The rewon behind such movement seemed t o be a r ca l i za t ion t h a t high exeCutiTdJ'3 posi t ions were tend- ing to be f i l l e d by other than engineer:; i n the f a c t t h a t such individuals showcC b e t t e r and broader leader- ship q u a l i t i e s than did the more narroi,ly edixated technicians. T'nis study a l so developed the f a c t tha-i the %mal Academy i n i t s e f f o r t t o keep s tep with technical. developments had overloaded i t s course with f ac tua l and applied engineering t o some consequent sac- r i f i c e of t he very fundamentals i n engineering.

Rather than attempting a rev is ion made by an outs ide commission, the Acadeinic Board i t s e l f decided t o undertake the f u l l study and invest igat ion and aktempt t o meet t he problem. The study became far more extensive-than was foreqeen, l e d in to a great number of collateral . f ines , and became a work of considerable magnitude. The Academy' s recommendations a re b r i e f l y as follows:
