DOCUMENTATION OF CURRENT WILDERNESS INVENTORY CONDITIONS

a. Unit Number/Name________Biscuit Point/OR-015-081___________

(1) Is the unit of sufficient size? Yes _ X_ No

In the late spring of 2008, BLM staff conducted a field inventory of the area to update its road and wilderness inventory for the area. This field work included photo documentation of the boundary and interior routes within this unit. Using BLM photos, field logs, and staff field knowledge, a BLM ID team completed an analysis of the main motorized routes within the area. The results of the route analysis are documented in the road analysis forms contained in the wilderness evaluation file. The unit boundaries are motorized routes which have been determined meet the wilderness definition of a road. The northern boundary is the 61-84-00 (Alkali Lake) road. The western and southern boundaries are comprised of the southernmost segment of the 6104-00 (Sheep Rock) road. The eastern boundary is the 6184-A0 (XL Ranch) road (Map 2). (Refer to the road analysis forms, photos, photo logs, and BLM ID team minutes in the wilderness inventory file for additional supporting information regarding these boundary determinations).

The inventory unit is currently about 7 miles long and two miles wide, and contains approximately 8,494 acres of BLM-administered lands (Map 2). Following the boundary determination, the BLM ID team subsequently evaluated the wilderness characteristics within this unit. The results are contained in the following sections. Additional background on the process that the BLM ID team followed during this evaluation is contained in the ID team meeting notes and the document, Wilderness Inventory Maintenance Process for the Lakeview Resource Area, blm. Both documents are contained in the wilderness inventory file.

DESCRIPTION OF CURRENT CONDITIONS: The unit is located approximately five miles north of Abert Lake, and does not contain any private or other jurisdiciton inholdings (Map 1). Ttopography has not changed since the original inventory and can still be described as rolling hills with some rims.

(2) Is the unit in a natural condition? Yes No ___X___N/A_______

In 1979, the unit did not meet the naturalness criteria (see Form 1). There has been little change in this unit since the 1979 evaluation. The unit currently contains two waterholes, three miles of primitive motorized routes, eleven miles of pasture division fence, 115 acres of authorized salable mining areas, one mining pit, and 3,793 acres of crested wheatgrass seedings. The drill rows for this seeding are still present and visible. The natural quality of the area has not improved since the 1979 inventory. The works of man

are still substantially noticeable. Further, these disturbances are distributed throughout the unit and cannot logically be excluded (Map 2). For the reasons specified above and based on a review of all the available information including photos, staff knowledge and field review, the ID team concluded that the unit was not in a natural condition. Summarize any known primary reasons for prior inventory findings listed in this table): The previous inventory found the unit met the minimum size criteria. The topography of the unit was described as rolling terrain with moderately high broken basalt rims and draws. Its appearance was described as being open with exposed sagebrush flats. The unit contained ten ephemeral lakebed pits, five of which have been developed. The western side of the unit had and approximately 4000 acres of drilled seeding, while the dominant vegetation in the rest of the unit was sagebrush. The seeding was noted as having a substantial effect on the units naturalness. A 500KV power line formed the entire eastern boundary, its presence also had a significant impact on naturalness through roughly 40% of the unit. The unit also contained several miles of ways, and pasture division fence. The overall decision was the unit did not appear natural due to the noticeable works of man.

DOCUMENTATION OF CURRENT WILDERNESS INVENTORY CONDITIONS

a. Unit Number/Name_______OR-015-082A/Euchre Butte Northeast (1) Is the unit of sufficient size? Yes _X No

A approximately 7 mile long unnumbered road forms the northeast boundary, connecting the 6184-00 to the 7144-00. Summarize any known primary reasons for prior inventory findings listed in this table): The previous inventory found the unit met the minimum size criteria. The topography of the unit was described as rolling terrain with moderately high broken basalt rims and draws. Its appearance was described as being open with exposed sagebrush flats. The unit contained ten ephemeral lakebed pits, five of which have been developed. The western side of the unit had and approximately 4,000 acres of drilled seeding, while the dominant vegetation in the rest of the unit was sagebrush. The seeding was noted as having a substantial effect on the units naturalness. A 500KV power line formed the entire eastern boundary, its presence also had a significant impact on naturalness through roughly 40% of the unit. The unit also contained several miles of ways, and pasture division fence. The overall finding was the unit did not appear natural due to the noticeable works of man. The

unit did not meet the minimum criteria for solitude or the minimum criteria for outstanding primitive and unconfined recreation. As a result supplemental values were not evaluated.

DOCUMENTATION OF CURRENT WILDERNESS INVENTORY CONDITIONS

In the late spring of 2008, BLM staff conducted a field inventory of the area to update its road and wilderness inventory for the area. This field work included photo documentation of the boundary and interior routes within this unit. Using BLM photos, field logs, and staff field knowledge, a BLM ID team completed an analysis of the main motorized routes within the area. The results of the route analysis are documented in the road analysis forms contained in the wilderness evaluation file. Most of the unit boundaries are motorized routes which have been determined to meet the wilderness definition of a road. The northern and western boundaries are the 6114-A0 (Shell Rock Road). The southern boundary is County Road 3-09. The remaining eastern boundary is a land ownership boundary with Oregon state lands (Map 2). (Refer to the road analysis forms, photos, photo logs, and BLM ID team minutes in the wilderness inventory file for additional supporting information regarding these boundary determinations) The inventory unit is currently about 3 miles long and 1 mile wide and contains approximately 1,300 acres of BLM-administered lands (Map 2). Following the boundary determination, the BLM ID team subsequently found that this unit did not meet the minimum size criteria of a size greater than or equal to 5,000 acres. Based on this determination there was no need for the BLM ID team to evaluate this unit further. Additional background on the process that the BLM ID team followed during this evaluation is contained in the ID team meeting notes and the document, Wilderness Inventory Maintenance Process for the Lakeview Resource Area, blm. Both documents are contained in the wilderness inventory file. (2) Is the unit in a natural condition? The unit was noted to have five lakebed pits, four noticeable ways, and a 1330 acre drilled seeding. Twin Lakes Reservoir on the west side of the unit was a particularly noticeable development. Due to these factors it was found that the unit did not meet the naturalness criteria. Solitude was found to be limited in most places due to the ability for one to see across the entire unit, making it difficult to avoid the sights and sounds of others. Primitive recreation opportunities were found to be severely limited by the size and exposure of the unit and were not outstanding.

The unit boundaries are motorized routes which have been determined meet the wilderness definition of a road. The northern and western boundary is the 6184-00 (Alkali Lake) road. The eastern boundary is the 6104-00 (Sheep Rock) road. The remainder of the western boundary and southern boundary is formed by the 6124-00 (Sand Hollow) road connecting the 6184-00 and 6104-00 (Map 2). (Refer to the road analysis forms, photos, photo logs, and BLM ID team minutes in the wilderness inventory file for additional supporting information regarding these boundary determinations)

The inventory unit is currently about 7 miles long and 4 miles wide and contains approximately 20,357 acres of BLM-administered lands (Map 2). Following the boundary determination, the BLM ID team subsequently evaluated the wilderness characteristics within this unit. The results are contained in the following sections. Additional background on the process that the BLM ID team followed during this evaluation is contained in the ID team meeting notes and the document, Wilderness Inventory Maintenance Process for the Lakeview Resource Area, blm. Both documents are contained in the wilderness inventory file.

DESCRIPTION OF CURRENT CONDITIONS: The unit is located approximately five miles north of Abert Lake, and does not contain any private or other jurisdiction inholdings (Map 1). The topography has not changed since the original inventory and can still be described as consisting of large sage flats with low rolling hills which provide little relief or variation across the unit.

(2) Is the unit in a natural condition? Yes No ___X___N/A_______

In 1980, the unit did not meet the naturalness criteria (see Form 1). There has been little change to this unit since the 1980 evaluation. The unit currently contains 14 waterholes, one reservoir, one water trough, one well, and one mile of associated pipeline. There are 18 miles of pasture division fence within the unit. There are 15 miles of primitive motorized routes within the unit and another six miles of reclaiming routes. Additionally a 14,806 crested wheatgrass seeding is present across a majority of the unit, and the drill rows are still visible. The natural character has not improved substantially since 1980. .

For the reasons specified above and based on a review of all the available information including photos, staff knowledge and field review, the ID team concluded that the unit was not in a natural condition.
