Load base per axle. Items 715-734 put in code for axle and calculations. 717 is a “2F1” item [2F1 refers to Ohio Legal Loads Truck category and include Ohio Legal Loads 3F1, 4F1, and 5C1 with the number referring to count of axles].

Calculations are done manually. Truck configurations developed by ODOT that are used exclusively for load rating. The federal government imposes live load limitations based on a formula they call the “Federal Bridge Gross Weight Formula”. These Ohio Legal Loads are intended to cover the limits of this formula.

The Bridge Formula Weights Calculator provides a convenient way to determine the maximum allowable weight that any set of axles on a motor vehicle may carry on the Interstate highway system.

Congress enacted the Bridge Formula in 1975 to limit the weight-to-length ratio of a vehicle crossing a bridge. This is accomplished either by spreading weight over additional axles or by increasing the distance between axles. Compliance with the Bridge Formula weight limits is determined by using the following formula:

This Bridge Formula states the maximum allowable weight equals the length between axles multiplied by the number of axles divided by the number of axles minus 1 plus the number of axles multiplied by 12 plus 36; then multiply this product by 500.

•W = the overall gross weight on any group of two or more consecutive axles to the nearest 500 pounds.

•L = the distance in feet between the outer axles of any group of two or more consecutive axles.

•N = the number of axles in the group under consideration.

Federal law states that two or more consecutive axles may not exceed the weight computed by the Bridge Formula even though single axles, tandem axles, and gross vehicle weights are within legal limits. As a result, the axle group that includes the entire truck—sometimes called the "outer bridge" group—must comply with the Bridge Formula. Interior combinations of axles, such as the "tractor bridge" (axles 1, 2, and 3) and "trailer bridge" (axles 2, 3, 4, and 5) must also comply with weights computed by the Bridge Formula (see figure). GlossaryThe glossary is a reference for terms used within the requirements and the business that might require clarification or expanded information for the reviewer.

Term DefinitionAmerican Association of State Highway and Transportation Officials (AASHTO)

AASHTO is a nonprofit, nonpartisan association representing highway and transportation departments in the 50 states, the District of Columbia, and Puerto Rico. It represents all five transportation modes: air, highways, public transportation, rail, and water. Its primary goal is to foster the development, operation, and maintenance of an integrated national transportation system.

Americans with Disabilities Act (ADA)

Federal legislation enacted in 1990 that guarantees civil rights protection to persons with disabilities in employment, public accommodation, communication, access to state and local government programs and facilities, and transit.

Annual Daily Traffic (ADT)

Annual Daily traffic data (cars and trucks) collected by the traffic monitoring section.

ArchitectureThe strategic design that captures the most important, pervasive design decisions and their rationales. An architecture must fulfill (and is therefore validated against) the architecturally significant operational and quality requirements. The architecture drives and constrains the tactical (i.e., detailed) design. See also system architecture and software architecture.

Authentication Validation of a user, computer or some digital object to ensure it is what it claims to beAuthorization The function of specifying access rights to a resourcesAutomatic Traffic Recorder (ATR)

Recorders that are used to collect the traffic data.

Average Daily Traffic (ADT)

Base Transportation Referencing System (BTRS)

A file/database table containing road attributes, latitude/longitude information at 1/100th of a mile for State (IR, US, SR) and local (CR, TR) system routes. This file is considered the authoritative description of all roadways within ODOT jurisdiction or within its domain of interest.

Base Transportation Referencing System Conversion

The process of perpetuating road inventory data from one year to the next and creating a new BTRS file representing the current road network.

Bicycle Path A separate path or trail for the exclusive use of bicyclists and pedestrians which is not open to motorized vehicles. Where that path forms a part of a highway, it must be separated by open space or a barrier.

Bicycle Route Any road, street, path, or way that is specifically designated in some manner as being open to bicycle travel, either exclusively or shared with other vehicles and pedestrians.

Bikeway Any road, street, path, or way from which bicycle travel is not prohibited.

Basic Roadway Inventory This is the collection of field sheets that depict a route from beginning to end. A basic inventory is the base upon which all other ODOT road inventories are built.

Bridge A structure, including supports, erected over an earth depression, water, highway, or railroad that provides a track or passageway for traffic or pedestrians.

Bridge Management Elements (BMEs)

Bridge Management Elements include components of bridges such as joints, wearing surfaces, and protective coating systems that are typically managed by agencies utilizing Bridge Management Systems.

The business model typically consists of a business-level use case model and associated object model.

Central Database Values Data set of an actual bridge.Conflation The process of updating roadway segmentation for a new perp year.Configurability The degree to which an application can be configured into multiple variants, such as via internationalization.

Change ControlFormal modification to a baselined project document. Changes could occur to (but not limited to) the approved schedule, budget, or scope statement.

Database Data repository for storage and retrieval of data.

Defect

Any deviation between the customer's expectation, the specification, and/or implementation that can hamper the functioning or execution of the software application or service. Examples include (but are not limited to):

•Not implementing required functionality•Error in existing functionality•Deviation from approved requirements (as defined in the SRS)

DESTAPE One of the RI official files that contains point-based information on the state roadway network. Examples: start/end of a route, bridge location, overpass/underpass, intersections, begin/end overlaps, gaps, boundary information etc.

DIGIT A database schema used by IT and Technical Services to host mostly geometry data such as LRS and boundary information data.

DistrictThe counties within Ohio are divided into 12 sections called Districts. Districts are responsible for managing and maintaining the ODOT assets within their respective counties.

Divided HighwayA roadway where the opposing directions are separated by a median that restricts movement between the two directional roadbeds.

Encryption A security technique that uses a key to scramble data so that it is not readable until decrypted with an associated key. Enterprise An endeavor consisting of all programs within a business.

Environmental Protection Agency (EPA)

A Federal agency within the executive branch of the U.S. Government with the responsibility to develop and enforce national ambient air quality emission standards established by the Clean Air Act and Clean Air Act Amendment of 1990 and support anti-pollution activities by state and local governments.

ExpresswayA divided arterial highway for through traffic with full or partial access control where more than 50 percent of all crossroads are grade separated.

Federal Highway Administration (FHWA)

An agency within the U.S. Department of Transportation that supports State and local governments in the design, construction and maintenance of Roadway.

Field SheetA document prepared by Field Representatives to show information about a roadway section. Each completed field sheet can represent one mile of road.

Firewall A security mechanism consisting of a computer that limits access by a public network (such as the Internet) to a private system or network.

Fiscal Year (FY) Ohio An annual financial reporting period, defined as July 1 to June 30 for the State of Ohio.Forecasting The process of applying scientific and technical analysis to current assumptions regarding economic indicators and human

behavior to estimate future conditions and patterns, including population, demographic characteristics, and travel demand.Form Blank paper document as template that captures a set of specific data that may also be replicated in matched data fields on a

A generic term used for software that extends the utilization of databases to allow analyses based on the geographical location associated with database records. GIS also extends the reporting capabilities of databases to include map displays of both the data and query results.

A database schema that hosts all published road inventory files and tables.

Used for assessing highway system performance under the Federal Highway Administration’s (FHWA) strategic planning process and for apportioning Federal Aid funds.

Linear Referencing SystemA reference system in which the locations of features are identified by a relative measure along a linear element, for example a milestone along a road. Each feature is located by either a point (known as a "milepoint") or a line ("segment").

Local AgencyAgency within the state of Ohio that is responsible for roadway, bridge, and other assets that fall within its jurisdiction. These agencies include counties, townships, villages, and cities.

Location-Based Response System

A County/State partnership that gathers accurate locational information on all roads and addresses in a county.  The information is used to save lives and save taxpayer dollars by reducing redundant data collection activities.

Location-Based SystemA system whose definition relies on its location relative to a point of reference that is generally static. In the case of the ODOT Roadway Inventory, roads are located in relation to some point on the face of the earth.

Log PointStandard unit of measure in ODOT’s Roadway information system. It represents an accumulation of mileage on the road from either state line or county border or other fixed begin point.

Metropolitan Planning Organization (MPO)

An organization required by U.S.C. 134 and 49 CFR Chapter 53, formed by local elected officials and designated by the Governor that, in cooperation with the state, is responsible for transportation planning in urbanized areas.

Milestone A scheduled point in time during a development when some set of significant objectives is to be achieved.Municipal File The file that contains information on road attributes of all city (municipal) roads.National Bridge Elements (NBE)

The National Bridge Elements represent the primary structural components of bridges necessary to determine the overall condition and safety of the primary load carrying members.

National Bridge Inventory (NBI)

The National Bridge Inventory (NBI) is a database, compiled by the Federal Highway Administration, with information on all bridges and tunnels in the United States that have roads passing above or below.

National Highway System (NHS)

A 163,000 mile system of rural and urban roads throughout the United States designated by Federal legislation that serves major population centers, international border crossings, intermodal facilities, major travel destinations and terminals. It consists of the Interstate System, other urban and rural principal arterials, highways that provide access from the NHS to major intermodal transportation facilities, the Defense Strategic Highway Network (STRAHNET), and strategic highway connectors.

Network Linear Feature Identifier (NLFID)

The Network Linear Feature Identifier value uniquely identifies a route within a county. It is based on a composition of several fields, and is defined as follows:

Jurisdiction: character 1 – A single letter code indicating the primary legal authority by which records are grouped. Examples include: S-state, C-county, and T-township.County: characters 2..4 – Standard ODOT three letter abbreviation of Ohio’s county names. Examples include: ADA-Adams and FRA-Franklin.Route System: characters 5..6 – Two letter code indicating the basic transportation network group. Examples include: IR-interstate, US-US Route, SR = State Route. This field is also often known as the “transportation route code.”Route Number: characters 7..11 – The number assigned to a particular route. Note that in the case where the route is less than 5 characters, the left side is zero-filled. Examples include: 00670, 00002, and 00071.

Route Number Extension: character 12 – A single letter used with the route number in local and municipal systems to guarantee uniqueness. It guarantees that there are no repeated NLF IDs due to duplicate route numbers.Route Description: character 13 – A single letter code that defines a specific characteristic of a transportation route. Examples include A-Alternate, P-Proposed, B-Bypass. Note that * is the default.Cardinal Direction: character 14 – A single letter code indicating that the route is part of a dual string combo created to indicate the direction of the route. Examples include: C-Cardinal, N-Non-cardinal.

One of three types of a paved surface or covering of a street or road, defined as follows:•Asphalt Concrete -Consists of a surface layer, an intermediate course and a base, differentiated by the size of the aggregate used to make the concrete. •Composite -Consists of an asphalt surface, an asphalt intermediate course and sometimes an asphalt base on a Portland cement concrete base which sets on an aggregate base. •Rigid -Consists of a Portland cement concrete surface over an aggregate base.

Pavement Condition Rating

Condition of pavements on road collected and processed by pavement engineering group. It is an attribute within road inventory file.

Perpetuation YearThe calendar year in which a RI event occurs (like new constructions, abandoning of roads, annexations, increase in speed limit etc.) on a roadway and is recorded in ODOT’s RI database. Aka ‘Perp Year’

Project Identification Number

The number assigned to the project in the Ellis Application.

Project Manager (PM) Responsible for ensuring the project team completes the project. Responsibilities include: communication, risk management, escalation of issues that cannot be resolved in the team and managing the triple constraint for projects, which are cost, time and quality (scope).

Project Sponsor Authorizes the project and is involved in the project from initiation to project end.Project Stakeholder Entities within or outside an organization which sponsor a project, or have an interest or a gain upon a successful completion the

project.Quality Assurance (QA) Process for testing the software/hardware of information technology systems to assure that the systems function as required. Regional Planning Commission (RPC)

A local agency mandated under state and federal laws to conduct studies and develop plans for transportation, housing, zoning, economic development, and other issues in metropolitan areas or regions that will guide unified development and eliminate duplicate and overlapping planning efforts.

The original intent was to use the system as a reference for PMS data, but the general-purpose nature of the system indicates that the use could be expanded to include all NDOT divisions. The off-system roads are not part of this system.

Roadway That portion of a highway improved, designed, or ordinarily used for vehicular travel, except the berm or shoulder.Roughness Identifies the quality of a surface topography. It is an attribute within road inventory file.Scalability The degree to which the system can scale, such as, can handle more simultaneous users or clients, can store more information in

its databases.Scenic Byway A road, transit line, pedestrian walkway, bike path or other corridor designated by ODOT as a State Scenic Byway under the

Ohio Byway Program, which was developed in response to the U.S. Department of Transportation’s National Scenic Byway Program.

Scope A constraint definition intended for sizing an IT project for scheduling, costing, and resourcing support.Scope Creep The condition that occurs when stakeholders attempt to tack on additional requirements and functionality to a system that has a

defined scope, which results in the increase of scope, with negative impact to schedule, cost, and resources.Screen System display of user interface within the application.Security The degree to which an application protects itself from unauthorized access or modification. Security involves enforcing access

control, ensuring communication integrity, encryption and decryption, identification, and authentication.Software Delivery Lifecycle (SDLC)

Segment This is one instance of a Roadway Network feature class. It is one physical geometric element that is a component of a Road.Segment Section of a roadway determined by a beginning log point and ending log point.Segment ID This is a unique ID that identifies a segment.

SegmentationThe process of logically dividing a roadway into smaller pieces. Segmentation can vary based on the needs of different ODOT business functions such as Pavement Engineering or Traffic Planning.

Spatial DataData or information that identifies the geographic location of features and boundaries on Earth, such as natural or constructed features like roads, and more. Spatial data is usually stored as coordinates and topology, and is data that can be mapped.
