BUDGET AND FINANCE COMMITTEE MEETING MINUTES
September 8, 2021
The Budget and Finance Committee of the Board of Education of the Toms River Regional
Schools met on September 8, 2021 at 1144 Hooper Avenue, Toms River, New Jersey in Conference
Room A from 6:55 P.M. to 7:33 P.M. The meeting was streamed for public viewing and participation.
Committee Chair, Alex Mizenko, read the following opening statement:
“Good evening, welcome to the Budget and Finance Committee Meeting of the Board of
Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury
Park Press and the Star Ledger on September 3, 2021, which constituted at least 48 hours notice as
required by law under the Open Public Meetings Act.”
In addition to the Committee Chair, in attendance were Board members- Kathy Eagan, Jennifer
Howe, Kevin Kidney, Joe Nardini, Anna Polozzo and Michele Williams, Interim Superintendent- Dr.
Stephen Genco, Assistant Superintendents- Jim Ricotta, Cara DiMeo and Rich Fastnacht, Business
Administrator- Bill Doering and Board Secretary- Wendy Saxton. The meeting was open to the public
and an opportunity for public comment via call-in was provided.
As we do every month, the committee reviewed the expenditures listed in the Purchasing
Agenda, which was posted in the Board’s Google Docs folder prior to the Budget and Finance
Committee meeting. The Purchasing Agenda also included items of zero value, bids, change orders
and resolutions. Purchasing Agenda questions by various individual Board members were answered by
Mr. Doering and other members of the administration. The Purchasing Agenda for this month is in the
amount of $36,442.00 for the 2020-21 school year and $51,589,360.78 for the 2021-22 school year.
The Budget & Finance Committee is recommending the approval of the Purchasing Agenda by the full
Board.
The committee then reviewed the District lease, sponsorship and other rental agreements and
these are also being recommended for board approval.
Finally, Mr. Doering updated the Board regarding the NJDOE Stabilization Aid application
process. The application is due September 22, 2021 and a Board resolution is required as part of the
application process. It was expressed that the district will need to demonstrate financial distress, which
will be difficult given the ESSER II and American Rescue Plan grant funds available to the district at
this time. But such grant funds and even Stabilization Aid will only be temporary solutions and do not
solve the structural deficiency in revenues being created by the massive cuts in State Aid. It was
suggested that the district consider applying for the amount of State Aid anticipated to be cut in 2022-
23, so that the revenue hole can be filled with Stabilization Aid, even if only for one year.

ESIP & Building Initiative Committee Meeting
September 8, 2021
Due to statewide COVID-19 restrictions the ESIP & Building Initiative Committee of the Board of
Education of Toms River Regional Schools met on September 8, 2021, within a virtual live-streamed meeting
on the internet that started directly after the budget and finance committee meeting.
President Nardini read the following opening statement: “Good evening and welcome to the ESIP & Building
Initiative Committee Meeting of the Board of Education of Toms River Regional Schools. Notice of this
meeting was announced to the public through a notice published in the Asbury Park Press and the Star-Ledger
on September 3, 2021, which constituted at least 48 hours notice as required by law under the Open Public
Meetings Act.”
In attendance were Board members Joe Nardini, Anna Polozzo, Jennifer Howe, Alex Mizenko, Michele
Williams, Kevin Kidney and Kathy Eagan, ; Interim Superintendent- Dr. Stephen Genco; Assistant
Superintendents- James Ricotta, Cara DiMeo, and Richard Fastnacht; Business Administrator- William
Doering, Manager of Capital Projects- Mark Wagner, Manager of Facilities- Sam Pepe and Derek Jordan and
Tom Byrs of Colliers Engineering. The meeting was open to the public and an opportunity for public
comment was provided.
PROJECTS-OLD
Solar phase 3 project resolution will be on the upcoming Board agenda and then sent to OSC. The renovation
in the 1144 cafe is completed and support staff are currently utilizing their newly remodeled office space.
The custodial/maintenance department summer training has been scheduled for Thursday September 16th.
The i-wave air purification system has presented obstacles with installation and our vendor, Hutchins, along
with vendor JSC, are moving along as quickly as they can find technicians to complete the installation.
Additional Vollara air purification systems have been purchased for classrooms and have recently been
delivered. Vollara Air and Surface Pro’s will be placed in spaces where i-waves will be installed in rooftop
units, and then removed once the installation process is completed. The HS South girls softball backstop was
damaged during a storm and needs repair/replacement. Mr. Wagner noted that the annual county submission
for Alternate Method of Lavatory Compliance documents have been completed and will be sent to the state
when the resolution is approved at this month's meeting.
COMMUNICATION:
A variance notice from Kozek Enterprises, LLC was received explaining that a property within 200 ft. of
Beachwood Elementary School has sent an appeal to the Beachwood Land Use Board. Mr. Wagner noted
that minutes from the meeting were not posted as of this time.
ENVIRONMENTAL
A review of PPE purchases that have been received and distributed to all buildings, custodial departments,
transportation, and special education areas was read by Mr. Pepe. Vollara Air Purification Systems have been
delivered to buildings to complete classroom purification at all sites. PPE supplies continue to be received
and distributed as requested by buildings as we track the usage and supply. An additional 10,000 student
masks have been received.
ESIP PROJECTS: The Energy Management and lighting installation punch list has been reviewed and Colliers representatives
report project close out and sign off of punch list is expected shortly.
BUILDING INITIATIVES PROJECTS:
Project recently completed were reviewed including:
Site 189- Paving-Phase 2 ( HSE, HSN, HSS, BWE, CGE, IMS, PBE, STR, WAL, 1144) Earle Construction is
technically not completed as punch list items remain. Mr. Jordan anticipates final completion of this project
soon.
Projects currently under construction were reviewed including:
Mr. Jordan made note that at all locations, except where permission by the school has been received, work is
to be completed during the second shift.
Site 172A- District Wide Security project has been awarded to JCT. Weekly construction meeting was held
this morning. Wiring and camera installation is ongoing and anticipated to be completed by January.
Site 181-Group 2 (HS North, Intermediate South, Early Learning Center) Newport Construction is
progressing and on schedule with work being completed on the second shift. A global supply issue has
caused a delay in the auditorium bottom seat cushion. This item is expected to arrive late September.
Site 184A- Group 1 ( BWE, JAC, STR) Bismark Construction is progressing and on schedule with
completion of the project soon with punch list items remaining.
Site 185 Group 3 ( Int. East, Cedar Grove & Hooper Avenue, HS East Entrance Canopy, JBAC Sound System
& Security Vestibule ) Bennett Construction has completed work required for our buildings to open. While
unit ventilators are installed in classrooms that now provide fresh air supply, many in B and C wings require
work for air conditioning and heat controls. The same is true of unit ventilators at Hooper Avenue and Cedar
Grove, where all provide fresh air supply and heat and air conditioning for some rooms will require additional
work to control systems. Mr. Nardini expressed sincere thanks to the entire Toms River Regional School
District family for their efforts in cleaning and preparing these locations. We continue to monitor progress
multiple times throughout each day with site inspections.
Site 186A- Group 4 (HSS, PBE, WSE) Shop drawings are in review and submittal stages.
Site 187-Group 5 (IMN /NDE/WAL/WDE) Awarded to Bennett Construction with building permits in
progress. Currently in the shop drawing stage. Mr. Bennett canceled our scheduled meeting for tomorrow
where discussion of this project was the main topic.
Site 188- Group 6 (HSE, EDE, SBE) Newport Construction has been awarded this contract. Project currently
in the shop drawing submittal stage.
Site 191- Paving Phase 3- (EDE, JAC, NDE, WDE, IMN, 123 Walnut, VM) Lucas Brothers Paving has
completed installation of parking bumpers at Vehicle Maintenance. They are currently working to finish line
striping at punch list items at schools and will begin milling and paving of 123 Walnut Street later this
month.
Projects currently in design include:
Site 174 Intermediate South Facade Restoration- Recommendations from consultants have been received in
draft form, and cost estimates are being developed for each presented option. Colliers is finalizing the cost
estimate for district review and to finalize project direction now that groups 4, and 6 project costs have been
analyzed.
A September mid-month meeting is not requested.

The Curriculum Committee of the Board of Education of Toms River Regional Schools met on September 8, 2021, within
a virtual live-streamed meeting on the internet, beginning at 6:30PM.
Committee Chair, Jennifer Howe, read the following opening statement: “Good evening and welcome to the Curriculum
Committee Meeting of the Board of Education of Toms River Regional Schools. Notice of this meeting was announced to
the public through a notice published in the Asbury Park Press on September 3, 2021 and the Star-Ledger on September 2,
2021 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act.”
In addition to the Committee Chair, in attendance were Board members Kevin Kidney, Ashley Palmiere, Lisa Contessa,
Anna Polozzo, Joe Nardini, Alex Mizenko, Kathy Eagan, and Michele Williams; Interim Superintendent- Thomas
Gialanella; Assistant Superintendents- James Ricotta, Cara DiMeo, and Richard Fastnacht; and Business Administrator-
William Doering. The meeting was open to the public and an opportunity for public comment was provided.
Mr. Fastnacht opened the meeting by introducing the grant award and consultants from New Jersey Child Assault
Prevention (NJCAP), Barbara Gittelson and Doty. The two provided an overview of the NJCAP program, outlining the
schools that would fall within the first round of training. The two look forward to expanding the implementation
throughout the district.
PERSONNEL COMMITTEEMEETING MINUTES
Due to statewide COVID-19 school closings a Personnel Committee Meeting ofthe Board of Education of the Toms River Regional Schools took place virtually onSeptember 8, 2021 at 3:00 p.m. This meeting is not publicly advertised as thecommittee reviews personnel information which includes names of individual staffmembers as well as possible new staff members.

SUPERINTENDENT COMMENTS
Interim Superintendent Genco reported on the open work on the referendum projects. Mr.
Ricotta and Mr. Nardini joined Interim Superintendent Genco at a meeting getting caught
up to speed on the progress of Toms River Intermediate School, Hooper Avenue
Elementary School, and Cedar Grove Elementary School. At this point we still believe
that we will be able to open on time but not all of the work to turn on air condition will be
completed. Second shift after students leave the buildings will continue until all work and
punch list items are completed.
Interim Superintendent Genco stated since beginning on August 2nd, I have set up
meetings with individual board members, operations individuals, district administration
and town officials. It is my hope to be brought up to speed with the many projects, school
concerns and work with staff to implement Executive Order 251 as quick as possible.
Interim Superintendent Genco stated as far as Executive Order 251 is concerned it clearly
states that masks are required to be worn when both the staff and students return to school
in September. There are exceptions such as medical notes, IEP driven accommodations or
high internal heat that gives the district some flexibility but these are exceptions not the
norm. It is not the role of me or the BOE to state an opinion on the Executive Order just
make sure that procedures are put in place to ensure compliance. Many people have
asked what will happen if students come to school without masks, the students will be
given a mask and asked to put their face covering on and if they refuse the parents will be
contacted to pick up their child. The child will get their work and be marked absent for
the day. We are not trying to discipline child but we cannot have two sets of rules. This
concludes my report for tonight.

Building & Grounds Committee ESIP & Referendum Committee
Due to statewide COVID-19 restrictions the ESIP & Building Initiative Committee of the
Board of Education of Toms River Regional Schools met on August 11, 2021, within a
virtual live-streamed meeting on the internet that started directly after the budget and
finance committee meeting.

document review while our purchasing department and legal team reviews before
submission to OSC. The cafe at 1144 is currently under renovation to allow office space
for our special education service providers. Equipment has been removed and the tile
flooring is being installed, drywall installation, and painting where necessary. The
custodial/maintenance department summer training has been postponed and will be
rescheduled in September. The i-wave air purification system has presented obstacles
with installation and our vendor, Hutchins has been secured to assist with installation.
Additional Vollara air purification systems have been purchased for classrooms and have
recently been delivered. The HS South backstop has been ordered and installation will
occur after a complete survey of the installation location has been completed. HS North
front informational sign was removed due to excessive corrosion. This sign will be
replaced with a wireless digital sign after quotes have been received and reviewed from
approved vendors.

COMMUNICATION:
A variance notice from Kozek Enterprises, LLC was received explaining that a property
within 200 ft. of Beachwood Elementary School has sent an appeal to the Beachwood
Land Use Board. Another notification was received that explained a large number of
apartments being built near 123 Walnut St. on the property of an apartment complex.

discussed for energy management utilizing ESIP funding.

JBAC Sound System & Security Vestibule ) Bennett Construction has many workers at
Int. East piping and installing univetilaters in classrooms, installing duct work throughout

the building, replacing flooring, replacing exterior windows, and upgrading electric
service. While ductwork and electrical upgrades are progressing at Cedar Grove and
Hooper Ave Elementary, Mr. Ricotta expressed serious concern with the ability of
univentilators to be operational in all classrooms before the opening of school. While
most equipment is on site, delays due to design challenges have delayed group 3 projects.
The general contractor has increased labor and hours on these projects and maintains the
stance that univentilators will be installed with fresh air supply to all classroom spaces by
the start of the school year. We continue to monitor progress multiple times throughout
each day with site inspections.
Site 186A- Group 4 (HSS, PBE, WSE) Shop drawings are in review stage.
Site 187-Group 5 (IMN /NDE/WAL/WDE) Awarded to Bennett Construction with
building permits in progress. Currently in the shop drawing stage.
Site 188- Group 6 (HSE, EDE, SBE) Newport Construction has been awarded this
contract. Project currently in the shop drawing stage.
Site 191- Paving Phase 3- (EDE, JAC, NDE, WDE, IMN, 123 Walnut, VM) Lucas
Brothers Paving has completed milling/paving at Vehicle Maintenance, JAC Elementary,
and West Dover. They are currently working at East Dover, North Dover, and

Projects currently in design include:
Site 174 Intermediate South Facade Restoration- Recommendations from consultants
have been received in draft form, and cost estimates are being developed for each
presented option. Colliers is finalizing the cost estimate for district review and to finalize
project direction now that groups 4, and 6 project costs have been analyzed.
The mid-month meeting may be required for August and if required, will be combined
with a personnel meeting.

The Curriculum Committee of the Board of Education of Toms River Regional Schools
met on August 11, 2021, within a virtual live-streamed meeting on the internet, beginning
at 6:30PM.
Committee Chair, Jennifer Howe, read the following opening statement: “Good evening
and welcome to the Curriculum Committee Meeting of the Board of Education of Toms
River Regional Schools. Notice of this meeting was announced to the public through a
notice published in the Asbury Park Press on August 2, 2021 and the Star-Ledger on
August 2, 2021 which constituted at least 48 hours notice as required by law under the
Open Public Meetings Act.”
In addition to the Committee Chair, in attendance were Board members Kevin Kidney,
Ashley Palmiere, Lisa Contessa, Anna Polozzo, Joe Nardini, Alex Mizenko, Kathy
Eagan, and Michele Williams; Interim Superintendent- Thomas Gialanella; Assistant
Superintendents- James Ricotta, Cara DiMeo, and Richard Fastnacht; Business
Administrator- William Doering, Directors- Adrienne Gold, Rachel Cicala and John
Green. The meeting was open to the public and an opportunity for public comment was
provided.
Ms. DiMeo opened the meeting with a request for approval of the K-12 curriculum
documents, providing a description of where the documents could be accessed and the
nature of ongoing curriculum revisions throughout the year. Ms. DiMeo continued with
a review of the District Mentoring Plan, providing details regarding the annual approval
process, the mentor coordinators, and specific professional development opportunities to
novice teachers and other newly hired staff.
Mr. Fastnacht distributed the District Professional Development Plan, guiding the board
through each section and sharing details of professional development offerings connected
to the district goals.
Ms. Gold gave a brief overview of the Graduate Survey Results and the Option II details
for the upcoming school year.
Mr. Green presented to the board on the upcoming Start Strong standardized assessments,
which will be administered during the month of October, and gave a brief snapshot of
what parents and teachers can expect to receive in terms of performance reports.

Ms. DiMeo provided the board with a copy of the resolution recently passed by the
Ocean County Department of Health to formalize its opposition to recreational marijuana
in Toms River. Discussion ensued concerning the boardś position on the matter and it
was decided to be further discussed in Executive Session on Aug 18, 2021.
Mr. Nardini read a personal statement regarding his support for developing trades
programs in our schools and discussion ensued concerning certification requirements and
deficits in the teacher pipeline, as well as variations in our own course offerings due to a
gap in teacher certifications and knowledge.

Due to statewide COVID-19 school closings a Personnel Committee Meeting of
the Board of Education of the Toms River Regional Schools took place virtually on
August 10, 2021 at 3:00 p.m. This meeting is not publicly advertised as the committee
reviews personnel information which includes names of individual staff members as well
as possible new staff members.
In attendance were Anna Polozzo, Chair.
The meeting was opened at 3:00 p.m. by Anna Polozzo. Dr. Steve Genco, Interim
Superintendent, discussed with the members personnel being recommended for
employment, recommendations for extra-curricular positions being recommended for
employment, and job descriptions at the board meeting on Wednesday, August 18,
2021.

Mrs. Contessa discussed Executive Order # 251 and creating a policies.
Mr. Mizenko discussed the proposed pilot downtown Toms River and making sure the
schools receive their fair share of development funds.
Mrs. Howe congratulated the Toms River East Little League team, discussed food drive
for families in need, Field of Dreams location, and stated Board members care about our
students.

A Special Meeting of the Board of Education of the Toms River Regional Schools
took place at the Administrative Building, 1144 Hooper Avenue, Toms River, New
Jersey on Tuesday, August 31, 2021 at 4:00 P.M.
Board President Joseph Nardini read the following Opening Statement:
“Good Evening, Welcome to an Special Meeting of the Board of Education of the
Toms River Regional Schools.”
“This meeting was announced to the public sent to a notice published in the
Asbury Park Press and The Star Ledger on July 8, 2021 which constituted at least 48
hours notice as required by law under the Open Public Meetings Act.”
A roll call of attendance indicated the following Board Members were present:
Mrs. Lisa Contessa, Ms. Kathy Eagan, Mr. Kevin Kidney, Mr. Alex Mizenko, Mrs.
Michele Williams, Mrs. Anna Polozzo and Mr. Joe Nardini
Ms. Palmiere arrives 4:06 p.m.
Mrs. Howe arrives 4:08 p.m.
Also in attendance were Interim Superintendent Genco, Business Administrator
Doering, Board Secretary Saxton, Board Attorney Burns. Assistant Superintendents,
Ricotta, DiMeo and Fastnacht, Capital Projects Director, Mark Wagner and Derek
Jordan, District Engineer with Colliers Engineering.
PLEDGE OF ALLEGIANCE
Board Member Mr. Nardini led the Board and audience in the Pledge of Allegiance
and had a moment of silence for Keith Pinto a High School North graduate who passed
tragically and for our 13 troops we lost in Afghanistan.
SUPERINTENDENT COMMENTS
Interim Superintendent Genco stated, Executive Order 251 which deals with masks in the
schools has been outlined in the Road Forward Parent and Student Handbooks.
Additionally, I sent out a letter with links to important items for parents to know.
Interim Superintedent Genco stated as far as Executive Order 253, this deals with
staff vaccinations and or testing. We as a district are still working out the details and

procedures that have to put in place by October 18th. First we have to survey the staff and
determine how many people will need to be tested at least once a week. We have already
reached out to our health partnership to see their availability and possible procedures.
Additionally, we are investigating different types of tests such as PCR/Rapid and or
Saliva testing. We have a little time to work out the details and the staff will be informed
once we have answers.
Finally, there are a number of concerns about being able to open at certain
locations. I have asked Mr. Ricotta to provide the BOE with an update on these building
projects with regard to the 2021-22 school year.
