PrefaceThe Wyoming AssociAtion of municipAlities is pleased to present the 2016 Wyoming Municipal Directory. This directory provides up-to-date information on each of the 99 Wyoming municipalities, including a current listing of elected officials and key staff. In addition, the directory includes a listing of Allied Members, state agencies, state legislators, Wyoming Congressional members, and other organizations of interest to municipal government.

Under this same cover, we have included the “Products and Services Directory.” This listing notes firms doing business with local governments in Wyoming.

Those using this directory should be advised elections are held in May and November, and the officials listed here are current as of December 2015. As election dates vary, be aware the listing of officials and staff will change during the course of the year. We appreciate the assistance of municipal staff that went to great lengths to assure the information provided in this directory is correct and up-to-date.

This comprehensive municipal directory is part of WAM’s ongoing commitment to provide its member communities and general public with useful and important information concerning the state’s cities and towns. After operating in several organizational forms since 1928, the Wyoming Association of Municipalities (WAM) was incorporated in 1967 as a non-profit, non-partisan organization representing and serving Wyoming’s cities and towns. All incorporated municipalities in Wyoming have benefitted from its advocacy, training, and informational services and are WAM members.

Every Wyoming citizen relies on quality services and facilities provided by cities and towns. This is especially true for 69 percent of the population that are municipal residents. WAM is dedicated to representing local government and facilitating its success because the best government is that which is closest to the people.

WAM is currently governed by a Board of Directors composed of mayors, council members, a representative from Great Open Spaces City Management Association (GOSCMA), a representative from Wyoming Association of Municipal Clerks and Treasurers (WAMCAT) and a representative from Leadership Training Services (LTS) who are elected by their peers to represent Wyoming local governments.

WAM Mission & GoalsThe Wyoming Association of Municipalities’ mission is to advocate for cities’ and towns’ common interests and provide educational opportunities for WAM members.

WAM

objectives include: Aggressive advocacy of state and federal legislation beneficial to Wyoming cities and towns and active opposition to legislation detrimental to municipal interests. WAM advocates the interests of municipalities through year-round work with state agencies and legislators, and through participation in selected court cases. The Association also works through the Wyoming Congressional delegation, the National League of Cities, and other national and regional partnerships to influence federal laws and actions.

Building effective leadership in cities and towns through WAM training opportunities. WAM sponsors numerous workshops and a convention each year to provide the latest information on key municipal policy and management issues. These meetings keep officials current on important information and allow for the exchange of ideas. The Continuing Education Program (CEP) coordinated by Leadership Training Services (LTS) and WAM offers an opportunity for municipal officials to be recognized as they continue to develop their skills. Strengthening WAM as an authoritative resource on Wyoming local government for city and town officials. WAM publications provide timely and in-depth analysis of issues affecting cities and towns as well as reports on association activities and events. Publications include a monthly newsletter, the annual Municipal Directory, a Digest of Legislation, Handbooks for Mayor and Council Members, Handbooks for Clerks and Treasurers, a Budget Preparation Handbook and frequent Legislative Bulletins. These publications are distributed to various municipal officials and are made available to other interested persons. WAM’s professional staff circulates timely information and provides answers and referrals in response to inquiries from local officials.

Facilitating and/or managing cooperative programs and specialized services to cities and towns. WAM offers its members the opportunity to participate in a variety of group programs. Our group programs bring economics of scale and economics of centralized administration to our members. WAM also administers an interest-free financing program for local government energy conservation projects.

The WAM-WCCA Energy Lease Program offers cities, towns, and counties the opportunity to apply for leases to increase energy efficiency. Zero percent interest leases between $2,500 and $100,000 are awarded annually for projects which will increase the energy efficiency of public facilities or other projects consistent with the State Energy Conservation Plan.
