Brixham Christmas lights

It was very sad that the big switch on event planned

all year had to be called off at the last minute due to

the bad weather. However although we missed the

children singing and the big wheel the firework dis-

play was rearranged for the 22nd De-

cember. It was a sight to see the har-

bour with the heritage vessels and

trawlers all lit up as well as the town

display of three ships on the pontoon,

the wall lights and the displays from

the surrounding businesses. It was

wonderful that the fishermen joined

in with the Christmas spirit and lit up

their vessels. Many people have tak-

en photos of the harbour and posted them on line.

This year the display will be attracting even more

people as the magic of a Brixham Christmas becomes

even more widely known.

The date of this years switch on event is the 23rd Nov.

What Torbay Council do:

The Council reacts to forecast weather conditions and

pre-treats the most used roads when frost, ice or snow

is predicted. They log telephoned reports of problems

on local roads and send gritting crews as soon as possi-

ble, however there may be delays.

What Torbay can’t always do

During heavy snowfalls or long periods of sub zero

temperature, the Council can not treat every road or

footpath. The 6 gritters take up to 2.5 hours to treat

main routes and then a similar period to tackle second-

ary routes when needed. In periods of the most severe

weather or when ‗freezing rain‘ occurs it may mean

that no crews available to go to ‗off route‘ locations.

What you can do

The Council provides 140 grit bins in convenient loca-

tions around the Bay. These allow more residents ac-

cess to this self help facility. The bins are serviced by

TOR2 and are regularly refilled throughout the season

(whilst salt stocks last). They are for use by all resi-

dents and people are encouraged to take salt to store it

in a suitable container at home ready for use.

The Council‘s website states when gritters will be in

action and this will also be the time for residents to

treat their own road. Advice about the gritters being

Winter Advice for Residents From Torbay Council

sent out will be on local radio, Twitter and Facebook.

How to use the salt provided

Salt spread in advance of the expected ice event is

most effective and keeps most roads safe and usable.

Salt spread in small quantities at this time prevents ice

formation. It only requires 1 to 2 tablespoonfuls of

road salt per square metre to achieve this.

Salt laid on top of ice that has already formed is not

effective and the ice will remain intact until tempera-

tures rise. Putting on more salt will not make the ice

thaw any quicker and causes salt stocks to run out

sooner. Please use the salt provided sparingly.

Grit bins are provided for use on the public highway

only and are NOT for use on private drives and paths.

If you see that your nearest gritbin is running low,

please ring 01803 550405 to get it listed for refilling.

Keeping your own road clear by self help provides a

valuable public service to your community. However

do not put yourself at risk and by all means contact the

Council at [email protected] or TOR2‘s 24

hour contact at 01803 550405.

Please ensure that you always put your own safety

first when spreading salt and ensure that you can

be seen by drivers.

Skill swap

Are you concerned about the future of your favourite

community group, or a treasured local amenity, such as

Shoalstone Pool? Brixham Community Partnership has a

SKILLSWAP scheme, and invite you to assist with your

time, skills, knowledge and/ or small monetary contribu-

tion, to help secure the future of our valued local organi-

sations. Already those with skills have come forward and

been able to join and help other groups.

You can also get involved and help by lending your time,

and any practical skills that you may have, to Communi-

ty Groups, or organisations, which may not be able to

afford to pay for them at the present time.

Please support us, by letting our Skill swap co-ordinator,

Ann Bruce, have details of the skills that you have,

which may be useful to others, or the skills that you need

to assist your Community Group or project. Ann can be

contacted, preferably by e-mailing

[email protected], or on 01803 857323.

Many individuals, groups, and organisations serve our

community every day of the year, in good times and in

bad, and we invite you to lend practical support to them

so that they may continue to do so. Do you have skills in

cooking, nutrition, metalwork, woodwork or engineering

– if you do we can put you in touch with groups who can

use your talents? Do you garden or paint and want to see

the town looking its best? Are you a singer, dancer or

actor? We can put you in touch with musical organisa-

tions, and amateur dramatic societies or groups. Whatev-

er skills or talents you may have, we can find a home for

their use.

So, while the future may be uncertain, if you ―DIVE IN

AND HELP‖, you will be assisting all in Brixham to

maintain the fabric of our cherished community.

Christmas Market

This year, as last year, the Community Partnership had a

stall at the Brixham Christmas Market on the 24th and

25th November, in the warmth of the Scala Hall. The

Friends of Shoalstone Pool made use of the space with

Jenny Harriman manning the Stall. The Friends sold

crafts to enable them to continue maintaining our

unique outdoor pool for Brixham and raised over £450.

Also on the stall were the Friends of St Mary‘s who

were selling Christmas decorations and seemed to be

very busy. The Scala Hall was transformed and the fes-

tive atmosphere helped boost sales.

On Monday November 12th Brixham resident Annie

Meston, celebrated her 109th birthday in Brixham. She

was born in a house overlooking the harbour in 1903.

Annie, who is the 29th oldest person in the country,

marked her birthday with her grandson, granddaughter

and great-grandchildren at home in Brixham.

The 109-year-old has been the longest-living resident

in Devon and Cornwall for the past four years.

A special birthday cake, depicting her as a 15-year-old

girl was cut as she celebrated. Three of her five great-

grandchildren along with other family members,

friends and neighbours joined her to celebrate a

"wonderful" birthday. Other great-grandchildren Amy,

in Holland, and Alejander, who lives in Florida, both

managed to have conversations through the internet

with her.

Mr Tanner said: "Until she was 103 she flew alone out

to Florida every year. Annie had her first ride on a Har-

ley Davidson aged 98, touched a piece of the moon at

the Kennedy Space Centre and is probably the only liv-

ing person whose portrait is in Brixham museum. On

her 100th birthday she enjoyed a ride on the Smash

Mountain ride at Disney Land Florida, and held

$500,000 dollars of gold at Florida Keys."

Brixham’s Oldest Resident

When Annie was born, she was the last of nine sib-

lings. She left for a just few short years, joining her

first husband Norman Tanner in Preston, N. England

and then Wimbledon. Sadly, after a few years of mar-

riage, Norman was killed by a V2 bomb in WWII.

Annie then married Bill Meston, but he died some

eight years later, of wounds he had sustained in the

war. Annie‘s son also died at a young age, leaving

Keith Tanner her only male relative.

Annie worked in a hotel, in a fish-and-chip shop and

ran her own B&B only streets away from her present

home in North Boundary Road. Annie is still living

an active lifestyle and is in very good health," Keith

said. "She is very happy. That goes a long way to-

wards living to such a great age."

ment Committee and being on the Housing Commit-

the SW‘s largest Health Trust, taking a special interest

in quality of service and mental health. She was a also

ber of the Employment Tribunals. A polymer technol-

ogist by training, Rosemary took a University Diploma

include volunteering at a Memory Café, Christian

Aid, Torbay Fairtrade Steering Group, Brixham for

Global Action, membership sec of Brixham Cricket

Club and Sec of Brixham Residents Against Tesco Su-

perstore [BRATS]. Rosemary said,‖ I hope my wide

range of experience in Public Services will be of bene-

fit to the Council and the people of Brixham. I promise

to work hard to encourage the Town Council to think

out where it wants to go in the years ahead rather than

seem to be reactive to situations as they arise‖.

Friends of Shoalstone Pool

To ensure the future of the Brixham outdoor pool, the

Friends group need to gain charitable status and have

to raise £5,000 in order to achieve this. We are there-

fore asking local companies and charities if they

would contribute towards the £5,000 need so that we

can apply as soon as possible.

We know that the people of Brixham would hate to

lose this wonderful pool in its special environment.

We feel that charitable status is the best way forward

to keep it open for all to enjoy. Torbay Council feel if

the pool remains their responsibility, they will only

operate it on a zero budget cost; hence we need to do

as much fundraising as possible to ensure that we

bring in the funds to cover the existing costs. In future

we hope to reduce costs, find more ways of bringing in

funds, and possibly take on running the site.

Your support and contribution would be really appre-

ciated. If you feel you can help please contact me—

You might have read in the paper

that Torbay Council are putting in

a planning application to build two

houses on the piece of land next to

93 Penn Meadows. Some Town

Councillors described the land as a

horrible dogs toilet. Our habit

could be responsible for the conse-

quent chopping down of the trees

and the annihilation of yet another

piece of green breathing space.

The impact of losing this site are

not obvious but some are: Loss of

trees means wildlife have less

space for foraging, home building

and nesting. The owls that visit

regularly could be displaced The

trees act as a wind brace from of

shore gales.

Green Spaces are important for the

wellbeing of us all.

Pride in Brixham

FOUR BAY BLOOMS AWARDS.

As well as our usual work around the harbour, our aim

in 2012 was to finish our latest garden to enter in the

Bay Blooms competition. The wet weather made it al-

most impossible to get the work done. But we did it!

And what a wonderful result. We were proud to receive

4 awards at the Bay Bloom presentation evening. The

Best Area in Brixham cup, the Community Environ-

ment Project plaque, the Best Overall for Brixham

shield and the Herald Express Supreme Bay - Wide Dis-

play cup. Wow didn‘t we do well! The trophies will be

displayed in the Brixham Library. We feel lucky two-

fold to be part of a volunteer group in Brixham. Firstly

being able to work on the harbour side walkways, we

get to meet and talk to wonderful people, intrigued and

interested in the work we do; and secondly it gives us a

chance to make Brixham a place to be proud of.

Special thanks go to Athena Savva and Pete Busby, of

Grenville House for the great interest and support they

took in the creation of the Grenville Garden, thanks also

to the countless number who gave generous donations,

help with plants and bulbs, and to the many who stop

and photograph the gardens in appreciation of our work.

Congratulations and well done to all 12 members of

Pride in Brixham volunteers.

Help us with Fund Raising events - Please don‘t be

bored this winter. If you have a hobby you pursue

throughout the winter, i.e. knitting, crochet, sewing, art

painting, woodwork etc. we would be very grateful for

such items to sell at Coffee Mornings or Summer

Fayre, to raise money for our funds, or any unsuitable

Christmas Gifts would make lovely Tombola prizes. All

funds are spent on Brixham projects. Many Thanks for

Brixham Heritage Museum is celebrating receiving a

£4,500 Heritage Lottery Fund grant. The Museum is

one of the first groups in the UK to receive a Heritage

Lottery Fund (HLF) ‗ALL OUR STORIES‘ grant.

This exciting project has been given £4,500 to tell the

stories of the Victorian and early Edwardian families

who lived on Berry Head, Brixham with special focus

on the Shrives families and their close association

with the Rev. Henry Francis Lyte.

‗All Our Stories‘ launched earlier this year in support

of BBC Two‘s The Great British Story – has been

designed as an opportunity for everyone to get in-

volved in their heritage. With HLF funding and sup-

port, community groups will carry out activities that

help people explore, share and celebrate their local

heritage. The popular series presented by historian

Michael Wood and supported by a programme of

BBC Learning activities and events got thousands of

us asking questions about our history and inspired us

to look at our history in a different way through the

eyes of ordinary people.

Brixham Heritage Museum‘s project ―Discovering

the lives of the Berry Head families‖ is one of hun-

dreds of successful projects to receive a grant. The

Museum will work with young people and volunteers

from the local community to help them to develop

media and communication skills. Using excavated

archaeological finds, census returns, historical docu-

ments, old photographs and information gleaned from

talking with descendants of the Shrives, participants

in the project will aim to reconstruct the stories of the

Berry Head families. Two open house excavation

days in summer 2013 will be organised for families to

participate in an archaeological dig at the site of the

cottages on Berry Head where the Shrives and other

families lived from 1841 to c.1908. Young people and

Museum volunteers will assist in the study of archae-

ological finds and historic documents. Presentations

about the Berry Head families will be made to

schools and community groups and school children

will be invited to write their own poems and stories

about the lives of people who lived on Berry Head in

Victorian times.

Dr Philip L. Armitage (Curator, Brixham Heritage

Museum), said: ―We are extremely pleased and hon-

oured to have been awarded this grant, which will en-

able us to share with local people little known person-

al stories of ordinary families who lived on Berry

Head in past times, reconstructed using archaeologi-

cal and historical resources‖.

Brixham Bowling Club formed by a handful of local

Fishermen and Businessmen in 1913, with a 4 rink

green and Clubhouse, constructed by the members on

Furzeham Green adjacent to Nelson Road. The green

was opened on 3rd June 1913 and membership was all

men, but in 1952 the ladies formed their own section.

As the Club completes a century, it looks back with

pride on its achievements. It has continuously increased

and replenished its membership – in both the men‘s and

ladies sections. The clubhouse was replaced, doubled in

size and later a bar extension was added. Members are

responsible for the maintenance of the Green, regarded

as one of the best in the area. This competitive Club has

produced excellent bowling members – some to County

and National level.

2013 will be an exciting year in which to join as a new

member - whether you have bowled before or not, you

will be very welcome. Many special events are planned

so don‘t miss this opportunity. We entertain over 20

touring teams and have several friendly matches with

local clubs each year, giving everyone a chance to play

in competitive games. For details contact Secretary

Mike on 01803 858742. The first year‘s membership is

free, so what have you got to lose!

158 reasons to support the building of a Tesco Food store in the Town Centre. - 158 jobs! Better parking, more

visitors, increased spend in Brixham, keeping shoppers local, generating footfall and trade for surrounding busi-

nesses.

Following a swell of public desire for a town centre supermarket, Brixham 21, Torbay Council and Torbay De-

velopment Agency were asked to market the site with the aim to breathe life back into Brixham Town Centre.

Tesco was the successful bidder and in 2011 was granted a long lease of the site.

Breathing life back into Brixham — sensitive regeneration for one of Devon’s most picturesque towns

Up and down the UK towns like ours have found that a large supermarket in the centre has pulled people in and

the town thrives. The benefits include:

Creation of 130 full-time equivalent jobs from the food store and the indirect creation of a further 28 full-time

equivalent jobs, probably more. The 158 full-time equivalent jobs would take nearly 20% off the unemployment

list in Brixham.

Competitive rates of pay - Shop workers‘ Union USDAW shows that not only are Tesco pay rates in excess

of the national minimum wage (by 92p per hour for Grade C post October 2011), but are also in excess of rates

offered by Morrisons, Sainsburys, Asda and even Marks and Spencer.

Increase in Town Centre car parking spaces from 170 to 350. Subject to a modest minimum spend, Tesco cus-

tomers will get 1½ hours free parking (Brixham 21 is asking for 2 hours). Spaces will also be available to sup-

port the night time economy as well as overnight parking.

Around 80% of Brixham residents do their main shopping outside Brixham. A new supermarket with free park-

ing will keep these shoppers in the town centre, enabling them to support their local independent stores and to

complement their shopping at Tesco. A town centre store would reduce traffic around Windy Corner, and enable

local people without transport to use a local supermarket.

Tesco already source a significant amount of their fish sold in all UK supermarkets from Brixham; the local store

would continue this policy and also source local dairy, meat and other produce from local and county-wide sup-

pliers. In response to public representations proposals to include a cafe in the development have been dropped.

Residents of Kingswear, Hillhead, Churston, Galmpton, Windy Corner, Hookhills etc. will be drawn to Brixham

where the free parking gives access to high street shopping, banks, cafes plus much more, in addition to the Su-

permarket shop.

Brixham 21 Ltd is made up of Brixham people working for Brixham‘s regeneration. All are unpaid volunteers.

They are nominated to the board by various organisations including the Chamber of Commerce (traders), Har-

bour users and YES (young people); the Town Council has 4 places and Torbay Council 2. Born in 2002, suc-

cesses include the early roll out of broadband in Brixham, our new multi-million pound fish market, the roller

blade/BMX/skate board park at Monksbridge and now, after 10 years of planning, negotia-

tion, consultation and many setbacks, work on our new town centre will soon begin. If you

can‘t find an answer on the website to any of your queries, ring Chris Lomas (Chairman

Brixham 21 Ltd) on 854191.

Neighbourhood Plan

Who plans the future for Brixham? YOU.

A draft document is being drawn up for the neighbour-

hood plan area, which covers the communities of Brix-

ham, Broadsands, Churston and Galmpton. These are-

as have separate community identities but also have

common issues that bond them together as well as

shared infrastructure and access challenges. Close

working across the area has been the norm for the resi-

dents and it was felt by the Community Partnerships

and the Town Council that this close collaboration

should be continued in producing a Neighbourhood

Plan. This would mean that such a plan would truly

reflect the wishes of the residents and that the Forum

would include a wide range of residents with different

view points on all aspects that the Plan will cover.

There is a clear recognition and acknowledgement that

jobs led housing demand rather than housing being the

main priority. It is felt that the plan should address

changes in the economic situation and drive the jobs /

housing relationship.

It is hoped to hold a consultation event in the Scala

Hall in early January (a possible date is 11th Jan 2013

please keep an eye on notice boards, press and social

media for updates). What has been written already will

be presented along with projects and objectives con-

tend in the plan. Come and have your say on what

members of your community have proposed. You can

have an influence. This plan really is a chance to en-

sure that Brixham is not overrun by developers and

infrastructure is able to meet increasing demands.

Meetings are held on a monthly basis at 7pm in the

Lounge of Brixham Town Hall and all are welcome.

The next meeting date is 23.01.13. Chairman of the

forum is Councillor Jackie Stockman.

I have been Chairman of the Town Council for approxi-

mately 8 months and thought it would be useful to outline

the very important issues which the Council is facing the

at the time of writing (1 December 2012).

1. Town Hall: The decision on the transfer of this asset

from Torbay was made before I became Chairman and all

councillors, including those who voted against the trans-

fer, are bound by the decision. We all need to work to-

gether to make the Town Hall viable. Full occupancy has

not yet been achieved as some internal alterations need to

be carried out and there is also the issue of the theatre

management to be resolved. The latter and the internal

alterations will be finalised soon so things should be much

clearer in the spring.

Shoalstone Pool: Torbay decided to cease funding the

Pool at the start of 2012. However, responding to public

pressure, they did enable Shoalstone to open for the sea-

son. The situation is not resolved for 2013 and the Friends

of Shoalstone Pool are in negotions with the Mayor to

find a solution. The Town Council has wisely decided not

to take the Pool on – there are heavy financial costs as

well as the responsibility for the sea defences – but sup-

ports attempts to keep this fantastic Brixham asset open.

Chestnut Nursery: Torbay are running a consultation on

the future of Chestnut Nursery with one of the possible

options being closure thus saving Torbay £80,000 pa. I

have objected to the inadequate consultation undertaken

by Torbay and I am pleased to see this has been extended

into early January from its original closure date in Nov.

Nevertheless, we still await important supporting infor-

mation re Nursery provision in Brixham. Once again, as

last year, we have to endeavour to find a satisfactory solu-

tion to the problem of nursery provision in Brixham.

TESCO: Planning applications for this superstore in the

centre of Brixham are likely to be submitted in the near

future and will be considered by Full Council. Tesco is an

issue which divides both councillors and the town.

So there are a number of very difficult issues facing Brix-

ham. Placing these issues before Full Council means they

are freely debated by Councillors with a view to obtaining

solutions to the problems raised. Further, members of the

public attending the meetings can make their own contri-

bution on these or other issues in the Public Forum prior

to the meeting. However, once Council is in formal ses-

sion, only councillors are allowed to speak unless Stand-

ing Orders are suspended at the discretion of the Chair-

man. This is very rare and done to allow those with spe-

cial knowledge to contribute to the debate.
