Experience Summary Professional experience in the electric power generation, industrial/institutional campus, military facilities, switchyards/substations, water supply/distribution, wastewater, and overhead transmission line industries since 1988. Chief Electrical Engineer experience includes project management, project engineer, construction management, and project lead on several design projects for both domestic and international projects. Power generation projects include pulverized coal, combustion turbine, simple-cycle, combined-cycle, cogeneration, reciprocating engines, and hydroelectric generation. Engineer responsible for power plant designs and specifications for generators, transformers, isolated phase bus, generator breakers, medium and low voltage switchgear, MCCs, motors, batteries, UPS, panelboards, cathodic protection, lightning protection, and grounding. Representative Projects Combined Heat and Power Plant; University of Alaska Fairbanks; Fairbanks, AK, US--Lead Electrical Engineer responsible for providing the auxiliary electrical system design, including turbine generator, transformers, switchgear, MCC, UPS, and panelboards. Also developed specifications and design drawings. Stanley Consultants provided detailed engineering design for a replacement Combined Heat and Power Plant at the University of Alaska Fairbanks. The new plant will consist of one 240,000 lb/hr circulating fluidized bed boiler, one 22 MW extracting/condensing steam turbine, one air cooled condenser, and associated equipment. The boilers will be capable of burning coal from nearby Healy, Alaska. Up to 15 percent heat input can also be made up of biomass, such as green wood chips and pellets.

Arc Flash Study; Reed College, OR – Project Manager. In the initial planning phase, Stanley Consultants evaluated and assessed current conditions on the campus. The evaluation and assessment included attending a goal-setting kick-off meeting with stakeholders, reviewing record drawings for each building, survey of the campus distribution system up to building service entrances, and coordinating with the local utility. The evaluation and assessment culminated with a report detailing and estimating the work required by Stanley Consultants to complete a campus wide arc flash study for each building. Options were presented and discussed identifying top priorities for the campus resulting in a 3-year and 5-year phased approach to the study.

Chiller Replacement Phase 1; Arizona State University; Phoenix, AZ, US--Lead Electrical Engineer responsible for providing protective relaying setting for the motor protection and designing lightning protection for the building. Project consisted of design and construction administration services for the installation of one new 2,000-ton (refrigeration) chiller, one 2-cell, 2,000-ton cooling tower, one 200 hp condenser water pump, chilled water, condenser and refrigerant piping R-134a refrigerant storage tank, valves, new 4.16 kV and 480V switchgear, controls, instrumentation, etc. Design also included the conversion of existing Thermal Energy Storage (TES) system to DCS controls and instrumentation.

Science and Engineering Building; University of Nevada, Las Vegas; Las Vegas, NV, US--Project Manager/Lead Electrical Engineer responsible for providing campus study to optimize electrical, communication, and piping distribution. Discussed options with utility and client to determine best resolution. Stanley Consultants provided conceptual design and preliminary cost estimate for the building infrastructure (exterior of the building) alternates. The effort involved the collection of existing utility mapping and data, field review of major items, attendance at various meetings, development and analysis of alternates, and preliminary cost estimating for the utilities that would serve the building. Project included electrical distribution system; chilled and hot water systems; communication system; natural gas system; water and irrigation system; storm water drainage system; and sanitary sewer system. Several 11-inch x 17-inch colored maps were provided showing piping routes and sizes. Project used water distribution modeling with WaterCAD software, as well as sanitary sewer modeling with SewerCAD and storm sewer modeling with StormCAD.

Mechanical Distribution Project; University of Colorado Denver Health Sciences Center; Aurora, CO, US--Lead Electrical Engineer responsible for providing design of power distribution system for the mechanical vault lighting, receptacles, transformers, panelboards, and exhaust fans at existing plant. Coordinated alternatives with client for best design, specifications, and drawings. This mechanical distribution project involved extending the existing steam and chilled water distribution system to tie in the new Research Complex 2 Building (RC-2). Stanley Consultants provided design services for the installation of approximately 1,500 linear trench feet of pre-insulated, double-wall, direct-buried pipe along with two utility vaults.

Combined Heat and Power Plant; Arizona State University; Tempe, AZ, US--Lead Electrical Engineer responsible for designing electrical power distribution, medium voltage switchgear, medium voltage solid state starting analysis on chillers, diesel generators, 480V switchgear, 480V MCCs, DCS, and coordinating the cogeneration electrical design including the combustion and steam turbine, control system, and protective relaying settings. Also responsible for specifications, calculations, award of major electrical equipment, supervision of engineers, designers, and drafters. Provided budget, task lists, and scheduling for the electrical design. Also provided plant interface and coordination with the campus distribution system and the electric utility. Stanley Consultants provided design and construction administration services to APS Energy Services (APSES) for the construction of the Combined Heat and Power Plant (CHP) at Arizona State University's (University) Main Campus.

Stray Current Investigation; University of Texas/El Paso; El Paso, TX, US--Project Manager responsible for providing on-site testing and engineering support services to investigate pipe corrosion problems at the University of Texas El Paso (UTEP). The chilled water piping was investigated and a written report provided our findings and recommendations. 138 kV Transformer T6 Installation; Texas A&M University; College Station, TX, US--QA/QC Electrical Engineer responsible for witnessing transformer factory acceptance testing to represent the client's interest to receive a quality product. Stanley Consultants recently performed a detailed review and evaluation of the Texas A&M University (TAMU) campus primary distribution system. Recommendations resulting from the evaluation and subsequent modeling of the system, taking into account campus load growth through the year 2011, included the addition of a 15/20/25 MVA transformer and associated circuit breaker at the existing 138 kV campus substation.

Stanley Consultants provided engineering services to the University of Colorado at Boulder (University) for the construction of the 13.2 kV electrical switchgear replacement on the East Campus. The existing switchgear is 45 years old and has reached the end of its useful life, is housed in a building not suitable for 15 kV switchgear, and cannot accommodate additional breakers for a second main feeder or to serve the new Systems Biotechnology Building.

Chilled Water System O&M Savings Study; University of Colorado; Boulder, CO, US--Mechanical Engineer responsible for supporting the mechanical design and coordinating with other disciplines. As part of the Campus Power Supply Study, Stanley Consultants provided evaluation of the chilled water distribution system as the majority of the chiller system is steam-driven from steam derived from waste heat of the cogeneration system.

High Temperature Hot Water Distribution Replacement; University of Northern Colorado; Greeley, CO, US--Project Manager/Lead Mechanical Engineer responsible for providing project management, detailed mechanical design, and construction administration services for replacement of approximately 4,220-feet of direct-buried 400°F at 400 psi high temperature hot water supply and return piping from the heating plant to the campus tunnel system located at 9th Avenue and 19th Street.

Utility Vault Repairs; University of Colorado Denver; Aurora, CO, US--Project Manager/Lead Mechanical Engineer responsible for providing mechanical design, budget and schedule control, contract tendering, client liaison, contract administration, quality assurance/quality control, bidding support, and construction administration. Managed all resources necessary to support project requirements. The project included the replacement of the steam and condensate piping systems and equipment in the vault and the replacement of the direct-buried pre-insulated piping systems on each side of the vault. The project also included the replacement of concrete anchor pedestals in the vault and the addition of a ventilation fan with a new electrical feed to the vault.

Lawrence Center Chiller Replacement; University of Colorado Denver; Aurora, CO, US--Project Manager/Lead Mechanical Engineer responsible for providing engineering services, budget and schedule control, contract tendering, client liaison, contract administration, quality assurance/quality control, bidding support, and construction administration. Provided Owner’s Engineer services to assist with overseeing the replacement of a 300-ton centrifugal chiller from the proposal phase through design, bidding, construction, and closeout.

Chiller Replacement; University of Colorado Denver Health Sciences Center; Aurora, CO, US--Project Manager/Lead Mechanical Engineer responsible for providing mechanical design, budget and schedule control, contract tendering, client liaison, contract administration, quality assurance/quality control, bidding support, and construction administration. Managed all resources necessary to support project requirements. The project included the replacement of the building 8th floor penthouse chiller and motor control center. The chilled water supply and return piping, and condenser water supply and return piping associated with the chiller, including valves, instrumentation, and piping specialties was replaced back to the nearest header or appropriate isolation point in the system.

Central Energy Plant Backup Power System Upgrade; University of Wyoming, Laramie, WY, US--Lead Mechanical Engineer responsible for providing mechanical design and cost estimate, and coordinating with other disciplines for the removal of one 930 kW diesel engine generator and remote radiator system, and the installation of two 1250 kW diesel engine generators and remote radiator systems at the Central Energy Plant to provide emergency back-up power to the facility.

Traditional Halls Steam Branch Repairs; Colorado School of Mines, CO, US--Project Manager/Lead Mechanical Engineer responsible for providing mechanical design, budget and schedule control, contract tendering, client liaison, contract administration, quality assurance/quality control, bidding support, and construction administration. Managed all resources necessary to support project requirements. The project included decommissioning the existing direct-buried and building tie-in steam and condensate piping systems, and the installation of new direct-buried pre-insulated piping systems and building tie-in piping systems. Stanley Consultants is providing engineering services for the construction of the Traditional Halls Steam Branch Repairs project. Colorado School of Mines (CSM) is decommissioning the deteriorating steam and condensate distribution system from the utility tunnel connection located under the sidewalk on the east side of Maple Street to five Traditional Hall buildings.

Stanley Consultants provided engineering services for the construction of the 13.2 kV electrical switchgear replacement on the East Campus. The existing switchgear was 45 years old and had reached the end of its useful life. It was housed in a building not suitable for 15 kV switchgear, and could not accommodate additional breakers for a second main feeder or to serve the new Systems Biotechnology Building.

Steam Tunnels Phase VIIA, Design and Construction Administration; University of Colorado; Boulder, CO, US--Lead Structural Engineer responsible for providing design of a tunnel strengthening system to safely support anticipated vehicular traffic. Project included design of steam and condensate piping support frames. Project involved work on Phase VIIA upgrades to the primary steam supply and condensate return system from Norlin Library to Cristol Chemistry, from the Powerhouse to Engine Alley, Hallet Hall to Willard Hall, and Kittredge West to Arnett Hall.

Tunnel 34 Reed Hall Structural Repair; University of Colorado; Boulder, CO, US--Project Manager responsible for providing budget and schedule control, contract tendering, client liaison, and contract administration; preparing reports; and performing quality assurance/control. Managed all resources necessary to support project requirements. The University of Colorado Boulder has a network of cast-in-place concrete tunnels to distribute steam, hot water, and other utilities to various campus buildings. Stanley Consultants performed a visual structural condition assessment of the tunnel system.

Business Building Tunnel Study; University of Colorado; Boulder, CO, US--Project Manager responsible for developing construction drawings used for a steam tunnel shoring procedure to allow construction traffic to drive over the existing tunnel. Tasks included developing construction loads, analysis of concrete wall and roof strength, and design of shoring system. Stanley Consultants determined the temporary structural shoring design required at the existing underground tunnels adjacent to the Business School construction project and issued construction drawings for installation. Through various site visits and engineering, Stanley Consultants determined the size and extent of the required shoring system according to general locations that UCB and the contractor identified as areas that heavy construction operations will be adjacent or on top of the existing tunnels.

Heating Plant Controls Upgrade; Utah State University; Logan, UT, US--Lead Structural Engineer responsible for providing structural steel and foundation design, drawings, and specifications. Project included conceptual design, project scoping, procurement, and construction of complete controls upgrade of steam heating plant. Facility included five boilers ranging from 20,000 lb/hr to 60,000 lb/hr of varying vintages. Controls system centralized controls into DCS-based system and project included on-line transfer of controls to new system and removal of existing controls. Controls system was designed to interface with University's Metasys information and control system.

Campus Steam Infrastructure Improvements; Colorado School of Mines; Golden, CO, US--Lead Structural Engineer responsible for providing detailed design and preparing construction documents for steam and condensate pipe support systems. Stanley Consultants provided engineering services for the replacement of approximately 200-linear-feet of existing 8-inch steam main from the CSM Heating Plant to the branch connection to Coolbaugh Hall in the utility tunnel.

Utilities Tunnel, Steam, and Condensate Distribution System Design; Loyola University Medical Center; Maywood, IL, US--Lead Structural Engineer responsible for providing the design of a utility tunnel to house steam and condensate distribution piping, electrical distribution system cables, communication system circuits, and chilled water piping. The first phase of this project included the design of 2,000-feet of underground tunnel that is 13-feet wide and 13-feet to 17-feet high, as well as five underground pump rooms adjacent to the tunnel.

Replace Boilers 7 and 8; University of Iowa; Iowa City, IA, US--Structural Engineer responsible for providing structural steel design and modifications for installation and support of the new boilers. Design for replacement of two gas-/oil-fired 150,000 lb/hr, 400 psig, superheat steam boilers and associated systems in existing power plant. Design and construction management services for replacement of two 170,000 lb/hr steam boilers in the University of Iowa Heating Plant. The boilers are powered by natural gas or No. 2 fuel oil. The unique aspects of this project included removal of two existing boilers that had been previously replaced by Stanley Consultants, and revision of supporting structure, utility emission monitoring equipment, and controls to accommodate the new boilers.

Water Treatment Plant Expansion; University of Iowa; Iowa City, IA, US--Structural Engineer responsible for providing foundation and structural steel framing design. Project was for final design and construction to upgrade and expand the existing 4 mgd water treatment and lime softening plant to 6.735 mgd. Final design of the recommended improvements was completed.
