The Intergovernmental Oceanographic Commission

(IOC) is forming a partnership with the private sec-

tor for the purpose of obtaining information about

the way in which your industries use and rely on

information about the environment. In addition,

we solicit your input as to the requirements for

additional information that may allow us to better

configure the Global Observing Systems so as to

provide maximum benefit to humanity. We solicit

sponsorship, through our trust fund, for the cre-

ation of roundtables, workshops and training

material including guidance manuals and curricula

for the better incorporation of weather, climate

and ocean information into businesses. Raising the

awareness of the kind of information that is avail-

able, the sources and reliability of the information

and particularly the uses of the information in

business operational decisions and strategic plan-

ning are primary goals of potential partnerships.

Background

There are a number of global observing systems coor-dinated by the IOC and the World MeteorologicalOrganisation (WMO) which are deployed for moni-toring climate (the Global Climate Observing System,GCOS), ocean conditions (the Global OceanObserving System, GOOS), and the weather (WorldWeather Watch,WWW).

These are in turn, in the process of being integratedinto a suite of observing systems that will constitute aglobal network providing greatly improved spatial resolution of environmental conditions.As a result ofthe improved monitoring and data collection, theaccuracy of forecasting environmental conditions willbe substantially improved.

Most business and economic forecasting solutionsincreasingly need input from multiple observing sys-tems.This can now be achieved and will contribute tosustainable development and improved economic andliving conditions.

While the IOC together with the WMO coordinate andstandardise the global observation programmes such asGOOS, WWW and GCOS, to insure that the highestquality information is provided to the governments andthe public, we also have a sustainability mission that wevalue – that of aiding in the use of the information for theoverall benefit of societies. Because sustainability consists ofsocial, economic as well as environmental benefits, max-imising the use of the information and forecasts for theeconomies and communities as well as the environment ofnations is also a primary objective.We already have devel-oped a strong training component to our mission, andtrain scientists to use new techniques and methods thatevolve under the sponsorship of our programmes.We alsowant to foster the incorporation of this information intothe business communities to aid economic growth ofnations. To this end, we are seeking partnerships with thebusinesses and economic associations of member Nationsto expand the capacity-building mission.

Floats >> A global array of 3,000 profiling

Argo floats to observe the tempera-ture and salinity of the upper layersof the global ocean.

>> Thirteen nations, plus the EuropeanCommission, have funded over 900floats since the inception of the programme in 1999, and proposedplans call for funding of more than700 additional floats in 2002.

Ships >> The Ship of Opportunity Programme

(SOOP) is also an integral part of theGOOS. Ships of Opportunity are mostlymerchant vessels that obtain data onsubsurface temperature (and occasional-ly salinity) along shipping lanes.

On the basis of indus-try and government needs, BPOS is developingpartnership teams working together to integrateobserving system information into business fore-cast models and decision aids. BPOS plans toimplement five projects over the next three yearswhich will demonstrate the value of improvedenvironmental forecasts to the efficiency,reliability, security, cost effectiveness and safety

of operations in the business community.

Companies are invited to host an ‘Industry Trial’ intheir organisation.These will be conducted in theconstruction, energy, tourism, transport and finan-cial services sectors.

The outcome of the projects will be used tooptimise the design of the observing systems.
