PROVEN VALUES. POWERFUL VISION
The dedicated efforts, initiatives and systematic approach
towards conservation of energy made NLC Mine-I to win the
prestigious ‘National Energy Conservation Award - 2014’,
instituted by the Union Ministry of Power.
In Mine - I, position of the
Conveyor Systems are reviewed
frequently and the lengths of the
conveyors were optimized.
Accordingly 6.68 Km length of
Conveyor were reduced in New
Surface Bench, Top Bench and
L i g n i t e B e n c h S y s t e m s .
Moreover 15 Drive heads are
eliminated from operation and
the lift of Top Bench conveyor is
reduced by 30 m.
Prior to this modification, the
specific energy consumption for
excavating one tonne of lignite
in Mine-I was 34.04 KWHr. Now
i t i s b r o u g h t d o w n t o
25.65 KWHr. This resulted in
saving of 40 million units of electricity valuing r 13.49 crore.
This Energy Conservation measure result in great saving to
nation and the power saved can be shared amongst other
needy areas. To recognize the commendable work of Mine - I
the Union Ministry of Power has selected our Mine-I
for the prestigious ‘National Energy Conservation
Award - 2014‘ (First Prize in Mining Sector).

Mine - I won National Energy Conservation Award - 2014
Whenever natural disasters struck the Nation, NLC always
extends its helping hand and shares the grief of the affected
people. This noble attitude was once again proven, when NLC
extended financial help to normalize the flood shattered lives
of the state of Jammu & Kashmir and to the people of Andhra
Pradesh & Odisha, affected by Hud-Hud cyclone. NLC with a
firm commitment towards the society in the time of need,
extended the helping hand under its Corporate Social
Responsibility Scheme.
On 18.12.2014, Shri. B.Surender Mohan, our CMD, met
Hon’ble Chief Minister of Andhra Pradesh Shri. N Chandra

Babu Naidu at Hyderabad and on 16.12.2014, he met
Shri. Lokesh Dutt Jha, Principal Resident Commissioner,
Jammu & Kashmir at New Delhi and handed over the cheques
for r1 Crore each towards the Chief Minister's Relief Fund, for
the benefit of the Cyclone and flood affected people.
Earlier, on 12.12.2014, our CMD, along with Shri. Sarat Kumar
Acharya, Director (HR) met Shri Naveen Patnaik, Hon'ble
Chief Minister of Odisha in his office and handed over the
cheque for r50.00 Lakh to the Chief Minister's Relief Fund for
the benefit of the Hud-Hud cyclone affected people of
Odisha.

CMD Message
From the Desk of CMDDear Colleagues,
First of all, my hearty greetings to you and your family for a
happy, prosperous and successful year 2015.
As you all appreciate, the year 2014 had great
accomplishments in our performance and that excellence
overwhelmed me to think about an amazing new beginning of
2015 with new resolutions. Surely, new beginnings always
brings hope, opportunities and challenges but the realization
is that if new beginnings are built on our experiences the
footing become stable and as time goes, which makes us to
grow more and equip us to face the challenges ahead.
In fact, we are at loss of happiness at the dawn of this New
Year, as our performance has not come to the expected level
for the current financial year. Now, we have entered in to last
quarter of the fiscal 2014-15. Considering the respective
Pro-rata MoU Excellent level targets set for the current
financial year till 31.12.2014, we could achieve only 91.1 % in
Overburden removal , 91% in Lignite production and 97.13 %
in Power generation. Obviously, due to various Operation &
Maintenance related problems in Neyveli Mines , generation
loss in TPS-I due to HP Heater mishap, non commissioning
of 2x250MW TPS-II Expn. and the loss of generation in
2x125 BTPP on account of Operation of the plant at reduced
load.
While we analyze the status of performance of each Units,
I am concerned to note that with regard to respective Pro-rata
MoU Excellent level targets in Overburden removal and
Lignite production for the F-Y 2014-15 till Dec'2014, Mine – II
could only achieve 80.32% and 93% of the respective
Production targets. Similarly Mine IA has achieved 94.54% in
OB removal and 79 % in Lignite production. Mine-I has shown
comparatively good results in OB removal and Lignite
production to the tune of 95.96% and 94% of the set targets
respectively.
Despite all those odds, it is very much appreciable that in
power generation front till Dec' 2014, TPS-I Expn. and TPS-II
have achieved more than 15 % and 14 % of the respective
Pro-rata MoU excellent level targets and surpassed the
generation level of the corresponding period of the previous
year. TPS-I and BTPP could achieve only 95.16% and
81.92% of the respective Pro-rata targets up to December
'2014 due the reasons as I mentioned earlier.
At this juncture, I would like to remind that the next three
months are more crucial since we have to maximize the Mine
production and Power generation to achieve the set targets of
the year 2014-15.
Further, let us firm up the priorities and take the resolution in
the New Year as,
3 Commissioning of both the units of TSP-II Expansion in
the current financial year
3 Commissioning of both the units of NTPL project by
April 2015 and May 2015
3 To get Environment clearance for Ghatampur Thermal
Power Project and to get the GOI approval
3 Gear up the Project Execution activities and expedite
commissioning as per project schedule
3 Commissioning of balance 28 Units of 1.5 MW each Wind
Turbines of the 51MW Wind Power Project is being installed in
Tirunelveli District
3 Commissioning of 10 MW Solar Power Projects in Neyveli
3 Ensuring immediate land availability for Mine-I movement
and Paravanar permanent diversion work for advancement of
Mine-II
3 Expedite Land Acquisition process for acquisition of
588.08Ha of land for Mine-II Expn. and 242.97Ha for Mine-IA
3 I expect we shall bestow our best efforts in realization of the
said resolutions so as to have a faster growth to reach our
development goals
I am very glad to note that our dedication, hard work,
systematic approach, new initiatives etc., have brought many
laurels to NLC. I am very much delighted to share with you my
profound pleasure in receiving the prestigious National
Energy Conservation Award instituted by Union Ministry of
Power, in recognition of our commendable efforts towards
Energy conservation measures in Mine-I.
I am pleased to note that 58th Annual General Body Meeting of
our Company was held on 24.09.2014 at Chennai in which a
dividend of 28% was declared for the year 2013-14. We have
also presented a cheque for R271.79 Cr. to Govt of India as final
dividend for the financial year 2013-2014 towards GoI's share
holdings, with this total dividend paid for the year
2013-14 comes to R 422.78 Cr.
I feel proud to say that NLC once again proved its Social
obligation. We have donated R 1.0 Crore to Chief Minister's
Relief Fund for the flood affected State of Jammu & Kashmir.
We have also donated R 1.0 Crore and R 50 Lakhs to Chief
Ministers' Relief Fund for the Cyclone 'Hud-Hud' ravaged state
of Andhra Pradesh and Odisha respectively.

CMD Bestowed with
Best Industrial Relations Award
Shri B. Surender Mohan, CMD, NLC was conferred with the
‘Best Industrial Relations Award’ instituted by the Institution
of Engineers (India), IE(I). The award was presented by Shri
E.S.L. Narasimhan, the Hon’ble Governor of Andhra Pradesh
& Telangana during the inaugural function of the 29th Indian
Engineering Congress on 19.12.2014 at Hyderabad, organized
by the IE(I). The award was presented to CMD for his all
round performance in formulating best industrial policies,
practices and maintaining good industrial relationship.
Further, as called up on by our Hon'ble Prime Minister, NLC
joins the National Mission 'Swachh Bharath Abhayan and
Swachh Vidyalaya (Clean India and Clean School), the
biggest 'National Cleanliness Campaign and the flagship
programme of GoI by constructing 2500 Toilets in 27 districts
of Tamilnadu and 2 Districts in Rajasthan at an expenditure
of R52.5 Cr under our CSR Scheme.
At this moment of transition to New Year , I wish to remind

Director (Mines) of NLC on 30th Sep.
2014. Prior to that, he was the GM of
Bharat Coking Coal Limited (BCCL),
a Subsidiary of Coal India Ltd.
Shri. Subir Das is a Mining Graduate
from Indian School of Mines,
D h a n b a d ( 1 9 8 0 b a t c h ) a n d
p o s s e s s e s F i r s t C l a s s C o a l
Competency Certificate (1984). He joined as an Executive
Trainee in Dhemomain Colliery, Eastern Coal Fields Limited,
a Subsidiary of Coal India Ltd., in 1980, and has worked in
various capacities. Later, he joined as a Project Officer in
BCCL in 2003. He was promoted as GM in 2006.
Brown Coal Welcomes our New Director (Mines)During his tenure, he has worked in one of the largest
Underground Coal Mines (Jhanjira) for 10 years. While
working in Eastern Coal Fields Ltd., he has received the ‘Best
Mining Engineer of ECL Award’ three times, during the years
1981, 1987 and 1996. Also, he won the ‘Best Performance
Award’ for bringing Moonidih Project, Dhanbad into a profit
making one in 2005.
Considering his exposure in the new mining technology, the
Directorate General of Mines Safety, Government of India
nominated him as a Member of the ‘Long Wall Powered
Support Watch Dog Committee’. He has travelled to United
Kingdom, West Germany, USA and China, for Advancement
Management Programmes, Mine Mechanization and Coal
Bed Methane projects.

The New Bucket Wheel Excavator-1029 of
700 Ltr. capacity, supplied by M/s McNally Bharat
Engineering Company Limited, (MBE) Kolkata in
collaboration with M/s Polteger, Poland at a cost of
.115.56 Crore was inaugurated by Shri B.Surender Mohan,
CMD, NLC in a simple function held at MBE, Erection Site
Mine-I, Neyveli on 25.07.2014.
Shri M.S.Ravindranath, Director (Mines), Shri.S.Boopathy,
Director (Planning and Projects) graced the occasion and the
senior executives, employees, representatives of Trade
Unions and Associations witnessed the event.
The machine will be moved to Mine-I for removing the
overburden and will replace the BWE-1145,
which has served more than 50 years.
The guaranteed output of the
machine will be more 3than 1400 M /Hr.

overhauled 1400 Ltr. Bucket Wheel Excavator-1355 (BWE) on
26.11.2014, at Mine-I.
To extend the life of the 36 year old Specialized Mining
Equipment (SME), major overhaul was taken up, at a cost of
.19.29 crore. The SME, supplied by O&K (Orenstein &
K o p p e l ) ,
Germany was
commissioned
on 28.08.1978
and had clocked
1,68,000 hours in
excavation of the
overburden.

The World Academy of Productivity Science (WAPS), a
professional body honoured NLC with the prestigious
‘Productivity Award‘ for our significant contribution in the field
of productivity. In the Silver Jubilee Celebrations of WAPS at
India International Centre, New Delhi on 20.09.2014,
Shri B.Surender Mohan, CMD, received the award from
Shri Narendra Singh Tomar, Hon’ble Union Minister of Steel,
Mines, Labour and Employment in the presence of
Shri S.K.Srivastava, Secretary, Ministry of Coal, GOI,
Dr. M.P.Narayanan, Former CMD, NLC and Coal India Ltd.
NLC has been recognized with ‘IE (I) Industry Excellence
Award 2014', instituted by the Institution of Engineers (India).
At the 29th Indian Engineering Congress at Hyderabad on

headquarters at Gurgaon, Haryana known for poverty
alleviation and inclusive growth initiatives has honoured NLC
with ‘SKOCH Order - of - Merit Award’ in recognition our
environment preservative initiatives. At the SKOCH Order - of -
Merit investiture ceremony held at India Habitat Centre, New
Delhi on 20.11.2014, Smt. Zohra Chatterjee, Former Secretary,
Ministry of Textiles, Government of India presented the Award
to NLC.
WAPS Productivity Award
Elets Technomedia Private Limited, a Noida based
organization recognized NLC, with ‘Elets Award’ for its
outstanding diversification activities in Power Generation.
Shri Japang Taloh, Hon’ble Minister of Education,
Government of Arunachal Pradesh and Dr. M.P. Narayanan,
former CMD, NLC, Coal India Ltd., and also the President of
Elets Technomedia presented the Award at the PSU
Summit-2014 held at New Delhi on 22.08.2014. Shri B.
Surender Mohan, CMD, Shri S. Rajagopal, Director (Power)

Governance Now HR AwardNLC has been conferred with the ‘National Award for Best HR
Practices’ for its special focus on Learning and Development
Initiatives at the India PSU Conference-2014. The award was
instituted by a renowned e-Magazine ‘Governance Now’.
Shri Kalraj Mishra, Hon’ble Union Minister of Micro, Small
and Medium Enterprises in the presence of Shri Ram Vilas
Paswan, Hon’ble Union Minister for Consumer Affairs, Food
and Public Distribution, presented the award, on 07.11.2014 at
the SCOPE Convention Centre, New Delhi.
NLC received the First prize in the category of ‘Best Public
Sector Unit implementing Right to Information Act’ instituted
by the Public Relations Society of India (PRSI) at the 36th
PRSI National Conference held at Jaipur on 19.12.2014.
Right to Information Act 2005 was implemented in NLC during
July 2005 and a full fledged wing is functioning to attend the
queries and appeals. Considering the best initiatives taken by
NLC to meet the requirements of RTI Act 2005, PRSI has rated
NLC first in the category-Best PSU implementing RTI Act.
Our e-Journal won the second prize in the National level
e-Journal competition organised by PRSI, a National level
premier professional body. Every year, PRSI honouring the
outstanding talent and creativity of PR practitioners across
the country by presenting awards to the best house journals
and e-Journals. The Jury with very popular personalties in the
field of PR as members, selected our e-Journal for the award
and was presented at the 36th PRSI Conference held at Jaipur
on 19.12.2014.
Greentech Foundation, a New Delhi based Non-Profit
Organization has awarded the ‘Greentech Gold Award-2014'
to our TPS-II, for the best safety performance.
Shri Tamrong Koonopakan, Vice - President, Safety & Health
at the Work Promotion Association of Thailand presented the
award at the 13th Annual Greentech Occupational Health,
Safety & Fire Conference - 2014 at Hyderabad on
13th September 2014 and Shri G. Balasubramanian,
CGM/TPS-II, Shri S.K. Muniappan, GM/Central Safety and
Shri M. Madava Radjou, Safety Officer/TPS-II received it.
PRSI - CSR Award The Public Relations Society of India (PRSI) a National level
professional body in the field of Public Relations honoured
NLC with ‘PRSI National CSR Award’ in recognition of our
community development initiatives.
At the inaugural function of the 36th All India Public Relations
Conference at Jaipur on 19.12.2014, Shri Kailash Meghwal,
Hon'ble Speaker, Rajasthan Assembly presented the award
in the presence of Dr. Gulab Kothari, Chief Editor, Rajasthan
Patrika Group and Shri Ajit Pathak, President, PRSI, National
Chapter.

Smt.Garimella Uma Papa, Shri N.Srinivas, and Shri
D.Yadagiri, Chief Managers of NLC Industrial Engineering
Wing (IE) has bagged the ‘Best Paper Award’ for their
presentation on ‘Improvement/Technology Innovations in the
Solid waste Management-A Case Study’ at National
Conference on Industrial Engineering and Technology
Management organized by National Institute of Industrial
Engineering and Indian Institution of Industrial Engineering
on Oct 29th to 31st, 2014 at Mumbai. Shri M. Kumarasamy,
and Smt. L. Shanthi, CMs of IE also presented a research
paper on ‘Assessment & Prevention of Impact of Foreign
Materials on Belts and Equipments of LHS in TPSs.
The Institution of Engineers (India) (IEI) has awarded ‘Best
Local Centre Award’ to Neyveli Centre among 104 centres of
IEI for the year 2013-14, for the overall performance, at the
29th Indian Engineering Congress at Hyderabad on
19.12.2014. Neyveli Centre was approved by the Council of the
Institution in August 1963 as ‘Sub Centre’ and was
inaugurated by the then CM of Tamilnadu, Hon'ble
M.Bhakthavatsalam on 01.01.1964. In 1988, it was upgraded
as Local Centre. Now the Centre has 2213 corporate members
and around 5000 student members. Section-A (Diploma)
Examinations are being conducted here and a large number
of AMIE students are appearing in the examinations.
The Best Research Paper Award
In the 28th National Convention of Quality Concepts (NCQC
2014) held at Pune between 19.12.2014 and 22.12.2014,
‘MIRACLE’ Quality Circle from Central Workshop
represented NLC and made their presentation on the topic
‘Four way Adjustable Movement Study Unit for all Machine
Usages’ and won the Distinguished Award. The Quality Circle
Forum of India (QCFI) organized the Convention.
Earlier, ‘MIRACLE’ Quality Circle presented their concept in
the state level Quality Circle Convention organized by the
Chennai Chapter of QCFI at Rajalakshmi College, Chennai on
6th and 7th September 2014. They won the Gold Award in the
state meet and qualified to represent NLC in the National
Convention.
Distinguished Award to MIRACLE QC
Best Local Centre Award
The Times of India Group of Publications and KSR Group of
Institutions has presented ‘Guru Dhakshina Award’ to
Shri. S. Balagurunathan, HM, NLC Boys’ HSS, Neyveli for his
exemplary contribution and committment to imparting
knowledge to the students in Chemistry. He was one among
the 30 best Post Graduate Teachers across the state selected
for the award. At a function held at KSR Engineering College,
Thiruchengode on 27.12.2014, Dr. Ragavendra Gadagkar,
President, Indian National Science Academy, New Delhi
presented the award in the presence of Shri. Ninan Thariyan,
VP and Response Head of Times of India Group and
Shri. K. S. Rangasamy, Chairman, KSR Group of Institutions.

Shri B. Surender Mohan, CMD, NLC inaugurated the
Administrative Office for the 2X500 MW Neyveli New
Thermal Power Project (NNTPP) on 02.07.2014 at the project
site, Neyveli.
The Office building is constructed in an area of
around 12,200 Sq.ft at a cost of R 224 Lakh. Al l
modern amenities like Meeting Hall and Cubicles for
senior officials are provided in the Office.
F u n c t i o n a l D i r e c t o r s , S h r i R a k e s h K u m a r ,
Shri S. Rajagopal, Shri M.S. Ravindranath and
Shri S. Boopathy graced the occasion. Senior officials,
employees and representatives of Trade Unions &
Associations participated in the event.
Shri B. Surender Mohan, CMD, NLC, inaugurated the
experimental building, constructed using bottom ash as
substitute for sand, on 02.07.2014 at the Neyveli Pre-Casting
Yard. This R&D project with an area of 920 sq.ft, at a cost of
R15 lakh was jointly under taken by NLC and VIT University,
Vellore. The success has paved the way to utilize the 25000
tonnes of bottom ash collected in TPS-I Expn. The initiative
may help NLC to save R1.5 crore per annum apart from saving
the environment by avoiding sand mining in the river bed.
Dr.S.Santhanam, GM/CARD, Shri R.Ramakrishnan,
GM/Civil/CTO, and their Team & Dr.A.S.Santhi, Dr.G.Mohan
Ganesh, Professors of VIT University, carried out this
research project successfully. Functional Directors, senior

Shri B.Surender Mohan, CMD, NLC inaugurated the New
Yards/Sheds in the New Service Unit Complex (erstwhile
Briqueting & Carbonisation (B&C) Plant area) and Mine–I on
30.08.2014. The Buildings, constructed at a cost of
.25.80 Crore include GWC Electrical Yard, Renovated
Administrative Office, Mines Substores and Central Electrical
Repair Shop. Shifting of yards to new areas, where lignite is
not available become necessitated for the expansion of
Mine-I. With this, 34 out of 35 buildings have been shifted and
the work for the remaining one is under progress.

(2nd October 2014), Hon'ble Prime Minister
Shri Narendra Modi appealed to all citizens

A one day workshop on ‘Recent Developments in
Telecommunication’ was organized by the Institution of
Engineers(India) , under the aegis of NLC on
11.10.2014 at IE Auditorium, Neyveli. Shri R. Deivam,
CGM/Mine-II inaugurated the workshop. Engineers from
NLC, V-Link System and Net Linx etc., submitted technical
papers on recent developments like Radio Trunking, SCADA,
Flash based Storage communication, Migration to VOIP etc.
The valedictory address was delivered by Shri K.M Suresh
Babu, ED/TPS and Shri S.Ravishankar GM/Commercial,
conducted the proceedings. Shri M. Anbalagan,

Shri M. Coumarane, EE/CARD jointly presented a research
paper on ‘Effective use of waste Hydrogen’ in the 29th Indian
Engg. Congress, at Hyderabad on 20.12.2014. In TPS-II
Expn., Sodium Hypochlorite is used as biocide in the Cooling
Tower Water Circulating System, in place of Chlorine which is
producing enormous quantity of Hydrogen gas as by-product
during the electrolytic process. The research dealt with how
the Hydrogen gas is used to cool power generators of Neyveli
TPSs. The value of the by-product is estimated is 1.32
crore/year. Significantly their research paper was declared as
one of the best paper in the Ecology and Environment session.

NLC organizes Safety Week Celebrations every year in a befitting manner to create
awareness on safety among the employees, members of their family, general public
and the student community. This year Neyveli Zonal and State level Safety celebration
was held between 01.09.2014 and 07.09.2014. Shri S. Boopathy, Director (P & P),
inaugurated the Safety Week Celebrations-2014 at the Book Fair grounds on
01.09.2014. He flagged off a student rally and inaugurated the Safety Exhibition.
Different units of NLC hosted the celebration each day. Shri K. Karthikeyan, Member
Secretary, TNPCB, Shri T. Sekar, AEE / TNPCB, Dr. K. Palanivelu, Director, Anna
University, Shri M. Ramasubramani, IPS, IG of Police, Trichy and
Shri K. Ramamoorthy, Prof. & Dean (Academics), IIT, Madras addressed on different
days.
The valedictory function of the week long celebrations was celebrated as Mines Day

‘Neyveli Book Fair-2014' was organized for the 17th year in succession between
04 and 13 July 2014 at Book Fair Grounds, Neyveli. Hon’ble Mr. Justice M.M.
Sundresh, Judge, High Court of Madras inaugurated the fair in the presence of
Shri B.Surender Mohan, CMD, NLC on 04.07.2014. About 165 renowned publishers
participated in the mega event, which attracted about 2 lakh visitors. NLC, under its
Corporate Social Responsibility initiatives, provided 32000 free tickets and
refreshments to the students of neighboring villages. Honouring an eminent writer &
publisher and releasing a new book each day were the special attraction of the fair.
VIPs like District Collector, Police Officials and Vice Chancellor of Universities
participated on different days as chief guests in the 10 day event. Literary discourses,
debates and plays were staged on different days by renowned artistes. NLC General
Hospital installed a special stall and organized free medical camp. As many as 12500
public including students were benefitted through the camp. Adults checked their
Blood Pressure, Blood Sugar and Body Mass Index (BMI). For students, blood group
was indentified. Free counselling was also extended by experts to the needy people.
Essay, Short Story, Singing, Short film competitions were organized in commemoration
of the fair. About 85,000 tree saplings were distributed in the fair at free of cost.

Independence Day - 2014NLC celebrated the 68th Independence Day
of our Nation at Neyveli on 15.08.2014.
Shri B Surender Mohan, CMD, NLC
commenced the celebrations by garlanding the
Mahatma Gandhi statue. Later, he unfurled the
National Flag at Bharathi Stadium and
accepted the guard of honour from various
contingents and school children.
CMD addressed the gathering by recalling the
great contribution of freedom fighters, towards
independence of India. He stressed that every
citizen need to play a role to perform in his own
capacity as well as collectively for the prosperity
of our Nation.
He mentioned that NLC continues to contribute
towards Nation's progress by generating

Communal Harmony Campaign Week observed at NLC
National Unity Day - 2014
Communal Harmony Campaign Week - 2014 was observed at
NLC from 19.11.2014 to 25.11.2014. During the Week, NLC
observed each day of the week with different themes at
various platforms by organizing special lectures by eminent
personalities and campaigned through cultural programmes,
banners, backdrops, public address systems and handbills.
Prof. Binay Kumar from Manushvo Udhan and Former
Director/HR, NHPC & Power Grid delivered the keynote
address on National Integration Day. Minority Day was
observed in NMJ Matriculation School and special teaching
of ethical values from ‘Quran’ was imparted. On Linguistic
Harmony Day, Shri. Thai. Rasi. Jagadeeswaran, founder of
‘Thai Thondu Maiyam’ gave an elaborate speech on how
language could integrate people of each region.

Fortnight) with great zeal and enthusiasm from 14th to 28th
September 2014. Shri. B Surender Mohan, CMD, NLC
inaugurated the event at Lignite Hall on 12.09.2014.
In his speech, CMD stressed the importance of learning Hindi
and informed that during the year 2013-14, 368 employees
have passed various examinations like Prabodh, Praveen &
Pragya conducted by Central Hindi Correspondence Course
Department and 21 employees cleared Typing Examination.

With best wishes to all,
All employees as well as People from society expect strong will
from vigilance departments to tackle the problem of
corruption by teething present vigilance resources for
eradication of corruption menace having given mandate to it.
However, Counting on accountable governance, the
responsibility of a common employee as well as management
in fighting corruption also cannot be undermined.
In fact, we normally conceive corruption in terms of economic
crime having immediate financial implications. Actually
corruption is much broader term having wider ambit and
ramifications. It ranges from economic corruption to moral
corruption, to social corruption etc., all having negative
implications on growth. It is only by greed and not by need that
is conceived by human psychology. Before we deal with this
evil, we need to understand the type and genesis of corruption
and tackle it more specifically rather than accordingly. We
need to be transparent and uniform in our practice, be it an
office or business or for that matter any work. The emerging
concept is a proactive vision as well as an action to make every
individual and organization, transparent in its working and a
habitual follower of rules.
So change of mindset for fighting this problem tooth and nail is
the basic need of hour. Creating awareness on vigilance
among the people at all levels will certainly help to achieve our
goal in a time bound manner with long lasting effects.
Vigilance has primarily two aspects to deal with. One part is
preventive vigilance, which is aimed at to create awareness
among the people so as to follow thumb rule of "prevention is
better than cure". It not only creates awareness in the mindset
due to end results of such crimes but also raises morale of an
individual not to indulge in unlawful immoral practices. Our
actions are aimed at to create deterrent effect in the mind. In
fact, this aspect needs special and extra attention in order to
build self conscious and ethically strong work culture free
from impure thoughts. This approach is purely informative,
educative and propulsive to efficiency in nature. It creates a
sense of discipline and responsibility in a set up where we
have to have system of checks and balances. Ultimately such
efforts yield long term effects on cleaning our system from
corrupt practices.
The other part of vigilance activity is Punitive vigilance, that
aims at granting punishment after committing crime or acts of
omission or commission. It is more a reformative type of action
with subsequent multiple effects and as such not considered
as a powerful fool proof method of tackling corruption issue. It
corrects the human aberrations and serves as a lesson for
others. Instead it is sometimes used as a tool for victimisation
and vindication, be it at personal or professional level or
otherwise, so needs less encouragement compared to
preventive aspects of vigilance.
Together we need to change our mind set, feel consciously
responsible and fight by creating much needed awareness on
vigilance aspects for ultimate removal of corruption menace.
Compromising with our moral and ethical values and
succumbing to this evil for our petty gains, simply destroy us
and our nation.

NLC bags Corporate Vigilance Excellence Award
CVO, Executives and Employees of NLC Vigilance Department with Awards conferred by IPE.
The Institute of Public Enterprise(IPE), Hyderabad, honoured NLC with
Vigilance Excellence Award. IPE, a 50 years old institute is a well known
autonomous non-profit organization in the country. During the five decades
of its existence, IPE has
made an outstanding
contribution to research,
consultancy, executive
training and management
education. The B-School
run by the institute is also a
renowned one in the nation.
E v e r y y e a r , I P E i s
organizing special workshop on vigilance awareness and honouring the
organisations and officers with excellent track record in the vigilance
activities. This year, the IPE organized a two day 'Conclave of Vigilance
Officers' on 12th and 13th March, 2015 at IPE Auditorium in the Osmania
University Campus, Hyderabad. During the inaugural function of the
Conclave, Shri Shiv Raj Singh, CVO, NLC received the award, alongwith the
executives of the NLC Vigilance Department, from Shri P. Madhusudan,
CMD, Rashtriya Ispat Nigam Limited and Shri KRS. Sastry, Advisor and
Senior Faculty Member of IPE.
The actions, suggestions and recommendations of NLC Vigilance
Department helped NLC in securing significance savings. The department
rightly using Information Technology and introduced number of
e-initiatives. Using Leveraging Technology, the department is creating
awareness on vigilance and sensitizing the employees and stake holders.

NLC Vigilance Department under the leadership
of Shri Shiv Raj Singh, has excellent records in
vigilance activities. He has introduced various IT
based facilities, viz., Online submission of
Property Index Card, Online Information
Management System, Onl ine Detai led
Engineering Management System, Online Tour
and Travel Management System and Online
Monitoring of SME Erection etc. The latest facility
introduced under his guidelines is receiving
complaints through 'Whats App'.
The Online Vigilance Clearance (OVC), a highly
effective, transparent and fast system was also
conceived, designed and developed by him. This
paperless system saves huge manpower. NLC is
one of the first PSU, to initiate, implement and use
such system for vigilance clearances with key
features of final status to the employee.
Considering the initiatives introduced by him, IPE
has awarded 'Best Vigilance Personnel Award
2015' to Shri Shiv Raj Singh during the inaugural

At Neyveli....
In commemoration of the birth anniversary of Sardar
Vallabhai Patel, former Dy. Prime Minister of India, Vigilance
Awareness Week was observed in all Government
organizations between 27.10.2014 and 01.11.2014. This year,
the Central Vigilance Commission has directed to observe the
week with the theme ‘Combating Corruption - Technology as
an Enabler’.
In NLC, the weeklong celebrations commenced on 27.10.2014
at Lignite Hall. Major General R.G. Krishnan, Chief of Staff,
Army Head Quarters, Chennai graced the occasion as chief
guest. He said that corruption is one of the major violation of
human rights and everybody should take responsibility
individually to combat the same.
Shri B.Surender Mohan, CMD in his presidential address said
that all the decisions should be taken in a transparent way,
which will give more confidence and plug the loop holes of
corruption. Directors, Shri Sarat Kumar Acharya, Shri Rakesh
Kumar, Shri S. Rajagopal, Shri S. Boopathy, Shri Subir Das and
Chief Vigilance Officer Shri Shiv Raj Singh, IFS felicitated in
the inaugural function. Shri B.Surender Mohan, administered
pledge on Vigilance to the participants in English,
Shr i .S.K. Acharya, Director(HR), in Hindi and
Shri.S.Rajagopal, Director(Power) in Tamil.
‘A Hand Book to the Ethical Awareness Programme
Educators’ was released by Shri.R.G.Krishnan and the first
copy was received by our CMD. The 'On line Vigilance
Clearance System was inaugurated by our CMD.
At Barsingsar....
Vigilance Awareness Week 2014 – was observed from 27.10.2014
to 01.11.2014 at Barsingsar Project, Rajasthan with great
enthusiasm. This year, the celebration was held on the theme
“Combating Corruption – Technology as an enabler”, as directed
by Central Vigilance Commission. The inaugural day of the event
was started in a grand manner with Vigilance pledge, which was
administered by Shri. K.M.Suresh Babu, ED/ Thermal, in the
presence of Shri. D. Ravindran, CGM/Project Head/BP and
senior officials. The program was also conducted in Mines, T A
office and other areas. Executives, Non Executives & Project
Affected Persons
(PAP’s) actively participated in elocution & essay competitions conducted with
the theme of “Combating Corruption – Technology as an enabler”.
On 01.11.2014, Valedictory Function was addressed by the Project Head in the
presence of Senior officials, Executives and PAP’s of Thermal/Mines. The
dignitaries stressed the importance of vigilance, need of transparency and
awareness in all the areas of work and need of propagating ethics in public life.
The function was concluded with distribution of Certificates and prizes by the
dignitaries to the winners of various competitions.
Messages on the Vigilance Awareness Week-2014
celebrations received from the Hon'ble President of India, the
Hon'ble Vice President of India, Hon'ble Prime Minister of
India, and Chief Vigilance Commissioner were read by the
Functional Directors.
Earlier at 11.00 Hrs. all employees took pledge as drafted by
Central Vigilance Commission in the respective units in Tamil,
Hindi and English languages.
The valedictory function of the programme was celebrated in
a grand manner on 05-11-2014 at Lignite Hall, wherein
Shri. Rupesh Kumar Meena, IPS, Superintendent of Police,
Directorate of Vigilance and Anticorruption, Government of
Tamil Nadu graced the occasion as Chief Guest. During the
occasion, CMD released the Annual Report of NLC Vigilance
Department also in e book format. Complying to this year's
theme 'Combating Corruption- IT an Enabler', five IT enabled
new initiatives were inaugurated by Directors.
In his presidential address CMD said that the new facilities
inaugurated on that day are the stepping stones in bringing
more transparency in all the dealings of company.
Shri.Rupesh Kumar Meena, in his address, told that
inculcating more moral values in human being will definitely
eradicate corruption. Directors and CVO also addressed on
the occasion. Prizes were distributed to the winners of various
competitions held during the week long celebrations.
At Thoothukudi....
“Vigilance Awareness Week - 2014” was observed in a befitting
manner in NLC Tamilnadu Power Ltd, Thoothukudi from
27.10.2014 to 01.11.2014. On 30.10.2014 a Special Function was
organised in which CMD, Director (Power), Director (P & P),
CVO and Shri C. Ramachandran, CEO, NTPL addressed. The
dignitaries stressed the importance of transparency, conscience
and awareness in all areas of work. On the same day an “Ethic
Forum” was started in NTPL to propagate the message of ethics
in public and to inculcate the basics from the early stage of
childhood. To start with, a tie up arrangement was made with
“Sri Vivekananda Matriculation HSS, Thoothukudi”. The Ethic Club was formally launched by CMD on the occasion. Initially
19 executives had volunteered to associate for this service.
Earlier, on 29.10.2014 a suggestion generating programme was conducted on the
theme of “Combating Corruption – Technology as an enabler” and the suggestions
received were handed over to CVO. On 31.10.2014 a debate (Pattimantram) in
vigilance topic was organised and 5 executives, specialists in this talent, from
Neyveli had participated and the programme had reached down the line with
visible impact. On 01.11.2014 Prof. Dr.N. Krishnan from Manonmaniam
Sundaranar University, Tirunelveli addressing in a meeting organized on vigilance

Measures taken to enhance the Public Perception
To enhance the public perception, the NLC Vigilance
department have undertaken various measures like
3 Hosting key information in company website
3 Providing feedback to the genuine complainant after
investigation
3 Speedy action on complaints and getting feed back
from people through various interaction
programmes
3 Ensuring appropriate action against the guilty and
protecting the innocent
3 Recommending appropriate system improvement to
avoid recurrence of lapses and regular follow up
3 Displaying anti bribery board, Screening anti-
corruption short films during Annual Book Fair and
Safety Week Celebrations
3 Annual Book Fair and Safety Week Celebrations
were used as a platform to spread vigilance
awareness messages through various initiatives and
methods.
13.1 The Investigating Officer (IO) should indicate the
allegations contained in the complaint in the first paragraph of
his report. The next paragraph should contain the gist of the
investigation carried out by him as well as documentary and
oral evidence that he has relied upon. The IO should then
detail the procedure and guidelines which the Suspected
Public Servant (SPS) was required to follow/comply with.
After reporting the SPS's explanation, the same along with
evidence on record should be discussed and assessed by the
IO. Finally, he should give his findings in the last paragraph of
the report clearly bringing out the accountabilities of the
officials. Seized documents and statements of the witnesses
and the SPS recorded during the investigation should
accompany the investigation report.
13.2 The report of the Investigation Officer should thus be
comprehensive and completely documented so as to enable
the Chief Vigilance Officer and Disciplinary Authority (DA)
to form an opinion whether any disciplinary or any other action
is called for or not.
13.3 The report should be forwarded to the Disciplinary
Authority through the CVO. The Disciplinary Authority/CVO
should make a meticulous evaluation of the actions of various
officials with reference to the nature of their duties.
They are also required to assess the gap between what the
managers at different levels of the decision-making hierarchy
actually did and what they were required to do in accordance
with manuals/guidelines/ orders.
They may follow the following criteria for the purpose and
highlight in their reports if the
answer to any o f the
q u e s t i o n s i s i n t h e
affirmative:-
(a) Can mala f ide by
inferred or presumed
from the actions of any of
the concerned officials?
(b) Could any of the officials be
said to have engaged in a
misconduct or misdemeanour?
(c) Was the conduct of any of the officials reflective of lack of
integrity?
(d) Did the official(s) act in excess of their delegated powers/
jurisdiction and failed to report the same to the
competent authority?
(e) Did they or any of them show any gross neglect of their
official functions?
(f) Is their any material to indicate that any of them acted
recklessly?
(g) Has the impugned decision caused any undue loss to the
organisation?
(h) Has any person/party or a set of persons/parties either
within the organisation or outside it been caused any
undue benefit?
(i) Have the norms or systems and procedures of the
organisation been flagrantly violated?

Having main focus on the Pro-active, preventive, and
participative vigilance activities, vigilance department
conducted 159 Surprise Checks , 38 Regular Checks, 13 CTE
type checks, 45 Quality checks, 21 System Studies & 22 Follow
up checks resulting in various System improvements and
streamlining the procedural lapses. The efforts of vigilance
department resulted in financial benefit to the company to the
tune of .25.66 crores during the year.
On initiative of vigilance department, the management have
implemented various IT based systems including Publishing
of Tenders in NLC's website and CPPP, e-auction & e-
procurement to bring out more transparency and efficiency in
the system.
(a) Switching over from STE/LTE to PTE with reasonable

saving to the company
(b)NLC GH referral system modified by sub-delegating to
GS/Medical stationed at Chennai has reduced the anxious

In fine, the role played by the CVC/ NLC Vigilance Department
to take up the issue of enormous time and cost overrun due to
delay in commissioning of TPS-II Expansion has resulted in
expediting the works and completion of COD of Unit-II
on 21.04.2015. Sincere efforts are on, with respect to Unit-I of
TPS-II Expansion and NTPL Project.
3 As a sensitizing measure, an hour long session is being
handled by the Vigilance Executives on Vigilance
Awareness in 277 training programmes conducted by NLC
Employee Development Centre from January to
December 2014 covering approximately 7780
employees.
3 A Presentation was made on “Essential
points to adhere in Tendering and
DA process along with vigilance
case studies” in TPS-II, TPS-I
and TPS-I Expansion on
24.07.2014, 28.08.2014 and
15.11.2014 respectively. As

“OLIMMS with existing purchase
manual” conducted at Material
Management Complex (MMC) on 06-12-
2014 by two Vigilance Officers of Vigilance
Department/NLC. 40 executives have participated.
3 An one day training programme for two batches for the
NTPL executives on the topic ‘An insight into Contracts &
Purchase with case studies’ were conducted on 27.10.2014
& 28.10.2014 at Thoothukudi. More than 60 executives
were attended and benefited.
3 As a long term measure for the benefit of society, a
programme titled ‘Ethical Awareness Education’ is
introduced for the school students of Neyveli on 27.10.2014
during the inaugural function of Vigilance
Awareness Week Celebrations 2014, with a
view to bring higher order of morality,
integri ty, honesty and social
responsibility among the young

NLC has taken up a massive construction activity under
Swachh Vidyalaya Abhiyan by constructing 2500 toilet blocks
in 27 Districts of Tamil Nadu and 2 districts of Rajasthan at a
cost of .52.50 crore. NLC is taking up this project under CSR

Matriculation School at Block-12, Neyveli on 29.10.2014, at an
estimated cost of Rs 30.00 Lakhs, under Corporate Social

NLC proposes to spend significant share in promoting
education among its CSR projects. .10.02 Crore (which is
24.2% on Rs.41.42 Crore CSR fund for the year 2014-15) is
planned to be spent on education, including General
education for Youth, Special education and providing
opportunities for Special children, Technical education,

‘Arogya’ at peripheral villages as part of its Corporate Social
Responsibility initiatives. This Year NLC plans to organize
12 Health Camps. The first camp was inaugurated by

NLC is organizing this project through Pondicherry Institute of
Medical Sciences (PIMS), Puducherry. In the First Camp,
20 Doctors and 20 Para Medical staff from PIMS rendered
their services to 554 needy people. 44 Patients who required
further checkup were referred to PIMS. The Neyveli Blood
Donors Association (NBDA) plays a vital role in this noble
initiative.

In the first phase eleven press tender enquiries were issued on
19.12.2014 by dividing the area into 11 Zones, to ensure
concurrent execution of work on war footing for earlier
completion. Construction of 582 toilets for a value of .23.47 Cr
in 291 schools in Tamilnadu have commenced already. For the
balance 688 toilets in Tamilnadu and 144 toilets in Rajasthan,
tendering process is under progress.

NLC observes National Day of Mentally Challenged In an effort to care the mentally challenged children and to
pave the way for their development, NLC observed the
National Day of Mentally Challenged 2014 at Lignite Hall on
23.12.2014. Sneha Opportunity Services (SOS), a society
functioning under the aegis of NLC, providing special
education, medical attention and vocational training to
81 differently-abled children,
organized the event.

training programmes extended, to the students.

On 02.08.2014 Shri.N.Ilamparuthi, ED/SME, inaugurated
a 40 day training programme in Tailoring for 50 women of
nearby Villages and a 10 day training program in Beautician
trade for 25 women from Resettlement Centres of NLC. He

from peripheral villages who underwent 2 months training in

On 21.08.2014, Shri.N.Muthu, CGM/HR/NLC inaugurated
a 2 month training in Light Motor Vehicle Driving, 3 month
training in Heavy Transport Vehicle Operation and a 3 month
training on Earth Moving Equipment Operation and
Maintenance(EME-O&M) to 105 men from peripheral
villages. He also distributed the Tamil Nadu Government’s
Certificates to 25 men, who have completed EME-OM training.
On 26.11.2014, CMD and Directors handed over 75 LMV
and 60 HMV driving Licences to the youth of peripheral
villages, who underwent driving training under CSR Scheme.

Shri M.S.Ravindranath, Director (Mines), laid down office on
31.08.2014, on attaining the age of Superannuation. He joined NLC as
Junior Executive on 06.06.1977 and rose to the level of Director. Prior
to becoming Director, he headed the Barsingsar Mine cum Power
Project, Rajasthan, NLC’s maiden endeavour on a project beyond
Neyveli. He has the credit of successfully bringing Barsingsar Power
Station into commercial operation, after overcoming the troubles and
challenges that lasted for a long period as the CFBC technology used
at this TPS is new to NLC.

The Independent External Monitors (IEMs) for NLC, Shri. N.
Sundaradevan, IAS, Former Additional Chief Secretary to
Government of Tamilnadu, Industries Department and Shri.
D. Mukherjee IPS, Former DGP, Tamilnadu and Shri P.N
Pathak, IRS (Retd.) reviewed the status of Integrity Pact
Programme of NLC on 17.10.2014 and 18.10.2014 at Neyveli.
The IEMs discussed various issues with Contractors &
Vendors and Senior Executives of NLC at different sessions in
an endeavour of the eighth review meeting.
Shri. B. Surender Mohan, CMD, NLC, Shri Rakesh Kumar,
Director (Finance), Shri S Rajagopal, Director (Power), Shri
S.Boopathy, Director (Planning & Projects), Shri Subir Das,
Director (Mines) and Shri. Shiv Raj Singh, Chief Vigilance
Officer along with Executive Directors and Senior Officials
attended the review meeting.
The Marketing & Disposal wing of the Material Management
Dept. had organized a Customer Meet on 21.08.2014 at
Neyveli for the representatives of organizations buying raw
lignite from NLC.
Senior officials from MSTC, TAQA, Cement Companies viz.
Dalmia, Ultratech, Chettinad and Ramco, apart from I.T.C and
Ambuja Industries participated in the meeting.
Directors, Shri. Rakesh Kumar, Shri S Rajagopal,
Shri S. Boopathy, Executive Directors, Senior officials
participated as NLC Representatives.
The Representatives of the customer firms were happy about
the present system of Raw Lignite marketing and auctioning.
Shri V. Shanmuganathan, GM/MM & Disposal welcomed the
gathering and Shri A. Victor, DGM/Marketing & Diposal
proposed vote of thanks.
Concurrent with the 29th Indian Engineering Congress, (IEC)
organized by the IEI at Hyderabad, an exhibition was
organized at Visveswaraya Bhavan, between 18.12.2014 and
21.12.2014. NLC displayed its project details, future plans,
HRD initiatives, and the efforts taken towards Corporate
Social Responsibility programme in our pavilion through
photographs and documentary films. VVIPs, delegates from
all parts of the country visited our pavilion and appreciated the
welfare measures taken around Neyveli. The visitors were
also pleased on our environment protection initiatives.
Selvi S.Yuva Priya, D/o Shri. R. Senthil Kumar,
Tech. Gr. III (C)/Telecom/Mine – I has been awarded Fellowship
under eDistrict Manager Fellowship programme. The District
e-Governance Society organized the recruitment process
through online examination on 30.11.2014. Among the 241
eligible candidates, Yuva priya was placed on top based on the
marks obtained in her academics and online exam. Shri . S.
Suresh Kumar, IAS, Collector, Cuddalore presented the
fellowship to her on 01.12.2014. Yuva Priya is an engineering
graduate in Computer Science and an alumna of Jawahar HSS.

among public, our Employee Development Centre and
General Hospital jointly organized an Awareness programme
on 05.11.2014 at Lignite Hall, Neyveli.
Dr. Anand K. Khakar, a renowned Liver & Multi Visceral
Transplantation Specialist, Apollo Hospitals, Chennai graced
the occasion as Chief Guest, and delivered a speech on how
Organ Donation&Transplantation play a vital role in bringing
new life to the needy. He cleared the misconceptions on Organ
Donation & Transplantation to the audience by answering
their queries.
Earlier, Mrs. Veena of Mohan Foundation, Chennai made a
presentation and screened videos on the concepts of organ
donation. Senior officials, Employees of NLC and large
number of School Students enthusiastically participated.

Sports
Shri T. Rajanbabu, AO/TPS-I Expn., has won a Bronze Medal
in 4 x 400 Mts Relay in the 18th Asian Masters Athletic Meet at
Kitakami, Japan held from 16th to 25th September 2014. He
also secured 5th place in Javelin Throw event in the same
meet and qualified to represent India in the World Masters
Athletic Meet to be held in France. About 3000 athletes
participated in the Meet in the age group of above 35 years.
136 strong athlete contingent from all parts of the country
competed in the Championship and Shri Rajanbabu is one
among the 12 Master Athletes from Tamilnadu.
NLC organized the Inter Sports Hostel State Level Football
Tournament 2014 for the Sports Development Authority of
Tamilnadu (SDAT) from 15.11.2014 to 18.11.2014 at Neyveli
Bharathi Stadium. 3 girls teams and 7 Boys teams from various
Sports Hostels of different districts competed in the Meet. Shri
N.S. Ramalingam, GM/TA,NLC declared open the tournament
and Shri S.Sridhar, GM/PR gave away the prizes. Shri W.R.
New Begin Chellappa, DGM/SDAT/Chennai, Shri G. Nanda
Kumar Dist. Sports & Youth Welfare Officer/SDAT, Cuddalore
and NLC officials participated in the prize distribution function.
The Tug-of-war team of NLC employees, representing
Neyveli Town Club won the third prize in the 27 th Senior Men
National Championship 2014 held at Salem on 27 & 28th
December, 2014. The All India Tug-of-War Federation
organized the Meet. Earlier, they won the first prize in the State
Level Meet at Pattukkottai on 8 & 9th November 2014 and
qualified to participate in the National Meet.
In the 30th National Athletic Meet at Vijayawada,
M. Sowmiya, D/o Shri S. Murugan, Spl. Gr. WCC Opr./Mine-I,
(Student of Vaishnava College, Chennai) won Gold in
Heptathlon and Silver in 4x100 m relay. G. Mohana, D/o Shri S.
Ganapathy, Sr. Tech. Gr.-I/SME-MM/Mine-I(Student of
Jawahar HSS) won Bronze Medal in 100 m hurdles. In the 26th
South India Jr. Athletic Meet at Hyderabad, M. Sowmiya won
Gold in Heptathlon and Bronze in 100 m hurdles. While
G.Mohana won Gold in 100m hurdles, K. Naveena, D/o. S.
Krishnamoorthy, APO/Mine-I (Student of SJ Cluny MHSS)
won Silver in 400m hurdles and Bronze in 1000 m medlay relay.

Meeting of the company was
held at Naradha Gana Sabha,
Chennai on 24.09.2014. Shri
B.Surender Mohan, CMD,
NLC chaired the meeting and
presented the physical and financial performance of the
company during 2013-14. CMD, also highlighted the physical
and financial performance of NLC for the current year (2014-15)
and informed the status of the ongoing and future projects.
During the Financial Year 2014-15, NLC crossed the targets for overburden removal and lignite production .In the power generation
front, due to the delay in commissioning of TPS-II Expansion by M/s. BHEL, we can able to achieve around 97%. Brown Coal
proudly presents the Physical Performance for the year 2014-15 and Financial Performance for the first nine months of the 2014-15.

Net Profit of Q3/2014-15 (J309.47 crore) is 19.33% higher
than the Net Profit of Q2/2014-15
Turnover of Q3/2014-15 (J1492.65 crore) is 13.51% higher
than the Turnover of Q3/2013-14
Turnover of first nine months of 2014-15 (J4405.99 crore) is
3.48% higher than the same period 2013-14.
