The Windsor-Essex Regional Chamber of Commerce has supported a study examining feasibility of a high speed rail project on the Windsor-Quebec City transportation corridor. The Chamber welcomed recommendations for improvements of the rail infrastructure on the corridor and has put forward recommendations that would make these important transportation infrastructure projects possible. The latest High Speed Rail (HSR) feasibility study report was funded by the federal government and sponsored by the Provinces of Ontario and Quebec. We wanted to include this letter addressing concerns about the study, which was sent to the federal Minister of Transport, the Honourable Denis Lebel, to show the depth and scope of what our policy committees are doing.

“Dear Minister Lebel:

The Transportation Committee of the Windsor-Essex Regional Chamber of Commerce recently reviewed and discussed the report “Updated Feasibility Study of a High Speed Rail Service in the Quebec City – Windsor Corridor,” which was made available on the web site of High Speed Rail Canada. With regard to that study, we wish to make three suggestions.

The first suggestion is that you release the report without any further delay. The debate over high speed rail in Canada has for too long been put on hold in anticipation of this report. Now that the contents of the report have been made public we believe it is time to let that debate begin.

Our second suggestion is that a significant revision of the economic analysis in the report be undertaken to incorporate the effects of cross-border passenger rail service. The current study’s terms of reference limit it to analysis of service among domestic origins and destinations. This is an unreasonable restriction given the strength of connections in the Quebec – Windsor corridor with destinations in the United States. Specifically, the Obama administration has committed substantial funds to upgrade tracks in anticipation of high-speed rail service between Chicago and Detroit.

A connection using the existing rail assets between Windsor and Detroit could open a rapid passenger rail link between Toronto and Chicago, significantly enhancing ridership on the Toronto-Windsor segment of the Canadian system. The Committee is heartened by a recent letter from Amtrak to the Director of Transportation to the State of Michigan pointing out that the completion of the new freight tunnel between Windsor and Detroit provides “a key component in establishing new cross border passenger rail service.” This type of information should be incorporated in any future study and/or analysis of passenger rail whether it be high speed rail on new infrastructure or higher speed rail which uses existing track and rolling stock.

Our final suggestion is that the planning process for enhanced passenger rail in Canada not be limited to the diesel and electric high-speed options considered in the report. Other diesel options with somewhat lower maximum speeds should also be considered. These higher-speed rail options can significantly reduce intercity travel times with much lower cost, especially in terms of capital expenditures on corridor improvements. They also provide the potential to improve service to a large number of medium sized communities that could not be economically served by the highest speed options.

The Windsor-Essex Regional Chamber of Commerce stands ready to participate actively in the effort to enhance and modernize passenger rail service in Canada. We urge you to make this a priority in the Government of Canada’s transportation agenda.”

The workplace has a large impact on our health since one in four adults work 50 hours per week or more (Higgs, Duxbury & Lyons, 2008). Workplace Wellness Programs are a positive way to improve the health of working individuals and decrease health costs to the employer. Incentives are an important part of successful Workplace Wellness Programs.

What is an incentive?An incentive is a reward that encourages a specific action or behaviour. A free helmet for participating in a ride to work bicycle program or a day off with pay for taking part in a health screening event are examples of incentives.

Types of incentives (tangible or intangible) There are two main types of incentives known as tangible and intangible. Tangible incentives are material rewards or prizes that a person receives. In comparison, intangible incentives are moral or personal rewards that an individual receives. Some examples of tangible and intangible incentives are given in the table below.

BENEFITS OF INCENTIVES FOR EMPLOYERS AND EMPLOYEES

There are many employer and employee benefits to using incentives in Workplace Wellness Programs. Incentives:

Incentives are a great way to encourage employees to take part in Workplace Wellness Programs. Taking advantage of incentives and using them as part of your Workplace Wellness Programs can help improve employee health and save the company money. No matter how big or small your wellness program is, you can make incentives an important part of it.

almost 50% of workplaces use incentives to encourage employee participation in their Workplace Wellness programs (seaverson, grossmeier, miller & anderson, 2009)

in a review of existing workplace tobacco cessation programs, the use of incentives increased employee participation by 21.8% (cahill & perera, 2009)

ATHENASCHOLARSHIP LUNCHEON CELEBRATES EXCELLENCE

More than 260 guests gathered for the 12th Annual ATHENA Scholarship Luncheon on Nov. 1, 2011 at the St. Clair Centre for the Arts. It is held every year to honour the three ATHENA scholarship recipients who excel in academics, are outstanding leaders and have extensive community involvement. They each receive a $3000 scholarship and a trip to the ATHENA International Leadership Summit in Chicago in April.

TARYN MATIS a student in the Chemistry Laboratory Technology program at St. Clair College, volunteers for the Girl Guides and Optimist Club and plans to pursue a career in pharmacy.

HOLLY LAFONTAINE is a student at the University of Windsor completing her Master of Applied Science in Civil Engineering. She has volunteered for Engineers Without Borders in Zambia and plans to work in the field of renewable energy and environmental sustainability.

JULIE CARON holds two degrees from the University of Windsor and a MSc in Medical Genetics from the University of Glasgow. She is presently enrolled in medical school at the University of Toronto. This outstanding scholar has volunteered in an orphanage in Tanzania and hopes to return there as a doctor to provide health education and AIDS awareness.

This year the Luncheon featured guest speaker Chantal Vallée, the Head Coach of the University of Windsor Lancers Women’s Basketball Team who were the 2010-2011 CIS National Champions. Chantal electrified the crowd with her story of coming to Windsor and building an outstanding program and winning team in just five years.

COPYRIGHT BILL MAKES ITS WAY THROUGH PARLIAMENT

REGAINING COMPETITIVENESS CANADA’S BIGGEST CHALLENGES

This fall the Canadian Chamber of Commerce will be following reintroduced copyright legislation in the House of Commons. Many companies, big and small, rely on the protection of intellectual property (IP) rights to maintain their businesses in Canada.

Updated copyright legislation will bring Canada more in line with other leading nations and establish guidelines for those who download and file share on the Internet. Properly applied, intellectual property rights drive job creation, economic growth, and innovation.

While the Canadian Chamber supports the principles behind this copyright legislation, improvements still need to be made to the bill. As currently drafted, the bill still contains some possible unintended consequences that could prove problematicfor business. The Chamber looks forward to a rigorous review of the bill at committee stage that will make sure that it achieves the purposes for which it is designed.

The passage of Bill C-11 would improve digital IP safeguards. Other measures, including enhanced border protection against counterfeit goods and an updated

patent regime, are also needed and the Canadian Chamber will continue to press for these safeguards for businesses in Canada.

The CCC will continue to monitor the bill as it makes its way through the House this fall.

You may recall that over the summer, the Chamber launched a consultation with Chambers across the country – local, provincial, territorial, and regional – regarding competitiveness barriers faced by Canadian businesses. We asked you to rank the biggest barriers to Canada’s competitiveness from your perspective. Chambers of all sizes and regions participated in our first consultation on this new initiative.

With competitive pressures intensifying all around us, strategic investments and smart public policies have never been more urgent and essential. Building a more productive and, thus, a more internationally competitive economy is a shared undertaking – the responsibility of business, individual Canadians, and

government. It requires greater investment in innovative practices and technologies, that Canadians be equipped with the rightskills and education, and that Canada offer an attractive environment for investors and entrepreneurs.

From the response we received, you told us what the most important barriers are. We will continue our consultation process in the months ahead, focusing on the top two or three to establish, together, a list of key objectives to achieve for each of them.

At the beginning of 2012, it is our intention to do a formal national launch of the Top 10 barriers project with the participation of chambers from across the network, so that government, business and Canadians understand the new journey we have

embarked on together. As we move forward with the Top 10 competitiveness barriers project, the Chamber will provide updates and tools to help our network engage on this collaborative process.

We are encouraged by the uptake that we have seen to date from the chamber network as we prepare to launch this important work. We hope that you will (if you haven’t already) join us as we work to improve Canada’s competitiveness. A background document on the Top 10 barriers can be accessed at www.chamber.ca.

The eWomenNetwork is a diverse community of women helping women, with 118 chapters throughout North America and over 33,000 members total. This makes the eWomenNetwork not only the largest women’s business event company in the world, but also the fastest growing women’s network in the continent. Managing Director of the Windsor Chapter is Shelley Oglan, who has been with the eWomenNetwork for 19 months.

THE ESSEX REGION CONSERVATION AUTHORITY offers up to 90% grants for landowners wishing to conduct habitat restoration projects on their properties. Projects can include converting marginal or unused land to forest or other wildlife habitat. Applicants need to commit at least five acres of property to qualify for the 90% grant, but for as little as a one acre project, you can receive grants of up to 75%. The restoration team at the ERCA is currently lining up projects for the spring 2012 planting season.
