Who Needs a Visa?

• You must apply for a long-stay student visa for France, unless you are a citizen of

Switzerland, Andorra, Vatican City, San Marino, Monaco or the European Economic Area (EEA).

• If you are not traveling on a U.S. passport, please contact the appropriate

French consulate or check the consulate’s website as soon as possible to see if any further documentation or a longer processing time is needed.

• International students also should consult with the international student office at

their home school concerning signatures and documents needed to re-enter the U.S. to resume study once you have completed your program abroad.

Important Reminders

• You must have a valid passport to travel to France. Make sure your passport is signed!

• Your passport must be valid for at least 3 months after your planned departure

date from France and have at least two blank pages for visa purposes.

• You must obtain your student visa before going to France (i.e. while in the U.S.); the visa cannot be issued once you are in France.

• The consular officials — not the OIP — have full authority to evaluate and

approve your visa application. The OIP staff cannot intervene on your behalf, nor do we have any authority over immigration policy.

• Submitting the documents listed on the consulate website does not guarantee

the approval of your visa.

• Make copies of all documents you submit to the consulate, as the consulate will keep the originals except for your passport, which will be returned with your visa.

• Remember to take the receipt you were issued by the consulate when

submitting your application, so that you may track your visa status.

• The information provided in this guide is intended as general guidelines to the visa application process. It is not intended to substitute for the information provided by the consulate directly, as visa requirements may change without our knowledge. You are responsible for confirming and completing the visa application requirements as established by the appropriate consulate.

Planning Ahead

• During the visa process for France, you will apply to Campus France, an agency

of the French embassy, and to the French consulate that has jurisdiction over your permanent address or college address. These are two different and required processes.

• The entire visa process can take up to 6 weeks, or longer if you are not a U.S.

citizen.

• The Campus France approval process generally takes 3 weeks, visa-processing time by the consulate can take about 3 weeks, and you cannot apply for your visa at the consulate more than 90 days in advance or without the approval notification from Campus France.

• If you are traveling internationally at the end of the spring semester or over the

summer and will need your passport, you must plan your visa appointment and application process accordingly. You will not have access to your passport during the period in which your visa application is being processed.

• Think carefully about your plans for your semester abroad and afterwards, and if

your plans will require you to apply for the carte de séjour/OFII (see pages 6–7 for more information). It is nearly impossible to obtain or change your visa status while in France.

What Type of Visa?

1. All students should apply for a Long-Stay Visa. On the Boston consulate

website’s visa page, you should choose “Long Stay visa for students applying through Campus France.” This page contains a brief overview of the visa process after you have registered for Campus France and a list of application materials required by the Boston consulate. (See page 8 of this guide for more information on choosing the correct consulate to apply through.)

2. In some instances, you may also wish to apply for a Carte de Sejour (OFII):

• All students who will be staying in France for more than six months (180

days);

• Students who will be staying in France for a period of time between four and six months (for a total duration of 91–180 days) who wish to be allowed to work in France while studying;

• Students who will be staying in France for a period of time between four and six months (for a total duration of 91–180 days) who wish to be able to extend their visa once they are in France.

• You can find the OFII form here. (An image of the first page of the form can be found on page 7.) To request a long-stay visa with the OFII process, complete the top portion of the OFII form and submit it with your visa application. Be sure to clearly state that you want the long-stay visa with the OFII process. The consulate will review and stamp the form and return it with your visa and passport. Once in France, the OFII process requires you to register with the local authorities and to go for a medical exam, which carries an additional cost.

Where to Apply

• Students must apply in person at the French consulate for their jurisdiction. If

you attend school in one jurisdiction and have a permanent address in a different one, you can choose the jurisdiction in which you prefer to apply.

• Students who are U.S. citizens and who reside in or attend universities in the

states of Massachusetts, Maine, Rhode Island, New Hampshire or Vermont should apply for their visa in person at the French Consulate in Boston. A) Brown students: you may apply for your visas through Boston, since you go to college in Rhode Island, or you may apply to the consulate that has jurisdiction over your permanent address. B) Visiting Students who live or attend college outside this region should consult the consulate listing for the consulate serving their state. If your permanent address falls within one jurisdiction and your school address within another, you can apply for your visa in either jurisdiction as long as you have proof of address.

• IMPORTANT: The Campus France system will assign you to apply in person at

the French Consulate in the jurisdiction of the address that you use to create your Campus France account. Therefore, if you wish to apply for your visa in the jurisdiction of your home address, you must use that address to create your account. However, if you wish to apply at the Consulate in the jurisdiction of your university (and it is different from your home address), you must type in your school address when creating the account. Once you hit submit, this cannot be changed!

• If you are not a US citizen and will be applying for your visa in your home

country, please complete the registration process with Campus France in your home country or contact the appropriate consulate in your home country to confirm the visa application process.

The Process

The visa application process involves 5 steps:

1. Register with Campus France. (Page 10)

Step 1: Register with Campus France

• It typically takes a minimum of three weeks to receive the approval from

Campus France; you cannot apply for your visa at the French consulate without this approval. Use a PC to complete your registration for Campus France; you may encounter technical difficulties if you use a Mac or Safari as your browser.

• Take a few moments to learn more about the Campus France portion of the visa process for France and read through the Campus France USA Instructions for Study Abroad Students and the Campus France FAQs.

• Register online with Campus France USA, a service of the French Embassy,

through its online Etudes en France system. Students must log onto Campus France USA and refer to the section for study abroad students for instructions about submitting the online registration. (Please complete the Campus France registration portion even if you are waiting to receive a new passport or a renewed passport.)

• Important: Campus France USA is very strict about the following:

The consulate assigned to a student's Campus France USA file will be enforced. Since the Etudes en France system assigns the consulate according to the address used when students create their accounts, you will need to choose whether to use your home or school address based on where you will apply for your visa. Once you submit this information to Campus France, it CANNOT be changed. In addition, there is no way for Campus France staff to retrieve a lost or forgotten password for your Campus France account. Use a familiar one or write it down!

• New: Expedited Service through Campus France: Campus France offers an

expedited (3 business days) service, for an additional fee of $150 plus the regular Campus France fee of $180 ($330 total). You can find out more and register online here.

Step 2: Mail Materials to Campus France

• Once you have completed the on-line registration process with Campus France,

send your 1. admission form (on Campus France website); 2. notarized admissions letter from the OIP (your acceptance email will not suffice); and 3. copy of online payment receipt, or your money order and copy of money order.

• The Campus France processing fee currently is $180 (or $330 if using the

Expedited Service), payable online (more information here) or by money order (no checks or cash), payable to MCUFEU (Mission Culturelle Universitaire Française aux Etats-Unis). Due to the fluctuating exchange rate, it is important to verify the latest fees on the Campus France website.

• If paying by money order, make a photocopy of your money order and send it

along with your payment and letter.

• Please register, complete, and mail your Campus France application, so that you have enough time to apply for and receive your visa. You will need to complete both the Campus France application and the visa application; these are two separate processes.

• Once these steps have been completed correctly, Campus France will send two

separate messages to your Campus France account (not your email account), one confirming receipt of payment and one authorizing you to move forward with the visa application process itself through the French consulate in your jurisdiction. You need to print and take both of these notices with you to your visa appointment.

Step 3: Schedule Visa Appointment

• Schedule your visa appointment with the appropriate consulate no earlier than

90 days before your program begins; you can schedule your appointment even though you have not yet received your confirmation from Campus France, but be sure to allow for the 3–4 week processing time that it will take for the Campus France approval process. Appointments book up fast — do not delay on this!

• In order to apply for a visa at the Consulate General of France in Boston you will

be required to schedule an appointment online. Appointments are not granted at the counter, by phone, or e-mail. If you will not be getting your visa in Boston, please check the website of the appropriate consulate to schedule your appointment.

Step 4: Gather Application Materials

• You must follow the instructions on the consulate website regarding required

documentation; the information below is intended to be a guideline, NOT a substitute for the consulate instructions.

• You will need several documents in order to apply for your visa. Some will be

provided by the OIP, and some you will need to acquire on your own.

• Make copies of all documents submitted, as the consulate will keep the originals except for your passport, which will be returned to you with your visa. Remember to take the receipt you were issued by the consulate when dropping off your visa application.

• Documents that OIP will provide for you:

1) A notarized acceptance letter/enrollment letter from the OIP for Campus

France; you will send this to Campus France along with your registration fee payment. This letter is not the general acceptance letter or email sent to you by OIP.

2) A notarized acceptance letter/enrollment letter from the OIP to take with you

to the French Consulate for your visa appointment. This letter is not the general acceptance letter or email sent to you by OIP.

3) An official acceptance letter from a French university.

4) A “proof of coverage” letter from International SOS, which is emergency medical evacuation coverage, including repatriation to the US.

• Documents you must provide:

Requirements differ from consulate to consulate. Please be sure that you are following the requirements for the consulate at which you are applying and

gather the specific documentation that you must provide for your visa application. Additional items may be requested of non-U.S. citizens.

Required documentation generally includes but is not limited to: proof of financial support, proof of travel arrangements, visa application, confirmation from Campus France, passport-size photos and proof of residency. Note that if you use the financial guarantee form as proof of financial support, it must be notarized. (See “Frequently Asked Questions” for more information.) A visa fee (payable by debit card) is also required. Please consult the appropriate consulate website for specific requirements; the list of required documents for the Boston consulate can be found here.

• Visa requirements are subject to change. Students are responsible for consulting

the requirements of the appropriate consulate and for compiling all necessary documents in order to apply for their visa.

Step 5: Attend Visa Appointment

• On the day of your appointment, make appropriate arrangements to arrive at

the consulate on time. If you will be going to the Boston consulate, for example, check the MBTA website to ensure there are no delays.

• The appointment consists mainly of handing the required documents to the

officer in charge of visas, so you shouldn’t stress too much. However, you should be prepared to answer any questions related to your plans while abroad.

• Once you have completed your appointment, the processing time for your visa

will be 4 to 10 working days according to the consulate, though it could be longer (plan on 2–3 weeks).

• In order to retrieve your passport with your visa, you can simply return to the

consulate when it is ready.

• Alternatively, when submitting their application, you can provide the consulate with a prepaid self-return envelope (FedEx, UPS or USPS with a tracking number). Please make sure to sign the liability waiver and put your name as the sender and receiver when filling out the form. This will save you the hassle of returning to the consulate but will cost money.

Frequently Asked Questions

• What is a notary? Where can I f ind one to notarize my financial

guarantee? A notary public is a public official who notarizes legal documents and who can also administer and take oaths and affirmations, among other tasks. The UPS Store also offers notary services. One of your family members may know a notary public, so check with them as well. Local banks and city/town halls are also possible options.

• Where can I get my photos taken for my application? Your visa application must include TWO photos in passport format. Brown students can get these taken at the FedEx Print & Ship Center (236 Meeting Street) or the Wayland Square CVS (481 Angell Street). Brown in France will also require SIX passport photos for your student ID cards and other purposes, so consider buying eight or more photos at once.
