New Democrats, was in New West- minster Aug. 1 to meet with Wood- lands survivors on the grounds of their former school and to urge the provincial government to extend compensation to all survivors of the school, not just those who lived there after Aug. 1, 1974. On that date 37 years ago, the B.C. government, then led by New Democratic premier David Barrett, gave citizens the right to sue the provincial government. Dix said that the current government is using the Aug. 1, 1974 date as a technicality to justify excluding residents who lived at Woodlands before that from compensation. “The courts have left the deci- sion to provide compensation to all Woodlands survivors up to the sitting provincial government,” said Dix. “And while the Liberals have acknowledged that former Wood- lands students suffered grave abuse at the institution, they still are not providing over 300 survivors who attended the school before 1974 the opportunity to apply for compensa- tion.” The B.C. government determined in 2009 that only 1,500 survivors who lived at Woodlands after 1974 were entitled to financial compen- sation. The deadline for applying is Sept. 19, 2011. “We all feel very badly about what happened at Woodlands,” B.C. Attorney General Barry Penner told the NewsLeader. “The first pri- ority is to deal with individuals the courts say we must deal with. After that we can consider the claims from before 1974.” But, according to Dix, the worst abuses date from before 1974 and those victims shouldn’t have to wait. “The cut-off date creates a sad situation,” Dix told the NewsLeader. “There’s no public policy, moral or political justification, to treat survivors as two separate groups.” A 2001 report by former provincial ombudsman Dulcie McCallum exposed the sexual, physical and emotional abuse endured by former residents. They lived in deplorable conditions of overcrowd- ing and chronic infectious disease. Medical experiments were conducted on them without their consent. McCallum recommended that the province offer the survivors an apology and financial compensa- tion. As a result, survivors launched a class action suit against the province in 2002 through the Klein Lyons group of lawyers. According to Penner, the government needs to set a limit somewhere when it comes to com- pensation. “There are many other people who have been hurt by things the government of B.C. could be respon- sible for. It’s time for me to spend some time with my very supportive husband and with my growing grandchil- dren.” Black was first elected to the B.C. legislature in 2009, where she is now the assistant deputy speaker of the House. She was interim leader of the B.C. NDP after Carole James resigned last year. “I’ve been so proud to be the representative for New West- minster. I’m very committed to my community and I am so grateful for the trust people in this community have put in me.” Before entering provincial politics, she was the elected federal representative in rid- ings cover Burnaby, Coquitlam and New Westminster. “Dawn Black is one of the most respected elected representa- tives in British Colum- bia and Canada. I have known and worked with her for over two decades, and like so many New Democrats, regard her as a person of integrity, achieve- ment and leadership,” said B.C. Black acknowledged feeling intimidated when she first went to Ottawa. “I remember going there for the first time and being in awe and wondering if I really had the ability to do it.” She needn’t have worried. First elected in 1988, she spent over 20 years as MP. Her legacy during that time includes an emphasis on women’s issues. somewhat disappointed in the 12th Street Music Festi-val on Sunday.

A number of people we spoke to at the event expressed similar opinions to our own and therefore, I would like to offer a few suggestions.

Having the booths closer together would take up fewer blocks and create a more intimate atmosphere and would save a long climb uphill for older folks and little ones.

In addition, the huge gaps between many booths gave the event an overall haphaz-ard appearance.

Try for a wider variety of quality crafters and ven-dors (Tupperware is passé).

Have more activities for children, such as puppets, music, face-painting and crafts, in one safe, super-vised area (I was told this was once done successfully on the empty credit union parking lot).

The few such activities there were on Sunday were smack in the middle of other things that crowded them out.

Please turn down the volume on the bands so they don’t drown out every other sound within a block. We have the technology to make this possible, and any band that cannot play at

less than a gazillion deci-bels does not belong at such a gathering. It’s not meant to be a rave party and the majority of people there were not teens.

There were two bands that my husband and I would have loved to hear but we were driven away by the ear-splitting volume as soon as they started to play.

Lastly, as a resident and taxpayer, I fi nd it inappro-priate for the White Rock chapter of the Hells Angels to be involved in a family friendly New Westminster neighbourhood street festival.

The toy run and other PR gambits notwithstanding, the Hells Angels are not just a group of ordinary people who simply like to ride motorcycles. They are associated with criminal activities such as drug-running and prostitution, among others.

To have them at such an event is an insult not only to residents, but also to our local police force, whose booth was stationed two blocks down the street.

I appreciate the work the organizers, vendors and musicians put into the event and they all deserve thanks for their efforts.

I hope these comments are received in the spirit in which they are intended; as

constructive suggestions to make future similar events more enjoyable for all.

City needs to step up on rail noise issue

Any progress toward the “elimination of rail noise and vibration between 11 p.m. and 7 a.m.” in the Quay neighbourhood has come due to the hard work, personal sacrifi ce and considerable expense of Brian Allen, his father and the president of the Quayside Com-munity Board, James Crosty.

For nine years these three have negotiated with the four powerful rail companies, with no support from city, council or the mayor. In 2008, they met “alone” with the rail com-panies and won an historic agreement.

In September, they will be in the Federal Court of Appeal to determine whether the Canadian Transportation Agency (CTA) has the right to rule on the rail companies regarding the QCB’s request for nighttime relief.

I watched on Shaw as Mr. Crosty appeared at city

council’s July 11 meeting to make his second request for a letter of support.

They want the CTA to know the entire city is behind their efforts. Council did so by granting his second request for a letter of support—but the mayor refused to even pay atten-tion.

Now the mayor, after waiting nine years, has deliberately chosen to go off with staff on an indepen-dent tangent with the rail companies and not work

with these men. And what

is the mayor’s solution? Sup-posedly, the night-time clo-sure of the only level crossing in and out of the

Quay—Begbie! For a decade he has done nothing on this issue and in an election year, this is the best plan he can come up with?

A political, narrow-minded solution that benefi ts few but produces headlines in the media in an election year.

I fi nd it hard to believe the mayor is comfortable in his pretense to take com-mand of the rail issue after a nine-year absence. Please leave it to the experienced, knowledgeable profession-als Mr. Mayor—the Crosty/

Allen team. Instruct the city to join

them in their work to bring about a solution to this important issue.

The debate surrounding the zoning approval of the new tower at 125 Columbia St. ignored one main problem—access to the new building.

There is no access from Columbia and every pizza man will have to look at the address, take a U-turn, go back two blocks, turn right up Fourth Street, turn on Carnarvon, then turn on Elliot, and fi nd parking. Then it’s an easy walk down the along the Elliot zig-zags to the future building.
