The HELLO initiativeHigh Volume Electric Vehicle Procurement
The context• 5 carsharing operators from 5 European countries
• The targeted regions are : Madrid area in Spain, Rhine-Necker
and Hesse in Germany, Oxfordshire in the UK, Limburg and
North Brabant in the Netherlands and Ile de France
• Electric mobility, especially when shared, is consistent with the
mobility and air quality goals and plans established by local
targeted areas as well as with the European Commission’s goals

The project➢ 5 carsharing operators group up to achieve scale and use it in a
joint procurement approach : 160 to 400 cars per partner over 2
years
➢ Encourage the adoption on a large scale, in different European
regions, of shared EV fleets
➢ Analysis of the final take up of shared EV carsharing and origin
of the differences
➢ Facing a number of challenges to match the needs of 5 different
start-ups and the requirements of the ELENA facility

polluting vehicles
• A lot of professionals who have their shop in the city center
already experience many difficulties to drive and park their
vehicle
• Logistics are essential for professionals

The experimentation
➢ A preparation phase meant to adapt the service to the existing
and foreseen needs as much as possible
➢ 7 – soon to be 9 - professional EVs are now proposed to
professionals only in the Montorgueil neighoborhood : 2 Kangoos
and 5 Partners / Berlingos
➢ Prices based on rush hours, to encourage professionals to drive
during off hours and participate even less in pollution
➢ Guaranteed booking system created for professionals who want
to make sure they have the car when needed
➢ Free access to the Paris charging network and to the Rungis
International Market
➢ Different types of vehicles for different needs : reserved for
food transportation, hydrogen for longer trips, roof rack…

• Users give feedback through several follow up
surveys led by an independent consultancy
• Almost 100 local shops participating
• Around 40 occasional to regular users
• High levels of satisfaction
