BROMHAM NEIGHBOURHOOD PLAN

Regulation 14 Public Consultation

A public consultation about the draft Bromham Neighbourhood Plan, in accordance with

Regulation 14 of the Neighbourhood Planning (General) Regulations 2012, will begin on

Monday 25 February 2019 and close on Monday 8 April 2019.

The consultation is a precursor to the submission of the draft plan to the local planning authority.

The draft plan and its 13 appendices of supporting material will be available for inspection throughout the consultation

period during normal opening hours at -

Bromham Parish Council Office at Bromham Village Hall, and

Bromham Library in Springfield Drive.

A copy of the draft plan only will also be available on Bromham Parish Council’s website.

Representations about the draft plan (or the supporting material) should be made in writing to the Parish Clerk, either: -

(a) in paper form to the Parish Office at Bromham Village Hall, Village Road, Bromham, MK43 8JP; or

(b) by e-mail to: [email protected]

What Happens Next

After the closing date, we will consider the representations and the

extent to which the concerns expressed can be addressed. The

draft plan, amended as necessary, will then be submitted to

Bedford Borough Council, who will publicise the draft plan. This

provides a further opportunity for people to make representations

about the plan’s proposals. The Borough Council will publicise

details about when and how to make representations.

The next stages in the process would be :

• submission of the draft plan for independent

examination,

• publication of the independent examiner’s

report and decisions,

• a referendum of residents on the draft plan;

and

• if the referendum result supports the draft

plan, the bringing of the plan into force.

Parking on Pavements & Verges

Please help to keep Bromham the lovely tidy village you moved here for! Parish Council are receiving many complaints about parking on verges, and about the damage

this is causing to the grass.

• Parking on the verges is not only unsightly but can also damage underground pipework

and services.

• In Spring and Summer months parking on the verge prevents the grass cutting contractor

being able to cut the grass.

• When you have your building work done, please ask your builders to park responsibly – on the road is ok as it has the added

benefit of slowing down traffic! - Or ask them to park on your drive. If your contractors damage the verge, please ensure that

this is made good.

• In some areas buses are struggling to get through because of inconsiderate parking. Please consider this when you park

because if they have to the bus will drive over the verge. This may not bother you but it bothers your neighbours!

• Parking on and blocking pavements is illegal please report to the Police.

We are lucky to have grass verges complementing our village, so please consider your neighbours and other residents and

A very happy belated New Year, and welcome to the first Broadsheet of 2019. I hope those

who joined us at some of the Christmas events enjoyed them.

Carols on the Green was a great afternoon, accompanied by Bedford Brass, the Village was in

good voice. We were able to raise £230.00 which has been shared jointly between Bedford

Foodbank and TIBBS Dementia Foundation.

2019 is set to be a challenging but exciting year for Parish Councillors. We are still in

negotiation with Bedford Borough Council to take over the running, maintenance and development of Bromham Mill,

and hope to have more news by the next Broadsheet. Our Film Nights continue at Bromham Mill, see the poster on the

front of the Broadsheet, everyone welcome.

Our Neighbourhood Plan has progressed to Regulation 14 see front page for more information.

We have elections on 2 May 2019! All applicants welcome. If you are interested in being a Parish Councillor contact

us for more information. You do not need any qualifications just an interest in Bromham and are a British, or a citizen

of the Commonwealth or the European Union, are 18 years of age or over, and are registered to vote in the area or if

Bromham Mill Café Open Daily - 10am - 4pm

Bridges first. The bridge at the bottom of Village Road was repaired a while ago and a traffic priority scheme introduced. We were and still are concerned about visibility and have lobbied for improvements, which have so far bought us two permanent Vehicle Activated Signs covering the bridge, this also means we can and have moved our portable VAD to Northampton Road.

The results of the consultation on Bromham river bridge have just been published. The options were; full closure, one-way closure or do nothing. The recommendation in the report is, not surprisingly, do nothing, but consider a 20mph limit. We have been arguing for a 20mph limit for a couple of years now, so hopefully we may get some progress!

From 4 March through to 18 April there will be one way working on Bromham Road railway bridge. Thereafter, until 22 June the bridge will be completely closed to traffic from 20:00 to 06:00. This work is going to make travelling more difficult, and we are pretty sure there will be more bad news to come. We will try and keep residents updated as and when we can.

Better news is that New Road has been resurfaced and the Grange Lane 20mph school safety scheme is in place. Both these works resulted from collective lobbying by residents, the school and us. Grange Lane still needs some remedial works, but we were able to obtain a camera to monitor the zig zag lines at the school entrance as part of the safety measures.

Another long-term project has been getting the Borough to take on responsibility for street lighting in Bromham, thus removing the huge and expensive burden from the Parish. We asked the Borough to look at areas where residents wanted improvements., as a result, a new lamp has been placed in Tollgate Close, another is due in the new financial year to improve the Village Road/Stagsden Road junction. Woodland Drive/Wingfield Road, and Stagsden Road from Brookside Park to Budgens there is a need to improve the lighting. This will be listed for action when funding becomes available. We are trying to push these plans up the queue!

Finally, we have done a lot with our Ward Funds in Bromham. With Bromham Parish Council we co-funded the refurbishment of the children’s play area at Chestnut Avenue. By the end of March, we should have completed the upgrade of the car park lighting at Bromham Primary’s Grange Lane site. We purchased an additional brush cutter for the Conservation Group. Less visibly we co-funded 3 traffic surveys to consider vehicle volumes, speeds and the level of rat running through the village. We also contributed to some safety fencing at Bromham Mill, and 4 fishing nets and a wheelbarrow for Bromham Children’s Nature Club.

Bromham Park A plea to dog owners! Bromham Park is a beautiful setting for resident to take a walk and enjoy. It is also somewhere which is

regularly used by dog owners to walk their dogs.

We have received complaints regarding some people who insist on leaving full black plastic bags of dog poo in various places around

the park and have even

found an orange bag

the brook.

Bromham Bowling Club held their Christmas Party recently and welcomed the Lord Lieutenant of Bedfordshire to a buffet and drinks before the presentations took place. During the last two years the Club has been raising money for the Alzheimer’s Society, presenting a cheque for £1,000 to the Society’s representative, Rhiannon. Helen Nellis then presented various members with their trophies to winners of the Summer League and Open, Mixed, Ladies & Men’s Competitions held throughout November. The Club celebrated it’s 30th Anniversary recently with a luncheon for 54 members at The Legstraps, Wootton. A team also reached the Quarter Finals on Potters International stage last October. We meet on Mondays at 2.00pm and Tuesdays at 7.00pm in Bromham Village Hall. It is a friendly, sociable club and we welcome anybody to come along and give it a try with a view to joining. Christmas is over (hopefully some of you had home-grown sprouts with your Christmas

lunch!), snow has been falling, but the days are beginning to get a bit longer, snowdrops are a

beautiful reminder that Spring is just around the corner. Now is the time to plan for this year’s

growing season – potatoes to be chitted, seeds to be ordered ready for when the soil has warmed up. Growing your own

fruit and veg, being out in the fresh air, chatting with fellow plot-holders is all good for the soul! At present all plots are

Bromham’s community event of the year

For the 2019 show, we have again managed to fill the afternoon with some exciting displays and attractions including classic cars, the Northampton Dog Display team, The Romford Drum and Trumpet Corps, gymnastics display, large craft marquee, punch & judy, inflatable fun for children, a range of delicious hot food being served and much, much more. One of the traditions maintained at the show is the exhibits section with exhibitors competing in classes for a series of trophies and prizes. We encourage all residents to take part and enter an exhibit in some of the categories which include amongst others, flowers, fruit, vegetables, cookery, art, photography and design & technology. This year will be looking at simplifying some of the categories to help make the entry process easier and more straight forward, for exhibitors and judges alike. Details of all classes can be found in our show brochure which will be delivered to all residents during May and June. By popular demand we are again staging a quiz night on Saturday 6 April at 7.30pm in the Village Hall to raise much needed funds, tickets are £5.00 each and are available from John Giles on 01234 824471. We hope that you will put the show in your diary on Sunday 14th July and come along to support Bromhams’ largest annual community event staged in the village. Profits from the show are donated to local organisations and worthy causes.

You too can be a Bromham volunteer Bromham Conservation Group and Friends of Bromham Mill are voluntary groups working with the borough and parish councils, and the new Bromham Mill Trust to maintain and develop the Mill and the extensive meadows, water courses and woodland behind. The Conservation Group also works at the Bromham Lake Local Nature Reserve in Lower Farm Road, in Salem Thrift, the ancient woodland off Northampton Road and at the wildlife pond at Paddock Green off Oakley Road.

In the past year we have tidied and improved the woodland behind Bromham Mill, created new flower beds and opened up walks and trails. The work we do makes maintenance easier, as well as improving visitor experience. We have created new planters from decking recovered from the brook and cleared rubbish washed by winter floodwater down to the mill sluices. Our volunteers also support events at the Mill by building models and structures such as Jemima Puddleduck, Spooky Times and the Magic of Christmas from donated materials. This year we will provide support for an Easter event on 13th April and the popular duck race on 27th May.

In addition to morning sessions for conservation work, we now meet monthly on Monday evening to tidy and decorate the Mill interior after the cafe has closed and visitors have gone home. If you are handy with a paint brush, garden trowel or a screwdriver, there are lots of inside and outside jobs to do.

We also work closely with the Bromham Nature Club, which offers local youngsters the opportunity to do some conservation work themselves, planting bulbs and spring flowers and studying wildlife at the Mill and other sites.

The Friends have a small team of volunteers trained to operate the mill machinery. This year they plan a public demonstration at the Farmers Market each month and can run the mill at other times by arrangement, but new volunteers with a little spare time are needed to help us make more of one of our exceptional local assets.

The Bedfordshire Federation of W.I.s was formed 100 years ago at the end of the First World War. Since then many Villages and even some Town Institutes have been formed, to the benefit of their local communities. The main emphasis is on education in a lively and friendly atmosphere. It would be a great pity if Bromham were to lose their W I. We would love some of the ladies of the village to join us, as we believe that we are an asset to Bromham. We meet in Village Hall 2, at 7.30pm on the second Monday of each month. We are looking forward to the Spring and a lively and interesting programme.
