Extra support: Chris Gilbert says a new domestic violence officer will work with victims and target repeat offenders. Picture: Ari Hatzis

A WOMENS support group hopes theaddition of a domestic violence officer as partof a strengthened north-west police presencewill give victims the confidence to speak out.

Twenty-three extra officers will be splitbetween Sunshine, Keilor Downs, Melton andCaroline Springs as part of the allocation of350 officers across the state.

Brimbanks Acting Inspector Chris Gilbertsaid the additions would include a specialisedfamily violence officer, to work with domesticviolence units targeting repeat offenders.

Weve seen an increase in the number ofvictims reporting family violence, which showsincreased public confidence in reporting thesetypes of crimes, he said. Our next step istargeting repeat offenders with anotherdesignated officer who can work with victims

and has knowledge of support networksavailable in the area.

As reported by the Weekly in March, policedata showed assaults in Brimbank increasedalmost 10 per cent in 2011, while assaultsexcluding family violence were up 3.9 per cent. There were 1432 assault offences recorded, upfrom 1304 in 2010.

Womens Health West family violence out-reach co-ordinator Jelena Djurdjevic said shedealt with more than 1000 cases of domesticviolence in Brimbank and Melton every year. There had been a 50 per cent increase in therate of family violence in the west over the lastyear.

Domestic violence overrides culture andsocio economics, Ms Djurdjevic said. We seecases of women in crisis from all differentbackgrounds. By the time they are referred tous they are extremely distressed. She said

population growth in Melton and Brimbankcontributed to the increase.

She welcomed the addition of a specialisedofficer. We hope any additional policeresources will increase the confidence of thesevictims to speak out.

Womens Health West connects victims withwelfare networks and conducts preventiveprograms for men and women.

Acting Inspector Gilbert said the extraofficers would provide flexibility for north-west stations. Weve had officers removedfrom stations to work on taskforces so theinflux of officers will allow us to replace thosenowworking away from their stations.

Other officers will be used on the frontline, patrolling Melton and Brimbanks mainbusiness districts, including St Albans.

Father of the year: Romeo and Robert Biancofiore. Picture: Martina Gemmola

ROMEO Biancofiore never thought hed see hisname on the top of a list that includes Bob Hawke,Bert Newton, AFL legends andOlympians.

The humble retired welder says when it wasannounced that hed won the Victorian Father ofthe Year award last Monday, he nearly fell off hischair. Mr Biancofiore was selected from almost2000 nominees. I couldnt believe it, he says. Itwasnt until my son Robert spoke about me that Irealised what an impact Id had.

In nominating their father, Mr Biancofiores sonsRobert, 27, and Anthony, 32, wrote that not onlywas their dad a loyal, genuine and hardworkingman, he was their best mate.

Every kid deserves a dad like him, Robert said.Hes been a constant in our lives. Most kids willusually say their hero is a celebrity . . . mine hasalways beenmy dad.

After migrating to Melbourne with his Italianfamily when he was six, and with limited English,Mr Biancofiore struggled through school beforejoining the workforce aged 12. As a widower, heworked three jobs at times to provide for his kids.

In his modest home in St Albans, the walls arecovered with family photographs. A glory walltakes pride of place in the middle of the loungeroom. Its a collage of old school photos, certific-ates and photos of the love of his life, Nella, whodied of lung cancer in 2000. They had been married21 years.

He admits becoming a single father was tough.Yeah, it was hard doing it on your own and

dealing with the loss of your wife. Theres nobodyto confide in or to reassure you, he says.

But my boys made it easier. We all got through ittogether. I always told them to be honest, to be aleader and not a follower.

When he talks about his sons, his eyes twinkle.I reckon I already won top prize when my boys

were born, Mr Biancofiore said. I was the firstone to hold them. I loved them . . . nothingschanged since that moment.

Mr Biancofiore now helps his sisters care fortheir elderly mother, who has dementia. He alsocared for his father, who had Parkinsons, cancerand dementia, before he died in 2009.

    Gardeners on a mission

Good growing: Communitygarden volunteers Stan and

    Karin Dickson. Picture: Darren Howe

A NEW garden in the heart ofSunshine will provide fresh fruit andvegetables to vulnerable Brimbankresidents.

Eighty per cent of produce grown atthe Sunshine Community Garden willbe distributed to the homeless, familiesin need and clients of the SalvationArmys Sunshine Youth Housingproject. Proceeds from the sale of theremaining 20 per cent will be used tomaintain the garden and fund futureplantings.

The Devonshire Road garden, sup-ported by WestCare, Salvation ArmySupport and Housing, Friends ofIramoo, paint company AkzoNobeland volunteers, was opened lastTuesday. Committee member RalphSalera says the project has trans-formed a run-down space into avibrant community garden.

We came together with the inten-tion of turning this neglected groundinto something beautiful that could beused to give something back to thecommunity. It was the perfect place fora garden because when we examined

the land there were sewerage pipesunderneath, making it impossible forthe property to be developed.

Gardeners Karin and Stan Dicksonhave been weeding, planting andwatering. The Maidstone residentswork at the garden five times a week.Weve got a mix of veggies in, MrsDickson said. There are cauliflowers, broccoli, lettuce, broad beans, toma-toes and snow peas. The strawberriesshould start sprouting soon.

She said the garden would soonhave a shed that could host seminarsto teach primary school pupils how toplant and maintain herbs, vegetablesand fruit. They can help us plantseedlings and when they come back tovisit again they can take some of whatwe planted home to their families.

Victoria University building andconstruction students built timber-bordered garden beds, while AkzoN-obel provided paint to brighten up thegardens surrounds. The $20,000 pro-ject was funded by the council and fed-eral government. Details: 9312 3544.

Fire levy an unfair burden, say ratepayersBY MELISSA CUNNINGHAM

NORTH-WEST residents will fork out an extra$100 a year for their council rates to help fundVictorias firefighting services under one of thebiggest shake-ups of state taxes in decades.

From July next year, the fire service levy willconsist of a fixed component of $100 for residen-tial properties and $200 for commercial, indus-trial, farming and vacant properties. There willalso be a variable charge, calculated as a percent-age of the capital improved value of a property.

Martin Stevens, senior financial adviser at theFootscray Community Legal Centre, said the

levy would make things tougher for many Brim-bank andMelton ratepayers.

Mr Stevens represents financially distressedresidents from suburbs including CarolineSprings and Taylors Hills at court every week.

Rates are extremely high when you cross overthose railway tracks from Brimbank to Melton,he said. People cant afford it and they are con-stantly being sued. Its more than $1800 a yearfor most Melton residents and thats an area witha low income, high rate of unemployment and agrowing population.

Mr Stevens said that in Brimbank, manymigrants were just grasping the idea of owning a

home. They have no idea about rates or thatthey need to pay the council for its services.

Mr Stevens called for reforms to council hard-ship programs across the west.

Sunshine Ratepayers Association presidentDarlene Reilly said Brimbank ratepayers werealready struggling to pay their rates.

There is too much cost shifting going on, shesaid. People are struggling to even afford homelet alone keep it. Pensioners who have worked alltheir lives are struggling to meet these costs.

Councils may say its only an extra $100 perhousehold, but I dont think its fair that the stategovernment expects ratepayers to foot the bill.

In the past year, Brimbank Council approved23 applications for its hardship program, upfrom 11 the previous year.

General manager of corporate services, DorisCunningham, said the program allowed rate-payers to avoid penalty interest provided theymaintain an agreed repayment regime.

Ms Cunningham said while the councilsupported the fire levy, the impact would varyacross households.

The rate is reliant on the amount of fireservices levy they are currently paying on theirproperty insurance versus the new levy to beapplied, she said.

Theyre all teachers petsBY MELISSA CUNNINGHAM

Rare bond: Kindy teacher Dimitra Gibb with Grace. Picture: Scott McNaughton

EVEN as a child, Dimitra Gibb wasdestined to be a teacher.

When other children wereoutside playing tiggy I was insideplaying schools, she laughs. I wasalways the teacher calling outthe roll.

Now a teacher at Keilor ParkKindergarten, Ms Gibb has beennominated for the most inspiringteacher prize in the National Excel-lence in Teaching awards.

Keilor mother Rebecca Ballingallsays its Ms Gibbs rare knack forbringing out the best in every childthat led mothers at the kindergartento nominate her.

Ms Ballingalls daughter Grace, 4,has autism. I was really apprehens-ive about enrolling her into a main-stream kindergarten after we had abad experience with a day carecentre, she says. But Dimitra adap-ted the kinder environment to helpGrace settle in straight away. I lovegoing to pick her up and her telling

me shes had the best day.Ms Gibbs empathy for children

with special needs is something closeto her heart.

Both of her own children haveadditional learning needs, so sheunderstands the importance of nur-turing special-needs children to buildup their confidence.

Grace has just blossomed, MsGibbs says. From the shy little girlthat came in through the door at thestart of the year to the little girl nowis what makes being a teacherworthwhile.

Ms Gibb says the death of hercousins six-year-old son from cancerlast year was devastating for thefamily and ignited a desire to treas-ure each child she teaches evenmore.

Every child is different but theyall have the right to an education, she says. The children I teach areonly at the start of their educationand are mostly learning throughplay, but every day they amaze me.

    Winners will be announced mid-November.

When will we getour school?BRIMBANK parents have marched onState Parliament, demanding the govern-ment reveal when an autism school will bebuilt in the western suburbs.

The government announced in Maythat the wests first prep to year 12 schoolwould be built at Laverton P-12 for$4 million.

Keilor Downs mother and AutismAngels co-founder Despina Havelasjoined parents from the western suburbsand Geelong last Monday. Her son Kon,12, attends Jackson Special School inKeilor. Autistic children need more sup-port, she said. They have the right to aquality education, like every other child.

She said parents in the west were tiredof autistic children being segregated.

These children may have poorer out-comes in life because their education issuffering.

The government is targeting the mostvulnerable group of parents and pushingtheir children on the road to the pension, which is the last thing we want.

An Education Department spokesmantold the Weekly it was finalising plans forthe school in Laverton.

A FREE legal service is offering tohelp Brimbank residents addressissues with Centrelink.

Victoria Legal Aid in Sunshine isseeking to educate residents on theirrights in dealing with the federalorganisation.

Lawyer Rosalinda Casamento saysthe centre has been inundated withcalls from residents who havehad payments refused, reduced orcancelled.

People feel helpless when theyrenotified of a Centrelink decision andmay not realise that they have a rightto ask for a review of the decision, she said. Centrelinks own researchshows that in about a third of cases, its original decision is overturnedat review.

Ms Casamento said Centrelinkprocesses were often difficult tounderstand. Its very easy to make amistake and the consequences can bevery serious, with benefits reduced orstopped or even leading to criminal

charges, she said. We have clientsseeking Centrelink payments for arange of reasons, particularly disabil-ity pensions, single-parent payments, pensioners and migrants. A lot of vul-nerable people dont understand thelegal system or that legally they canapply to have their case reviewed.

One St Albans woman whocouldnt afford legal support repre-sented herself in court after beingrejected for a disability pension.

She ended up unable to pay herbills or afford the cost of living, MsCasamento said. She was living indarkness after her electricity andphone were cut off.

The woman is now a client of thecentre. She has since had her casereviewed and receives weekly Centre-link payments. Ms Casamento saysthe legal centre can also refer resid-ents to a financial counsellor.

Centrelink also offers a conflictresolution service.

More care: Emily Munro and Tracy Thay are calling for permanent carers. Picture: Darren Howe

BRIMBANK families are being urged toconsider opening their hearts to children needinga home.

Anglicare, which arranges permanent andfoster care for children, has 16 children lookingfor a permanent home but a shortage of peoplewilling to take them in.

Volunteer recruitment and support team leaderMay Davey said people were generally not awareof permanent care which made it difficult to findplaces for children in need.

Most people inquire about foster care oradoption, she said. All we are asking of thecommunity is to look at these children and see ifthey will fit into their families.

Children needing homes are aged eight monthsto 12 years. They are unable to live with theirbiological families because the Department ofHuman Services does not believe that is the bestenvironment for them.

Some of the children have behaviouralproblems and have experienced trauma. Oftenthey have experienced abuse, Ms Davey said.

Permanent care social worker Emily Munrosaid Anglicare was struggling to find permanentcarers for some children as families were often

unwilling to take children over age five. She saidpeople were needed to provide permanency andstability for a child without expecting an infant.

Ms Munro said children with disabilities andsiblings were also in search of homes.

These children are in limbo. They wantforever families.

Ms Munro said children needing permanentcarers were assessed to determine their needs andbe matched with the right family.

She said carers received ongoing financialassistance and support.

Our aim is to recruit permanent carers able todedicate their time, and assist children in need.

DANIEL is just one of the 16 children fromacross the western suburbs in need of apermanent home.

The 10 year old has spent most of his lifein foster care as his parents were unable toprovide a safe home for him.

Anglicare permanent care social workerEmily Munro said Daniel was a friendlyboy who lovedmusic and the outdoors.

He can be shy and he lacks confidencebut [we] believe that with the right family,Daniel has the capacity to shine.

In the past 12 months, Daniel has madesignificant progress in his schooling as helearns to trust those around him.

Ms Munro said Daniel needed a family toprovide himwith a sense of belonging.

This years wait for positions has been com-plicated by new federal regulations. From Janu-ary 1, kindergartens must provide 15 hours perweek for four-year-old programs up from10.75 hours a week. While federal and stategovernments have provided funding for infra-structure, the ability of kindergartens to copewith extended hours is yet to be tested.

Caroline Springs mother Carly Marriner lastweek received a first round offer for her son

Ashton at Kororoit Creek kindergarten. She hadwanted to enrol him at Parkwood Green kinder-garten, where his two siblings had attended, butlack of space meant the kindy was unable tooperate 15 hours per week for both three andfour year-old sessions. Ms Marriner said manyparents were yet to receive placement details.

There are a lot of kindergartens in the area, but the issue is a lot of parents may not get theirpreference because of the increase of children inthe area. Its difficult because a lot of the kinder-gartens arent flexible and dont take intoaccount working hours, so a lot of working par-ents really need their first preference.

Brimbank Councils acting general managerof community well-being, Neil Whiteside , said1752 kindy applications had been received with1924 spots available. He said 172 children didnot get an offer in the first round but shouldreceive a secondary offer within twoweeks.

Kindergarten Parents Victoria chief executiveEmma King said most children would get aspot but parents could not bank on getting theirfirst choice.

Year 9 students fromCatholic Regional College in St Albans were able to experience what its like to havea disability as part of Scope Victorias SeeMe September initiative. The program encourages people tosee the person rather than the disability. Teacher Gary OConnor said students like Lan (pictured) took upphysically restrictive activities as part of last weeks program. We had students tie their hands up and tryto complete tasks, he said. We also explored the concept of cerebral palsy and how difficult it can befor people with the condition to communicate verbally. We got students to stick a lollipop in either side oftheir mouth and try to speak to their partner. Disability educators visited the school to share their storiesof how they live with a disability every day. Details: Scope SeeMe September, scopevic.org.au

    Message from the Mayor

Recently, Council adopted the Toolern Town Centre Urban Design Framework, a major planning document that will guide the growth of the new principal town centre south-east of Melton township. With an expected population of 60,000 over the next 30 years, the Urban Design Framework will enable us to capitalise on the opportunities presented by our fast growth. The Toolern Town Centre will provide a mix of white collar and manufacturing jobs, retail, health and education services, a future train station and a bus interchange, active transport links, as well as attractive and affordable housing. In other business, based on a notice of motion from myself, Council adopted an in principle position that it will ensure in perpetuity that the Melton State Emergency Service Unit has their current facility available to it within the Shire of Melton so it can continue its operations within the Shire. As a result of another notice of motion from me that was adopted, Council committed to assuring the Melton Vietnam Veterans Association that should their current premises be required for alternative Council purposes that Council will ensure that suitable alternative premises are made available to the Association within Melton. Both community groups do such excellent work in our Shire and I am proud to be able to support them in this way.I encourage everyone to participate in activities to celebrate White Balloon Day on 7 September to help protect our children.

Nothing gives me more pleasure than working with the local community. I love speaking with residents, learning what makes them tick and understanding their needs from both a Council and broader perspective. This is one of the things I have enjoyed most as a Councillor and I am proud of all the things that have been achieved in the past four years.

Something else that gives me great pleasure is seeing the community come together to celebrate all the things that are great about living and working in the Shire of Melton. Councils 2012-13 event season will be kicking off very shortly and, as always, we have worked hard to ensure that our events capitalise on the Shires strengths and showcase our considerable assets to residents and beyond.

Once again, the Djerriwarrh Festival will be held in November at the Melton Recreation Reserve and will feature a vast array of activities and entertainment to suit all ages. 2013 will bring many exciting and innovative changes to Councils event calendar, so be sure to keep an eye on our website to be the fi rst in the know. Visit our website at www.melton.vic.gov.au

I always welcome comments or feedback from residents who wish to contact me regarding any Council related matters. I can be contacted via email at [email protected] or on 0412 584 058.

Neale Rd Construction Delayed Due to Wet Weather Work has been suspended on the construction of Neale Road, Rockbank between Sinclairs Road and Clarke Road, due to wet weather which has resulted in unsatisfactory ground conditions. The road will remain open to traffi c until works recommence, which is anticipated to be in October. Further works will take six weeks to complete.

The Neale Road and Sinclairs Road intersection is being completed. A crushed rock road surface is in place along the full length of Neale Road between Sinclairs Road and Clarke Road and also at the intersection of Neale Road and Clarke Road.

Until the recommencement of the works, Councils contractor will be responsible for the maintenance of the work site and will carry out appropriate grading of the crushed rock surface and maintenance of the temporary traffi c signs. The contractors contact details will be displayed at the site during the suspension of the works.

The construction of Neale Road will provide a sealed road connection, with one lane in each direction, into the western edge of Caroline Springs via Rockbank Middle Road.

CYBER bullying is a whole-of-communityresponsibility, winners of the Gellibrand studentrepresentative council debate successfully arguedon Thursday.

The topic for debate was: It is the responsibil-ity of parents to prevent bullying, including cyberbullying. After a closely fought battle, studentsfor the negative side successfully argued thateveryone had a role to play, including the media.

Speakers for the affirmative side wereBraybrook Colleges Nhi Tran and EltayebEltayeb, Maribyrnong Secondary CollegesMichael Savarin and Williamstown HighSchools Hannah Ross.

Arguing that cyber bullying should be dealtwith holistically were Anna Nguyen of GilmoreCollege for Girls, Footscray Secondary CollegesRosie DArgent, Bayside Colleges Irena Vecrisand Emmanuel CollegesMichael Ricci.

Anna Nguyen told the Weekly that bullyingneeded to be dealt with differently becausecurrent measures werent working.

I really do believe the community should take

part in the stopping of cyber bullying and actualbullying at schools, she said.

It is a big problem at our schools. The schoolsare trying to do something, but they keep repeat-ing every year. It doesnt domuch.

Cyber bullying, I think, is a really big issueright now because the age keeps getting youngerand younger every year.

I hope the governments going to do some-thing about it and its going to get [bullying]reduced some day.

Federal Attorney-General and Gellibrand MPNicola Roxon, who was on the judging panel, said the government was trying to ensure lawskept up with changing patterns of behaviour.

But, ultimately, it is a whole-society prob-lem, she said. I am convinced by the argumentthat parents, governments, society, media, everyone, needs to be involved in findingsolutions to this.

The winning team will tour Parliament Housenext month, meeting federal ministers andattending question time.

Goya Dmytryshchak was on the four-member judging panel, which alsocomprised two representatives of theDebating Association of Victoria.

hen six men wearing turbans and the trademark beards of their Sikh faith ap-peared on Australias Got Talent audi-

tions its hard to say who was more surprised those on stage or the audience. But within moments it became abundantly clear the Bhangra

dance group from Singh Sabha Sports Club not only had talent, but an almost magnetic power to pull even the most staid from their seats.

There were 2000 people in the theatre and at the end of the performance there was not one person sitting down, Gurdip

Ahluwalia, a senior member of the Sikh community based around the Gurudwara Sri Guru Singh Sabha temple in Craigieburn, recalls proudly.

They raised the roof off. It was magni cent. It is this sort of stuff that will win people over.

Its dif cult to imagine even as little as a decade ago that a tradi-tional dance to celebrate the Punjabi harvest would make the cut for a mainstream Australian television talent contest, much less go viral on YouTube.

But such has been the cross-cultural impact of the Indian diaspora and the globalisation of its lm industry that white brides are now having henna parties and footy clubs are staging Bollywood dance nights.

In part this is due to the sharp increase in numbers of Indians call-ing Australia home, with 47 per cent of the 295,000 Indian-born people living here arriving in the four years before census night last year

Many of these newer arrivals are making their homes in Mel-bourne, with 106,598 people or 2.7 per cent of the citys population now of Indian origin more than double the number recorded in the 2006 census.

New growth areas like Wyndham are particularly attractive destinations, with a fourfold increase since the last census in the numbers of residents born in India or with parents born in India.

    INSIDESTORY

With the community comes their cultural and spiritual identity re- ected in the temples in Rockbank and Sunshine, the shops and busi-nesses like Melbourne Henna run by Supreet Tuteja.

The Taylors Hill henna artist and businesswoman observes there has been an explosion of interest in all things Indian.

The cultural expressions have been growing, specially this side of town, the western side. It is crazy, right from the beauty parlours to shops selling Indian products and henna art.

We now do a lot of non-Indian parties and festivals and I have also had white brides who want henna on their hands for something a bit different and special.

Its a far cry from 1990 when the Tiwari family set up shop in West Footscray and theirs was one of only three Indian grocery shops in the whole of Victoria. Now their Bharat Traders grocery store and Bollywood Fashion N Beauty are among dozens of Indian-owned businesses in Barkly Street.

When we came we couldnt even nd the Indian rice, Sheela Ti-wari recalls. We had to use the thick Australian rice. That is why we started this business and at rst it was very, very small.

And so was the number of Indian residents.Back then if you saw another Indian on the street you would stop

and talk to them because you would hardly ever see one, her daugh-ter Pratibha adds. Now, its just everyday.

With the support of so many of their countrymen and women it has become easier for Indian Australians to express and share their culture as Sharon Johal, one of the contestants on the recent SBS rat-ings hit Bollywood Star, observes.

It was toward the my later teens, early 20s, when I actually em-braced the fact that I was Indian, reveals the lawyer, who has family in Point Cook.

Before that I used to always try to make myself look white. I grew up in a really small country town where there were no other Indians. The closest thing to us were Aboriginals. Mum was often confused as an Aboriginal person.

In spite of a typically Aussie name, Sharon recalls feeling her cultural background set her apart.

It was more ignorance than racism. People just didnt understand why I wasnt allowed to go to parties, why I had to be fully covered a lot of the time, or even what we ate.

If one of my school friends came to my house it would be like: Your house smells of curry as if it were not a good thing. Where-as these days people are begging for an invite. Theyll say, Ask us over, so your mum can cook us some food.

Indian food has been its peoples greatest ambassador as Jessi Singh, chef and co-owner of Kynetons hugely popular Dhaba Mill, agrees.

Food brings people together, he says. Huge numbers of Austral-ian have travelled to India and become very familiar with the food and the culture.

Indeed, since the 70s a trip to India has been almost an obligatory rite of passage for young Australians.

But it is really only in the past few years we have started to see the in uence of Indian migration on the high street here.

Indian is the new Chinese, Singh says. Just like in the 70s Chi-nese popped up everywhere, even in places like Coober Pedy. Now it is Indian migrants making a mark.

On of the key factors in successful settlement has been that most Indian migrants spoke English uently upon arrival.

Indians are smart, the restaurateur says. We dont have a lan-guage barrier and we can go and work pretty much anywhere in Australia.

Australia holds obvious attraction, particularly for Indias burgeon-ing middle class, who want to provide the best opportunities for their children,

My nephew just graduated in mechanical en-gineering, Singh says. To get into uni he has to pass a test where he sat down with 14 million candidates for just 111 places. He had to beat millions of people just to get in.

Small wonder Indian students are worth almost $3 billion to the Australian education sector. But its not just students who contribute to our economy.

Department of Foreign Affairs and Trade gures show $6.88 billion went from Australia to India in 2010-2011 in in-vestment and merchandise trade while $20.4 billion came from India to Aus-tralia.

Its a very valuable concord. If the relationship between our two

countries could be scripted it would be as uorescent and compellingly kinetic as any Bollywood movie.

To borrow an Indian term, these are the desi days of our lives and happy endings, just the thing.

Closing health care gap for AboriginesTHE Western Region Health Centre has drawnup a plan to improve health care for Aboriginaland Torres Strait Islander people living inMelbournes west.

The WRHCs Reconciliation Action Plan2012-15 has been designed to close a health gap

and keep Aboriginal and Torres Strait Islanderpeoples well-being from lagging further behindthe wider community.

WRHC general manager (participation) JasonRostant said the key intention was to make theservice more accessible.

Weve been drawing up guiding principlesand its been a challenging process, he said.Weve seen a substantial increase in Aboriginaland Torres Strait Islanders accessing services.

Wes Anderson, the king of kook respons-ible for quirky classics The Royal Tenen-baums and Fantastic Mr Fox, returnswith the sepia-hued Moonrise Kingdom.

Its a seemingly simple tale of two 12-year-oldboy-meets-girl runaways, but nothing is quite sostraightforward.

This years Cannes opener is a gloriously wildromp set on the fantastically realised island ofNew Penzance in 1965, where normality isextreme and theres a storm acoming, too.

Beautiful young actress Kara Hayward playsSuzy Bishop, a troubled kid daubed in shockingturquoise eyeliner with a devastating pout tomatch.

Smothered at home by her trio of brothers andsimultaneously overbearing and oddly absentparents (played in understated comic fashion byBill Murray and FrancesMcDormand), Suzyplans her escape with kindred spirit Sam.

Sam (Jared Gilman) is an orphan and refugeefrom a somewhat twisted Scout camp runby the smoking do-gooder ScoutMasterWard(EdwardNorton in fine form). When they flee,

full of youthful ambition, hopeful dreams andunusually adult cynicism, they spark a huge man-hunt of odd characters including the harsh SocialServices a character played with swishing-capeaction by a gleefully evil Tilda Swinton and theviolent Scouts who so tormented Sam.

BruceWillis does his best work in quite sometime as the islands cop, Captain Sharp, and hisstory deftly mirrors that of young Sam, whom hesoon takes under his wing.

The fantastic cast works wonders with whatare sometimes small roles, but its the young leadswho truly captivate and show immense promise.

The lyrics of British pop singer RobbieWilliams hit song Let Me Entertain You arewhat this house would sing if its walls couldbelt out a tune.

Unfortunately they cant, but the owner of thehouse, Carol, can. This house has everything, she says. Weve had lots of parties here. Theversatile living areas provide plenty of space toentertain.

The red-clinker-brick house, with its ornatecornices, decorative ceilings and picture rails, embraces the art deco period.

Lounge, family and dining rooms, and a meals

area, provide ample space for friends and familyto gather in relaxed comfort. Double doorsconnect the lounge room (with Jetmaster fire-place) to the dining room, while a light-filledfamily room at the back has a split-system.

The meals area adjoins the kitchen, which hastimber cupboards and an Ilve 900mm cooker.

Polished floorboards are spread through mostof the house, including the three bedrooms. Themain one is spacious and has a split-system.

The nearby period-style bathroom has apedestal basin, bath, and a toilet with woodenseat and lid. A laundry at the back can double as

a second bathroom. Parties can be accommo-dated outside, where theres a paved courtyard,or in the north-facing, enclosed entertainmentarea thats accessible from the front yard.

A smaller undercover area is nearby.A workshop with toilet, a shed, and a double

garage with remote-controlled door and backaccess are further additions.

On a tree-lined street with other well-maintained houses of a similar era, this propertywith established gardens fits right in.

Sunshine Plaza, a railway station and primaryschool are nearby, as are several reserves.
