BACKGROUND INFORMATION:

This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement so that actual need combined with the amount budgeted will determine the amount spent under this agreement. This master agreement will provide the County with locksmith services, locks, and keys. This service is necessary to support the security of County facilities. This agreement will ensure products and services are available as needed to support the County's 33 buildings which are owned or leased by the County. The incumbent did not wish to exercise the renewal option due to changing market conditions. Prior Action On May 19, 2020, through Court Order 2020-0503, the Commissioners Court authorized a one-year master agreement with Hans Johnsen Company with three one-year renewal options. On March 21, 2017, through Court Order 2017-0430, the Commissioners Court authorized a final extension with Hans Johnsen Company. On April 19, 2016, through Court Order 2016-0522, the Commissioners Court authorized the first renewal with Hans Johnsen Company. On June 2, 2015, through Court Order 2015-0752, the Commissioners Court authorized the award of the master agreement with Hans Johnson Company. Procurement Information As part of the solicitation process and in an effort to increase competition, the Purchasing Department used its procurement system to send out 981 email bid notifications to vendors registered under

respective commodities. To further increase competition, the Purchasing Department uses historical solicitation information, the internet, and vendor contact information obtained from user departments to contact additional vendors. Additionally, in an effort to secure more responses, the Purchasing Department sent notifications to small business enterprise groups and chambers of commerce to ensure maximum vendor outreach. The Purchasing Department received the following bids for IFB 2021-031-6898. ADMINISTRATIVE PLAN COMPLIANCE: This agreement supports Vision 1 of the Administrative plan, Dallas County is operationally a model governmental entity. RECOMMENDATION:
