The new Fehmarn Belt Fixed Link between Denmark and Germany will create an entirely new region of Europe by 2021. The new regional centre

is the part of Denmark called “Lolland-Falster” linking southern Europe with Scandinavia, the Baltic Region and Eastern Europe while also

providing direct access to a well-educated workforce and more than 9 million consumers within a range of 250 km along the Fehmarn Corridor.

A massive local public investment programme to the tune of EUR 11 billion has been approved to ensure the best possible public service facilities – including fast, sustainable train connections, modern highways with no

INTRODUCTION ...

THE ISLANDS LOLLAND AND FALSTER

“Lolland-Falster” is the most southeasterly part of Denmark. It consists of two islands divided by a very small strait (Guldborgsund). Via modern bridges the islands are connected to Zealand, Copenhagen and Sweden. By the year 2021 a new 18-km tunnel will provide direct accessto Germany and the rest of continental Europe.

DEMOGRAPHIC DETAILS“Lolland-Falster” is the joint designation for two rural Danish islands, which are often handled as one administrative unit due to their past history and for geographical reasons.

In early history the area was called “Smålandene”, meaning the small countries – this name is used today to describe the small strip of ocean between Lolland-Falster and Zealand, which is called “Smålandsfarvandet”.

The total area of the two islands amounts to 1,795 km2, which is shared by approximately 105,000 residents. More than 80% of the land is covered by forests and very fertile, cultivated fields. One half of the population lives in rural areas and in small villages.

The major cities are Nakskov (approx. 14,000 inhabitants) and Nykøbing Falster (approx. 17,000 inhabitants).

There are about 9,000 registered companies located on Lolland-Falster. The tourists are attracted by long, white sandy beaches, pleasant countryside and some of Denmark’s wildest tourists attractions including the Knuthenborg Safari Park, the Medieval Centre and the Crocodile Zoo.

DEDICATED STAFFResident staff on Lolland-Falster are more loyal than elsewhere in Denmark. On average the local staff members here have served their companies for a much longer time than in most other areas of Denmark – thus, our companies benefit from a higher throughput and efficiency as well as from lower costs for the introduction and training of new staff. Average absence due to illness is 20% lower on Lolland-Falster compared to the rest of the country.

Generally, you will be able to find highly educated, local staff for most job positions. The “job-centres” of Lolland and Guldborgsund Municipalities will assist if new staff members need additional training. The course content will be tailored to the needs of the individual companies and course expenses for unemployed people may be covered by the Municipalities.

SUSTAINABILITYThe municipalities of Lolland and Guldborgsund (Falster and parts of Lolland) are committed to providing a sustainable environment for residents and companies. The energy needs within the area are covered 100% by renewable energy sources. Electricity exports from non-fossil fired generating units is 5 times higher than the local consumption.

Industrial symbiosis is key when it comes to local waste handling, and municipal experts work with existing new companies moving in to provide optimal framework conditions.

TRANSPORT AND LOGISTICSSERVICESIn order to meet the rapidly increasing demand mainly from transport and logistics companies, a new 1.2 million m2 cargo handling centre and business park is being further developed at Exit 43 (Nørre Alslev) of Highway E47/E55.

“Transport Centre Cargo Syd” (TCCS) supports all types of cargo trucks including the extended, modular units – thus, the facilities are especially attractive to companies operating in production, service and storage. The transport centre offers one-point-of-contact services, e.g. customs clearance, service and repair of trucks, fuel-facilities, redistribution of goods, café, storage, payment of road tax, office facilities, etc. Also, TCCS and the nearby Business Park Falster can finance and construct custom fitted buildings on behalf of

clients who would like to own or rent flexible and affordable office, storage and/or production facilities.

Geographically, the transport centre is located on the northern part of the island of “Falster” just where the main transport infrastructure lines from Hamburg and Berlin meet. Lolland Municipality and private investors have developed plans for a similar Business Park located at Highway Exit 48/Maribo only 13 km from the coming Fehmarnbelt Fixed Link.

RAILWAY CONNECTIONSLolland-Falster is connected to Copenhagen/Sweden by hourly inter-city service. Also, international inter-city trains depart for/arrive from Germany every other hour. In addition, a fleet of local trains efficiently connect a number of smaller cities.

In the next few years, train connections will be improved further in order to minimise travel time and the environmental impact. The railway is supported by an excellent network of bus routes to ensure speedy, door-to-door public transportation in many areas of Lolland-Falster.

HARBOURSGedser and Rødby harbours with the Gedser–Rostock and Rødby–Puttgarden ferry lines are the major ports between Europe and Scandinavia – and the two European transport corridors (the East European and the West European) meet at Lolland-Falster. This provides the excellent geographical basis for seamless international cooperation and trade. Thus, traffic and infrastructure issues are given high priority on the local political agenda.

Five local service harbours are also readily available to service the business community:

• Orehoved harbour is located on the north side of Falster, ideally situated to handle shipments to/from the Greater Copenhagen area – private co-investors are currently being sought for a 5 to 20-acre expansion plan.

• Bandholm harbour on the north side of Lolland specialises in agricultural products and equipment and agribusiness consumables.

• The harbour of Nakskov to the far eastern side of Lolland has once again become the centre of the local metal industry, i.e. components for wind generators.

• Stubbekøbing harbour on the north side of Falster could play a major role as a service harbour for the offshore windfarm project at Kriegers Flak.

• Finally, the harbour of Nykøbing Falster is located between the islands of Falster and Lolland – this general-purpose facility will handle anything from timber logs to petroleum.

AIRPORTLolland-Falster International Airport is situated in the middle of Lolland, only 10 km from the future Fehmarn Belt Tunnel. The airfield offers a 1,200 x 30-m runway with lights in addition to a number of hangars and excellent parking facilities. Currently, it is well suited to cater for smaller propeller and jet aircraft, helicopters, business flights and taxi services.

MUNICIPAL SERVICESThe Municipalities of Lolland and Guldborgsund provide a comparably high service standard in terms of kindergartens, schools, elderly care, etc. Funding has been approved for a major expansion of the main local hospital in Nykøbing Falster.

A recent national rating of the services offered by all 96 Danish municipalities highlights the strong points of Lolland-Falster:

FUNDING OPPORTUNITIESThe Municipality of Lolland is a rural area, where companies may be eligible for project co-financing under the EU Social Fund and the EU Regional Development Fund respectively.

The allocation of funding for specific projects is administered locally by the “Vækstforum for Region Sjælland”. Co-financing from the EU funding programmes will cover only up to a maximum of 50% of the total project costs.

HIGHWAY E47, EXIT 48 – NEW BUSINESS PARKThe development and establishment of a new business park occupying 22 hectares is under way in an excellent location in terms of infrastructure and the road and railway connection to the Danish, Swedish and German markets.

The area has a direct connection to the E47 motorway at Exit 48. It is expected that the area will be occupied by companies involved in all kinds of services, transport and logistics, warehouse hotels, petrol stations, restaurants and cafés, etc.

HIGHWAY E47, EXIT 43 – NEW CARGO HANDLING FACILITIES AND BUSINESS PARK FALSTERThe entire area called Business Park Falster consists of 120 hectares. This includes a new area of which 60 hectares situated with direct links to the E47 motorway at Exit 43. Business Park Falster is ideally located where the E47 Western European traffic corridor meets the E55 Eastern European traffic corridor.

There are already more than 25 companies in the area, primarily operating in production, service, transport and logistics. The area allows a building height of up to 30 m.

OREHOVED HARBOR – EXTENSION OF HARBOR FACILITIESOrehoved harbor is located on the north side of Falster close to the new planned Storstrøms Bridge and well situated to handle shipments to/from the greater Copenhagen area. The harbour is a regional commercial harbour a short distance from the so called T-route and international waters.

The core services of Orehoved Harbour are rental of land and buildings, cranes and manpower, loading and unloading of ships, and various lifting and transport tasks.

FEHMARN BELTFIXED LINKThe Fehmarn Belt Fixed Link is a major tender comprising mechanical and electrical systems and equipment for an 18-km immersed tunnel under the Fehmarn Belt between Denmark and Germany.

The total budget amounts to EUR 5.5 billion. Main contracts are scheduled to be signed in 2015 – and the construction work is scheduled to start the same year.

The combined rail/road tunnel is expected to open in 2021.

RINGSTED – FEHMARN RAILWAY LINEThe decision has been made to upgrade the railway line from Ringsted to Fehmarn. An investment in excess of EUR 1.2 billion will enable train speeds of up to 200 km per hour – compared to currently 120/150 km/hour.

The project includes two parallel tracks, new signalling systems, overtakeing facilities and electrification systems, which will enable much more sustainable daily operations and at the same timeconsiderably cut driving times on this section of road. The project will also include a new railway station at Holeby in the south of Lolland, modernisation of several existing railway stations, changes to existing overpasses and bridges, etc.

The project is scheduled to be initiated during 2015 and open for traffic in 2021 in coordination with the Fehmarn Belt Fixed Link.

“STORSTRØMS BRIDGE” – PART OF RAIL/ROAD INFRASTRUCTURE COPENHAGEN/MALMÖ AND HAMBURG/BERLIN The Danish Government and Danish Road Authorities have decided to build a new combined rail and road bridge with crossing facilities for pedestrians and cyclists as well.

The new bridge will replace the existing infrastructure and allow for much more flexible and faster handling of traffic. The Storstrøms Bridge is a very important part of the local infrastructure and, at the same time, an integral part of the rail/road connection between Copenhagen and Germany.

The estimated cost amounts toEUR 0.5 billion.

The environmental impact assessment has been completed. Construction is scheduled to begin in 2016

HOSPITAL– NYKØING F. The hospital in Nykøbing Falster is one of four main hospitals serving Region Zealand. The existing facilities will be renovated with new bathroom facilities, etc. Everyday logistics will be improved by renewing the interior décor. A new, modern ward with emergency and intensive care units, for example, will be added to the existing facilities.

The project is scheduled to be initiated during 2015 and the new facilities will be completed by 2017. Thereafter, the hospital will provide beds for 255 patients. The new construction will also allow for easy further expansion in the future.

STATE PRISON – NØRRE ALSLEVThe planned new state prison at Nørre Alslev will be a top-security, state-of-the-art facility comprising10 different buildings located on 35,000 m2 of land. The facility will be encircled by a 6 metre high and 1.5 kilometre long wall. Also, the facility will include workshops, a football pitch, cultural centre, shopping facilities, library, doctor ’s surgery, church, administration office, and a farm. Outside the fence, there will be living quarters for members of staff. The prison is designed to accommodate approximately 250 inmates and a staff of up to 300.

“KRIEGERS FLAK” OFF-SHOREWINDFARMThe political Danish energy plan calls for at least 50% coverage of domestic electricity consumption from wind energy sources by the year 2050. Planned projects include a 1,200 MW off-shore windfarm including 600 MW from “Kriegers Flak” project, which will be located between Lolland-Falster (Denmark) and Germany.

The windfarm at “Kriegers Flak” will be connected to Germany and Denmark – thus, the grid will ensure that the electricity produced can be used by both countries, and additionally it will be possible to utilise the grid for normal transfer/trade of electricity among the two countries.

The project will receive financial support from the European Union.

It is expected that concessions for the individual major components (wind generators, cables, transformer station, etc.) will be awarded during 2014/2015.

The total investment is estimatedat EUR 2.7 billion.

Originally, the windfarm was estimated to go into operation by 2020. Due to recent legislative developments in Denmark, it may become necessary to postpone the erection of the windfarm by two years in order to secure the necessary public funding.

COASTAL WINDFARM EAST OF LOLLAND-FALSTERThe legislative framework for a new 200 MW coastal windfarm northwest of Lolland-Falster has been approved by the Danish Government. It is part of a total package comprising 600 MW at six different locations within Denmark. The wind generators must be placed at a distance of least 4 km from the beach.

Originally, the concessions were expected to be awarded during 2015/2016 and the completed windfarm was scheduled to go into operation no later than the year 2020. Due to recent changes to a Danish regulatory scheme, it might not be possible to secure public funding in time for the original schedule – therefore, the project may be delayed by up to two years.

The investment amounts to approximately EUR 535 million.The Danish grid operator “Energinet.dk” will work with the investors/project developers on this project.

SLOTSBRYGGEN– EXCLUSIVE WATERFRONT APARTMENTSThis project is a six-storey building with a total of 4,000 m2 of exclusive apartments situated at a prime location directly on the waterfront in Nykøbing Falster. The project represents stage 6 of a major new development plan, which has been underway for the past 10 years. It has created a whole new quiet oasis in the heart of the city with an excellent selection of restaurants, shopping facilities and a cinema complex. Residents may moor their yachts, boats and canoes next to the apartments, and a marathon-size waking/running/cycle path starts at Slotsbryggen.

The projected investment costs amount to EUR 8.8 million. Calculations based upon recent resale prices for apartments within

the development plan would suggest a EUR 13.3 million selling price for the new building. Detailed project plans have been worked out and necessary consents are at hand.

“FEHMARN LINK” – HOTEL/HEALTH/TRAINING FACILITYThe former “Fehmarn Link” hotel & conference centre was built in 1986. The centre is located on a 59,000 m2 plot of land in beautiful surroundings with direct beach access to Guldborgsund and only a five-minute drive from the centre of Nykøbing Falster – the main city in the area

with 16,000 residents. The next–door neighbour is the Medieval Centre, one of the most popular local tourist attractions. The red brick buildings comprise two wings with a total of 90 rooms in addition to the main centre with 16 meeting and conference rooms, reception, a fitness, pool and sauna area, a restaurant with a 180 table settings and an outside serving area with an extra 200 table settings.

A new investor may consider continuing to operate the property as a hotel and conference facility; however, alternatives may also prove attractive, such as a health facility, a school, a training facility, etc. The property is privately owned with an asking price of EUR 2.7 million.

DANNEMARE MARINAPARK Local plans have been prepared for the possible establishment of a 23-acre holiday centre on the south coast of Lolland approximately 12 km to the west of Rødbyhavn – Dannemare Marinapark. The plan calls for the developmentof three individual projects:1. A common living space with up

to 200 holiday homes2. An activity area, which might

include a wellness centre, spa, hotel and conference facilities, cultural activities and up to 45 holiday apartments

3. A marina, maritime facilities, space for boat storage and an option for a new public beach.

Total costs for all three projects amount to approximately EUR 95 million.

“DANMARKSRINGEN”RACING TRACK, RØDBYA private developer has received preliminary approval from Lolland Municipality to erect and operate racing track at an area east of the future fixed link near Rødby. This location is expected to attract visitors from within a 2-hour drive of the racing track – an area with 3–4 million residents and prospective visitors.

The Project calls for a 5–6 km racing track, which will provide the opportunity to host major international racing events – short of Formula 1. The track will be divided into sectors, which will make it possible to run different events simultaneously.

The racing centre is expected to offer appropriate service facilities such as offices/meeting rooms/relaxation, service and repair shops, etc. An environmental impact assessment is being prepared.

The project is scheduled to be ready immediately following the opening of the fixed link connection in 2021.

The total expected project investment amounts to approximately EUR 14 million.

FEHMARN BELT CANAL CITY, RØDBY In order to accommodate workers for the future Fehmarn Belt tunnel and other major public projects on Lolland, it will be necessary to construct various types of new housing units in the vicinity of Rødby. Following the departure of the construction workers, it is foreseen that the accommodation in the more distant future could be used by tourists and local residents. Inspired by e.g. “Canal de Medi” in France and “Le Corbusier Venice Hospital”, for example, “Canal City Rødby” concept has been developed by Lolland Municipality and other project partners.

The project calls for clusters of individual waterfront housing units in very attractive surroundings. Each cluster may comprise from 10–100 housing units as well as a

café, indoor/outdoor eating area and other community facilities.

The housing units range in size from 35–125 m2 in a modular pre-fabricated design, which will allow for a very short on-site construction period. Module dimensions are depth 2.4 metres x width 3.3 metres.

The project calls for the use of sustainable materials including a renewable energy supply.
