Hyde Park businesses form allianceto draw customers to historic district
Whenbicycle racers ontheExergyTour pedaledthroughHydePark lastspring, people lined thesidewalks towatch.
Seeing all those people inthe two-block area of shops,restaurants andother businesses gave themerchants an idea: Find away todrawmorepeople toHydePark throughout theyear. SoBeckyWest, director of the non-profitDuniaMarketplace, formerly 10,000Villages, and someothers got together.
The result is theHistoricHydeParkAl-liance, a group in its formative stage.HydePark had amerchants association, but it dis-banded in 2009.
HydePark gets lots of visitors in the sum-mer and aroundChristmas, but it can beslowother times of the year,West says. “For
retail, everyone is just try-ing to stay afloat,” she says.
The alliance has created alogo, left, andput togetherevents forThursday,Dec.20, aimed at getting peopleinto the area.They include
lanterndecorating at 6 p.m. at 13th StreetPub andGrill. Between 2 and 7p.m., peoplecan roastmarshmallows atDuniaMarket-place’s courtyard at 1609N. 13th St., anddecorate ornaments at the Stinker station.
AfterChristmas,West says the alliancewill go toworkdeveloping its ownWebpage andmakeplans for aValentine’sDayevent. The alliance alsowants to becomeanonprofit so it can raise funds.Memberswill also talk about establishing dues formembers.

N ow that the threepieces of legislationdealingwith “Stu-
dentsComeFirst” havebeenvoteddown, andwebegin the discussionof edu-cation reform in Idaho, it’stime to re-examine earlychildhood education.
According to theNationalResearchCouncil, 90 per-cent of brain developmentoccurs before a child is5 years old, the age atwhichchildren enter kindergarten.What happens in a child’sfirst five years of life signifi-cantly influences that child’slifetime attainments.
A large and growing in-terdisciplinary bodyof re-search indicates that chil-drenwho attendquality ear-ly childhood educationpro-grams experience highergraduation rates andoveralleducational attainment,lower teenagepregnancyrates, lower crime rates,lower drugusage rates,higher lifetime earnings,and greater productivity.
They also show in-creasedmotivation, perse-verance, self-control andself-confidence that laststhroughout theirworkingcareer.While all childrenbenefit fromquality earlychildhood education, thebenefits are greatest forchildren in lower-incomefamilies.
But Idaho lawmakershave consistently refused tomake room for voluntaryparticipations in programsthat could be offered in pub-lic schools, saying in partthat the role of early child-hood education belongs athome.
July 18, 2011,marks thedate of the first court rulinglinking early education to at-risk children’s right to a
soundbasic education.NorthCarolina SuperiorCourt JudgeHowardE.Manning Jr. decreed that thestate could not deny any eli-gible 4-year-old admissionto theNorthCarolinaPre-KindergartenProgram.
The case arose fromalegislative decision that de-creased funding toNorthCarolina’s nationally recog-nized Smart Start andMoreAt Four programs, voluntaryprogramsdesigned to helpchildren arrive at schoolready to learn.
In his decision, JudgeManning stated, “Simplyput, it is the duty of the StateofNorthCarolina to protecteach and every oneof theseat-risk anddefenseless chil-dren, and to provide themtheir lawful opportunity,through a quality prekinder-gartenprogram, to take ad-vantage of their equal op-portunity to obtain a soundbasic education as guaran-teedby theNorthCarolinaconstitution.”
Community leaders, likeIdahoVoices forChildren,andbusiness leaders, in-cluding the 80members ofIdahoBusiness for Educa-tion and theU.S.ChamberofCommerce, support im-proving access and fundingfor quality early childhoodeducation.They recognizethe growing skills gap in the
United States and Idaho andview investment in qualityearly childhood educationas ameans to increase com-petitiveness andproductivi-ty. Economists,most notablyNobel laureate JamesHeck-man, support investment inearly childhood educationas a source of economicgrowth.
As J. Rolnick from theFederalReserveBankofMinneapolis states, “Earlychildhooddevelopment iseconomic development, andit’s economic developmentwith a very highpublicreturn.”
Early childhood educa-tion is a nonpartisan issue.Both red andblue states arerampingup their preschoolofferings because of thehigh rate of return onpublicdollars. Idaho could be atthe forefront of educationalongwithGeorgia,Oklaho-ma,WestVirginia and Illi-nois—states that offer earlychildhood education to all4-year-olds.
In a recent ad,Gov. ButchOtter said, “Ifweuse yester-day’s education system fortoday’s children,wedenythem thepromise of tomor-row.”
Yesterday’s educationsystem is the education sys-tem that does notmake surechildren enter kindergartenprepared to learn, the edu-cation system that ignoresthose critical first five yearsin a child’s life. Let’s base ed-ucation reform in Idahoonbest practices and research-basedprograms. Let’s giveevery child in Idaho the“promise of tomorrow,” ac-cess to and funding for qual-ity early childhood educa-tionprograms.

Labrador’s legislationmakes it easier for foreignstudents to stay here if theyhave a job offer and amas-ter’s-level degree in science,technology, engineering ormathematics (STEM).Un-fortunately, the Senate is nottaking up the bill this year,andwith little support fromtheDemocrats the bill is un-likely to become law.
Political issues like immi-
grationhaveeconomicprin-ciples at their core.With allthedebate abouthowtoavoid a recessionnext year,it seemspolicymakers couldfind somecommongroundon immigration and, in theprocess, help fixother eco-nomicproblemsaheadofus.
Economic theory shows,
andhistorical evidence sup-ports, the contention thatthe key to economic growthis higher productivity.High-erworker productivity low-ers product costs and in-creases output, raising ourstandard of living.
By trainingandkeepingstudents in theSTEMfields,wecanboost thenation’soverall productivity.Ad-vances in science, engineer-ingandmath lead tobettertools andmore technologyforworkers.With these toolsandskills,workersproducemorewith less. STEMimmi-grantswill helpus find thesetechnological advancements.
Unfortunately, immigra-tion andproductivity in theU.S. are both stagnant. Ac-
cording to theDepartmentofHomelandSecurity,1,062,040people obtainedU.S. permanent-residentstatus in 2011, but only139,339 for employment rea-sons. Furthermore, as a per-centage of our labor force,the number of legal immi-grants has declined over thelast decade.
Some fear reforms to im-migration lawsbecause ille-gal immigration is itself aproblem. But even that isdown.TheCensusBureaureported thismonth thattherewere 11.1million illegalimmigrants in theU.S. in2011, down fromapeak of 12million in 2007.
TheBureauofLaborSta-tistics reported thismonth
thatproductivityatnonfarmbusinesses is currentlygrow-ingat just 1.7percentayear.This compareswithanaver-ageannual rateof about2.5percentover the lastdecade.STEMimmigrantscanhelpbring this ratebackup.
Demographic studies alsoshowweneedmore immi-grants.DavidWessel, eco-nomics editor ofTheWallStreet Journal, argues thatambitious immigrantswillhelp lift living standards andbring faster growth.Allow-ingmoreworking immi-grantswill domore to repaythemassive federal debtthan anyother economicpolicy, because a higherGDPgrowth rate brings inmore tax revenue.
A lowgrowth rate in thelabor force and longer lifeexpectancy for retireescombine to create themas-sive Social Security problemthat has yet to receive the at-tention it deserves.As longas our economyproducesjobsmanyworkerswill seekour shores through anymeans possible.
A comprehensive reformofU.S. immigration lawswill reduce employers’ hir-ing burdens andbring theselaws into agreementwithour tradepolicies.When thecountry supports and advo-cates for the free trade ofgoods and services, itshould also support the freetrade of labor.

and it’s of the highest priori-ty in Idahobecause of ourshortage of software profes-sionals. Althoughmany areworking hard in our state toincrease the number ofSTEM(science, technology,engineering andmath)graduates,we cannotwaitfor longer-termsolutions.Wemust act decisively tofill the urgent need for quali-fiedworkers.
To attract techprofes-sionals to our state,weneedto demonstrate the abun-dance of opportunitiesavailable. That’swhy theIdahoTechJobswebsite,www.labor.idaho.gov/techjobs, is a promising new re-
source. Itwill help showcasethe depth andbreadth of ourtechnology community.
Weconvened a series ofentrepreneurial roundtablesa year ago to understand theneeds of our job creators,and this issue zoomed to thetopof the priority list. Eventhough there are an abun-dance of tech-career oppor-tunities in Idaho,we lackeda central portal to aggregate
jobpostings and showcaseopportunities available totechprofessionals outsideour state.Manyprofession-als outside Idaho are un-aware of the level of activitythat takes place in our state’stechnology community.
Understanding theneedto showcase the excellenttech-career opportunities inIdahowas the catalyst thatled to the creation of theIdahoTechJobswebsite, anambitious projectmadepos-sible through the collabora-tive efforts of theBoiseVal-leyEconomyPartnership,the IdahoDepartment of La-bor andmembers of the Ida-hoTechnologyCouncil. 2 012 has been an event-ful year in theworld ofinformation security.
Just thismonth, a newvari-ant of thewell-knownZeusbanking trojanwas discov-ered, targeted specifically atEuropean smartphones.
This trojan, dubbed “Eu-rograbber,” is suspected ofstealing around $47millionUSD frommore than 30 Eu-ropean banking institutionsin the past year. The virusfirst infects the user’s com-puter andmodifies thefields on the user’s onlinebankingwebsite to ask for acellphone number. The vic-tim types in the cell numberand then receives a textmessage, seemingly fromthe bank, asking the user to
install a “security patch” be-fore proceeding.Upon in-stalling that “patch,”whichis actually the smartphonevariant of Eurograbber, boththe victim’s computer andphone are compromised.
Eurograbber is specifi-cally designed to defeat
cellphone-based two-factorauthentication, a securitymeasure implemented bymany secure banking facili-ties.When a user logs in toa bank accountwith two-factor authentication en-abled, the usermust type inboth a password and a secu-rity code sent to the user viatextmessaging. The theorybehind this extra precautionis that even if a passwordgets compromised, the at-tacker still needs the cell-phone security key to ac-cess the account. Eurograb-ber circumvents that pro-tection completely.
Also earlier this year,mal-ware targetedat theAndroidplatformsurreptitiouslyrecordedmore than 14mil-
lionpiecesof personallyidentifiable information.Theapps containing thesevirusesweredownloadedmore than 100,000 timesbyJapaneseuserswhowereus-ingwhat they thoughtwastheofficialGooglePlaystore. Evenafter the allegedperpetrators of these crimeswere arrestedOct. 30, newmalware strains continuedtoplague the JapaneseAn-droid appmarket.
These two incidents arenot isolated, and they pres-ent a grim picture of whatmay be looming on thehorizon forU.S. smart-phone users in 2013.Whilemobilemalware is ab-solutely present in theU.S.,incidents of infection have
largely been incidental. Asof now,we have not facedmassive, widespreadmal-ware infections like the twoincidentsmentioned above.
However, this is no rea-son to rejoice. The attackson European and Japanesesmartphone users reflectthe changing attitudes ofthe criminals developingmalware formobile de-vices. The attacks are so-phisticated, targeted tovery specific geographicgroups of victims and cre-atedwith a singular pur-pose inmind: stealing in-formation. The numberssimply do not lie: $47mil-lion and 100,000 pieces ofstolen personally identifi-able information show that
themobile platform is ripefor exploitation. It is just amatter of time beforeU.S.smartphone users face awidespreadmobilemal-ware threat.
Use a password. Run anantivirus program. Sendunknown emails and textmessages to the trash.These are all commonpractices for nearly everycomputer user today, yetthese same users ignorethose practiceswhen itcomes to their phones.

entertainment 24/7 viawhatevermeans aremostconvenient to themat themoment.Media have re-spondedby fusing variousdeliverymechanisms in-cluding television, Internet,smartphone technology, ra-dio andprint. It’s a bravenewworld—andexciting.
So,whatwill it take to re-main relevant and success-ful in communication in2013?
1.Storytelling. passing trend. Itwas not. To-day, no onedoubts socialmedia play a critical role incommunicating amessage.The key is identifying theplatforms—existing andemerging—with the great-est relevance to your coreaudience and findingwaysto engage.
Consumers are less pas-sive today than at anyothertime in historywhen itcomes to gathering informa-tion.They share informa-tion at lightning speed.Theytell personal stories and ex-perienceswith pictures ontheir social-media platformof choice.They are becom-ing journalists in their ownright by reporting breakingnews (with cellphonepho-
tos) onTwitter, Facebook,Pinterest andother plat-forms—sometimes beforenews agencies canpen theirfirstword.

There aremany individ-ual angels in theValley.Asfar as I amaware, there isonly one formal angel or-ganization, theBoiseAngelAlliance.Thepurpose of theAlliance is to encourage theavailability of capital for en-trepreneurs. It has createdtwo funds, theBoiseAngelFund and theTreasureVal-leyAngel Fund.Thebelowdata are drawn from therecords of the two funds.
TheBoiseAngel Fundmade its last angel invest-ment in 2012 and isnowfullycommitted.ThenewTreas-ureValleyAngel Fundwas
formedandasof thiswritinghas $1.1millionof committedcapital andcontinues toraise additional capital.
Wehadour first success-ful “exit” in 2012.An exit isangel-speak for selling or
otherwise disposing of aninvestment.We invested$45,000 in a Spokane-basedcompany alongside the an-gels there.Wewere paidabout $138,000 for our stockandhave the potential foradditional proceeds.
Wehavehadoneunsuc-cessful exit, a bankruptcywherewe lost our entire$25,000 investment.
In 2012, the funds invest-ed $500,000 in five compa-nies. This is themost invest-ed in one year since the firstfund came into being. Sim-plemathwould suggest thatthe funds invested an aver-age of $100,000per deal. Butthat ignores the leadershipof the funds.
Oncewe commit aninvestment to a company,
we then try to help raise ad-ditional capital. That addi-tional capitalmay comefromour ownmembers,other groups in theNorth-westwithwhomwehavetrusted relationships, andother angelswhomay studyour efforts anddecide to in-vest alongside our invest-ment. The total capitalraised by those five compa-nies in these roundswas$1,395,000, or about $2 addi-tional capital for every dol-lar invested by the funds.

calmanufacturer anddis-tributor of high-perform-ance outdoor clothing soldthrough specialty retailers.
MealTicket.The companyenables foodmanufacturers
to promote products direct-ly to restaurants andotherfood-service providers.
SawtoothIdeas. It providesanonlinemarketplacewhere designers ofwood-working plans can sell plans,alongwith innovative soft-ware that turns traditionaltwo-dimensional plans intothree-dimensional, dynamicplans.
SocialGoodNetwork.Thiscompany enables con-sumers to shoponline anddogoodby capturing refer-ral commissions and allow-ing the shopper to assign aportion to charity.
VoxbrightTechnologies.Voxbright develops voice-recognition software for ca-ble and InternetTVplat-forms.

Thepersonal property taxis shapingup tobeoneof thekey issuesof the 2013 legisla-tive session. Foryears, theIdahoAssociationofCom-merce and Industryhas lob-bied for the tax tobe re-pealedorphasedout. Law-makers andGov.ButchOtterappear tohavedecided thatthis is theyear to get downtobrass tacks.Counties andcities arepushingback.
The governor summa-rized themain questionsabout getting rid of the per-sonal property tax in an ap-pearance at theAssociatedTaxpayers of Idaho confer-ence recently. “What is theprocess thatwe shoulduse?” he asked. “Shouldwetake amultiple year ap-proach to it? Shouldwe re-place the funds, and if so,how?Where is that revenuestreamgoing to comefrom?”
If those questions leaveyou baffled, read on. This is
your guide to the personalproperty tax in Idaho.
What is the personalproperty tax?
Local taxing districts col-lect taxes onboth real andpersonal property. Realproperty is,more or less,real estate. It’s the big, im-movable stuff, like land andhomes andbuildings.
Personal property, on theother hand, describes thesmaller, tangible thingsweall own. It’s your furniture,your clothing, your bicycle.Idaho’s personal propertytax only applies to personalproperty used for businesspurposes.A state tax com-mission guide describes itthisway:
“Taxable personal prop-erty consists of itemsusedcommercially, such as furni-ture, libraries, art, coin col-lections,machinery, tools,equipment, signs, unregis-tered vehicles, andwater-craft. Taxable personalproperty also includes itemsused commercially for con-venience, decoration, serv-ice, or storage. Examples arestore counters, displayracks, desks, chairs, file cab-inets, computers, typewrit-ers, officemachines, and
medical/scientific instru-ments.”
Complicating that, Idahohas exempted certain cate-gories of commercially usedpersonal property from tax-ation. For example,machin-ery and equipment usedstrictly for agricultural pur-poses are exempt.Theper-sonal property tax also doesnot apply to livestock, busi-ness inventory and certainhospitals’medical equip-ment, amongother things.What’smore, the definitionof taxable personal propertycan vary somewhat fromcounty to county.
How much money does thepersonal property tax raise?
There are threemainsources of tax revenue inIdaho: income, sales andproperty taxes. There are al-somore than adozen small-er tax categories, such as thestate’s cigarette, beer andwine taxes.Nearly all prop-erty tax revenue collected inIdaho is collected and spentby local governments.
Together, Idaho’s income,sales and additional tax rev-enue totaledmore than$3.26 billion in the 2012 fis-cal year (which ran from Ju-ly 2011 through June 2012).
Businessinterestsandgovernmentsarepreparingforwhatcouldbethefinalbattleoverthetaxonbusinessequipment.

Property tax revenue to-taled $1.43 billion in the 2012calendar year.With a littlemath,we can gather thatrevenue fromproperty tax-es comprises about 30 per-cent of the total tax revenuecollected by state and localgovernment.
Where do personal propertytax collections fit into thattotal tax revenue picture?
In 2012, revenue from thepersonal property taxwilltotal between $143millionand $153million, accordingto the IdahoStateTaxCom-mission.Thatmeans about10 percent of property taxrevenue comes from thepersonal property tax.That’s about 3 percent of to-tal tax revenue collected inIdaho.
Personal property taxrevenue canbe consideredas a portion of the state andlocal tax revenuepie. It canalso be considered in thecontext of state spending onkeypublic services.
For example, the $143mil-lion to $153million inper-sonal property tax revenuecollected this yeardwarfsthemagnitudeof the contro-versial cut inMedicaid fund-ing authorizedby the IdahoLegislature in 2011.That cutsaved the state $35million inongoinggeneral fund rev-enue.About $1.5milliondol-lars of that fundingwas re-stored in 2012.
Why get rid of the personalproperty tax?
The IdahoAssociation ofCommerce and Industry isthemost prominent opposi-tion to the personal proper-ty tax in Idaho. The associa-tion’s argument centers onthe impracticalities of thetax. “It is one of themostdifficult to administer andcomplywith for govern-ment and business alike,”reads IACI’s introduction tothe personal property tax.
The associationmain-tains that getting rid of thepersonal property taxwillresult in economic growth.“It is a barrier to economic
development,” IACI’s state-ment about the tax contin-ues, “and studies indicatethat the elimination of thetax not only benefits busi-ness, butwill increase thepersonal incomeof Idahocitizens.”
Many lawmakers andotherswho favor doingawaywith the personalproperty tax say the tax isunfair because it is uneven-ly applied. They also notethat businesseswind uppaying two taxes—salestax,which goes to state cof-fers, and personal propertytax,which is collected andspent locally—onmany ofthe items businesses useday to day.
Why abolishing thepersonal property tax iscontroversial
There are a lot of reasonswhydoing awaywith a par-ticular revenue sourcemight produce consterna-tion.Getting rid of the per-sonal property tax directlyaffects Idaho’s taxing dis-tricts— there are 1,105 ofthem, and 964 leviedprop-erty tax in 2012—by takingawayoneof their sources ofincome.
Property tax revenue, onthewhole,made up about aquarter of local governmentgeneral revenue in 2010.That averagemasks a greatdeal of variation across lo-cal taxing districtswith re-spect to personal propertytax collections. Some taxingdistricts rely heavily on per-sonal property tax revenue,while others take in very lit-tle. The amount depends onthe kind of industry that ex-istswithin a district.
Cities and counties haveprovided themost consis-tent opposition to repealing
or phasing out the personalproperty tax.They claimthat,without personal prop-erty tax revenue, theywillstruggle tomeet their statu-tory and constitutional re-sponsibilities. “Eliminatingthe business personal prop-erty taxwithout providingreplacement fundingwillshake the foundation of ourlocal communities,” reads apamphlet created by theIdahoAssociation ofCoun-ties.
Some lawmakers arguethat repeal of the personalproperty taxwill comeabout through a tax shift. Inotherwords, they say thedollars lost by local taxingdistrictswill have to be re-placedwith dollars fromsomeother revenue source,or by a reimbursement fromstate coffers.
However, Sen. BrentHill,R-Rexburg, the Senate pres-ident pro tem, circulated aletter this summer to localleaders suggesting other-wise. The letter indicatesthat one proposal underconsiderationwould not re-imburse local governmentsfor lost revenue, if the per-sonal property tax is re-pealed.Hill’s letter indi-cates that planwould alsoprohibit local governmentsfrom raising levy rates onreal property in order tomake up the lost tax dollars.
Idahowould be in themi-nority of states if it were toabolish the personal prop-erty tax, according to re-search conducted by theIdahoStateTaxCommis-sion.That research findsthat 14 states havedoneawaywith the tax, or are inthe process of doing so.

In 1998, Gov. DirkKempthorne appointedMahn as director of the Ida-hoDepartment of Com-merce, where he served un-
til 2002. He now serves onthe board of directors ofIdaho Independent Bank.
Mahn is a Certified Pub-lic Accountant and re-ceived a bachelor’s degreein accounting from theUni-versity of Idaho and amas-ter’s of business adminis-tration from theWhartonSchool at theUniversity ofPennsylvania.

Ifmining begins, the company estimatesasmany as 400peoplewould be employedduring construction and asmany as 425jobswould be createdduring themine’s es-timated 14-year life.

Andhere’s the kicker:The court ruled that thesales rephad a free-speechright to promote the drug’sunapproveduses.
I’m as big a fan of the FirstAmendment as anyone, butthis decision strikesme asfundamentally flawed.
We’re not talking about aright to express yourself.We’re talking about sellingstuff—stuff that couldharmor even kill you if usedimproperly.
Moreover, it would seemthat a serious blowhas beendealt to the Food andDrugAdministration’s power toensure the safety of pre-
scriptionmeds. The drugindustry can nowpitch anyuse for its products, regard-less ofwhat regulators say.
“This is a complete dis-grace,” says StevenMiles, aprofessor ofmedicine andbioethics at theUniversityofMinnesota. “What thisbasically does is destroydrug regulation in theUnit-ed States.”
FeliciaCohn, director ofmedical bioethics forKaiserPermanenteOrangeCounty,Calif., wasmore circum-spect. But only slightly so.
“This completely under-mines the FDA’s authorityover howdrugs aremarket-ed,” she says. “I can’t imag-ine that themarketing folksin the drug industrywon’tseize upon this as an excuse
to sell almost all drugs be-yond their approvedusage.”
The case before theU.S.2ndCircuitCourt ofAp-peals inManhattan began in2005whenAlfredCaronia, aformer sales rep forOrphanMedical, later acquired byJazzPharmaceutical,wastargeted in a federal investi-gation into questionabledrug-industry sales prac-tices.
Hewas recorded telling adoctor that the narcolepsydrugXyremcould also beused to treat insomnia, fi-bromyalgia andother condi-tions, even though the FDAhadn’t approved suchuses.Caroniawas convicted by ajury in 2008.
In his appeal of the ver-dict, Caronia argued that the
FirstAmendment gave himthe right to discuss so-calledoff-label druguses, and thecourt agreed.
“The government clearlyprosecutedCaronia for hiswords— for his speech,” themajoritywrote in the 2-to-1decision. It concluded that“the government cannotprosecute pharmaceuticalmanufacturers and theirrepresentatives” under theFood,Drug andCosmeticAct for speechpromotingoff-label druguses.
The government is ex-pected to challenge the rul-ing, either before the full ap-pellate court or at theU.S.SupremeCourt. Thehighcourt alreadyhas deter-mined that unlimitedpoliti-cal donations canbemade
in the nameof free speech.Businesses and their con-
servative friends inCon-gress routinely argue thatregulations get in thewayofcommerce and innovationand that themarket shouldbe left towork itsmagic.
The flip side of that pie-in-the-sky perspective isGlaxoSmithKline agreeingto pay $3 billion in July forpromoting antidepressantsandother drugs for unap-proveduses.
FDArules are there for areason, and that reason is toprotect public health.
Drug companies haveeverything to gain bybeingable to sidestep regulatoryoversight. The rest of usgain nothing.

Even though I tried to softenmymanag-er’s critical comments, one of the employ-ees still burst into tears during our apprais-al discussion. Shewanted to knowwhynoonehad told her about these issues before.These are good, loyal employeeswhodon’t deserve to be treated like this.Whatshould I do?
A:Unfortunately, you seem tohave a ba-sicmisconception about how the appraisalprocess is supposed towork.Topromoteconsistency acrosswork groups, evalua-tions should always be reviewedbyhigher-levelmanagers. Therefore, your boss hasboth the right and the obligation to haveinput into your appraisals.
Upper-level oversight is largely de-signed to counteract “rater bias,”whichrefers to the tendencyof some supervisorsto give lots of high ratings,while others ha-bitually ratemuch lower. Left unchecked,these natural predispositions can result inappraisalswhich are both inaccurate andunfair.
With your employees, the primaryproblem is that their evaluations containedanasty surprise. If youwere aware of yourboss’s displeasure but chose towithholdthat information, then youdid these peo-
ple a great disservice. Sinceyourmanager has the powerto affect their careers, theyneed to knowhowsheviews their performance.
Thebottom line here isthat youmust provide eachemployeewith a clear set ofperformance expectationssupported byyour boss. Ifyouhavedifficulty accom-plishing this goal, considerasking yourHRmanager forhelp.Otherwise, youwill in-
evitably find yourself repeating this un-pleasant experience.
Q:After I helped a friend get a job inmyoffice, she immediately began trying to ex-cludeme fromanyproject that involvedourmanager.Now that she seems to havehis undivided attention, he has started giv-ing her assignments that should not bepart of her job.
This situationhas hurtme somuch thatI have trouble focusing onmywork andhave even considered resigning.When Italked to themanager about it, he accusedmeof having a personal problemwith thiswoman.Howshould I handle this?
A: If you are honestwith yourself, I be-lieve youwill realize that your boss is cor-rect. Your vision is so cloudedby jealousyand resentment that you can’t see thingsclearly. In reality, yourmanager has everyright to assignwork towhomever hechooses, and your colleaguehas everyright to take on additional responsibilities.
If you arewise, youwill get your emo-tions under control, find away to get alongwith your co-worker, and look forways toshine in your own job.Theonlyway tochange this situation is to change yourself.

T here ismuch irony inthewhole “fiscalcliff” debate in that
the greatest danger to theeconomy lies in reducingthe budget deficit toomuch,too soon and too fast.
That iswhat BenBernankehad inmindwhenhe coined the term.That iswhatmost economists seeas the primary issue. It iswhat concernsWall StreetandCEOsof nonfinancialcorporations.
But all of the posturing onthe part of the administra-tion andCongress focuseson cutting the deficit.Nei-ther side is asking the ques-tion of howmuchdeficit re-duction is appropriate.
Letme interject somepersonal views at the start.
First, I considermyselfsomething of a deficit hawk.My files hold slides fromtalks I gave 20years agowarning thatweneeded toget our fiscal house in order.I don’t think I gave anyspeeches in the decadesince theGeorgeW.Bushadministration threwawaythemodest progressmadebetween 1994 and 2000 thatdid not have the dangers of astructural deficit as amajortheme. Soplease refrainfromsendingmeemailstellingme I don’t appreciatethe gravity of the problem. Iwas preaching about itwhen somewere applaud-ing the very idiocies that gotus into thismess.
Second, I don’t thinkweare going to solve the prob-lem.Therewill be an “out-come,” and somepossibleoutcomes are better orworse thanothers. But untilthe nation becomes less di-videdpolitically and econo-mists are able to reach andvoice an authoritative con-sensus,we are going to havea series of short-term,hodge-podge fixes but nolong-termsolution.Dividednations oftenneeddeep
pain to force consensus, andwe really haven’t feltmuchpain yet. Somyexpectationsare very low.
Now, letme start by as-serting that thoughnot alleconomists think that bothspending cuts and tax in-creases tend to slowaneconomy, a strongmajorityof themdo.Criticswill replythat this is a tenet ofKeyne-sian economic theory thatwas acceptedwisdomwith-in the discipline decadesagobut has since been re-jected.And the theories ofJohnMaynardKeynes areovertly rejected bymanyRepublicans. (However, alltheRepublicanpresidentialcandidates since 1988 havehad either conservativeKeynesians as economic ad-visers during their cam-paign or named them to keypositionswhen elected.)
It is certainly true thatKeynes believed that such“austeritymeasures” sloweconomies. Itwas key to hisargument that governmentcould use varied taxing andspending, coupledwithchanges in themoney sup-ply and interest rates, tospeed economic activity inrecessions and slow itwhenunsustainable boomsbrought inflation.
It is also true thatmanyeconomists noware skepti-cal about this prescription.Some,myself included, readhistory from 1950 to 1975 asevidence that politiciansacross the political spec-trum love to step on the gas
pedal ofmore spending andlower taxes but neverwantto step on the brake.
Others economists usesophisticatedmath to arguethatwhenpeople in a coun-trymake rational decisionsabout how toorder theirownaffairs in the face ofKeynesianmicromanage-ment of the economy, theoutcomeof their collectivedecisionswill be to rendersuchmicromanagement fu-tile or evenharmful. Thisgroup includes someof thebest theorists in the disci-pline right now.
But proving that deliber-ate variation of taxing andspending to control theeconomydoes not succeedis not the same as provingthat large increases or de-creases haveno effects.
Moreover,modern eco-nomic history is full of in-stances inwhich cuts inspending, coupledwith in-creases in taxes, threweconomies into recession.Most of the countries in theEuropeanUnion aredemonstrating that rightnow.Almost universally,such austerity programsslowoutput, lower incomeand raise unemployment, atleast in the short run.
Thatcaveat leads toan-other reaction. Ifweneed toget revenues in linewithspending foroureconomytobehealthy in the longrunandhigher taxeswith lowerspendingwoulddo that,someargue,whydon’twejustplungeaheadandacceptthe short-termpainof the re-cessionasacost tobepaid? Ifyouhavea tumor thatmaykill you,whynotcut it outnow?Theoperationwill bepainful, butyourchancesoflivingwill bemuchhigher.
This is an argument thatdeservesdebate.However,thepeoplewhomake it oftenseemextremelynaive aboutthe length anddepthof therecession thatmight ensue.
Itwouldnotbe amatter ofunemployment rising to9percent for a fewmonthsand theneverythingbeingOK.Thecut in spending andincrease in taxes thatwillhappenautomatically totalsabout 4percent ofGDP.Closing thedeficit inone fellswoopwould involve adjust-mentsof 7percent.
AsEurope isdemonstrat-ing, austerityprogramsusu-ally fail toachievedesireddeficit reductions.Reces-sionscut tax revenueand in-creaseoutlaysonprogramssuchasunemploymentandfoodstamps.Yes,wecouldpassnewlegislationabolish-ingsuchprograms,but theresultingpain for societywouldbegreat.And ina re-cession,whengrossdomes-
ticproduct shrinks, cuts inspendingdon’t reduce rela-tive indebtedness.
Some argue that the veryfact thatCongress and thepresidentwereworking toreduce long-termdeficitswould cause such a spike inbusiness andhouseholdconfidence that any reces-sionwould be curtailed.
Again, the argument de-serves consideration. Sometwodecades agowe alsoseemedmired in intractabledeficits. PresidentsGeorgeH.W.Bush andBill Clintonhad the courage to raise tax-es back from the recklesslylow levels towhich theyhadbeen cut in 1988. Supply-siders predicteddoomandfalling tax revenues from thehigher rates, but instead rev-
enue rose sharply and confi-dence returned strongly. Ithink this is anunderappre-ciated lesson from the 1990s.
But thereweremanyoth-er factors, including a favor-able technologyboomand,in the last years of thedecade, an increasinglyloosemonetary policy un-der the aegis of FedChair-manAlanGreenspan thatwould ultimately lead to thebubble that popped in 2006.Sodon’t expectmiracles,anddon't delude yourselfthat yet another roundof taxcutswould be the key.
