I know lots of changes are being made to try to help protect the citizens in our Country and Towns. As a County Commissioner we get a lot of updates. I also sit on the Sarpy/Cass Health Dept. as one of my County Committees. I spoke with the Sarpy/Cass Health Director and she is monitoring the cases. As most of you in Buccaneer Bay know June is when we have the annual Buccaneer Bay Garage Sales, normally the first Friday and Saturday in June. In speaking with the Sarpy/Cass Health Director she noted we could go ahead and plan the Garage Sales, but should more cases occur, we would need to cancel them. For now, we can move the Garage Sales to June 19 & 20, which is 7 weeks away. Should additional cases keep happening we will have to skip the Garage Sales and most likely not have them this year. I know some residents want to do their garage sale ahead of the neighborhood garage sales. At this time the Sarpy/Cass Health Director is against any Garage Sales before Jun 19 th & 20 th . On Page 23 there is a sign-up sheet should you want to plan on being in the 2020 Garage Sales to be held June 19 th & 20 th , IF we are able to have the Garage Sales. In the past I have charged the $5.00 to pay for the advertising, but for now just drop the Garage Sale form off at my house at 2825 Lakeside Dr. There is a special mail box that notes “Janet’s Mail”, as I periodically get mail dropped off by Buccaneer Bay neighbors. Note from the Editor

Published Since April 1997

I am sure everyone is aware of the Coronavirus (COVID-19).

It is on the news every day. I know lots of changes are being

made to try to help protect the citizens in our Country and

Towns. As a County Commissioner we get a lot of updates.

I also sit on the Sarpy/Cass Health Dept. as one of my County

Committees. I spoke with the Sarpy/Cass Health Director and

she is monitoring the cases.

As most of you in Buccaneer Bay know June is when we have

the annual Buccaneer Bay Garage Sales, normally the first

Friday and Saturday in June. In speaking with the Sarpy/Cass

Health Director she noted we could go ahead and plan the

Garage Sales, but should more cases occur, we would need to

cancel them. For now, we can move the Garage Sales to June

19 & 20, which is 7 weeks away. Should additional cases keep

happening we will have to skip the Garage Sales and most likely

not have them this year.

I know some residents want to do their garage sale ahead of

the neighborhood garage sales. At this time the Sarpy/Cass

Health Director is against any Garage Sales before Jun 19th &

20th.

On Page 23 there is a sign-up sheet should you want to plan

on being in the 2020 Garage Sales to be held June 19th & 20th,

IF we are able to have the Garage Sales. In the past I have

charged the $5.00 to pay for the advertising, but for now just

drop the Garage Sale form off at my house at 2825 Lakeside Dr.

There is a special mail box that notes “Janet’s Mail”, as I

periodically get mail dropped off by Buccaneer Bay neighbors.

Dog Doo Doo in Bucc Bay

You can tell we are now in the Spring Months. We have

neighbors that like to get out and walk and some like to take

their dog out on a walk too. There is nothing wrong with

walking your dog…but if your dog needs to take a bathroom

break, please clean up after he/she is done. Have a plastic bag

along with you to scoop up any mess.

Most people like dogs and enjoy walking them, but those

that do not clean up after their dog make it hard on others who

are just out for a walk. It is the neighborly thing to do!

Bring Bags on Walks

Take a roll of plastic bags with you on dog walks. Use the

plastic bag to pick up the dog dodo and put it in the bag, throw

away when you get home.

If you forget a bag you might find one around the

neighborhood or a disposable cup. If you can’t find anything

to pick it up, at least come back after the walk and pick it up.

There are many boring-yet-safe ways to dispose of dog

poop. You can always shovel it into a plastic bag and throw it

in the trash. You can flush it down the toilet and let the

sanitation people deal with it, or hire a poop pick-up service

and outsource the task.

What to Do in a Car Accident Helpful tips on what to do! Posted in Auto Magazine

No one expects to get into a car accident. Although you can work to prevent and prepare for one, the sudden jolt may leave you

shocked and stressed and unsure of what to do next. While you try to wrap your head around what just happened, it’s easy to forget

vital actions that can aid your physical and financial recovery.

Just remember to be SAFE—both literally and by following our acronym:

S – Safety first

A – Alert authorities

F – Fact collection

E – Exchange information

Safety first

The No. 1 priority after a car accident is the safety of yourself and others. Immediately after the accident, be sure you:

• Turn on your hazard lights.

• If possible, pull your car over to a safe place. If not, stay inside with your seatbelt on.

• Check the safety of others and provide assistance to anyone with an injury.

• Don’t move an injured person. This can cause additional damage and should be avoided unless the person’s safety is at risk.

Alert authorities

Even if it’s a minor fender bender that you think you can settle among yourselves, it’s still important (and in some states, the law) to

call the authorities no matter how small the accident is.

• Call 911 or the local police station.

• Avoid saying “I’m sorry.” Even if you feel guilty, don’t admit fault—especially when talking to the police. You

may find out later that the other driver was actually to blame or that you share the blame.

o Even if you don’t show visible injuries, it’s recommended to call for medical help or at least visit the

emergency

o room or your doctor after you leave the area.

• Be sure to file an accident report, even if police don’t come to the crash site. Depending on the state’s laws and

the severity of the accident, police may not be dispatched. Filing a report puts the accident on the books and can

help speed up the claim process. • Fact collection

After an accident, you may feel a whirlwind of emotions. Stay calm, and immediately document the accident as you

experienced it.

• Take pictures of your car, any other cars involved and the surrounding area.

• Take notes on what happened before, during and after the accident. Include details about the location, weather, road

conditions and traffic control.

• Write down the names of any law enforcement officials or witnesses who are at the scene.

Exchange information

Swapping information is essential to work through any sort of claim or legal process that could result from a car accident. Be sure to

exchange:

• Names

• Addresses

• Phone numbers

• License plate numbers

• Driver’s license numbers

• Insurance providers

• Policy numbers

What to do once you arrive home

Unfortunately, even after you have SAFELY left the accident, there are still a few matters to take care of, such as filing a claim.

You’ll want to report your claim ASAP. The sooner you file a claim, the sooner your insurance provider can start working on it—and

the sooner you can get your life back together.

If you’re a Grange policyholder, you can report a claim by calling our 24-Hour Loss Reporting Center at (800) 445-3030. You can

also report your claim online after logging into or creating your own My Grange account.

How to Help Loved Ones (and Yourself) Deal with

Disaster Stress - What to Expect

Help for Adolescents

An Adolescent’s reaction to the disaster and the

evacuation may take some unexpected turns when their

natural need to rebel is coupled with confusion and rage

over what they have experienced.

Loss of trust in adults and fear of the events occurring

again are responses seen in many children and teens

exposed to traumatic events.

Teens show symptoms more like those of adults.

Symptoms may include flashbacks, nightmares,

depression, substance use, and/or acting out. They may

also feel extreme guilt because of a failure to prevent

injury or loss of life.

Parents and other adults can help teenagers cope. Take

time to listen. Do not pass judgement. Let teens know

that their feelings are normal and that it is okay to

express them. Be sure thy know they do not have to be

“tough”.

Here are some helpful things to consider in helping your

child:

- Make time to be with your teenager. Share

meals with them. Enjoy each other’s company.

Listen to each other.

- Allow your anxiety about what has happened

and acknowledge your fears.

- Handle conflict as a problem to be solved, not

as a war. Avoid pre-judging, labeling, or name-

calling. Focus on the issues at hand.

- Treat teenagers with respect. Praise and

acknowledge their accomplishments.

- If your teen is having problems at school, talk to

the teacher or school counselor so that you can

work together to help your teen.

- Have a discussion with your teen about how

strain in relationships can be expected.

Meeting convened at 6:00 p.m. on April 21, 2020 at 5069 Main Street, Plattsmouth, Nebraska. Attached hereto are: the agenda for the

meeting; the Affidavit of Printer regarding publication of notice of the meeting, which communicated the availability of the agenda, in

the Plattsmouth Journal, Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of Cass County and all

Trustees; the Trustees’ acknowledgment of receipt of said notice and agenda; and the notice for call in to participate in the telephone

conference call as authorized by the Executive Order 20-03 signed by the Governor on March 17, 2020. All proceedings were taken

while convened with attendance open to the public.

After discussion concerning how to word the proposal, motion by Meisinger, seconded by Brandt, to send the attached request for

proposals to the area trash collection companies for residential trash service to the District. On roll call those voting aye: Brandt,

5 OF CASS COUNTY, NEBRASKA TO ADOPT A POLICY THAT DURING CITIZENS COMMENT

PERIODS DURING MEETINGS, IF INCLUDED ON THE AGENDA, TIME PER PERSON SHALL BE

LIMITED TO THREE MINUTES.

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF SANITARY AND IMPROVEMENT DISTRICT NO. 5

OF CASS COUNTY, NEBRASKA:

WHEREAS the public is sometimes allowed a general time to comments to the Board of Trustees during

public meetings if such item is included on the agenda.

NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of Sanitary and Improvement District

The Chair presented the attached report from PeopleService related to water and wastewater operations.

ITEM 8b

The Chair laid over consideration of requesting a contract proposal from JEO Consulting Group, Inc. to engineer improvements to the

water and sanitary sewer systems and infrastructure.

ITEM 8c

Motion by Meisinger, seconded by Gorman, to approve payment of the semi-annual interest, principal and administrative fee for the

Nebraska Department of Environmental Quality State Revolving Fund loan for the construction of the wastewater treatment plant, and

direct delivery of the same on or before June 15, 2020 of $40,280.69. On roll call those voting aye: Grotrian, Brandt, Gorman and

Meisinger. Voting nay: none. Absent: none. Abstaining: None. The Chair declared the resolution adopted.

ITEM 8d

Motion by Meisinger, seconded by Grotrian, to approve a contract with Sargent Drilling for the purchase and installation of a water

level probe for well 2011-1. On roll call those voting aye: Grotrian, Brandt, Gorman and Meisinger. Voting nay: none. Absent: none.

Abstaining: None. The Chair declared the resolution adopted.

ITEM 9a

Trustee Grotrian advised that there was no specific roads report beyond the items for action on the agenda.

ITEM 9b

The chair laid over consideration of approving the purchase of street signs and traffic control signs from Cass County, and approving a

contract with a third party to replace the missing and damaged street signs and traffic control signs, pending appropriate weather for

installation.

ITEM 9c

Motion by Meisinger, seconded by Grotrian, to approve a contract Lakeview Construction, LLC for road repairs on Windward Drive

and on Wedgewood Court. On roll call those voting aye: Grotrian, Brandt, Gorman and Meisinger. Voting nay: none. Absent: none.

Abstaining: None. The Chair declared the resolution adopted.

ITEM 9d

Motion by Brandt, seconded by Meisinger, to approve a contract with Omni Engineering at a cost not to exceed $5,000 to repair potholes

in the streets identified by the District’s engineer. On roll call those voting aye: Grotrian, Brandt, Gorman and Meisinger. Voting nay:

none. Absent: none. Abstaining: None. The Chair declared the resolution adopted.

ITEM 9e

Motion by Grotrian, seconded by Brandt, to approve a contract with Kerns Excavating Company, Inc. for erosion repairs from street

drainage near 4106 Buccaneer Blvd. On roll call those voting aye: Grotrian, Brandt, Gorman and Meisinger. Voting nay: none.

Absent: none. Abstaining: None. The Chair declared the resolution adopted.

ITEM 10a

Trustee Brandt advised that there was no general grounds report beyond the items on the agenda.

ITEM 10b

At the request of Trustee Brandt, the Chair laid over consideration of a conservation easement on Outlot H and the possible offer for

sale at auction or subsequent private sale if the auction was unsuccessful of approximately 18 acres of Outlot H to Jacob and Erica Hike

until after Mr. Johnson contacted the Hikes to see if they would remain interested in the property if a conservation easement disallowed

all hunting, including bow hunting.

ITEM 10c

The Chair laid consideration of action to sell additional parts of Outlot H pending further study.

ITEM 10d

Mr. Johnson advised that the contract with Aspen Landscaping, Inc. had expired. Discussion involved having Trustee Brandt approach

Wojo’s Outdoors and Custom Waterfronts, LLC for a price to mow the areas not currently mowed by Aspen and to have discussion

concerning the contract at the next meeting.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska

that both the Board and the District find and determine, and covenant and warrant, and agree that (a) the facilities for

which the above Warrants are issued are for essential governmental functions and are designed to serve members of

the general public on an equal basis; (b) there are no persons with rights to use said facilities other than as members

of the general public; © ownership and operation of said facilities is with the District or another political subdivision;

(d) none of the proceeds of the Warrants will be loaned to any person and to the extent that special assessments have

been or are to be levied for any said facilities, such special assessments have been or are to be levied under Nebraska

law as a matter of general application to all property specially benefitted by such facilities in the District; (e) the

development of the land in the District is for residential or commercial use; (f) the development of the land in the

District for sale and occupation by the general public is proceeding with reasonable speed and (g) the District hereby

authorizes and directs the Chair or Clerk to file, when due, an Information Reporting Form pursuant to Section 149(e)

of the Internal Revenue Code of 1986 pertaining to the above Warrants.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska

that the District covenants, warrants and agrees as follows: (a) to take all actions necessary under current federal law

to maintain the tax exempt status (as to taxpayers generally) of interest on the above Warrants; and (b) to the extent

that it may lawfully do so, the District hereby designates the above Warrants as its “qualified tax exempt obligations”

under Section 265(b)(3)(B)(ii) of the Internal Revenue Code of 1986, as amended, and covenants and warrants that

the District does not reasonably expect to issue warrants or bonds or other obligations aggregating in the principal

amount of more than $10,000,000 during the calendar year in which the above Warrants are to be issued.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska

that this and the preceding Resolutions are adopted as the Certificate with Respect to Arbitrage of the District

pertaining to the above Warrants and the District and Chair and Clerk of the District hereby further certify, as of the

date of the registration of the above Warrants with the County Treasurer of Cass County, Nebraska, as follows:

1. No separate reserve or replacement fund has been or will be established with respect to the above

Warrants. This District reasonably anticipates that moneys in its Bond Fund reasonably attributable

to the above Warrants in excess of the lesser of: (a) 10% of the net principal proceeds of the above

Warrants, (b) the maximum annual debt service due on the above Warrants, or © 125% of average

annual debt service due on the above Warrants will be expended for payment of principal of and

interest on the above Warrants within 13 months after receipt of such moneys. That amount which

is currently held in the District’s Bond Fund which exceeds the amount which is to be expended for

payment of principal and interest on the above Warrants within 13 months after receipt of such

moneys, plus that amount arrived at pursuant to the immediately preceding sentence, will not be

invested in any securities or any other investment obligations which bear a yield, as computed in

accordance with the actuarial method, in excess of the yield on the above warrants.

2. To the best of their knowledge, information and belief, the above expectations are reasonable.

3. The District has not been notified of any listing of it by the Internal Revenue Service as an issuer

that may not certify its bonds.

4. This Certificate is being passed, executed and delivered pursuant to Section 1.148-2(b)(2) of the

Income Tax Regulations under the Internal Revenue Code of 1986, as amended.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska

that $2,376.68 be transferred from the Service Fee Fund to the General Fund (OPPD electric service for January 2020

less the cost of street lighting).

The Chair advised that the next meetings would be held at 6:00 on May 19 and June 23, 2020, with the meetings held at 3200 Buccaneer

Blvd, Plattsmouth, Nebraska, inside the clubhouse of Bay Hills Golf Club, or at 506 Main Street, Plattsmouth if the health directives

remained in place and that the same would provide for participation by telephone conference.

Signs on SID Property Policy

Modified 12/16/2008 The SID has established a policy regarding signs on SID property. Other than those signs for which specific approval for

an extended period has been received from the SID board our policy is signs on SID property are only to be up for a total

of 72 hours, including the day of the event, and must be removed by sundown on the day of the event. Under this policy,

realtors are able to advertise their open houses, directions to a party may be posted, and garage sales may be advertised. The

size of the signs are to be limited to the standard size of a real estate sign, which is about 2’x2’. If signs are left up past the

72 hours, they will be removed by a SID board member and will be recycled. The policy also states that the signs must be

free standing. They cannot be attached to the exterior of the bulletin board located at the front entrance. All notices posted

on the bulletin board are to be mounted on the interior of the enclosed area.

June. Due to the Coronavirus (COVID-19) I am moving it to June 19 & 20. I sit on the Sarpy/Cass Health

Department Board of Directors, and should the virus start spreading more the Director of the Sarpy/Cass

Health Dept. will request that the Garage Sales be cancelled. If that should happen, then most likely there

will not be a neighborhood garage sale this year, due to trying to find a good week-end.
