Change is in the air. It is hard to believe as we face yet another snowstorm that the spring season is only a few months away. The seasons change. It is inevitable. Change is inevitable. People react to change differently: some embrace change and accept it, others do not handle change very well. However we deal with it, we must all agree that change is going to happen, whether we like it or not. The Bucks County Council is in the midst of change. I would like to again extend a hearty “WELCOME!” to our Scouts and Scouters in our two new districts, the Mercer Area District and the Hunterdon Arrowhead District. For a change, our Council is hosting a Council-wide camporee in just a few months. This will be the first Council-wide camporee in the Council in many, many years. The volunteers organizing this event have committed hundreds of hours to prepare this great event for our Scouts. What has not changed is our commitment to a quality program for our Scouts. We need to remember that “it is for our Scouts” we do what we do, deliver an excellent Scouting program!! With so much going on, be sure you do not miss out on all the opportunities. See you down the trail.

WELCOME TANASHA!

It is with pleasure that we announce the hiring of Tanasha Scott as Senior District Executive of Mercer Area District. Tanasha will begin her employment with the Bucks County Council, BSA on January 16, 2014. Tanasha Scott joined the scouting family in 1997, as a Learning for Life Executive at the Cradle of Liberty Council in Philadelphia, Pa. During her service at the Cradle of Liberty Council she developed a strong partnership with the School District of Philadelphia and various businesses in support of membership and financing of the Learning for Life Program. In 2003, Tanasha continued her services at the Central New Jersey Council. She began as a Senior Learning for Life Executive managing the Learning for Life and Exploring Programs. After a few years she received a promotion as Learning for Life Director and began supervising Learning for Life Specialists. After serving many years in the Learning for Life Program, in 2011, Tanasha began servicing traditional scouting units within the Joyce Kilmer District (Middlesex County). The volunteers of Joyce Kilmer quickly embraced Tanasha as their Senior District Executive and have worked well as a team for the past few years. During Tanasha's service at Cradle of Liberty and Central New Jersey Councils, she has coordinated council activities, including the Learning for Life Career Fair, Popcorn Fundraiser, Program Launch, and Council Recognition Dinner. She also served as staff advisor for the New Jersey State Police Camporee.

WELCOME JOHN!

It is with pleasure that we announce the hiring of John Erskine as

Senior District Executive of Hunterdon County Arrowhead

District. John will begin his employment with the Bucks County

Council on January 16, 2014.

John started his interest in the Boy Scouts when he became one

of the founding members of Pack 1 Tel

Aviv, Israel while his father was stationed at the US

Embassy. When his family moved to Italy, he joined the Boy

Scouts in Naples. At each new posting, he would join a local Boy

Scout troop and enjoy the excitement that Scouting delivers. His

youth experience culminated when he achieved the rank of Eagle

Scout in Upper Marlboro, MD.

After graduating from Kenyon College in Gambier, OH with a degree in history, John was recruited to

work for the Boy Scouts as a District Executive in Providence, RI. While serving in the Narragansett

Council from 1993 to 1996, he cut his teeth on fundraising, membership recruiting, and camp property

management. Following his successful tenure in Rhode Island he joined the staff of the Hudson

Valley Council, BSA to serve the youth of the lower Hudson Valley in 1996. John was then promoted

to be a District Director in the Theodore Roosevelt Council of Nassau County, Long Island in the

spring of 2000.

In 2003 John returned to the council where he received his Eagle to accept a new position as a

Finance Director with the National Capital Area Council and in 2006, he returned to the Hudson

Valley Council as a District Director.

In 2011 he joined the staff of the Patriots’ Path Council as a Field Director, overseeing three districts,

as well as the council’s popcorn sales. In 2012 John became a part of the Central New Jersey

Council as a Senior District Executive in the Mattameechen District serving the Woodbridge, Edison,

East Brunswick, South Amboy, Old Bridge, and Perth Amboy Area.

A Vigil honor member with the Order of the Arrow and Wood Badge staffer, other interests of John’s

include history, earning his pilot’s license, collecting flags, and skiing.

Myscouting.org GETS A MAKEOVER!

We’re excited to announce the new look to my.Scouting Tools is here! The new design is faster and more dynamic, and now supports Internet Explorer 10 and 11. Additional enhancements in this release include:

A revamped News section provides more space to post pertinent and relevant information about my.Scouting Tools, along with other Scouting news.

Each Tool icon is in a drop-down list under the Home button to select rather than in a row of large icons after logging in.

My Dashboard is now comprised of My Profile and My Training details. Address, contact information, phone numbers, etc., are in separate editable sections instead of one long section to accommodate and adjust to most mobile screens.

New My Organization Dashboard tool located under the unit or district organization level contains My Calendar and My Announcements details.

The Training Manager, Member Manager, and Organization Manager still maintain existing functionality and look that will be updated in the coming weeks. The following new features are planned in the coming months:

Redesign of Org Manager (assignment of functional roles and security, including Plus 3)

Commissioner Tools (replaces UVTS)

Advancement Manager

Targeted communication

Log into my.Scouting to see the new changes.

FAMILY FRIENDS OF SCOUTING CAMPAIGN 2014

In the next few months, our Packs, Troops and Crews will be holding a special Family Friends of Scouting (F.O.S.) program. The Friends of Scouting campaign emphasizes the importance of family donations in providing a quality Scouting Program in Bucks County. Each family is encouraged to give a gift at a level they are comfortable with. The annual cost of one Scout to receive the Scouting program during the year is $150.00. Here are a few of the benefits that the Bucks County Council provides to our Scouts and leaders: ▪ Outstanding outdoor program facilities at the Ockanickon SR ▪ Weekend and summer programs at Camp Ockanickon ▪ Resources and materials for all leaders ▪ District events and Camporees ▪ Training courses for every volunteer position ▪ Record keeping, including advancement and training ▪ Accident and Liability insurance ▪ Full-time Field staff to assist your son’s Pack or Troop ▪ Special High Adventure opportunities (including Jamborees)

Page 15: BUCKS COUNTY BUGLER… · "Scouting's Journey to Excellence" is the BSA's council performance recognition program designed to encourage and reward success and measure the performance

Each Cub Pack, Scout Troop and Crew is asked to reach an F.O.S. goal based on their size. Don’t forget to check on whether your employer has a matching gift program. Your company’s matching gift along with your personal gift will count towards the various “thank you” levels for your unit. Your donation supports our most valuable resource, your child and other young people throughout Bucks County. While some families may be able to support more than one scout’s fair share, all that is being asked of every scouting family is that you “do your best” to help keep scouting strong. The families in Bucks County have been very supportive in the past. We would like to thank you in advance for your support in 2014.

BUCKS COUNTY CATHOLIC COMMITTEE ON SCOUTING

Bucks County scouts and their families recently celebrated mass with scouts from the Philadelphia area at the Cathedral of Sts Peter & Paul, where 67 of our Council scouts were awarded their Religious Emblems by Archbishop Charles Chaput. Religious Emblems are available for Cubs, Boy Scouts and Venturers of all faiths and are a terrific way for scouts to better understand their “Duty to God”. Additionally, Eagle Scout and seminarian, Alex Pancoast from Troop 130 in Bensalem, was recognized for his continued leadership in his troop, receiving the Bronze Pelican award. Pack 199 was recognized for incorporating Catholic faith based activities into their programs throughout the year, earning the Cardinal Krol award. The Bucks County Catholic Committee on Scouting is an active group of scouters that both lead scout Religious Emblems programs in their respective parishes as well help scouts of other faiths to find information on their respective Emblem programs. Additionally, as part of the Philadelphia Archdiocesan Committee, they support an annual retreat for Catholic scouts. This year the retreat was held in conjunction with the Jewish Scout retreat at Camp Briarwood in Furlong. Want to learn more about the religious emblems programs for Catholic Scouts and those of other faiths ? Plan to attend University of Scouting http://www.buckscountybsa.org/event/1438204 or check out Religious Awards under the Advancement tab at www.buckscountybsa.org . Thank you and remember as scout leaders, part of our “Duty to God” is to help our scouts understand how to live their faith. BSA firmly supports the Religious Emblems programs as a great way to help scouts live the 12th point of the Scout Law ! Yours in Scouting, Dave White [email protected] Bucks County Catholic Committee on Scouting (BCCCS)

GREAT AMERICAN CLEANUP OF PENNSYLVANIA

Everyone wants to live, work, and play in a clean and green community . . . and it’s up to everyone to make it possible and improve the overall quality of life for us all. Join Pennsylvanians across the state – and Americans across the nation – for the Great American Cleanup. You can participate in the 2014 Great American Cleanup of PA by cleaning up litter and trash along our roadsides, streams, beaches, parks, forests and neighborhoods. Additional events include holding recycling events for hard-to-dispose of items like tires and appliances, creating or enhancing green areas by planting plants, bulbs, and trees, removing or painting over graffiti that devalues your neighborhood, and other activities that help beautify your community. During the Great American Cleanup of PA, which is from March 1st to May 31st, registered events can get free cleanup supplies, such as bags, gloves and vests donated by PennDOT and Keep America Beautiful. Additionally, during the Pick It Up PA Days from April 12th to May 5th sponsored by Department of Environmental Protection, Pennsylvania Waste Industries Association, and participating landfills, registered events have access to free disposal. Community and civic associations, schools and youth groups, families and friends, business employees, hunting and fishing clubs, conservation organizations, sports teams, and others can organize their members and participate in the Great American Cleanup of PA. Since the inception of this event in 2004, over 1.5 million volunteers have picked up 74 million pounds of litter and waste, 132,000 miles of roads, waterways, shorelines, and trails have been cleaned, and more than 100,,000 trees, bulbs, and flowers have been planted. The Great American Cleanup of PA is sponsored by Keep America Beautiful. The National Sponsors and Partners provide substantial support to the Great American Cleanup program in a variety of ways, from funding and in-kind donations to employee volunteer participation. America's leading companies and brands support the campaign. The National Sponsors for the 2013 Great American Cleanup were The Dow Chemical Company, The Glad Products Company, LG Electronics U.S.A., Inc., Nestlé® Pure Life® Purified Water, PepsiCo's Pepsi-Cola and Gatorade Companies, Solo Cup Company, Troy-Bilt® Lawn and Garden Equipment, Waste Management, WM Recycle Service, Wrigley. and Rubber Manufacturers Association. DID YOU KNOW…?

Should our unit have a checking or savings account? Yes – Unit funds should be deposited in a checking or savings account that requires two signatures on every check or withdrawal. The unit leader could be one of the signees but it is recommended it be a committee person. It could be that the unit leaders have a petty cash fund (the limit set by the committee), which is accounted for with receipts each month. Does a pack or troop need its own tax identification number? If so, where do we get it? All units need a tax ID number (also referred to as an “EIN” – Employer Identification Number). Units should NOT use the Social Security number of an adult leader. If they do, the IRS will attribute all banking transactions, unit purchases, etc. to that leader as an individual. Units may use the tax ID number of their chartering organization, if given permission. This may be especially useful for the unit if that organization is tax-exempt. Most units obtain their own tax ID number by completing IRS Form SS-4. There is no cost involved. The current form and instructions are available on the IRS website – www.irs.gov. Also, the IRS now allows you to provide the information over the phone and immediately receive a unit EIN. The IRS “tax ID hotline” is 800. 829. 4933.

Commissioners Have you been working as a Unit leader and now want a new challenge? Are you interested in helping other Units put on a successful scouting program? The Unit Commissioner position is for you. We are always looking for new commissioners to add to our staff. We could also use help on our round table staff. Your input on how to improve Round Table will be much appreciated. If you are interested in a District position please contact Tony Vega at [email protected] Tell Your Story Do you have a great story to tell? Has your troop gone on a great trip and you’d like to share your experience? Can you give a review of a campground or of some type of equipment? Want to let everyone know about a service project or community event? Send it to the Bugler! Advancement Chairman’s Note Note for Life Scouts - Please feel free to contact me as you start to work on gathering information for your Eagle Project -Mike Wilsey [email protected] Why Turn In Applications? Turning in youth and adult application is an essential part of having new Scouts join your Crew, Pack or Troop. As we move into the fall and begin to bring new Scouts into the Scouting Brotherhood it is important for each new Scout to fill out an application and have the unit turn the application into the office. The application needs to be turned in because without an application the boy is not registered in Scouting and cannot earn advancements. Each Scout or Scouting family should be receiving Boy’s Life magazine; there is a three month delay between the date of registration and the first issue of Boys Life the Scout will receive. If the applications are not turned in in a timely fashion then the new Scouts will not receive Boys Life. If a Scout is not registered they are not covered by BSA general Liability Insurance. A Scout is not covered under BSA Insurance until they are properly registered. If there is an accident involving an Unregistered Scout the Leader is liable. When a new Scout registers they are asked to supply their registration fee, if they register in September but their Pack does not turn the application in until December what happened to the money the Scout paid for the Months of September, October and November that was supposed to go to their Scout registration? This is an easy process, when a new Scout joins your Crew, Pack or Troop ask them to fill out an application on their first night and have a representative from your unit turn the application into the Council Service Center as soon as possible. To make the process even easier on Unit Leadership; notify A.J., your District Executive, and he will pick the applications up from you.

HUNTERDON ARROWHEAD DISTRICT NEWS

Charters We are pleased to have received many recharters from our units, but if your unit has not turned in their 2014 Recharter paperwork, it is now way overdue. If your unit’s paperwork was not submitted to the Council Office by March 1st your unit ceases to exist in the eyes of the Boy Scouts of America and it loses its tenure. If you need help, contact your unit commissioner of District Commissioner John Burgess. Friends of Scouting The annual Friends of Scouting Campaign (FOS) is important to our local Scouting programs. Donations are used to support the operations of the Bucks County Council and the Hunterdon Arrowhead District to grow Scouting for youth. FOS money raised in our Council stays here in our Council. As we always do at this time of year, the District is asking every pack and troop to schedule a date for a Family Friends of Scouting presentation during the months of February, March, or April at an event such as a Pack Blue & Gold or Troop Court of Honor. The low pressure presentation should not take more than 7-10 minutes. At the presentation, we are asking our donors to consider making a pledge and payment of $150 or more to support one scout for one year in our new Council. The Bucks County Council offers many incentives to our individual donors and to the unit’s for meeting their FOS targets. Please see the attached forms to learn more these programs. While they are not all firmed up, unit goals will be based on your unit’s past support of Friends of Scouting. I am aware some families and units might be hesitant to support FOS this year in light of their experience with the Central New Jersey Council. However, Bucks County Council is our new home and it is a financially strong council. And as has been said before, money raised here for FOS stays here for FOS. To learn more about what Bucks County Council does for its units, please look at the attached FAQ sheet. Some units have already given us their 2014 FOS dates and locations. If you have done so, Thank You. If you have not (or you need to modify your date), please contact John Erskine at [email protected] as soon as possible so we can ensure we have a presenter available to come to your meeting. Thanks for your support of Scouting.
