

East Middle School will re-focus on the Olweus Bullying Prevention Program this year Mr
Miller provided the Board with very useful information on the Program
Superintendent Jonart and Chairperson Boston thanked Mr Miller and his staff for their
dedication
Item 7 ndash TEST Presentation
Liz Cunningham TEST Owner presented the Board with information on the Access Control
Bells Paging Intercom and Clocks being installed under the Safety and Security Bond
Ms Cunningham introduced her Audio team who presented information on Audio Enhancement
Classroom Audio Safe System Silent Alarm and the Epic System
The system has three (3) layers District Principal and Teacher The alarm takes precedent

Tiffany Anderson presented information on the clock functions Superintendent Jonart explained
that messages for things like air quality alerts are examples of text that could be displayed Ms
Jonart also assured the Board that if any of the video functions are incorporated into the Safe
System it would be completely controlled by the teachers
Ms Jonart thanked the TEST team for the presentation
Item 8 ndash Proclamation of September as Attendance Awareness Month
Judy Jonart Superintendent informed the Board that September was Attendance Awareness
Month Information would be sent home to parents and the School District is in talks with local
businesses about incentives for attendance
Trustee Nicholls asked if there would be ads on the radio Superintendent Jonart stated that it
would depend on cost
Item 9 ndash Review Asbestos Policy 8420
Judy Jonart Superintendent recommended no changes to the Asbestos Policy 8420 The policy
requires that it be reviewed annually
Item 10 ndash MTSBA Call for Resolutions
Judy Jonart Superintendent explained that as previously discussed MTSBA resolutions were
due September 17 by close of business

No 2 Representing the Cleaners

Chairperson Ann Boston for participating in all of the negotiations this year Ms McClafferty
then presented the Tentative Agreement with the Cleaners

Item 15 ndash Approval of Butte High School 2019-2020 Organizations and Clubs
Judy Jonart Superintendent explained that Chuck Merrifield was unavailable and she presented
the list of Butte High School Clubs and Organizations
Trustee Lee made motion to approve second by Trustee Queer Motion carried unanimously
Item 16 ndash Approval of Residual Equity Transfer from High School Debt Services Fund to
High School Building Reserve
Judy Jonart Superintendent explained to the Board that there was $284000 left over from the
Butte High School Bond sitting in the High School Debt Services Fund In 2010 or 2011 15
million was transferred out of the High School Debt Services Fund and put into the High School
Building Reserve Fund Ms Jonart is not sure why $284000 remained in there
Trustee Hepola made motion to approve second by Trustee Dauenhauer
Trustee Hepola asked if this money could be used to install hand railings on the bleachers in the
new gym at Butte High School She has had five (5) people ask about this The allowed uses for
this money would be examined
Motion carried unanimously
Item 17 ndash Approval for One (1) FTE for the Business Services Department
Judy Jonart Superintendent presented the Board with a letter from previous Director of
Business Affairs Dennis Clague As Mr Clague had explained to the Board last month there is
a need for the addition of one (1) FTE in the Business Services Department This position would
back up the Accounts Payable Department in times of extended absences as well as provide
support to Payroll
Trustee Hepola made motion to approve second by Chairperson Boston Trustee Nicholls stated
that this should alleviate overtime but she would also like to make sure the staff is utilizing the
proper training tools Motion carried unanimously
Item 18 ndash Approval of Bid for Concrete for the Kennedy Elementary School
Judy Jonart Superintendent presented the bids from Kissock Construction and Custom
Construction Both are Butte firms Kissock was low bidder

Trustee Hepola made motion to approve second by Trustee Dauenhauer Trustee Queer asked if
these were sealed bids Superintendent Jonart explained that this is what the bid documents
required but she would double check with Langlas to make sure Trustee Queer said there is an
unsubstantiated rumor that Custom Construction emailed their bid three (3) hours before they
were due and word was leaked to Kissock Ms Jonart apologized for not asking Langlas to be
present at this meeting but she would get answers for him

Item 19 ndash Approval of 2019-2020 Memorandum of Understanding with the Clark Fork
Watershed Education Program
Judy Jonart Superintendent presented the 2019-2020 MOU with the Clark Fork Watershed
Education Program (CFWEP) to the Board This MOU will create professional development
opportunities for teachers that will improve science education The Butte School District has
been working with CFWEP for many years

Item 20 ndash Approval of Re-Certification of Taxable Values
Kevin Patrick Director of Business Affairs explained to the Board that due to tax protests
within Silver Bow County since the School District budget was passed by the Board the taxable
values have changed Mr Patrick presented the following update

Tiffany Anderson presented information on the clock functions Superintendent Jonart explained
that messages for things like air quality alerts are examples of text that could be displayed Ms
Jonart also assured the Board that if any of the video functions are incorporated into the Safe
System it would be completely controlled by the teachers

Item 8 ndash Proclamation of September as Attendance Awareness Month
Judy Jonart Superintendent informed the Board that September was Attendance Awareness
Month Information would be sent home to parents and the School District is in talks with local
businesses about incentives for attendance
Trustee Nicholls asked if there would be ads on the radio Superintendent Jonart stated that it
would depend on cost
Item 9 ndash Review Asbestos Policy 8420
Judy Jonart Superintendent recommended no changes to the Asbestos Policy 8420 The policy
requires that it be reviewed annually

Judy Jonart Superintendent explained that as previously discussed MTSBA resolutions were
due September 17 by close of business

Judy Jonart Superintendent explained that Chuck Merrifield was unavailable and she presented
the list of Butte High School Clubs and Organizations

Item 16 ndash Approval of Residual Equity Transfer from High School Debt Services Fund to
High School Building Reserve
Judy Jonart Superintendent explained to the Board that there was $284000 left over from the
Butte High School Bond sitting in the High School Debt Services Fund In 2010 or 2011 15
million was transferred out of the High School Debt Services Fund and put into the High School
Building Reserve Fund Ms Jonart is not sure why $284000 remained in there

Trustee Hepola asked if this money could be used to install hand railings on the bleachers in the
new gym at Butte High School She has had five (5) people ask about this The allowed uses for
this money would be examined

Judy Jonart Superintendent presented the Board with a letter from previous Director of
Business Affairs Dennis Clague As Mr Clague had explained to the Board last month there is
a need for the addition of one (1) FTE in the Business Services Department This position would
back up the Accounts Payable Department in times of extended absences as well as provide
support to Payroll
Trustee Hepola made motion to approve second by Chairperson Boston Trustee Nicholls stated
that this should alleviate overtime but she would also like to make sure the staff is utilizing the
proper training tools Motion carried unanimously
Item 18 ndash Approval of Bid for Concrete for the Kennedy Elementary School
Judy Jonart Superintendent presented the bids from Kissock Construction and Custom
Construction Both are Butte firms Kissock was low bidder

were due and word was leaked to Kissock Ms Jonart apologized for not asking Langlas to be
present at this meeting but she would get answers for him

Therese McClafferty Director of Human Resource thanked Superintendent Jonart and
Chairperson Ann Boston for participating in all of the negotiations this year Ms McClafferty
then presented the Tentative Agreement with the Cleaners

Judy Jonart Superintendent explained that Chuck Merrifield was unavailable and she presented
the list of Butte High School Clubs and Organizations

Item 16 ndash Approval of Residual Equity Transfer from High School Debt Services Fund to
High School Building Reserve
Judy Jonart Superintendent explained to the Board that there was $284000 left over from the
Butte High School Bond sitting in the High School Debt Services Fund In 2010 or 2011 15
million was transferred out of the High School Debt Services Fund and put into the High School
Building Reserve Fund Ms Jonart is not sure why $284000 remained in there

Trustee Hepola asked if this money could be used to install hand railings on the bleachers in the
new gym at Butte High School She has had five (5) people ask about this The allowed uses for
this money would be examined

Item 17 ndash Approval for One (1) FTE for the Business Services Department
Judy Jonart Superintendent presented the Board with a letter from previous Director of
Business Affairs Dennis Clague As Mr Clague had explained to the Board last month there is
a need for the addition of one (1) FTE in the Business Services Department This position would
back up the Accounts Payable Department in times of extended absences as well as provide
support to Payroll
Trustee Hepola made motion to approve second by Chairperson Boston Trustee Nicholls stated
that this should alleviate overtime but she would also like to make sure the staff is utilizing the
proper training tools Motion carried unanimously
Item 18 ndash Approval of Bid for Concrete for the Kennedy Elementary School
Judy Jonart Superintendent presented the bids from Kissock Construction and Custom
Construction Both are Butte firms Kissock was low bidder

required but she would double check with Langlas to make sure Trustee Queer said there is an
unsubstantiated rumor that Custom Construction emailed their bid three (3) hours before they
were due and word was leaked to Kissock Ms Jonart apologized for not asking Langlas to be
present at this meeting but she would get answers for him
