State Farm Insurance, which is the “Official Sponsor of Awards” for the Arkansas Activities Association, doubled its commitment to student-athletes during the 2008-2009 school year and pre- sented 10 high school seniors with $1,000 scholarships at the 14th Scholar-Athlete Awards Program luncheon at the Hilton Lit- tle Rock Metro Center on Monday, May 18, 2009. The State Farm Insurance Scholar-Athlete Scholarships were pre- viously $500. State Farm and the AAA agreed to double the schol- arship value, which attracted 188 applicants from 87 member schools. NFHS Conducts Cheerleading Participation Survey

Beck and McSpadden Awarded Mandy Coats Scholarship

INDIANAPOLIS, IN – Almost 400,000 individuals are participatingin high school cheerleading, according to a new survey conductedthis spring by the National Federation of State High School Associ-ations (NFHS).

This first-of-its-kind, comprehensive survey of the NFHS memberstate high school associations measured participation in cheer-leading at the freshman, junior varsity and varsity levels. With18,922 high schools in the 51 member associations, the new fig-ure of 394,694 translates to an average of 21 cheerleaders perschool.

The only national participation figure for high school cheerleadingin the past has been one for those boys and girls involved in com-petitive spirit squads. The 2007-08 High School Athletics Partici-

pation Survey conducted by the NFHS indicated a total of113,980 boys and girls involved in competitive cheer.

The new survey not only includes those individuals in competitivecheer, but also everyone involved in sideline cheerleading at thehigh school level throughout the United States.

"This figure of almost 400,000 provides a more accurate por-trayal of student participation in cheerleading," said Robert F.Kanaby, executive director of the NFHS. "This adjustment is partic-ularly noteworthy in relation to reports on cheerleading injuries.The NFHS will begin tracking the incidence of such injuriesthrough our partnership with Dr. Dawn Comstock at Ohio StateUniversity."

Newport Plans Star-Studded Coaches ClinicNewport High School will present its Greyhound Basketball Clinicon Saturday, September 12, 2009, at the Newport Fieldhouse.

Newport boys basketball coach Leighton McCrary has assembleda star-studded lineup of coaches from the college, high schooland AAU ranks. The clinic speakers are Charles Ripley (ArkansasBaptist/Little Rock Parkview), Ron Crawford (Arkansas Wings),Jeff Morgan (Harding University), Roger Franks (Pulaski Acad-emy), Johnny Taylor (Rose Bud), Amber Nicholas Shirey (Univer-

sity of Arkansas assistant), Wes Swift (Lonoke) and Rob Evans(University of Arkansas assistant).

Jenny Beck of White Hall High School and Mason McSpadden ofAlma High School are the recipients of the 2008-2009 NancyAmanda “Mandy” Coats Scholarship. The Coats Scholarship Com-mittee met in April and voted to award the $1,000.00 scholar-ships to Beck and McSpadden.

The Mandy Coats Memorial Scholarship was established in 2004and first awarded in 2005 to memorialize Nancy Amanda Coats,who died at the age of 26 in May of 2004. She was the daughterof Jimmy and Sandy Coats.

AHSCA Announces 2009 All-StarBaseball/Softball/Soccer Coaches

The Arkansas Activities Association announced the head coachesand coaching staffs for the 2009 East-West Tyson/ArkansasArmy National Guard/Arkansas High School Coaches AssociationAll-Star Baseball, Softball and Soccer games on June 23-24,2009.

This marks the 54th anniversary of All-Star competition.

The All-Star baseball doubleheader will be played at Baum Sta-dium on the University of Arkansas campus in Fayetteville onTuesday, June 23, starting at 5:00 p.m. The All-Star softball dou-bleheader will be played at Bogle Park on the University ofArkansas campus in Fayetteville on Wednesday, June 24, startingat 5:00 p.m. The All-Star soccer games will be played on Tuesday,June 23 at Razorback Field on the University of Arkansas campusin Fayetteville. The girls’ game will start at 6:00 p.m. and theboys’ game is scheduled to start at 8:00 p.m.

The head coach for the East baseball team will be Clay McCam-mon of Searcy and the head coach for the West baseball team isJeff Eddleman of Elkins.

The head coach for the East softball team will be Eric Chambersof Beebe and the head coach for the West softball team is GregJones of Dardanelle.

Backstroke Start Altered in High School SwimmingBackstroke Start Altered in High School Swimming

INDIANAPOLIS, IN – Participants in the backstroke event will be able to startthe race with their feet placed on the end wall - without the requirement of thefeet being under water - beginning with the 2009-10 school year.

The backstroke change was one of eight rules changes approved by the Na-tional Federation of State High School Associations (NFHS) Swimming andDiving Rules Committee at its March 29-31 meeting in Indianapolis. The revi-sions were subsequently approved by the NFHS Board of Directors.

Previously, backstroke swimmers were required to have their feet below thewater at the start of the race. Beginning next year, the feet may be placed onthe end wall as long as the feet, including the toes, are not above or curlingover the lip of the gutter or pool edge.

"This change will provide more consistent execution of the backstroke startand reduce the risk of injury," said Becky Oakes, NFHS assistant director andliaison to the Swimming and Diving Rules Committee. "In the past, swimmershad to change starting positions based on the water level from pool to pool.Now, they will be able to place their feet at the same place on the end wall andnot have the start affected by water depth."

Although the committee did not adopt a rule with regard to the highly publi-cized high-tech swimsuits, the subject generated a great deal of discussion.Currently, there is no language in the NFHS rules book regarding these suitsthat have become popular at all levels of swimming.

"While the committee discussed the popular high-tech suits, there was no of-ficial action taken at this time," Oakes said. "The committee will continue tomonitor this issue nationwide."

In other rules changes, the committee established the requirements for thefirst leg of a relay to be recorded as an official time for an individual eventwhen using fully automatic timing (FAT). As an example, the swimmer in thefirst leg of the 400-yard freestyle relay could record an official time for the100-meter individual freestyle, providing all requirements for the start, strokeand finish were met.

If the relay team is disqualified on a technical violation, such as a stroke viola-tion by the second, third or fourth swimmers, the first leg would still be consid-ered an official time; however, if the team is disqualified on a conductviolation under Rule 3-5, the first leg of the race would not be considered anofficial time.

A change in Rule 8-1-7 clarifies how a swimmer legally finishes a race when atouch pad has been dislodged. Oakes said the new language addressed thecontact required to finish the race when the touch pad is not in the proper po-sition on the end wall.

A new note to Rule 8-3-5 defines a legal start for the second, third and fourthswimmers of a relay team when an in-water start is used. The rules book cov-ered legal starts for the last three legs of relays that start out of the water butdid not define a legal start for those races that commenced in the water.

Following are other rules changes approved by the NFHS Swimming and Div-ing Rules Committee:

*Rule 2-7-9: It is no longer required, but rather recommended, that the meetscore be posted and/or announced throughout the meet.

*Rule 3-3-1: Swimmers are now required to wear one-piece suits. The com-mittee noted that a two-piece suit, as originally allowed in the rules, is out-dated as all competition suits are manufactured in one piece.

*Rule 4-1-5: This rule revision allowed swimming and diving officials to dressuniformly, other than all white, as approved by the state association. State as-sociations determine the color of officials' uniforms.

*Rule 4-3-1b, New NOTE: The use of a pistol capable of discharging live am-munition is prohibited for use as the sounding device.

The committee also adopted two points of emphasis for the upcoming season:posting and announcing of meet scores and compliance with entry rules whenusing electronic meet management.

INDIANAPOLIS, IN – Replay equipment may be used in state high school bas-ketball championships next year to determine the final outcome of games.

In its April 13-15 meeting in Indianapolis, the National Federation of StateHigh School Associations (NFHS) Basketball Rules Committee voted to permitstate high school associations to use a replay monitor to review field-goal at-tempts at the expiration of time in the fourth quarter or any overtime period,but only in games when the last-second attempt would affect the outcome ofthe game.

This addition to Rule 2-2-1 was one of two major rules changes and five majoreditorial revisions approved by the Basketball Rules Committee. All changeswere subsequently approved by the NFHS Board of Directors.

In response to end-of-game situations in three state championships duringthe 2007-08 season (South Carolina, Michigan, Ohio), the committee decidedto give state associations the opportunity to use technology, if available, toassist in making sure that the correct team is awarded the state champi-onship. Replay or game officials will be able to determine if the attempt oc-curred before time expired (0:00 on clock), and whether the shot was atwo-point or three-point attempt.

"Coaches, participants, spectators and media now hold game officials to ahigher, almost impossible standard," said Mary Struckhoff, NFHS assistantdirector and liaison to the Basketball Rules Committee. "When available,technology should be used to assist game officials and administrators in mak-ing the correct call when the outcome of the game hangs in the balance and ateam has no further opportunity to overcome a critical error. This change pro-vides state associations that opportunity."

Although not directly linked to the replay change, the other rule change ap-proved by the committee could enhance the reviews of end-of-game situa-tions. Beginning with the 2009-10 season, if a red light behind the backboardor an LED light on the backboard is present, it is permitted to signal the expi-ration of time in the quarter/extra period. If no red light/LED light is present,the audible timer's signal will continue to signal the expiration of time. In thepast, use of the red light/LED light was not permitted even in those facilitiesthat had one.

"This change allows the technology to be used if it's available, and in thosesituations when replay officials are reviewing end-of-game attempts, the redlight/LED light should be helpful," Struckhoff said."All other end-of-periodrules remain intact."

Two of the five editorial changes were approved in response to last year'smajor rule change in which all players moved up one lane space during a free-throw attempt, thereby leaving the two marked lane spaces closest to the endline vacant.

New language in Rule 9-1-3d states that a player leaves a marked lane spacewhen he or she contacts any part of the court outside the marked lane space(3 feet by 3 feet). A clarification to Rule 9-1-3g indicates that a player occupy-ing a marked lane space must have one foot positioned near the outer edge ofthe free-throw lane line with the other positioned anywhere within the desig-nated 36-inch lane space.

Struckhoff said these changes were necessitated by players attempting toleave their positions too early to gain a rebound advantage.

The remaining editorial changes are as follows:

Rules 1-13-3, 5-12-5: Clarified that the imaginary rectangle designated thearea to be used for time-outs.

Rule 2-12-5NOTE: Clarified when the 20-second interval begins to replace aninjured player.

Rule 3-7: Clarified that any item, in the referee's judgment, that constitutes asafety concern is not permitted.

The committee also adopted five points of emphasis for the upcoming season.The identified topics include traveling, closely guarded, three-seconds,block/charge and free-throw administration.

INDIANAPOLIS, IN – Five new rules changes for the 2009-10 wrestling seasonwere approved by the National Federation of State High School Associations(NFHS) Wrestling Rules Committee at its annual meeting last month in Indi-anapolis. These changes were subsequently approved by the NFHS Board ofDirectors.

"The main focus of the changes was clarifying some rules dealing with tour-naments," said Bob Colgate, NFHS assistant director and liaison to theWrestling Rules Committee. "One of the changes also dealt with improvingsportsmanship, which is always a high priority with all NFHS rules."

Two steps were added in Rule 5-20-5Note to clarify the offensive starting po-sition. As a part of the steps to assume the offensive starting position, the of-fensive wrestler's head must be on or above the opponent's spinal column,and both wrestlers must become stationary. The referee still must pause mo-mentarily before blowing the whistle.

In Rule 9-2-2b and c, two new tie-breaker options for dual-meet competitionshave been added as well. First, "The team whose opposing wrestlers or teampersonnel have been penalized the greater number of team point deductionsshall be declared the winner." Second, "The team whose opposing wrestlerswere penalized the greater number of match points for unsportsmanlike con-duct during a match shall be declared the winner."

Colgate said this change eliminates the possibility of a team that has been

penalized the greater number of points for coaches misconduct or any kind ofunsportsmanlike conduct winning a dual meet in the event of a tie.

In Rule 1-2-1, the committee added: "In individually bracketed tournaments,the contestant representing a school shall be named by weight class prior tothe conclusion of the weigh-in and no substitution is allowed after the conclu-sion of the weigh-in." The rule previously contradicted two other rules (4-5-6and 10-2-1), but now all three guidelines are in concurrence.

The committee clarified, in Rule 4-2-3, that if a designated, on-site meetphysician is present, he or she may examine a wrestler for communicable skindisease or any other condition, either immediately prior to or immediatelyafter the weigh-in.

Another rule change provides tournament administrators the option to weigh-in by either weight class or teams to help with the organization at tourna-ments. The revised Rule 4-5-3 adds the following language: "Tournamentweigh-in may proceed by team(s) with the lowest weight class to the highestand end immediately upon the completion of the highest weight class."

The 2009-10 points of emphasis include excessive celebrations; awardingnear-fall points; legalities of scissors, draping scissors and Figure 4; andcommunicable disease.
