Union Finance budget was presented by the Hon’ble Finance Minister of
India on 01 February 2021. This document contains the views of the author
on the analysis of the Union Finance Bill 2021 with budget highlights, which
should not be relied upon for decision making and for giving advices. Though
due care has been taken in the preparation however, the observations and
comments are the personal opinion of the author. The observations are on
the Budget 2021 as presented in the Parliament and are subject to
amendments (if any).

Union Budget is rated as 7 out of 10 after considering the developments and
acceleration in the macro factors, COVID 19 Situation, Global Recession and
challenges before the Finance Minister and current situation of the Indian
Economy.

Budget at a Glance presents broad aggregates of the budget for easy
understanding. This document shows receipts and expenditure as well as the
Fiscal Deficit (FD), Revenue Deficit (RD, Effective Revenue Deficit (ERD) and
the Primary Deficit (PD) of the Government of India. It gives an illustrative
account of sources of receipts and their expenditure through graphs and
info-graphics. In addition, the document contains the resources transferred
to States and UTs with legislature. The document also contains extracts of
allocations for programme and schemes and giving insights on sources of
deficit financing and composition of important budgetary variables.
Fiscal Deficit is the difference between the Revenue Receipts plus Non-Debt
Capital Receipts (NDCR) and the total expenditure. FD is reflective of the
total borrowing requirement of Government. Revenue Deficit refers to the
excess of revenue expenditure over revenue receipts. Effective Revenue
Deficit is the difference between Revenue Deficit and Grants for Creation of
Capital Assets. Primary Deficit is measured as Fiscal Deficit less interest
payments.
Budget 2021-22 reflects firm commitment of the Government to boost
economic growth by investing in infrastructure development. This is
substantiated by increase in capital expenditure by 34.5% (`1,42,151 crore)
over BE 2020-21.
In RE 2020-21, the total expenditure has been estimated at `34,50,305 crore
and is more than Provisional Actual (2019-20) by `7,63,975 crore.
The total resources being transferred to the States including the devolution
of State’s share, Grants/ Loans and releases under Centrally Sponsored
Schemes etc in BE 2021-22 is `13,88,502 crore, which shows an increase of
`74,565 crore over RE (2020-21).
During her speech, Sitharaman announced a total spend of around Rs 2 lakh
crore on healthcare, Rs 35,000 crore for the Covid-19 vaccine, Rs 1.10 lakh
crore outlay for railways and said the government aims to complete 11,000
km of national highway infrastructure this year. The budget for 2021-22,
meanwhile, imposed a Rs 2.5 per litre agri infra cess on petrol and Rs 4 on
diesel.
Health and Sanitation:
A new scheme, titled PM Atma Nirbhar Swasthya Bharat Yojana, to
be launched to develop primary, secondary and tertiary healthcare
Mission POSHAN 2.0 to improve nutritional outcomes across 112
aspirational districts
Operationalisation of 17 new public health units at points of entry
Modernising of existing health units at 32 airports, 15 seaports and
land ports
Jal Jeevan Mission Urban aimed at better water supply nationwide
Strengthening of Urban Swachh Bharat Mission
Education:
750 Eklavya schools to be set up in tribal areas
A Central University to come up in Ladakh
Infrastructure:
Vehicle scrapping policy to phase out old and unfit vehicles – all
vehicles to undergo fitness test in automated fitness centres every 20
years (personal vehicles), every 15 years (commercial vehicles)
Highway and road works announced in Kerala, Tamil Nadu, West
Bengal and Assam
monetisation process
National Rail Plan created to bring a future ready Railway system by
2030
Metro services announced in 27 cities, plus additional allocations for
Kochi Metro, Chennai Metro Phase 2, Bengaluru Metro Phase 2A and

Economy and Finance:
Fiscal deficit stands at 9.5% of the GDP; estimated to be 6.8% in 2021-
22
Proposal to allow States to raise borrowings up to 4% of GSDP this
year
A single and rationalized Securities Markets Code to be set up, by
consolidating provisions of SEBI Act 1992, Depositories Act 1996,
Securities Contracts Regulation 1956 and Govt. Securities Act 2007
Insurance Act 1938 to be amended, to increase permissible FDI limit
in insurance companies from 49% to 74% and allow foreign
ownership and control with safeguards
An asset reconstruction company will be set up to take over stressed
loans
Deposit insurance increased from Rs 1 lakh to Rs 5 lakh for bank
depositors
Proposal to decriminalise Limited Liability Partnership Act of 2008
Two PSU bank and one general insurance firm to be disinvested this
year
An IPO of LIC to debut this fiscal
Strategic sale of BPCL, IDBI Bank, Air India to be completed
Independent Gas Transport System Operator to be set up, for
facilitation and coordination of booking of common gas carrier
capacity, in all natural gas pipelines, on non-discriminatory and open
access basis. 100 more districts to be added in next 3 years, to City Gas
Distribution Network
Minimum loan size eligible for debt recovery under SARFAESI Act
2002, to be reduced from 50 lakh to 20 lakh, for NBFCs with
minimum asset size of 100 crore
Definition of small companies under Companies Act 2013 to be
revised. Companies with paid-up capital up to 2 crore & turnover up
to 20 crore will fall under small companies, benefiting more than 2
lakh companies in compliance req.
To incentivize incorporation of one-person companies, such
companies will be allowed to grow without any restriction on paid-up
capital or turnover and to convert into any other type of company at
any time
Agriculture infrastructure fund to be made available for APMCs for
augmenting their infrastructure
1,000 more Mandis to be integrated into the E-NAM market place
Five major fishing hubs, including Chennai, Kochi and Paradip, to be
developed
A multipurpose seaweed park to be established in Tamil Nadu
Employment:
A portal to be launched to maintain information on gig workers and
construction workers
Social security to be extended to gig and platform workers
Margin capital required for loans via Stand-up India scheme reduced
from 25% to 15% for SCs,STs and women
Tax:
No IT filing for people above 75 years who get pension and earn
interest from deposits
Reopening window for IT assessment cases reduced from 6 to 3 years.
However, in case of serious tax evasion cases (Rs. 50 lakh or more), it
can go up to 10 years
Affordable housing projects to get a tax holiday for one year
Compliance burden of small trusts whose annual receipts does not
exceed Rs. 5 crore to be eased
Duty of copper scrap reduced to 2.5%
Custom duty on gold and silver to be rationalised
Duty on naphtha reduced to 2.5%.
Duty on solar inverters raised from 5% to 20%, and on solar lanterns
from 5% to 15%
Tunnel boring machines to attract customs duty of 7%
Customs duty on cotton raised from 0 to 10%
Agriculture infrastructure and development cess proposed on certain
items including urea, apples, crude soyabean and sunflower oil, crude
palm oil, kabuli chana and peas
