Thank you for doing this. We have a number of questions, some of which you may not be able to answer. Could we schedule a conference call with Britney (our Heritage Planning Analyst leading our conservation area work in Queen's Park here in New West) and me to discuss ‐ let me know what times/dates would work. Here are the main questions I can think of, but it would likely be best to fill you in on the context here, etc.

1. what is the possible impact of a conservation area on property values in Queen's Park, and how does this relate to thefindings of your reports?

2. does the fact that BC assessment reduced the assessed value of pre 1940 homes (based on appeals?) in Shaughnessymean that their property values did fall. Could this have been influenced by other factors, such as the foreign home‐owners tax and stricter mortgage regs, and what are the implications to Queen's Park?

3. are incentives required to mitigate the loss of value, if there is any, and which would be most successful?

4. Given the crazy housing market in our region, staff has always noted that it is very difficult to pin any change in valueon heritage regulations (or any one thing for that matter). Is this the case?

5. there are studies from Ontario showing that heritage conservation areas actually see an increase in value, and morestable housing prices. Would these studies be applicable here?

Here's my big ask:

Can you please attend the Council meeting on April 24th and provide Council with a high level discussion of your report on the Economic Analysis on the First Shaughnessy and the Character Home Zoning Review. Council would benefit hearing your conclusions and then considering their implications to Queens Park.

The Council meeting starts at 2 pm and I think 30 minutes would be ideal.

Depends entirely on the regulations you adopt. Worst case is to impose rigid restrictions on demolition and renovation, reduce allowable FSR, and not provide offsetting benefits. Best case is to allow increased FSR or additional units as offsetting benefits. 2. does the fact that BC assessment reduced the assessed value of pre 1940 homes (based on appeals?) in Shaughnessy mean that their property values did fall. Could this have been influenced by other factors, such as the foreign home‐owners tax and stricter mortgage regs, and what are the implications to Queen's Park? Appeals could be based on the fact that actual values across all properties are likely lower than mid 2016 levels due to the factors you mention. I don’t think you could pin it on the heritage regs alone. 3. are incentives required to mitigate the loss of value, if there is any, and which would be most successful? I think incentives are an important part of the package if you want property owner buy‐in. Experience in other places shows that adding density, adding units (e.g. infill, suites), exempting property taxes, and providing renovation grants can all besuccessful. 4. Given the crazy housing market in our region, staff has always noted that it is very difficult to pin any change in value on heritage regulations (or any one thing for that matter). Is this the case? There are lots of variables that create price,

so it is not always possible to say “if you do this prices will fall” (because other factors may push price up anyway). What we can say is that some factors have a downward or influence on price. So, a heritage program might have a downward influence on price in the context of a rising market, such that prices still go up but not as much as they would have in the absence of the heritage requirement. 5. there are studies from Ontario showing that heritage conservation areas actually see an increase in value, and more stable housing prices. Would these studies be applicable here? I think that protecting heritage character in a high quality neighbourhood with high and consistent heritage values can support property value increases because all properties benefit from the protection of character. I think protecting heritage character in areas with lower quality and inconsistent character (and with houses that are small and not of great character) does not necessarily yield benefits. It also depends a lot on whether the heritage plan includes a reduction in allowable FSR. In our work in Vancouver we found that the Shaughnessy plan would not have a significant impact but the character areas proposal would have (because of significant reduction in FSR on non‐character houses).
