THE COUNTY

County of Marin is a vibrant and thriving organization comprised of 23 agencies and departments with a workforce of approximately 2,400 employees and an operating budget of $540.7 million (FY 2016-17). The County’s full array of public safety, community development, public works, health and human services, community services and administrative services is governed by the Board of Supervisors, which is made up of an elected representative from each of the five voting districts in this general law county. Many of the County’s employees work at the historic Marin County Civic Center, designed by Frank Lloyd Wright, located in the City of San Rafael.

THE DEPARTMENT

The Public Works Department works to provide a safe environment and an enhanced quality of life to the people of Marin County. This is done by maintaining and improving the public infrastructure as well as providing timely and cost-effective support to other County departments. The department currently has over 200 employees across its 19 divisions, which include administration, accounting, Marin County Airport, building maintenance, capital projects, communications, garage, Certified Unified Program Agency (CUPA), disability access, engineering, Marin County Flood Control District (District), land use, the Marin Emergency Radio Authority, reprographics, procurement, real estate, roads, transportation, and waste management. THE POSITION

The selected applicant will serve as the Ross Valley Flood Protection and Watershed Program Manager in the District’s Flood Control and Water Resources Division.

The department currently has one full-time, regular hire vacancy in the Flood Control and Water Resources Division —Ross Valley.

Flood Control and Water Resources Division - Flood

Control Zone No. 9— Ross Valley. The Ross Valley Flood Control and Watershed Program (Program) was initiated after the flood of December 31, 2005, with voters authorizing a storm drainage fee in June 2007, raising approximately $45 million over 20 years. The Flood Control Zone 9 Advisory Board adopted a 10-Year Work Plan designed to achieve a 25-year-flood level of protection within the Flood Control Zone 9 boundary using storm drainage fee revenues and grants.

The mission of the Public Works Department is to serve the people of Marin by providing a safe, sustainable environment and enhanced quality of life through improvements to and maintenance of public infrastructure, and provide timely and efficient service and support to other County departments and local agencies to assist them in achieving their goals.

The Work Plan incudes detention basins, bridge replacements, creek widening and bank stabilization measures, floodwalls or berms, and retrofitting or removing existing structures that impede flow in the creek.

The Program Manager is responsible for overseeing all aspects of program development including project implementation, multi-agency coordination, public outreach through multiple mediums, and reporting to various government bodies. The Program spans multiple jurisdictions and requires partnerships with cities and towns, school districts, water districts and Marin County Park and Open Space District. The position also consists of assessing program goals and strategies, including identifying and managing cross– project dependencies and project priority determination. Note that projects are led by Public Works staff as well as outside agency representative adding to the program complexity.

The position duties also include the coordinating and

prioritizing of resources across projects, managing links between the projects, assisting individual project managers with specific project issues or complications, including providing guidance for desired outcomes, and overall management of Flood Control Zone 9. The duties of the position also include supervising and coordinating a program team that consist of engineering and technical staff within the Division as well as inter-departmental support staff. The Program Manager reports directly to the Flood Control and Water Resources Division Manager.

MINIMUM QUALIFICATIONS

Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, equivalent to graduation from an accredited college or university with major coursework in construction management, civil or structural engineering, design management, architecture, business, economics, planning or a related field AND four years of full-time, progressively responsible experience in project management in the areas of construction management, engineering (civil, structural, mechanical, or electrical), architecture, commercial real estate development, or a closely related field.

Possession of a Master’s degree in a field noted above is desirable, as is professional registration, licensure/certification (e.g. licensed as a Professional Engineer or Landscape

Architect; water-related certifications such as a Certified Floodplain Manager, Professional Hydrology Certification or equivalent). Either may be substituted for a maximum of one

The ideal candidate will be a decisive leader, a strong program and budget manager, and an accomplished professional with demonstrated ability to develop innovative options to issues facing the Program and the community. This effective leader will bring outstanding creativity, communication, and consensus building skills along with a track record of working collaboratively with a broad range of people and organizations reflecting diverse cultural and economic population.

This leader will be recognized as having the ability to provide the organization with the following:

• Directly related experience managing major or complex flood protection, water resources or watershed programs and projects.

• An understanding and ability to apply financial management concepts and planning tools to support effective tracking and use of available funds and budgets. Experience tracking and managing large CIP budgets and presenting at public meetings.

• A proven project management background with emphasis on program and project planning and the ability to develop and communicate strategies to support program projects in addition to successfully developing and negotiating various type of agreements between public agencies.

• Ability to understand complex engineering and technical information, as well as the ability to clearly articulate it to wide audiences

COMPENSATION

SALARY: The annual salary range for the Capital Planning & Project Manager is $8,096—$9,942 monthly. In addition, the salary is supplemented by a generous benefit program, which includes the following elements:

RETIREMENT: The County retirement system is authorized by the County Employees Retirement Law of 1937. This plan has a reciprocity relationship with CalPERS.

INSURANCE: The County has a cafeteria-style benefits plan that allows employees to choose from a variety of health, dental, vision, life, and long-term disability insurance plans.

LEAVE ALLOWANCES: The County offers generous vacation, personal, management and sick leave benefits plus 10 paid holidays.

DEFERRED COMPENSATION: The County does not participate in Social Security except for a mandatory Medicare contribution. The County does offer a choice of tax deferred 457k plans to which employees may contribute in order to enhance their retirement.
