answer big research questions and solve significant health problems. This
shared interaction will allow researchers to undertake studies that are
immediately relevant for patients, with the results of these studies available to
the treating clinicians without delay. In close collaboration with industry and
government, The Precincts will move toward a more personalised, holistic
approach to healthcare supported by community based services that promote
patient participation, early detection of illness and maintenance of good health
to prevent illness.

Brad Hazzard is a senior Cabinet Minister in the NSW Government and has been
the Minister for Health and Medical Research since 2017. He has overseen
record investment in health infrastructure and services, which has resulted in a
hospital building boom across the state and the funding of thousands of new
frontline positions. NSW has a robust and innovative medical research
knowledge economy, which the NSW Government is committed to supporting
and expanding. Brad has previously served as Minister for Family and
Community Services and Minister for Social Housing, Attorney General and
Minister for Justice, Minister for Planning and Infrastructure, as well as Minister
Assisting the Premier on Infrastructure NSW. He was also Leader of the House
(Legislative Assembly) in the O’Farrell Government. Brad started his professional
life as a science teacher at North Sydney Boys’ High School. He later studied
law at the University of NSW and was admitted as a solicitor in 1977. He also
holds a Master of Laws from the University of Sydney. He entered Parliament in
1991 as the State Member for Wakehurst, on Sydney’s Northern Beaches.
Much of his political career in the New South Wales Parliament has been served
on the front bench. Brad held 17 portfolios in opposition, while maintaining a
strong local presence in his electorate. Brad has been a member of the NSW
Liberal Party since 1983; in that time he’s held a number of executive positions,
including ‘Regional President’ and member of the ‘State Executive’.

Professor Rodney Phillips is an immunologist specialising in HIV and infectious
disease whose distinguished career encompasses clinical practice, research
and several influential medical administrative roles at Oxford University and the
University of New South Wales. Professor Phillips served as Professor of
Medicine at Oxford, later becoming an Associate Dean of the University’s
Division of Medical Sciences. He took up the position as Vice-Dean of Medical
Sciences in 2011 and served as Director of the Peter Medawar Building for
Pathogen Research, and Co-Director of the Oxford Martin Institute for Emerging
Infections. He is a Fellow of the Royal Australasian College of Physicians, the
Royal College of Physicians (London), the Academy of Medical Sciences, and
an Honorary Fellow of Oxford’s Pembroke College. He took up his appointment
as Dean of Medicine at UNSW Australia in mid-2015, creating a collaborative
research structure. Professor Phillips was recently appointed Prof Vice-
Chancellor, Health and so leads for UNSW an A$3 billion academic health
science development.

Paul McClintock is National President of the Committee for Economic
Development of Australia. He is Chair of St Vincent’s Health Australia,
Broadspectrum, NSW Ports, I-MED Network, Laser Clinics Australia and Sydney
Health Partners. From July 2000 to March 2003 he served as the Secretary to
Cabinet and Head of the Cabinet Policy Unit reporting directly to the Prime
Minister as Chairman of Cabinet with responsibility for supervising Cabinet
processes and acting as the Prime Minister’s most senior personal adviser on
strategic directions in policy formulation. Mr McClintock’s former positions
include Chairman of Thales Australia, Myer Holdings, Medibank Private, the
COAG Reform Council, Intoll Management, Symbion Health, Affinity Health,
Ashton Mining, Plutonic Resources and the Woolcock Institute of Medical
Research. He was also a Director of The George Institute for Global Health and
the Australian Strategic Policy Institute, a member of the NSW Public Service
Advisory Board and a Commissioner of the Health Insurance Commission.

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s
economic and social development. Since 1960 CEDA has produced more than
3000 publications, research reports and articles highlighting emerging issues and
directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
