    Mr.Shyam Sunder has drawn attention to the practice fallowed by the majoritycommunity of hand picking a few Harijans, such as those willing to play the subservientrole, for election purposes. This practice, he says, has resulted in the election of only of those candidates who are willing to sign in advance a pledge of slavery. The able andthe conscientious among them have thus been left out.

    Federation of Minorities is proposed

    This is just one instance to show how a systematic campaign has been organized todiscredit the leaders of this community while this being the case with foreign writers,their plight is all the more poignant at home. Their rights trampled upon, their emotionssuppressed, their education restricted, they have become victims of inferiority complex.They feel like babes lost in the wood.

    To discuss only a few aspects of their problems. Mr Jag Jivan Ram, Ex-union Ministerfor railways said in an interview So in Maharashtra where a substantial section of theHarijans had been shown as Buddhist. He said this mischief was duly published.

    When I asked him what he felt about the facilities provided by the ruling party, Mr JagJivan Ram said that they were far from adequate.

    Regarding untouchability the Ex Union Minister was of the view that it was still widespread both in towns and villages. The solution, he believed, lay in properlyimplementing the Constitution. However, he shared the view taken by Mr. B.ShyamSunder, President, and Scheduled Caste, that a convention of Scheduled Caste belongingto various political parties could be called to formulate a joint plan of action.

    Mr Jag Jivan Ram agreed that national integration could not be thought of without thegovernment first comprehending the emotion of the minorities. In other words, it justcould not be imposed upon.

    Mr B.Shyam Sunder has his own panacea for the problems confronting these minorities.While firmly believing in the constitutional provisions, he feels that they are not mproperly given effect to. In his book (titled Confidential) which is to be publishedshortly, he presents the picture of a man who has said high hopes in the ruling party butwho was soon disillusioned. Naturally he was to his own resources to save his

    community from extinction.

    The book also deals with the problems of Harijans who, according to the author, numberabout twelve crores (Mr Jag Jivan Ram puts it between eight and nine crores) andtherefore constitute an important factor in the economic development of the country.

    First, the problems of electoral representation. Mr Shyam sunder has drawn attention tothe practice fallowed by the majority community of hand picking a few Harijans, such asthose willing to play the subservient role, for election purposes. This practice, he says,has resulted in the election of only of those candidates who are willing to sign inadvance a pledge of slavery. The able and the conscientious among them have thusbeen left out.

    He asks if this is conformity with the professions of the congress, which calls itself thebenefactor of the downtrodden. With a mass of evidence that he has piece d together theScheduled Caste leader has tried to prove that even Gandhi was not very sincere in hislove and sympathy for this depressed class.

    Just instances. Dr.Ambedker had fought for Separate Electorates and secured them inthe 1935 Constitution as a part of an award by the then Britisher Prime Minister

    Mr.Ramsay Mc Donald. The Prime Minister, he says, had agreed to arbitrate only if asigned requisition by all Indian leaders, including Gandhi, authorizing him to do so wasobtained. But, Gandhi checkmated this move and Ambedkers hopes fell to pieces.

    Mr Shyam Sunder hopes that this inadequacies accruing from the present electoralsystem can be removed if separate electoral representation is given to the Scheduledcaste.

    Likewise he says separate educational; institutions. The Ambedker College atAurangabad, according to him, can be made the nucleus of a university for Harijans. Itwill unfold the intellectual capability of the scheduled castes.

    Resettlement of Harijans answers his solutions to the perpetual tug of war between thecaste Hindus and the Scheduled castes. The former have always made life anuncomfortable for their less unfortunate brethrens by resorting to economic and socialboycotting. The only way to cut this Gordian knot is to resettle the Harijan population,says the author of the book.

    Another important remedy which he has suggested is that of ordering a review of the

    Constitution. Commenting on the recent trend of the judiciary of dancing to the tunes of the executive, Mr. M.C. Seetlavad, former Attorney General of India, while speaking atthe Laski institute of Political Science on 8 th Oct 1954, declared The tendency of certain section of Indian judiciary to be guided by desire to please the Executive incertain essentially judicial matters was deplorable.

    Again the Constitution encroaches on the fundamental rights of the citizens in severalrespects. For instances, At 31 while granting the individual the right to hold propertystipulates the government reserves the right to take over the land at the rate to bespecified by her . Further, the compensation allowed by the government will not becalled in question in a court of law on the ground that is inadequate.

    These and many other provisions pose a serious challenge to the fundament rights of theindividual, particularly the minorities. The Scheduled caste leader proposes a federationof Minorities to fight the constitutional battle for the redressed of their grievances...

    Political situation in Telengana-Maharashtra and Karnataka in a course of this timewhich will be the highest consequence deferential to the progress and independence of India.

    Telengana ( Andhra Pradesh )

    E. The Reddis to serve their purpose have even created communal groups in theHarijas also.

    F. The Harijans are encouraged to form communal organizations such as Mala-Sangh and Madiga Sanghs

    G. The rivalry between the Reddis and the Brahamins has allowed the anti-IndianMovements to main capital out of the communal situation, which is as fallows

    1. The Religions Missionaries and the anti- social elements are taking advantageof Reddis and Brahaminism Malaism and Madigaism by spreading ill-feelingsagainst the party in power and by setting one community against the other.

    2. Specially the Christian Missionaries are out to create Christian pockets in thevillages.

    3. Daily hundreds of untouchables are being converted to the Christian-fold

    4. In Mehaboob Nagar villages after villages of untouchables have beenconverted, and one big village is named as Christian palli.

    5. In Nalagonda and Khmmeet , nearly22, 000 Scheduled Caste people have beenconverted to Christianity.

    6. The Christian missionaries have their propagandist and teacher4s spreadthroughout the areas.

    7. They have got the Bishops in Telengana one at Medak and one at Dronakal.8. The Reddis and their partners in the government are blind to the situation andcannot handle it,

    9. The Reddis are interested only interested only in holding power by using theHarijans as their cats-paw.

    MARATHAWADA

    A. same situation prevails in Martha Wada also. The Brahmins and Non-Brahminfeelings are playing havoc.

    B . The Marathas are the champions of the Non-Brahamin Movement.

    C. The Marathas are worst type of communalists and do not acknowledge theCongress leaders as their saviors but acknowledge Shivaji as their prophets.

    D. They have captured the power under banner of the Indian National Congress.

    D. The Christian Missionaries have built beautiful churches at Kamal Nagar,Zahirabad. Bidar and implemented their missionaries schools and hospitals thoughtthe areas. They have got their training centers at Kamal Nagar and Zahirabad

    F. In Karnataka also, the Brahamis and non-Brahamin feelings are deep rooted

    G. The Lingayats are the leaders of the non-Brahamin movements who areopposed the everything which the principal comes from Hindu sources.

    H. The communal rivalry has divided the people in many groups and kept them disunited.

    The above mentioned facts, if scrutinized properly will reveal many latent forces whichare setting against the national interests of India. The communal trends are the Brahamn

    and non Brahmin feelings will one day or other forces the down trodden people of thecountry, specially the untouchables to fall into the clutches of the foreign missionaries mwhich they are daily seen rescuing the down trodden poverty stricken and religiouslyabhorred untouchables by inviting them to a faith which guarantees the equal statues andpolitical rights

    This mental and political set up in the country will give a change to the foreignmissionaries to create a great anti Indian block in the country guided and financed by theforeign powers.
