Item 1 - Agenda - The agenda was approved and is attached as Appendix A.

Item 2 - Minutes of Previous Meeting - The minutes of the November 6, 2006 meeting were approved as written.

Item 3 - Management Reports

3a) Chair's Report - Said Jahanmir provided a summary of the agenda items to be discussed and note that the CRTD has had a good year financially and thanked Norma Johnston and Michael Tinkleman for their efforts on behalf of the CRTD.

3b) Director's Report - Michael Tinkleman provided an update on CRTD activities (see item 4 for more details on each project). Dr. Tinkleman also discussed the potential new products and services identified during the Water Management Roadmap Workshop funded through the ASME Strategic Priorities Grant Fund (SPGF). He noted that CRTD will apply for SPGF or the Development Fund to implement some of these ideas. The Development Fund is intended to support projects and programs that are thought to be worthwhile with long-term benefit to the Society,

but where the response and reception are not yet known.

Dr. Tinkleman also reported that the CRTD will meet its budget for the fifth year. The project portfolio for FY 08 is sufficient to cover the expenses to run the department, but he noted, that the CRTD needs to identify additional sources of funding for FY 09 and FY 10. He discussed building bridges with other organizations to develop collaborative projects in unfilled niche areas.

3c) Financial Report - Norma Johnston reported that the CRTD is expected to meet its budget target of $114,649 for the fiscal year ending June 30, 2007. Ms. Johnston provided a presentation on the budget request for fiscal years 2008-2010. While the CRTD's current portfolio appears to be sufficient to meeting budget in FY 08, new projects must be identified for future years. The BRTD Chair observed that the "revenue" earned (with a couple of exceptions) is not from projects developed by the research committees but instead from peer or project reviews and workshops. A copy of the financial presentation is attached as Appendix B. A spreadsheet summarizing the balances in the CRTD custodian accounts is attached as Appendix C.

3d) Committee Reports - Due to time constraints, committees were asked to submit written reports on activities. Copies of the committee reports are contained in Appendix D.

Chuck Velzy reported he sees an opportunity for joint research projects between the Research Committee on Corrosion and Deposits from Combustion Gases (RC CDCG) and the Research Committee on Energy, Environment and Waste on metal wastage problems in plants. Staff was asked to contact the Chair of the RC on CDCG to determine their interest and to obtain a list of their current membership.

Members of the BRTD recommended that all new committee chairs be offered the opportunity to attend the ASME Leadership Training Conference (LTC) so that they may learn about ASME's programs and its operating procedures. Any delegates outside of the allotted slots should be covered out of the (BRTD or committee) custodian accounts. A recommendation was made send Marco Castadi, the Solid Waste Processing Division's liaison to the Research Committee on Energy, Environment, and Waste.

3e) Patent Award - The 2007 recipient of the Thomas A. Edison Patent Award is Mr. Norman R. McCombs' development of PSA technology resulted in his invention of a Portable Oxygen Concentrator. In doing so, he created a worldwide industry, eased the suffering and extended the life of millions, and subsequently opened the door for hundreds of thousands to airline travel. The award will be presented during the President's Luncheon.

3f) Affinity Communities - Justin Young, Vice President-Elect, gave a presentation on Affinity Communities which are special interest groups which cut across technical and geographic boundaries. BRTD members recommended that the committee chairs read Mr. Young's presentation and consider developing new activities. A copy of the presentation is attached as Appendix E.

Item 4 - Project Updates

4a) Gas Pipeline Safety - Committee chair, Roy Fleet reported on two of the committee's projects.

Gas Pipeline Training Video - Mr. Fleet reported that the video on "Permanent Pipeline Repairs Using Welded Steel Sleeves" which was developed for field technicians is now available for sale. The list price is $110/$88 for ASME Members. Site licensing is also available.

Yield Strength Handbook - Mr. Fleet reported the Committee is commencing work on the handbook entitled "Development of an Applications Guide for Determining Yield Strength of In-Service Pipe by Evaluating Hardness." ASME is in the process of issuing a contract with the subcontractor, Battelle (Ohio).

4b) NETL Project Reviews - Michael Tinkleman reported ASME received a contract in the amount of $343,750 to conduct two corporate peer reviews in 2007. A review of projects related to Advanced Power Systems is scheduled for July 16-19 and the 6th review of the Carbon Sequestration Program will be held September 17-20.

4c) DHS Sector Specific Project - Michael Tinkleman reported that CRTD staff is no longer providing the contracting and financial management support for the DHS funded Phase III Sector Specific Guidelines project. ASME Innovative Technologies Institute (ASME ITI) has hired its own full time staff so CRTD support was phased out in February 2007.

4d) Amine Project - Michael Tinkleman provided an update on the $478K project on "Amine Use in High Pressure Steam Cycles and Boilers" being organized by the Research and Technology Committee on Water & Steam in Thermal Systems. Currently, $20K has been committed to the project from CRTD units; $10K from the Research & Technology Committee, $5K from the Research Committee on Power Plant & Environmental Chemistry and $5K from the Board on Research & Technology Development. The committee is considering using the $20K to fund some preliminary work which could be of interest to potential financial sponsors.

4e) ASME Water Management Vision and Roadmap - Michael Tinkleman reported that the ASME Water Management Technology Vision and Roadmap Workshop was held May 9-10, 2007 at the National Academy of Sciences. Forty participants consisting of ASME members and staff along with key leaders from water and energy industries, trade associations, academia, and the federal government considered the technical, market, and social drivers influencing this industry now and in the future, and articulated the desired place for ASME in the Water Management Technology markets of tomorrow. It is anticipated that ASME will use this information to identify new products and services such as: publications; conferences; courses; training; codes and standards; and collaborative research and development projects that will benefit both ASME members and the nation at large. The CRTD received $109K from the Strategic Priorities Grant Fund (SPGF) to cover staff time, consulting fees and meeting costs associated with the workshop. CRTD will now work with the workshop participants and ASME staff to implement a number of the project suggestions.

The BRTD suggesting that the workshop facilitators to develop an executive summary from the final report which might be widely circulated.

4f) Cross Sector Activities BioPharma - Michael Tinkleman provided an update on the Biopharma Cluster. The working group is exploring a potential workshop on risk-based engineering design on biomedical devices. Another working group will explore opportunities related to disposables.

Sustainability - Dr. Tinkleman also reported that a cross sector working group has been formed in the area of sustainability. The working group is currently trying to capture all of ASME's activities in this area.

4g) Other - Said Jahanmir noted that ASME is collecting information for a best practices database. Staff was requested to write brief descriptions of the completed peer and project reviews, the water management workshop and other recently completed projects (e.g. the pipeline video) and submit to John Wesner for inclusion.

It was also recommended that CRTD increase its visibility by developing handouts for distribution at conferences or for inclusion in the newsletters of local sections. For example, the project, program, and peer review process could be developed into a one-page flyer.

Item 5 - Old Business

5a) 2007 IMECE Sessions - Dr. I. S. Jawahir reported that Research Committee on Sustainable Products and Processes with the Processing Engineering Division have organized a track at the 2007 IMECE in Seattle, Washington. Approximately 45 papers will be presented along with two to three panel sessions. A panel with federal agency based program directors is also planned. Dr. Jahanmir has contacted Bob Hall to request that the Research Committee on Energy, Environment and Waste conduct a session on hazardous waste management.

Item 6 - New Chair - Said Jahanmir introduced the new chair of the BRTD, Dr. Richard Jacobsen, Dean of Engineering at Idaho State University. Dr. Jacobsen was originally slated to chair the BRTD beginning in 2005 but was tapped to serve as the Vice President, Finance for K&C during the restructuring of ASME. Dr. Jacobsen chaired the remainder of the meeting.

Item 7 - New Business

7a) IMECE 2008 Sessions - Ali Khounsary reported that he is interested in developing an international track on radiation (x-ray) technologies at the IMECE or immediately prior or after it. Dr. Khounsary noted that he would seek funding from NSF or other organizations to help cover speaker costs.

7b) BRTD Membership - The BRTD members were invited to submit names of candidates for the vacant member-at-large positions to Richard Jacobsen and staff. A recommendation was made to add members with expertise in areas where CRTD wishes to explore such as water, sustainability, energy, and hydrogen.

7c) Membership Appointments - The BRTD approved new appointments as well as reappointments of members on the Gas Pipeline Safety Research Committee, the Research Committee on Energy, Environment, and Waste, the Research Committee on Power Plant & Environmental Chemistry, the Research Committee on Sustainable Products and Processes, and the Research and Technology Committee on Water & Steam in Thermal Systems. A complete listing of appointments is attached as Appendix F.

The BRTD recommended that the committees consider adding members from the national laboratories if feasible.

The BRTD also appointed William Wendland as the acting chair of the Research Committee on Risk Technology as the term for previous chair, Michael Schmidt, has expired and elections have not taken place. Per the committee's bylaws, Mr. Schmidt was not eligible for re-election as he had reached his two term limit.

Item 8 - Strategic Planning

8a) Balanced Score Card Update - Richard Jacobsen requested staff to review the Society's balance score card (BSC) objectives to ensure that the CRTD's BSC goals (prepared during the November 2006 meeting) match. The Society's BSC was revised and the number of goals was reduced.

8b) Increasing Interactions with Technical Divisions - CRTD is committed to increasing its collaborations with the technical divisions. Current areas of interaction were covered in other reports.

Item 9 - Next Meeting

The next meeting of the Board on Research and Technology Development will be scheduled in conjunction with the 2007 ASME International Mechanical Engineering Congress and Exposition in Seattle, Washington. The meeting is tentatively scheduled for Monday, November 12 at the Sheraton Seattle Hotel.

Research Committee on Corrosion and Deposits from Combustion Gases

June 2007 Activities: The research committee is working with ASTM to develop a standard regarding chemical fractionation as means of characterizing inorganic constituents in fuels. We are also working with ASTM to modify several other standards regarding fuel characterization and fly ash utilization. Since the last BRTD Meeting, the Research Committee on Energy, Environment and Waste met on December 7, 2006 in Research Triangle Park, NC, March 13, 2007 in Washington, DC, and May 15, 2007 in Phoenix, AZ. a. Elections – The following were nominated and elected as officers for RCEEW for two years beginning July 1, 2007: Chair: Charles Waggoner Co Chair: David Wilson Secretary: Donald Corwin b. Awards - The Pioneer Awards Committee, which includes three members from ASME and two members from IT3, selected Joe Santoleri as the recipient of the Pioneer Award in 2007. Chairman Hall negotiated with A&WMA to provide one half to a full page to announce the recipient of the Pioneer Award. A&WMA also agreed for ASME to have a tabletop exhibit at the IT3 Conference at no cost to ASME. In addition, Chairman Hall was presented with a plaque from ASME/RCEEW recognizing his four years of service as Chair of the Research Committee c. Reference Method Accuracy and Precision Update (ReMAP) - EEWRC hired Charlie Hendrix to prepare two technical papers for publication, but EM did not accept them. The papers explain ReMAP and give an example of its use by using the carpet burn data. We are evaluating other options for upgrading the papers for publication. d. Carpet Recycling –By 2012, the total amount of carpet waste generated in the U.S. will be 6 billion pounds/year. Two to three billion pounds must be recycled. The final report on our evaluation of using waste carpet as a supplemental fuel in cement kilns has been issued and is available on the website. e. Gasification - HMI of Houston, TX was awarded a contract to support the biomass gasification project with EPA and the Italian Ministry of Environment and Territory (IMET). HMI has provided a letter to ASME stating that the funds provided by ASME EEWRC will be reimbursed to ASME from the first commercial application of this technology. Bob Hall gave a status report on this project. A progress meeting was held on April 11, 2007 in Research Triangle Park, NC. The Italian side has developed a preliminary design, which is being modified based on discussions at the April meeting. The final design will be completed by September, at which time fabrication will begin. The gasifier will be delivered to EPA for installation in January 2008. Tests are scheduled to begin in the May/June 2008 timeframe.

f. IT3 Conference – RCEEW sponsored a panel discussion at the IT3 conference in Phoenix, AZ on May 15, 2007. Session Title: Issues of Environmental Concern on a Worldwide Basis Session Chair: Robert E. Hall, U.S. EPA Speaker: Emily Tuzson, Siemens Title: "Converting Carpet into Steam: Shaw/Siemens Carpet Gasification Plant" Description: "Siemens is helping Shaw reduce their fossil fuel consumption and waste disposal costs by gasifying post-industrial carpet scrap and wood waste. This presentation provides an overview of the project, describing the process, challenges and benefits of this unique plant. " ************************** Speaker: Paul Lemieux, U.S. EPA Title: "Carpet as an Alternative Fuel for Cement Kilns" Description: Significant quantities of post-consumer carpeting are currently landfilled. The heating value and composition of carpeting make it particularly attractive as an alternative fuel for cement kilns. This presentation describes an ongoing program with collaboration from government, academia, ASME, and the private sector to examine potential operational, environmental, and economic issues resulting from using carpet as an alternate fuel in cement kilns. ************************** Speaker: Joe Santoleri, Consultant Title: "Landfills vs Waste to Energy" Description: Cities who collect and transport MSW to distant landfills are paying over $125/ton to ship to neighboring states. The combined greenhouse gas emissions (GHG) from diesel transport and from the landfill far exceed that possible from a Waste to Energy plant. Progressive states who utilize the energy from waste to produce electricity have disposal costs of $30/ton with GHG emissions that are less than one third that of landfills. ************************** Speaker: Mike Hightower, Sandia National Labs. Title: "Potential Water Demands for Future Energy Production - Issues and Challenges" Description: Energy production and generation are currently the largest water use sector in the U.S., and 25% of all non-agricultural water consumption is for energy refining and generation. This presentation will discuss the projected future growth in electric power and transportation fuel needs and the potential impacts on water resource needs and water availability. Discussions will address water demands for such areas as biofuels, oil shale, and new electric power generation systems. ************************** Speaker: David Hoecke, Enercon Systems Title: "EPA Reference Method Accuracy and Precision (ReMAP) Overview" Description: "An overview of the ASME Research Committee for Energy, Environment & Waste's 10 year long ReMAP project. Why manual method measurement precision from stationary sources is important and results to-date. ReMAP CDs will be available at no charge to the panel audience."

g. International Conference on Power Engineering (ICOPE) Oct 2007 is co-sponsored by ASME’s Power Division, the Japanese Society of Mechanical Engineers, and the Chinese Society of Power Engineering. Dr. Kefa Cen of Zhejiang University in Hangzhou, China invited our committee to participate in conference and to submit papers through the middle of April. David Wilson and Bob Hall expressed an interest and will probably present papers. All others wishing to participate should contact Dr. Kefa Cen with reference to the invitation sent to Bob Hall. Dr. Cen’s e-mail address is: <[email protected]>. h. Suzanne Giannini-Spohn of EPA made a presentation to RCEEW on “Cooperation on Medical and Hazardous Waste Systems in China” at our March meeting.

Gas Pipeline Safety Research Committee Report June 2007

The committee met in Orlando during March in conjunction with the Gas Piping Technology Committee. Election of Officers Nominations were called to elect a new Vice Chairman (to replace Wes McGehee, deceased) and a new Secretary (to replace Steven Burnley, resigned). Jon Loker was nominated for the office of Vice Chairman. Richard Huriaux was nominated for the office of Secretary. Both were elected by unanimous vote of the members in attendance. Work In Progress Pipeline Repair Video Reportedly, the DVD player problems experienced at the last meeting have been corrected. The 18-minute DVD on “Pipeline Repair with Full-Encirclement Sleeves” is now ready for marketing. Norma Johnston (ASME CRTD) reports that the video is ready for sale in late March. Total cost from inception in 1997 thru September 2006 was $30,831. As only $27,180 was raised for the project, the balance was paid from the committee custodian account. Applications Guide for Yield Strength of In-Service Pipe by Evaluating Hardness A request for proposal (RFP) was sent to seven contractors on January 25, 2007. Proposals were due on February 28, 2007, which was extended to March 9, 2007. One proposal has been received to date. Battelle- Columbus and Structural Integrity Associates plan to submit a joint proposal. The selected contractor should complete the project by the end of this year. Dave Aguiar (PG&E) will act as project technical coordinator for GPSRC. The cost could possibly approach double the $90,000 already pledged for this project. GPSRC will need to ask the sponsors for additional contributions and/or seek additional sponsors. PHMSA’s Office of Pipeline Safety (OPS) is still working on clearing a project contribution of $24,000, but is hampered by internal budget issues, funding through a continuing resolution, and internal R&D clearance processes. Fitness-for-Purpose Appendix to ASME B31 Code Roy Fleet (Chairman) is holding. It was presented to ASME B31.8 committee and rejected twice! Now looking at comments. This effort should be renewed or the project should be dropped. Sulfur Project Bob Becken is project leader. He presented a draft project proposal for a sulfur project at a previous meeting. Elemental sulfur deposition on pipeline internals (i.e., regulator on GTI sulfur deposition information, activities, and research (if any) and report back to GPSRC by April 15, 2007. Research Committee on Power Plant and

Environmental Chemistry (PPEC) June 2007

• The Spring 2007 PPEC committee meeting was held April 2-4, 2007 in Overland Park, KS and was jointly hosted by Black & Veatch and the Kansas City, Kansas Board of Public Utilities. Fifty-six members attended the meeting along with four nominees, thirteen guests (three from the host companies), and one staff for a total of 74 attendees. Twenty-five technical experience reports were presented. The registration fee for the meeting was $375; $175 for guests from the host companies.

• The Executive Committee developed guidelines to be utilized by

committee members when presenting proposals for the committee’s consideration. A preliminary proposal for the Development of a Selection Test for Chemical Technicians was presented to the EC. A steering committee will be established this Summer to develop a detailed proposal including budget.

• EON-US will host the Fall 2007 meeting in Louisville, Kentucky on

October 8-10. The Spring 2008 meeting will be hosted by Constellation Energy in Annapolis, MD on April 7-9. Host companies and cities have been identified through Spring 2010, however, meeting dates have not been set.

ASME Research & Technology Committee on Water and Steam in Thermal Systems

June 2007

The Main WSTS Committee and both Subcommittees (Water Technology, Properties of Steam) met in Gaithersburg, MD in April 2007. The main committee and the Water Technology Subcommittee met in Pittsburgh, PA in October 2006, and the Properties Subcommittee met in Schenectady, NY in November 2006. Meeting minutes are posted on the CRTD web page, or in some cases will be shortly. The Properties meeting in Schenectady included a half-day symposium where ideas about industrial needs and possible solutions were exchanged with personnel from General Electric.

The “Sampling and Monitoring of Feed Water and Boiler Water Chemistry” document produced by the Water Technology Subcommittee was published and is being sold by ASME Press. The Subcommittee is continuing to work on “Consensus on Operating Practices for Control of Water and Steam Chemistry in Combined Cycle Power Plants” and “Consensus on Pre-commissioning of Combined Cycle Power Plants”. There is also work in progress toward a standard for decommissioning and mothballing, and on a rewrite and expansion of the “Management of Cycle Chemistry” chapter of the ASME Handbook on Water Technology for Thermal Power Systems.

The research project “Amine Use in High Pressure Steam Cycles and Boilers” is proceeding forward with an outline of the Phase I work and budget and some initial funding in place. We are supplying some seed money from our Custodial fund. The Research Committee on Power Plant and Environmental Chemistry have also contributed some seed money.

The ASME session at the 2007 International Water Conference, “Experiences Associated with Extended Lay-ups of Steam Generation Systems and Subsequent Return to Service” has been accepted and populated. We organized two well-attended sessions at the 2006 IWC on “Start-ups and Cycling of HRSGs in Combined Cycle Plants” and “Controlling Water Chemistry in Boiler Systems.”

The Properties Subcommittee produced a new booklet called ASME Steam Tables: Compact Edition. This 32-page booklet is intended to be an easy-to-carry source for industry and education; it has already sold over 1000 copies since October 2006.

An ongoing project, anticipated to be completed in 2007, is work on a dynamic link library (DLL) so users can call steam properties from applications such as Excel.

Members of the Properties Subcommittee continue to be active in various IAPWS projects, notably in efforts to produce new international standards for water’s viscosity (nearing completion) and thermal conductivity, a new formulation for the properties of ice, and a new formulation for the self-ionization product of water.

A Symposium is being organized for the next Properties Subcommittee meeting (late October at the Siemens Power facility in Orlando, FL) focusing on properties needs for industry. Respectfully submitted by:
