A de facto moratorium on water connections in Tzaneen is being applied and only a miracle of some sort could prevent it from becoming a de juris reality quite soon.

Only some four years aft er Tzaneen had suff ered a prolonged moratorium on new electricity connections — which caused huge damage to Tzaneen’s growth and economy — the town fi nds itself in yet another cul-de-sac.

Insuffi cient and neglected infrastructure, especially “worn out” water pipes, has been identifi ed by informed and knowledgeable people as the root of the problem. We have been told that the town’s water supply infrastructure is in fact in such a poor state that new water connections cannot be made in fear of creating a chain of pipe bursts.

The latest problem, representing a repeated cul-de-sac for Tzaneen, will most certainly

hamper property development in the town. In fact, a number of building contractors and developers have confi rmed with us that the situation has already caused projects to be put on ice.

One such project is the second phase of the Tzaneen Lifestyle Centre. We were unable to contact the developers (Resilient Properties) before our deadline to ask them about the situation, but we have learned from a reliable source that the water crisis features prominently in the current delay in the expansion of the shopping centre.

The GTM spokesman, Mr Neville Ndlala, confi rmed yesterday that “the municipal report on the moratorium will be laid before council soon”.

Developers in Tzaneen are up in arms and angered by the lack of foresight by the GTM,

who hardly survived a moratorium on new growth four years earlier. The loss of income for the GTM and economical setback for that period is still not been established.

The Bulletin has repeatedly warned over the past fi ve years (in many investigating reports) that electricity, water and sewage would become critical issues if renewal and upgrading was not considered a matt er of urgency and priority. Our information is that the town has enough water to service its consumers, but the pipe infrastructure has become inadequate for the demand. Increased pressure on the water delivery system will bring along numerous pipe bursts and delays which could cause water shortages in many areas.

— again!Moratorium • And this time it’s water...

Protesters’ strange culture of causing damage to property was again demonstrated in Tzaneen this week, when mu-nicipal workers (of the GTM) went on strike for better pay and fringe benefits. They blockaded Agatha Street for most of Monday and part of Tuesday, emptied garbage bins in the streets and burned tyres on the doorstep of the GTM’s offices — disrupting trafic and preventing residents from go-

ing about their business.

Tranquility returned to Tzaneen yesterday following a three-day strike by the SA Municipal Workers Union which vowed to not back down until salary disparity issues within the GTM were addressed. Yesterday the parties agreed to suspend the industrial action and to form a task team to address the relevant issues. • See page 3

• Hopefully (but probably not likely) it will dawn upon the GTM’s well-paid councillors that you cannot allow growth without providing for the additional load on the infrastructure — and they should take cognisance of the fact that all infrastructure need to be maintained.

• Residents of Tzaneen were very anxious on Monday when it became known that municipal workers threatened to burn down the town’s library. Do you regularly make use of the excellent service that is off ered by the library?

Pat Patterson We use the library regularly and fi nd the service of a high quality.

Marlin Kensany Yes i do use dat library for reseach.

• Stakers se eise is dikwels heel onrealisties.

• Protesters often have unrealistic demands, however, do you agree with the fact that town councilors and some offi cials are living large off the fat of taxpayers hard earned cash whilst services are pathetic and lower income offi cials have to make do with very little?

as hy langer hier wil woon.

The SA Municipal Workers Union (Samwu) in Tzaneen says it is not backing down until its salary dispar-ities are addressed.

The union has been protesting and barricading streets and roads throughout the week, in eff orts to put pressure on the Greater Tzaneen Mu-nicipality (GTM) to sett le its grievanc-es. The union’s chairperson, Mr Sello Manyama, informed Bulletin that the union initially invited the GTM on Friday last week for a discussion. The GTM, however, failed to make a commitment.

Manyama said “the protest thus was our last option”. He added that the union needs an immediate reaction to address the disparities. “We have been in talks with the GTM since 2012, but we still have not reached a solu-tion,” he said.

Negotiations are, however, ongoing. Both the political leadership and the GTM’s management have put aside everything else to solely focus on speedily resolving the matt er.

During a press statement on Mon-day, the fi rst day of the strike, the GTM’s communications offi cer, Mr Neville Ndlala, said the municipality has been negotiating with Samwu for some time and has remained transpar-ent and accessible to the union. “Man-agement acknowledges the negative impact that the ongoing industrial ac-

tion has on the functioning of the mu-nicipality,” he said. “The impact on the fi nancial state of the municipality and the intimidation of workers who are willing to continue with normal service have also been noted”.

Ndlala, who said the GTM recog-nises and appreciates the workers’ constitutional rights to strike, added that the SA Police Service has been engaged to keep an eye on the situa-tion and to prevent violence and dam-age to property. “During this strike the principle of ‘no work no pay’ ap-plies,” he added.

Ndlala extended apologies to the residents of Tzaneen aff ected by the ongoing protest. “We apologize to all residents and all our clients for any inconvenience resulting from the in-dustrial action,” he said.

“We also note the blockading and trashing of some streets in the central business district, as well as the sabo-tage of water services to communi-ties,” he continued.

According to him, union represent-atives were reminded to call on their members to refrain from such acts and to observe the rules of engagement. Mafa Att orneys and Labour Law Practitioners have been appointed to conduct an investigation into the mat-ter and to make recommendations.

Municipal workers say it’s do or die

Tzaneen’s residents were provocated by protesting municipal workers earlier this week when they made access to the Greater Tzaneen Municipality’s offices impossible — and later also blockaded Agatha

Street (one of Tzaneen’s main traffic arterials). The protesters once again caused damage to property and again emptied numerous garbage bins in a number of streets in the central business district.

ParadigmOur President says corruption is a Western paradigm. It’s hard to believe, but that is exactly what he said.

We tried rather hard to establish whether he has ever said something about a luxurious Mercedes or Jaguar or Range Rover; or a dark suit, white shirt and a red/blue/green tie; or pasta; or Scotch whiskey; or hugging every Dick, Tom and Harry in public, and, and, and...

Why then the reference to corruption? It is rather suspicous that he made this utt erance at a time when he was confronted with his lavish lifestyle and his association with a questionable fraudster.

The most likely reason for his strange reference to corruption is most probably to be found in the fact that he, and his government, has for many years been turning a blind eye to the corruption tsunami fl ooding our shores at regular intervals (if not constantly).

It is regrett able that our leader is not prepared to face the reality of the corruption problem in our country — as well as the other serious problems regarding infrastructure, service delivery, tenderpreneurship, strikes and the un-called for damage to property that has become an integral part of labour action etc .

We hope that the President and his com-rades will stop using clichés and rethoric when referring to the serious problems facing our country and her peoples.

They will make a meaningful contribu-tion to our future if they stop hiding behind far-fetched paradigms. The blame game will get us nowhere. The continuous fi nger pointing towards the outside world, especially the West, will not help to solve our problems.

Maintaining a credible set of ethics, practicing governance in an honest way and respecting the moral high ground will.

Our Opinion Die Boodskap

Why are we angry?“Hello, my name is Joy and I’m a feminist,” is how I introduce myself when I meet people. However, not always in so many words, but the one identity oft en shortly proceeds the other.

My partner was surprised aft er, during a lunch date, I had introduced myself as a feminist but did not throw a tantrum when the food we were served seemed improperly cooked. Feminists throw tantrums, he explained. “You people are always angry,” he said a few weeks later.

While it is true, feminists all over the world have been quite radical and militant in fi ghting for our human rights, as feminists, we don’t go out seeking fi ghts irrationally. We are, however, indeed angry people.

We are angry at the institutionalisation of women as a weak sex, and the oppression in ensuring we conform to it.

We are angry that although in some parts of the world, including our country, the institutionalisation has been somewhat legally removed — women can vote, go to school, choose a career, own property, fi le for divorce, choose to get an abortion,

and so on — it still exists as universal laws. Women can go to school and choose careers.

However, they must be mindful of how far they pursue their studies or the kind of career they choose, amongst other things, lest men be intimidated by their education or the amount of money they earn and, God forbid, not marry them. It is advisable that they do not fi le for divorce or get abortions regardless of the circumstances, lest society thinks ill of them.

As a Christian, I am angry that Christiani-ty, and many other religions, is constantly used to justify patriarchy, qualify women in relation to men and suppress their contribution to society.

I am angry that feminism is oft en linked to atheism.

I am angry that a public-taxi driver pasted the following poster on his taxi:

I am angry that when I confronted him

and he seemed to become angry, I felt lucky that he decided to look aside and

not chase me out of his taxi.We are angry that one woman’s behaviour

works to stereotype the whole womankind. Slut-shaming is used to lower the standard of how women are perceived in society, whereas wife-beating husbands and rapists imply almost nothing to the perception of men.

I am angry that those who are angry about racial oppression seem to think the signifi cance of the oppression, and therefore the right to anger, lies only in the prefi x.

We are angry that feminism is viewed as a women’s movement, and the women standing (for whatever reason) in opposition are used to justify the opposition.• Would you like to share a thought with Joy? Write to her at [email protected]

The recent outbreak in malaria cases should be of no alarm on the disease’s management in the province, says department of health’s spokesperson Mr Max Lesufi .

Members of the community should, how-ever, see this as warning to take precaution to prevent contracting the disease, especially as we commence the rainy season, adds Lesufi aft er Bulletin made enquiries on the disease recently.

A number of malaria cases are reportedly being treated at our local hospitals and clin-ics. Amongst other cases, a nine-year-old girl was reportedly being treated for what seems to be a fatal case of malaria at the Tzaneen Medi-Clinic last week. A few weeks before her, a boy not older than fourteen years was also treated for the disease at the private hos-pital. Although he managed to recover, doc-tors say his recovery was not certain, as the condition seemed prett y terminal.

Lesufi , who says the reported malaria cas-es should be of no worry to the community, says the department is constantly employed in programs to deal with the disease. Only ten cases of malaria have been treated since June this year.

“It is only necessary for members of the community to take appropriate precau-tions, especially during this mosquito breeding season,” he said. “Travelers should also take precaution when visiting highly aff ected areas.”

The department of health’s spokesperson adds that the department has recently sent malaria management teams in and around Mopani to conduct house-spraying programs against the disease.

The provision of water and sanitation in the province remains a key priority. It’s a challenge we’re rising to. For example, in

1996, 70% had access to piped water within their dwelling. This number has increased to a respectable 82%. We’ve also spent

just shy of R7-billion providing better sanitation. Our commitment to our people remains steadfast and we remain driven.

Hein du Plessis, Race Organiser, said that the growth of the challenge over the past two years has been exceptional. “This year, we received a massive 353 entries. We are defi nitely looking forward to seeing the race grow even more, especially when considering that mountain biking is SA’s fastest growing sport. The event really helps in creating the ideal platform to spread vital awareness in the support of CANSA.”

The race is now a Cycling SA sanctioned qualifi er for Limpopo Colours (30 km and 60

km). A variety of food and craft stalls, as well as an iPad and Mountain Bike raffl e added to the “family experience” the day had to off er.

In spite of this year’s course being the most challenging yet, a number of cyclists excelled and stood out from the crowd going on to take the top positions. Next year’s event will be held on 10 October.

Daar is

word dat Supa Quick Duiwelskloof seker gemiddeld vyft ien jaar ouer was as hul jonger teenstanders.

Smit Garrun • Johan Steyn Prokureurs • Stephan van Rensburg Prokureurs • Bekmar • Keyshop • Kings Court • Hi-Q Tzaneen • ADA • Noord Chem • Premium Trucking • Bosveld Rugbyklub • NTT Toyota Hoedspruit • BuiltIt • Carien Borduurders • Tafelberg • Supa Quick Duiwelskloof • Realty 1.

kampioenskappe in Pretoria deelneem.

Bo is Kagiso Mapiti, Nielia Blignaut, Chanel Dohse, Micke Venter en Tshepang Pilusa. Regs is Chanelle Machimane, Lerato Hutamo en Tshidi Mononyane. Toe die foto geneem is, was Nandipha Rikhotso afwesig.

Dit was nou vir jou lekkerrrr...

They went fishing… Two teams of Limpopo were part of the SA Junior Fly Fish Championships held at Magoebaskloof last week. The competition was tight and the event was won by Boland A. Limpopo A reached a recommendable sixth place. The two local

teams consisted (in no specifi c order) of Austen Johnson, AM du Preez, C Schmidt, DA Taggerd, G Sterling, A Sterling, B Penrose, K Baine, AM Haas and A Kirsten. Bain is from Unicorn Primary and the rest of the teams’ members were all

pupils at Stanford Lake College.
