As the person responsible for overseeing the intentions of the late original Grandmaster Teruo Hayashi I am extremely happy and deeply moved to witness the grand opening of the 7th Hayashi Ha Shito Ryu Kai World Karate-Do Titles here in Kuala Lumpur Malaysia I would like to sincerely thank Tony Sensei and everybody involved in the organization of this tournament In continuation from the 2nd Asian Hayashi Ha Karate-Do Titles held in Singapore last year it is evident that the Malaysian Hayashi Ha Karate-Do Organization is also abiding by the principles taught by the original Grandmaster Hayashi Teruo which were lsquoNurturing and educating people of the world through karate-dorsquo Today I am very happy and pleased to welcome to this great tournament officials and competitors from Asia the Americas Europe and Oceanic countries At events like these we can through karate-do heighten friendships between people of different cultures and customs and while extending the boundaries of goodwill we can realize the possibility for everlasting world peace It is my wish that the competitors at this tournament utilize the fruits of their continuous hard training and embody shin gi tai (heart technique body) in addition to manners and honor to participate in a manner becoming of a true karate-ka I sincerely hope that you all create wonderful memories of this tournament as a result of your devotion to the technical and spiritual aspects of karate-do In closing I pray for the growth of Malaysia Hayashi Ha Karate-Do the success of this tournament and the continuation of the World Hayashi Ha Karate-Do Championships for years to come

GENERAL RULES AND REGULATION

1 RULES The Hayashi Ha Shito Ryu Kai 7th World Championship Karate amp Kobudo will be conducted in accordance with the New Rules (Version 80) of the World Karate Federation (WKF) which was adopted on January 2013 for Juniors amp Cadets whereby f or children under 16 years will be adopted HAYASHI HA SHITO RYU KAI JAPAN RULES In case of a disagreement in the interpretation of rules the English text of the rules shall prevail Any unforeseen incident not covered by the Rules shall be dealt with accordingly in the following manner 11 Technical questions shall be resolved in accordance with the WKF Rules 12 Cases of general nature shall be resolved in accordance with the WKF Statues and Rules (2013) 2 DATE July 2013 3 VENUE Cheras Indoor Stadium Kuala Lumpur Malaysia 4 EVENTS As Attached in Appendix A 5 ACCOMMODATION amp TRANSFER As Attached in Appendix B

7 VICTORY CEREMONIES

71 Victory Ceremonies The Victory Ceremonies shall normally be held after the completion of event 72 Prizes First Prize Gold Medals and Diplomas to the first winner in each category Second Prize Silver Medals and Diplomas to contestant placed in the second in each category Third Prize Two Bronze Medals and Diplomas to the losing semi-finalists in each category 8 CLOSING DATE 81 The Closing date for all entries will be on 30th June 2013 82 The organizing committee wish to have your reply on participation once you have received the Championship Details (Email ndash pthiagu_karateyahoocom)

COMPETITION REGULATION

1 TECHNICAL ORGANIZATION

The Hayashi Ha Shito Ryu Kai Japan is responsible for and full control of the technical organization of the Karate competition in consultation with the international technical delegates when necessary

2 DRAWING OF LOTS

The drawing of lots will be conducted by officials appointed by the Organizing Committee for Karate The draw will be computerised

3 DURATION OF BOUT

The official duration of Kumite matches will be three (3) minutes for men two (2) minutes for women Junior Cadet amp 1213 years old and for under 12 years will be 15 minutes

4 DRESS CODE

All contestants and team officials (coaches managers etc) Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules

5 EXPENSES

51 Participation Fees ndash USD60 per contestant (Maximum 2 individual Categories) (1 Kata amp 1 Kumite Event) ndash USD100 per team (Kata Kumite)

52 Air Fare - Each participant is responsible for airline ticket from and to Kuala Lumpur 53 Referees Seminar ndash USD60 per pax Registration fees for Referees Seminar will only be waived for WKF Qualified Referees

54 Karate Seminar ndash USD60 per pax 55 Kobudo Seminar ndash USD60 per pax 56 Karate amp Kobudo Seminar ndash USD100 per pax 57 Karate Kobudo amp Referee Seminar ndash USD130 per pax

6 SAFETY EQUIPMENT

61 Mitts foot protection and mouth guards are compulsory 62 Mitts mouth guards belts and body protection (for women) shall be provided by the athletes themselves

7 HAYASHI HA SHITO RYU KAI KARATE COMPETITION REGULATION

71 All participants must be members of Hayashi Ha Shito Ryu Kai

72 All entry forms and payments must be received by the Organising Committee by the published closing date 73 The competitors age must be the same as the age for the category entered on the year of the competition 74 Each country or region may enter any number of teams in each category and any number of individuals

75 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts Females should wear breast protectors Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions

76 All competitors are responsible for providing their own medical insurance The rules are the rules of the World Karate Federation with some exceptions as to weights ages and categories For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia (Absolutely no face contact allowed)

77 Each participating country or group entered must supply referees or judges to work in the Championship The actual number required is dependent on the size of the delegation as follows Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 78 If they do not have a World Karate Federation Continental or Hayashi Ha Shito Ryu Kai Japan qualification they must attend the Referee Course Failure to comply may mean that their competitors will be unable to participate

79 The person or persons organising the entries for the groups competitor confirms that all competitors have been advised of the risks of competition karate and that they fully realise and accept these risks

MALAYSIA VISA

Every person entering Malaysia must possess a valid National Passport or Internationally recognized Travel Document valid for travel to Malaysia Any person not in possession of a Passport or Travel Document which is recognized by Malaysian Government must obtain a Document in lieu of Passport Application for the Document in lieu of Passport can be made at any Malaysian Representative Office abroad Holders of Travel Documents like a Certificate of Identity Laisser Passer Titre de Voyage or a Countrys Certificate of Permanent Residence must ensure that their return to the country which issued the document or the country of residence is guaranteed The documents shall be valid for more than six (6) months from the date of entry into Malaysia 21 Types of Visa

Three (3) types of visa are issued by the Malaysian Government to foreign national 22 Visa Requirement - Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at Malaysian Representative Office before entering the country A visa is an endorsement in a passport or other recognized travel document of foreigner indicating that the holder has applied for permission to enter Malaysia and that permission has been granted Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at any Malaysian Representative Office abroad before entering the country Visa which has been granted is not absolute guarantee that the holder will be allowed to enter Malaysia The final decision lies with the Immigration Officer at the entry point

211 Single Entry Visa

Issued to foreign nationals who require a visa to enter Malaysia mainly for a social or business

visit Normally valid for a single entry and for a period of three (3) months from the date of issue

212 Multiple Entry Visa

Issued to foreign nationals who require a visa to enter Malaysia mainly for business or government

to government matters Normally valid for a period within three (3) to twelve (12) months from the

date of issue

213 Transit Visa

Issued to foreign nationals who require a visa to enter Malaysia on transit to other countries

Foreign Nationals on transit without leaving the airport precincts and who continue their journey to

the next destination with the same flight does not require a transit visa

23 How To Apply For A Visa Application for visas should be made at the nearest Malaysian Missions abroad In countries where Malaysian Missions have not been established application should be made to the British High Commission or Embassy The applicant should present himself together with the following documents 231 Passport or Travel Document 232 Form IM47 (3 copies) 233 Three (3) passport sized photographs 234 Return or onward - journey travelling ticket 235 Proof of sufficient funds

3 DURATION OF BOUT

The official duration of Kumite matches will be three (3) minutes for men two (2) minutes for women Junior Cadet amp 1213 years old and for under 12 years will be 15 minutes

4 DRESS CODE

All contestants and team officials (coaches managers etc) Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules

5 EXPENSES

75 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts Females should wear breast protectors Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions

76 All competitors are responsible for providing their own medical insurance The rules are the rules of the World Karate Federation with some exceptions as to weights ages and categories For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia (Absolutely no face contact allowed)

77 Each participating country or group entered must supply referees or judges to work in the Championship The actual number required is dependent on the size of the delegation as follows Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 78 If they do not have a World Karate Federation Continental or Hayashi Ha Shito Ryu Kai Japan qualification they must attend the Referee Course Failure to comply may mean that their competitors will be unable to participate

1 RULES The Hayashi Ha Shito Ryu Kai 7th World Championship Karate amp Kobudo will be conducted in accordance with the New Rules (Version 80) of the World Karate Federation (WKF) which was adopted on January 2013 for Juniors amp Cadets whereby f or children under 16 years will be adopted HAYASHI HA SHITO RYU KAI JAPAN RULES In case of a disagreement in the interpretation of rules the English text of the rules shall prevail Any unforeseen incident not covered by the Rules shall be dealt with accordingly in the following manner 11 Technical questions shall be resolved in accordance with the WKF Rules 12 Cases of general nature shall be resolved in accordance with the WKF Statues and Rules (2013) 2 DATE July 2013 3 VENUE Cheras Indoor Stadium Kuala Lumpur Malaysia 4 EVENTS As Attached in Appendix A 5 ACCOMMODATION amp TRANSFER As Attached in Appendix B

COMPETITION REGULATION

1 TECHNICAL ORGANIZATION

The Hayashi Ha Shito Ryu Kai Japan is responsible for and full control of the technical organization of the Karate competition in consultation with the international technical delegates when necessary

2 DRAWING OF LOTS

The drawing of lots will be conducted by officials appointed by the Organizing Committee for Karate The draw will be computerised

3 DURATION OF BOUT

The official duration of Kumite matches will be three (3) minutes for men two (2) minutes for women Junior Cadet amp 1213 years old and for under 12 years will be 15 minutes

4 DRESS CODE

All contestants and team officials (coaches managers etc) Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules

5 EXPENSES

51 Participation Fees ndash USD60 per contestant (Maximum 2 individual Categories) (1 Kata amp 1 Kumite Event) ndash USD100 per team (Kata Kumite)

52 Air Fare - Each participant is responsible for airline ticket from and to Kuala Lumpur 53 Referees Seminar ndash USD60 per pax Registration fees for Referees Seminar will only be waived for WKF Qualified Referees

6 SAFETY EQUIPMENT

61 Mitts foot protection and mouth guards are compulsory 62 Mitts mouth guards belts and body protection (for women) shall be provided by the athletes themselves

7 HAYASHI HA SHITO RYU KAI KARATE COMPETITION REGULATION

71 All participants must be members of Hayashi Ha Shito Ryu Kai

72 All entry forms and payments must be received by the Organising Committee by the published closing date 73 The competitors age must be the same as the age for the category entered on the year of the competition 74 Each country or region may enter any number of teams in each category and any number of individuals

75 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts Females should wear breast protectors Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions

76 All competitors are responsible for providing their own medical insurance The rules are the rules of the World Karate Federation with some exceptions as to weights ages and categories For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia (Absolutely no face contact allowed)

77 Each participating country or group entered must supply referees or judges to work in the Championship The actual number required is dependent on the size of the delegation as follows Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 78 If they do not have a World Karate Federation Continental or Hayashi Ha Shito Ryu Kai Japan qualification they must attend the Referee Course Failure to comply may mean that their competitors will be unable to participate

79 The person or persons organising the entries for the groups competitor confirms that all competitors have been advised of the risks of competition karate and that they fully realise and accept these risks

COMPETITION REGULATION

1 TECHNICAL ORGANIZATION

The Hayashi Ha Shito Ryu Kai Japan is responsible for and full control of the technical organization of the Karate competition in consultation with the international technical delegates when necessary

2 DRAWING OF LOTS

The drawing of lots will be conducted by officials appointed by the Organizing Committee for Karate The draw will be computerised

3 DURATION OF BOUT

The official duration of Kumite matches will be three (3) minutes for men two (2) minutes for women Junior Cadet amp 1213 years old and for under 12 years will be 15 minutes

4 DRESS CODE

All contestants and team officials (coaches managers etc) Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules

5 EXPENSES

51 Participation Fees ndash USD60 per contestant (Maximum 2 individual Categories) (1 Kata amp 1 Kumite Event) ndash USD100 per team (Kata Kumite)

7 HAYASHI HA SHITO RYU KAI KARATE COMPETITION REGULATION

71 All participants must be members of Hayashi Ha Shito Ryu Kai

72 All entry forms and payments must be received by the Organising Committee by the published closing date 73 The competitors age must be the same as the age for the category entered on the year of the competition 74 Each country or region may enter any number of teams in each category and any number of individuals

75 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts Females should wear breast protectors Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions

76 All competitors are responsible for providing their own medical insurance The rules are the rules of the World Karate Federation with some exceptions as to weights ages and categories For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia (Absolutely no face contact allowed)

77 Each participating country or group entered must supply referees or judges to work in the Championship The actual number required is dependent on the size of the delegation as follows Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 78 If they do not have a World Karate Federation Continental or Hayashi Ha Shito Ryu Kai Japan qualification they must attend the Referee Course Failure to comply may mean that their competitors will be unable to participate

79 The person or persons organising the entries for the groups competitor confirms that all competitors have been advised of the risks of competition karate and that they fully realise and accept these risks

COMPETITION REGULATION

1 TECHNICAL ORGANIZATION

The Hayashi Ha Shito Ryu Kai Japan is responsible for and full control of the technical organization of the Karate competition in consultation with the international technical delegates when necessary

2 DRAWING OF LOTS

The drawing of lots will be conducted by officials appointed by the Organizing Committee for Karate The draw will be computerised

3 DURATION OF BOUT

The official duration of Kumite matches will be three (3) minutes for men two (2) minutes for women Junior Cadet amp 1213 years old and for under 12 years will be 15 minutes

4 DRESS CODE

All contestants and team officials (coaches managers etc) Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules

5 EXPENSES

51 Participation Fees ndash USD60 per contestant (Maximum 2 individual Categories) (1 Kata amp 1 Kumite Event) ndash USD100 per team (Kata Kumite)

52 Air Fare - Each participant is responsible for airline ticket from and to Kuala Lumpur 53 Referees Seminar ndash USD60 per pax Registration fees for Referees Seminar will only be waived for WKF Qualified Referees

54 Karate Seminar ndash USD60 per pax 55 Kobudo Seminar ndash USD60 per pax 56 Karate amp Kobudo Seminar ndash USD100 per pax 57 Karate Kobudo amp Referee Seminar ndash USD130 per pax

6 SAFETY EQUIPMENT

61 Mitts foot protection and mouth guards are compulsory 62 Mitts mouth guards belts and body protection (for women) shall be provided by the athletes themselves

7 HAYASHI HA SHITO RYU KAI KARATE COMPETITION REGULATION

71 All participants must be members of Hayashi Ha Shito Ryu Kai

72 All entry forms and payments must be received by the Organising Committee by the published closing date 73 The competitors age must be the same as the age for the category entered on the year of the competition 74 Each country or region may enter any number of teams in each category and any number of individuals

75 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts Females should wear breast protectors Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions

76 All competitors are responsible for providing their own medical insurance The rules are the rules of the World Karate Federation with some exceptions as to weights ages and categories For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia (Absolutely no face contact allowed)

77 Each participating country or group entered must supply referees or judges to work in the Championship The actual number required is dependent on the size of the delegation as follows Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 78 If they do not have a World Karate Federation Continental or Hayashi Ha Shito Ryu Kai Japan qualification they must attend the Referee Course Failure to comply may mean that their competitors will be unable to participate

79 The person or persons organising the entries for the groups competitor confirms that all competitors have been advised of the risks of competition karate and that they fully realise and accept these risks

Every person entering Malaysia must possess a valid National Passport or Internationally recognized Travel Document valid for travel to Malaysia Any person not in possession of a Passport or Travel Document which is recognized by Malaysian Government must obtain a Document in lieu of Passport Application for the Document in lieu of Passport can be made at any Malaysian Representative Office abroad Holders of Travel Documents like a Certificate of Identity Laisser Passer Titre de Voyage or a Countrys Certificate of Permanent Residence must ensure that their return to the country which issued the document or the country of residence is guaranteed The documents shall be valid for more than six (6) months from the date of entry into Malaysia 21 Types of Visa

MALAYSIA VISA

Every person entering Malaysia must possess a valid National Passport or Internationally recognized Travel Document valid for travel to Malaysia Any person not in possession of a Passport or Travel Document which is recognized by Malaysian Government must obtain a Document in lieu of Passport Application for the Document in lieu of Passport can be made at any Malaysian Representative Office abroad Holders of Travel Documents like a Certificate of Identity Laisser Passer Titre de Voyage or a Countrys Certificate of Permanent Residence must ensure that their return to the country which issued the document or the country of residence is guaranteed The documents shall be valid for more than six (6) months from the date of entry into Malaysia 21 Types of Visa
