The tree leaves are changing into beautiful colors and as they fall they make a beautiful pattern on the grass. I hope our fall weather changes into winter gradually. It would be nice to have some rain. Various weather forecasts for this coming winter vary but most say we will again have a mild winter with average precipitation. This is also the time of year when all taxing entities set their tax rates for 2012-2013 fiscal year. The SID set its tax rate at their September meeting. The total tax per $100 of property valuation is .7799999, up slightly from last year’s .7799997. The bond fund portion of the tax rate is .549999, and the general fund is .230000. The county also set its tax rates for 2012-2013. The General Fund was set to .394652 compared to last year’s .399206. The jail bond was set to .030542, down from .030639. These tax rates are only four out of the thirteen that appear on the tax statement for Buccaneer Bay residents. The schools, fire department, Ag Society, and NRD also have tax rates that are included in your total tax levy. Many citizens seem to have the idea that because their tax bill is paid to the county that the county gets that entire amount. Last year the county only received 17% of your total tax dollars, and the SID received 31%. Plattsmouth Schools received 46%, leaving 6% going to the other taxing entities listed on the tax statement. On the 31 st of this month you will find goblins, ghosts, and various other characters coming to your door. If you live on a major street you may get as many as 100-125 visitors, some of the shorter off-streets only receive around 50. If you plan to participate in giving out candy be sure your front light is on and the sidewalks are clear so they can reach your door safely. Note from the Editor

October is my favorite time of year. The tree leaves

are changing into beautiful colors and as they fall they

make a beautiful pattern on the grass. I hope our fall

weather changes into winter gradually. It would be nice

to have some rain. Various weather forecasts for this

coming winter vary but most say we will again have a

mild winter with average precipitation.

This is also the time of year when all taxing entities set

their tax rates for 2012-2013 fiscal year. The SID set its

tax rate at their September meeting. The total tax per

$100 of property valuation is .7799999, up slightly from

last year’s .7799997. The bond fund portion of the tax

rate is .549999, and the general fund is .230000.

The county also set its tax rates for 2012-2013. The

General Fund was set to .394652 compared to last year’s

.399206. The jail bond was set to .030542, down from

.030639.

These tax rates are only four out of the thirteen that

appear on the tax statement for Buccaneer Bay residents.

The schools, fire department, Ag Society, and NRD also

have tax rates that are included in your total tax levy.

Many citizens seem to have the idea that because their tax

bill is paid to the county that the county gets that entire

amount. Last year the county only received 17% of your

total tax dollars, and the SID received 31%. Plattsmouth

Schools received 46%, leaving 6% going to the other

taxing entities listed on the tax statement.

On the 31

st of this month you will find goblins, ghosts, and

various other characters coming to your door. If you live on a

major street you may get as many as 100-125 visitors, some of

the shorter off-streets only receive around 50. If you plan to

Exhibits

History of Railroads in Cass County, Aug. 28-Oct. 28

In May of 1869, the Burlington & Missouri River Railroad

Company was incorporated. It was authorized to build a

railroad from Plattsmouth westward to Kearney, Ne., where

a connection was to be made with the Union Pacific.

Ground was broken in July of 1869, and three years later on

September 18, 1872, 194 miles of track was completed. The

exhibit will honor the 140th

anniversary of the completion of

the line.

October 9 – “Genealogy Resources at Cass County

Museum” presented by Margo Prentiss. October is

Family History Month. The museum curator will show

various resources available at the museum for

genealogy research.

October 23 – “History of the Plattsmouth Public

Library” presented by Pat Meisinger. The Library

Board Secretary has prepared a power point

presentation about the Plattsmouth Public Library,

founded in 1885 by the “Young Ladies Reading Room

Association”.

November 13 – “Murder, Riot and Mayhem: Acts of

Violence over 100 years ago in Cass County” presented

by Harlan Seyfer. The presentation will look back at

shootouts, riots and lynchings over 100 years ago, as

told through court records.

December 11 – “Christmas Caroling” around the 1893

Children’s Halloween Parade, Friday, October 26, 4:00

p.m. The Cook Log Cabin will be open for the

Halloween Parade. Children will receive an apple then

trick or treat back up Main St.

Becomes Author

Brooke William, who lives in Buccaneer Bay, participated in

the writing of a book that is written by several authors. The

publisher Chainbooks has several authors collaborate to write

books. One author writes Chapter 1, a different one writes

Chapter 2 and so on. Brooke was the first writer for a book

called Small Town America. The story is set in Plattsmouth.

The story is about a woman, Shelby White, who is running for

her life and ends up in Plattsmouth where she attempts to blend

into small town life, finding a job and becoming a part of the

community. Shelby changes her name to Jane Johnson, but she

is soon discovered and those looking for her catch up with her in

Plattsmouth.

With the story being written by 24 different authors the book

takes many unexpected twists and turns that were not and could

not have been foreseen after Brooke wrote the first chapter.

The book can be purchased from chainbooks.com or

amazon.com for $20.

Home Insurance Cost Increase A few homeowners may have been notified by their home

insurance company that their premiums are jumping up

drastically because of the ISO (Insurance Services Office) rating

for fire protection. Not all insurance companies use or are

concerned about this rating.

Mike Wilson, Fire Chief of the Plattsmouth Rural Fire

Department, explained that because Buccaneer Bay is over 5

miles from the fire station (5.5 miles) the area has a Class 10

rating. This area has had this rating for years, it is not new.

Insurance companies are either just now looking at the ratings or

fine tuning their policies.

If you receive a notice from you insurance company check

around with others to see if you can get a lower rate.

Halloween Trivia and Facts Orange and black are Halloween colors because orange

is associated with the Fall harvest and black is

associated with darkness and death.

Jack o’ Lanterns originated in Ireland where people

placed candles in hollowed-out turnips to keep away

spirits and ghosts on the Samhain holiday.

Pumpkins also come in white, blue and green. Great for

unique monster carvings!

Halloween candy sales average about 2 billion dollars

annually in the United States.

MINUTES OF THE MEETING OF SEPTEMBER 5, 2012

SANITARY AND IMPROVEMENT DISTRICT NO. 5,

CASS COUNTY, NEBRASKA

Meeting convened at 6:00 p.m. on September 5, 2012 at the Community Room of Plattsmouth State Bank, 446 Main Street,

Plattsmouth, Cass County, Nebraska. Attached hereto are: the agenda for the meeting; the Affidavit of Printer regarding

publication of notice of the meeting, which communicated the availability of the agenda, in the Plattsmouth Journal,

Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of Cass County and all Trustees; and the

Trustees’ acknowledgment of receipt of said notice and agenda. All proceedings were taken while convened with attendance

open to the public.

ITEM 1

Meeting called to order at 6:25 p.m. On roll call, those present: Trustees Kurt Meisinger, James A. Harrold, and Patricia Lynn

Moreno. Those absent: Jim Grotrian and W. L. Morrison, Jr.

The Chair announced the location of the Open Meetings Act and documents related to the agenda.

and 2 sinkholes around storm sewer inlets near 4004 Buccaneer Blvd.

At 6:28 p.m. the Chairman opened the Public hearing on the Budget for the fiscal year of July 1, 2012 through June 30, 2013.

Notice of the hearing was given in advance by publication in the Plattsmouth Journal, Plattsmouth, Nebraska, on August 30,

2012. No one spoke either in favor or in opposition to the proposed budget. The chairman closed the Public Hearing on the

Budget at 6:20 p.m.

ITEM 11

At 6:29 p.m. the Chairman opened the Public Hearing on the final tax request for fiscal year July 1, 2012 through June 30,

2013. Notice of the hearing was given in advance by publication in the Plattsmouth Journal, Plattsmouth, Nebraska, on

August 30, 2012. No one spoke either in favor or in opposition to the proposed final tax request. The Chairman closed the

Public Hearing on the Budget at 6:30 p.m.

RESOLUTION

A RESOLUTION OF THE BOARD OF TRUSTEES OF SANITARY AND IMPROVEMENT DISTRICT NO. 5 OF CASS

COUNTY, NEBRASKA TO ADOPT THE SANITARY AND IMPROVEMENT DISTRICT NO. 5, CASS COUNTY,

NEBRASKA BUDGET FOR FISCAL YEAR JULY 1, 2012 THROUGH JUNE 30, 2013.

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF SANITARY AND IMPROVEMENT DISTRICT NO. 5 OF CASS

COUNTY, NEBRASKA:

WHEREAS a special public hearing was held as required by law to hear and consider comments on the budget for the fiscal

year of July 1, 2012 through June 30, 2013.

NOW, THEREFORE, BE IT RESOLVED that the budget is adopted for fiscal year of July 1, 2012 through June 30,

2013 with a dollar requirement totaling $668,819 of which $471,603 is credited to the District’s Bond Fund for principal and

interest on bonds and of which $197,216 is credited to the District’s General Fund for all other purposes.

BE IT FURTHER RESOLVED that these dollar amounts include the base limitation percent increase of 2.5%.

BE IT FURTHER RESOLVED that the Clerk for the District is directed on behalf of the Board of Trustees to certify

the budget and dollar requirements to the County Board and County Clerk of Cass County, Nebraska, and is further directed to

file or cause the same to be filed with the State Auditor of Public Accounts on or before September 20, 2012.

WHEREAS Neb. Rev. Stat. § 77-1601.02 provides that the property tax request for the prior year shall be the property

tax request for the current year for purposes of the levy set by the County Board of Equalization unless the Board of Trustees

of Cass County Sanitary and Improvement District No. 5 passes by a majority vote a resolution setting the tax request at a

different amount; and

WHEREAS a special public hearing was held as required by law to hear and consider comments on the final tax

request for the fiscal year of July 1, 2012 through June 30, 2013; and

WHEREAS it is in the best interests of Cass County Sanitary and Improvement District No. 5 that the amount of the

property tax request for the current fiscal year be a different amount than the property tax request for the prior year.

NOW, THEREFORE, BE IT RESOLVED that the following tax levy is adopted for the fiscal year July 1, 2012

through June 30, 2013 with a dollar requirement totaling $668,819 based on a rate of $0.779999 per $100.00 of taxable

Be It Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska to

transfer on a semiannual basis (December and June) $7,250 from the Service Fee Fund, from revenues generated by

the debt reduction fee on the water and sewer bill, to the Bond Construction Fund for the purpose of paying that

portion of the bond payment resulting from the construction of the new water well, and to review the debt reduction

fee in two years to determine whether the District’s valuation has increased sufficiently to cover the cost of the new

water well without raising the bond levy and if so to reduce the debt reduction fee.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska that the

following bills, statements and invoices be and hereby are approved, and that the Chair or Vice Chair and the Clerk be and

hereby are authorized to execute and deliver warrants for the payment of the same, all dated September 5, 2012, with the

warrants to be drawn on the General Fund account and to draw interest at 7.00% per year and to be redeemed no later than

September 5, 2015:

Warrant No. 12007 in the amount of $840.00, payable to Aspen Lawn, for mowing services for June and July 2012,

Invoice 1303, a copy of which is attached to these minutes.

Invoice No. 21096, a copy of which is attached hereto.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska that the

following bills, statements and invoices be and hereby are approved, and that the Chair or Vice Chair and the Clerk be and

hereby are authorized to execute and deliver warrants for the payment of the same, all dated September 5, 2012, with the

warrants to be drawn on the Service Fee Fund account, which warrants are redeemable upon presentation to the Cass County

Treasurer:

Warrant No. 12010 in the amount of $54.00, payable to Johnson Law Office, for legal services for August 2012,

Invoice No. 21096, a copy of which is attached hereto.

Warrant No. 12011 in the amount of $8,797.81, payable to Urban Utilities, Inc., for September 2012 operation and

maintenance of the water and wastewater systems, and water and wastewater billing services, together with expenses,

Invoice No. 6727, a copy of which is attached hereto.

Be It Further Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska that the

following bills, statements and invoices be and hereby are approved, and that the Chair or Vice Chair and the Clerk be and

hereby are authorized to execute and deliver warrants for the payment of the same, all dated September 5, 2012, with the

warrants to be drawn on the Construction Fund account and to draw interest at 7.00% per year and to be redeemed no later than

September 5, 2017:

Motion by Meisinger, seconded by Harrold:

Be It Resolved by the Board of Trustees of Sanitary and Improvement District No. 5 of Cass County, Nebraska to

approve, and authorize the Chair to execute, the Nebraska Claims-Made Insurance Disclosure Statement for the

Public Officials insurance policy.

Morrison, Jr. and Jim Grotrian. Abstaining: None. The Chair declared the resolution adopted.

There were no citizens not on the agenda wishing to address the Board.

ITEM 18

There were no communications regarding items to add to the agenda for the next meeting.

ITEM 19

The agenda having been completed, the Chair recognized the motion by Harrold to adjourn, and thereafter adjourned the

meeting at approximately 6:35 p.m.

Note: To conserve space some of the “boiler plate” statements have been removed from the minutes. You can obtain a

complete copy of the minutes from the Cass County Clerk’s office at the Cass County Court House. All attachments listed

in the minutes are attached to the official minutes when they are filed at the court house. The official minutes of the

meeting are approved at the next SID Board meeting so changes may occur.

SID Election Results: The new board composition will be Bill Morrison, Jim Grotrian, Patty Moreneo, Jim Harrold and

Ken Grigsby. After serving 12 years on the SID Board, Kurt Meisinger chose to retire from the board. Officers and

committee roles will be determined at the October 16, 2012 meeting.
