Business Bulletin: Monday 10 September 2012

Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

A hash symbol identifies motions eligible for debate at Members’ Business;

A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

A search facility is also available on the Scottish Parliament web site at http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Any questions in relation to this section should be directed to the Chamber Desk, for which contact details are provided at the end of the Bulletin.

S4M-03954 Jean Urquhart: EHRC Coalition Cuts—That the Parliament acknowledges what it considers to be the vital role that is played by the Equality and Human Rights Commission (EHRC) in providing guidance to the public in promoting and enforcing equality legislation; expresses its deep concern over the reported 62% reduction in EHRC‘s budget by 2015 and how this could impact on EHRC‘s operations in Scotland; believes that the proposals will cause the closure of the EHRC‘s Edinburgh office, resulting in a loss of half of its workforce in Scotland; notes that the UK Government plans to close EHRC‘s direct expert helpline and replace it with a referral-only service, with no presence in Scotland or Wales; considers that, the decimation of the EHRC‘s budget and the concurrent impact on its ability to provide an effective service, runs contrary to the Equality Act 2006; condemns what it understands is the UK Government‘s decision to continue with these regressive reforms, despite it consultation showing that people were against this by a margin of 15:1, and considers that this is a typical example of what it sees as the fiscal vandalism of the UK Government and how it is harming Scotland and society‘s most vulnerable and marginalised groups.

S4M-03953 Jean Urquhart: Shetland’s Message in a Bottle—That the Parliament congratulates Scottish skipper, Andrew Leaper, on setting a new world record after discovering a message in a bottle that was released 98 years ago; notes that this beats the previous record, held by Mark Anderson, by five years; understands that Mr Leaper discovered the bottle while skippering the Shetland-based vessel, Copious, which had discovered the previous record-holding bottle; notes that the recovered bottle was part of a 1,890-strong batch of bottles released in 1914 to help map Scotland‘s sea currents, of which only 315 have been retrieved; considers the find to be of historic and scientific interest, and welcomes both the bottle and Mr Leaper‘s world record certificate, being donated to the Fetlar Interpretative Centre in Shetland for future generations to experience.

S4M-03952 Drew Smith: First Minister Favours Break-up of the BBC—That the Parliament notes with surprise the announcement made by the First Minister that an SNP-led administration would break-up the BBC and replace it with a separate public service broadcaster should independence be supported at the 2014 referendum; understands that there are now more than 100 television production companies in Scotland and that the industry employs around 15,000 people, particularly around the digital media hub at the Riverside in Glasgow; expresses its concern for those employed in the creative industries who, it considers, now face uncertainty due to what it believes is a lack of detail in the First Minister‘s plans; regrets that such uncertainty comes at a time when job reductions are already being announced, with a reported 35 BBC Scotland posts, in its news, outreach and Gaelic departments, to be lost by March 2013; considers it strange that the First Minister is apparently in favour of keeping other British institutions, such as the monarchy and the pound sterling, yet wants to break-up the BBC; understands that, although the First Minister has indicated that the proposed Scottish public service broadcaster would be funded mainly by licence fee payers, raising an estimated £320 million, commercial avenues were ―not necessarily a problem in principle‖; believes that this would lead to a very different experience for viewers and that much of the programming schedule could be filled with adverts and imported programmes; notes that the First Minister has made comparisons with Raidió Teilifís Éireann (RTÉ), the Irish state broadcaster; understands that RTÉ has six minutes of advertising every hour; further notes that, based on population size, the First Minister has also made comparisons with the Danish Broadcasting Corporation; understands that Danish citizens pay as much as 60% more for their licence fee than those in the UK; hopes that the Scottish Government paper, which it understands will be published in 2013, will clarify

whether viewers in Scotland will have to pay as much more for their licence and whether they would also have to pay extra for other BBC programming, such as BBC Radio‘s 3 or 5 Live, and understands that, with programmes sometimes costing as much as £750 000 per episode to produce, one hour of quality drama a week could cost one tenth of a Scottish broadcaster‘s entire budget.

S4M-03952.1 Patrick Harvie: First Minister Favours Break-up of the BBC—As an amendment to motion S4M-03952 in the name of Drew Smith (First Minister Favours Break-up of the BBC), insert at end "; further believes that proper consideration should be given to the option of sharing responsibility between the UK and the Scottish Government for the BBC‘s charter, licence and agreement; considers that such an arrangement might provide advantages including a ―double lock‖ protection for the principles of public service broadcasting and for the licence fee as the funding basis for the BBC, a stronger impetus for the BBC to produce content that is relevant to Scotland and a secure context for those working in the TV production, broadcasting and digital media industries in Scotland, and urges consideration of this option both by supporters of Scottish independence and by supporters of Scotland remaining in the UK."

S4M-03951 Claire Baker: Congratulations to Dan Watson, Winner of the UK James Dyson Award—That the Parliament warmly congratulates Dan Watson, a graduate of the Glasgow School of Art, on being named winner of the UK James Dyson Award; understands that his SafteyNet system is designed to make fishing more sustainable by offering smaller fish an escape route from trawl nets through escape rings that are fitted to the cod-end of existing nets; notes that the rings light up to act as an "emergency exit" sign for the fish; hopes that this can lead to a decrease in discards; understands that Dan will now be competing against finalists from 17 other countries to win the international award, and wishes him all the best in the competition.

S4M-03317# Clare Adamson: Scottish Steelworkers’ Memorial Fund—That the Parliament recognises the work of steelworkers in Scotland; considers that, over two centuries, they have revolutionised the Scottish economy and contributed to its long and proud international reputation for high-quality iron and steelmaking; notes that the Dalziel Ironworks in Motherwell opened in 1872 and understands that the industry prospered over many years until the closure of the Ravenscraig facility in 1992; believes that this closure had a devastating impact on the population at a time that witnessed widescale de-industrialisation and a huge number of job losses; believes that steelmaking remains a flagship industry in Scotland, through the continued contribution of Dalzell, Tata Steel (Motherwell) and Clydebridge (Cambuslang); commends and recognises the Scottish steelworkers‘ memorial fund, which aims to fund the construction and installation of a steelworkers‘ memorial as part of the Ravenscraig regeneration project; understands that the memorial will represent and commemorate the contribution of all steelworkers in Scotland, and believes that it would serve as a lasting tribute to the brave workers in that industry who faced significant danger or lost their lives in the workplace.

S4M-03046# Claire Baker: Welcoming Fife Diet’s New Food Manifesto 2012—That the Parliament welcomes Fife Diet‘s new food manifesto for Scotland, which it considers an important contribution to the debate on food sustainability; highlights the manifesto‘s aims of connecting the way that Scotland grows, produces, distributes and consumes food with its climate change targets, connecting the environmental policy framework to its health and wellbeing initiatives and looking afresh at the values that underpin how it organises its food economy; considers that Scotland‘s food and drink policy is not only about export growth, but also about nutrition and health indications in communities across Scotland, and values the work of Fife Diet in engaging with communities and raising the debate about how Scotland achieves collaborative gains between community, food and health, affordability and sustainability.

Section J – Progress of Legislation

For further information on the progress of Bills and subordinate legislation, contact either the relevant clerk or webpage (see end of Bulletin for details).

Bills in Progress

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day. (G) = Government Bill; (M) = Member‘s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
