PARTNERS

The Private Pilot Licence (PPL) is thefirst pilot certificate that has to be ob-tained. It permits the holder to fly asthe Pilot In Command (PIC) on an air-craft for private use without economicpurpose. The cadet must be at least 16 yearsold and must undergo a prior medicalexamination at a center approved bythe Institute of Legal Medicine to ob-tain, at least, a Second-Class AirmanMedical Certificate.On enrollment at the Flight Academythe cadet must be at least 16 yearsold and accomplish 125 hours ofcourses and a minimum of 45 flighthours to be able to attend the official

exams and to obtain the licence.The first 12 hours must be flownunder dual control with a flight in-structor (of which 10 minutes as thePIC). After having passed a brief the-oretical and practical test, the cadetwill receive the Student Pilot Certifi-cate, that will enable him to performtraining flights as a Single Pilot (S.P.)but only with prior authorization of hisinstructor and authorization of the Di-rector of the academy, and only withinlimited range of the base camp (270nautical miles).To renew the SEP licence, which isvalid for 24 months, it is necessary toperform 12 hours of flight within the

12 months before the expiring date ofthe licence, plus a training flight of atleast 1 hour with an instructor. The PPL licence allows the trans-portation of passengers but withouteconomic gain. For aerial work, it isnecessary to have the CommercialPilot Licence (CPL).The PPL can be enhanced with sub-qualifications, allowing the pilot to flyMultiengine Piston Aircraft (MEP), tur-bocharged engine aircraft, retractablelanding gear aircraft, variable-pitchpropeller aircraft, rearwards landinggear aircraft, rearwards and sidewayretraction, floatplanes, biplanes, nightvisual flight (VFR), instrumental flight(IFR) and so on.The proficiency is in the Italian aero-nautical language; while abroad, thesame is mandatory in English in addi-tion to the TEA (minimum level: 4th).For the CPL, the use of the Englishlanguage is always mandatory.

La licenza di pilota privato (PPL, Pri-vate Pilot Licence) è la prima licenza divolo ottenibile e abilita a pilotare unaereo per scopi privati, ovvero senzaalcuna forma di remunerazione.Il candidato deve aver compiuto al-meno 16 anni, deve sottoporsi a unavisita medica presso un centro ri-conosciuto dall'IML, un SASN ovveroun AME e deve ottenere come minimoil certificato di idoneità di secondaclasse. The Commercial Pilot Licence (CPL)is a qualification that permits theholder to fly for economical purposeas a PIC or a Second-In-Command(SIC) on board of a civil aircraft.In the scale of licences, just before theCPL, comes the PPL that permits theholder to act as the PIC and to fly an air-craft that carries no paying passengers.In order to start the training for theCPL, it is mandatory to have obtainedthe PPL, to have a good knowledge ofEnglish, having attended 250 hours oftheoretical lessons (or to have at-tended a distance learning coursewhich includes 250 hours and 25hours frontal lessons in class) and atleast 150 flight hours. Further the

rules between a VFR and a IFR flightchange and therefore a specific in-strumental flight qualification is re-quired.In order to get the aeronautical licencein Italy and to exercise its privileges, itis required to obtain the First-Class Air-man Medical Certificate issued by oneof the Air Force Medical Centers lo-cated in Rome, Bari or Milan. These medical examinations are re-quired annually up to the age of 40years, and half-yearly thereafter.The next level after the CPL is the the-oretical ATPL licence, after which it ispossible to obtain the practical quali-fication for specific aircrafts (TypeRating).

La licenza di pilota commerciale(Commercial Pilot Licence da cui lasigla CPL) è la licenza che permettea un pilota di volare in maniera ret-ribuita come comandante o comecopilota a bordo di aerei civili. La li-cenza di pilota privato (PPL) immedi-atamente inferiore, infatti abilita apilotare esclusivamente aerei conpasseggeri non paganti. Per poteraccedere all'addestramento atto aconseguire il CPL è necessario, oltrea essere in possesso della licenzaPPL, la conoscenza della lingua in-glese, 250 ore di lezioni teoriche (o diaver seguito un corso a distanza di250 ore e 25 ore di lezione frontale inclasse) e almeno 150 ore di volo alproprio attivo. The Instrument Rating course (IR)qualifies a pilot to fly an aircraft follow-ing the Instrumental Flight Rules (IFR).The cadet, who already holds the PPLlicence, will learn to plan the entireflight using IFR maps divided into de-partures (SID), airways, arrivals (STAR)and approaches. The MCC course (Multi Crew Coordi-nation) is an additional and essentialqualification to obtain the commercialflight licence, when there is the inten-tion to work as a pilot of a multi-crewaircraft. Each aircraft requiring TypeRating is a multi-crew aircraft and re-quires two pilots for the entire flightoperations. The cadet, who alreadyholds the CPL licence, will be trainedto work as part of a multi-user flightcrew and will be taught that commu-nication and coordination are keytools of the management of the flighton board.The flight training will be performed ona certified flight simulator FNTP II.

Il corso MCC (Multi Crew Coordina-tion) è una abilitazione aggiuntiva ed in-dispensabile alla licenza di volocommerciale se si ha intenzione di la-vorare come pilota di aerei ad equipag-gio plurimo. Ogni aereo che necessitadi type raiting è un aereo ad equipag-gio plurimo, ossia necessita di due pi-loti ai fini di condurre tutte le operazionidi volo. L’allievo già titolare della licenzaCPL, verrà addestrato a lavorare comeparte di un equipaggio di volo multi-utente e gli verrà insegnato che la co-municazione ed il coordinamento sonostrumenti fondamentali ai fini della ges-tione del lavoro a bordo del velivolo.La parte pratica si svolgerà su simula-tore di volo certificato FNTP II.

The privileges of an IRI are to provideinstruction for the release, revalidationand renewal of an IR related to the ap-propriate aircraft category. The IRI training course consists of:1) 155 hours of instruction for teach-

ing and learning, only 30 if alreadyin possess of FI qualification;

2) For the IRI (A), at least 10 hours offlight instruction on an airplane, onan FFS, on an FTD 2/3 or on FNPTII. In case the applicant holds a FI(A) certificate, these hours are re-duced to 5.

CLASS RATING INSTRUCTOR (CRI)

The privileges of an IRI are to be ableto provide instruction for:1) the release, revalidation and re-

newal of rating per class or typefor non-complex and non-highperformance aircrafts with singlepilot, if the applicant wishes to ob-tain privileges to operate as sin-gle-pilot;

2) a qualification for towing or for theacrobatic flight for aircraft cate-gory, given that the CRI holds thecorresponding qualification and hehas proved to be able to provideinstruction for that rating to a qual-ified FI.

The CRI training course consists of:1) 150 hours of theory instruction for

teaching and learning, only 25 ifalready in possess of FI qualifica-tion.

2) 5 hours of flight instruction onmulti-engine airplanes, or 3 hoursof flight instruction on single-en-gine airplanes, provided by a qual-ified FI (A).

CLASS RATING INSTRUCTOR (CRI)

I privilegi di un CRI consistono nelfornire istruzione per: 1) il rilascio, rinnovo e ripristino delle

abilitazioni per classe o per tipoper velivoli non complessi e nonad alte prestazioni a equipaggiosingolo, se il richiedente intendeottenere i privilegi per operare insituazioni a equipaggio singolo;

2) un’abilitazione al traino o al voloacrobatico per la categoria dei ve-livoli, sempre che il CRI possiedala corrispondente abilitazione eabbia dimostrato di possedere lacapacità di fornire istruzione pertale abilitazione a un FI qualificato.

Il corso di addestramento CRI si com-pone di:1) 150 ore di teoria di istruzione all’in-

segnamento e apprendimento, solo25 ore se già in possesso della qual-ifica di FI.

2) 5 ore di istruzione di volo su velivoliplurimotore, o 3 ore di istruzione divolo su velivoli monomotore, for-nite da un FI(A) qualificato.

TEA | Test of English for Aviation

The new law EASA Part FCL 055states that to be able to fly out of na-tional boundaries, in addition to theEnglish radiotelephony communica-tion qualification, it is mandatory tohave an English language proficiencyof at least “level 4”. These qualifica-tions are subject to periodic expirationexcept for “level 6”. The linguisticevaluation exam takes almost 25 min-utes. Throughout the three sections ofthe test, the examiner assesses thecandidate’s ability based on the fol-lowing six ICAO language proficiencyrequirements foreseen by Annex 1ICAO and EASA Part FCL 055: pro-

nunciation, struc-ture, vocabulary,fluency, compre-hension and inter-action. The candidate is awarded ascore of 1 - 6 for each of the six skills.

SECTION TWOInteractive Comprehension(8-12 minutes)Part 2A: Candidates listen to aviation-specific recordings of non-routine andemergency situations. Candidates arerequired to explain what they under-stand about the situation.Parts 2B & 2C: Candidates listen to aseries of problem-solving role-playscenarios. In Part 2B, the candidate isrequired to ask questions to thespeaker. In Part 2C, the candidate isrequired to give advice to the speaker.

SECTION THREEDescription and Discussion(8-12 minutes)Candidates are presented with a se-

ries of aviation-related images and areasked to describe and compare whatthey see. The examiner will then askfurther questions related to the im-ages

RESULTSFor each area a level will be assigned;the final rating is the lowest vote ob-tained among the six areas. The finalevaluation will be issued by the worldcenter of TEA, which sends the cer-tificate, attesting the marks obtained.

La nuova normativa EASA Part FCL055 prevede per poter volare al difuori dei confini nazionali, oltre allaabilitazione alla radiofonia in lingua in-glese, obbligatoriamente anchel’essere in possesso del livello di com-petenza linguistica almeno di “Livello4”.Tali abilitazioni sono soggette a sca-denza periodica (tranne il livello 6).Il test linguistico di valutazione duracirca 25 minuti e attraverso tre sezionidiverse vengono valutate le 6 areepreviste dall’Annesso 1 - ICAO eEASA Part FCL 055 (pronuncia, gram-matica, vocabolario, fluidità, com-

prensione, inter-azione). Il punteg-gio va da 1 a 6 perogni area.
