In an era when government is placing unprecedented emphasis on research as a key factorfor driving the knowledge society and economy, the effective management of research hasbecome a key contemporary issue for institutions. The research “production” of an institutionis crucial to its competitiveness and academic ranking; it is an increasingly important part ofthe overall resources that individual institutions have at their disposal.

Several inter-related factors in the external environment of BUITEMS present new challengesfor research management: changes in funding regimes; new societal demands; changes inthe practice of innovation and research; and expanding research links between the University, industry, commerce, government and the wider community. The normative imperative in anyuniversity should also become a favored site for publicly funded research. It is not surprising, then, to find BUITEMS is reflecting its keen and growing interest in the overall researchcapacity building.

Aspects of research management are of particular importance in the unique setting ofBUITEMS. For research endeavors at the University, common themes relevant to highereducation emerged as a) perpetuity in research training and research career development, and b) strengthening structures and processes for research management and support.

BUITEMS has been operationally geared and prepared to capitalize on these two themes byinstitutionalizing a multitude of efforts and policies. The first domain is the research trainingand career development, notably as an institutional responsibility. For the purpose BUITEMSis continuously involved in rethinking researcher education, through both initial and postgraduate degrees so that students have the appropriate skills to adapt to the greater varietyinherent in a research career.

The second operational research domain at BUITEMS revolves around growth ofprofessionalization – of research management within the University, which involves theappointment of both academic and administrative staff to specific research managementpositions and upgrading the capabilities of staff throughout the institution to better manageresearch activities.

Structural research priorities identified by BUITEMS for itself concern increasing researchfunding, strengthening university research, promoting basic research, and organizationalfeatures of the research enterprise. Broad thematic challenges or disciplinary areas includewomen’s participation, sustainable development, and specific technology areas. Theremarkable convergence of thematic areas as delineated in lines above, has majorimplications for the University to reposition itself within a fast evolving landscape.
