Hello everybody. Well, the warm
weather finally got here, and now it’s too hot. Go
figure! Just come to Wisconsin and watch it go
from winter to summer overnight! If you guys
haven’t been to the Fish-Ins, there are just a few
that can catch the fish out there. Just remember, it
only takes one to remember for life! The Fish-Ins
are the place to find out some of those tips that
might land that one we have all been looking for. This is also the place to be
for great food and a few brews. So make it a point to come to the next Fish-
In and tell that story about the one that got away. I also want to say thank you
to Kurt Pokrandt and everybody that works so hard to make that food and
chill those beers.
The Brew City contest is right around the corner, and we are still looking
for help on the dock and set up. So please give me a call and volunteer your
help. (342-2019). Not only do we need help at the site, we also have room for
more boats to join the contest. Like I said in the Fish-In story, it only takes one
to win! So come on down and join the fun. There will lots of raffles with
some great prizes.

?? GLFC FUNDING ??GLFC Funding from the United States: There is good
news on the funding front for fiscal 2010: The U.S. House
has proposed $22.8 million for the Great Lakes Fishery
Commission. The Senate has proposed $23.2 million (with
$1.5 of that for Lake Champlain). The commission received
$17.8 million in fiscal 2009 (plus $1.2 million for Lake
Champlain). The proposed increase will be used to ramp up
sea lamprey control in problem areas and to conduct an “all-
stream” treatment in a large Great Lake (whereby all sea
lamprey-producing streams in the lake are treated in two
consecutive years). (Recall that the all-stream treatment ap-
proach is being tested in Lake Erie; currently, the results are
promising.)
The House- and Senate-proposed appropriation levels
need to pass the Senate and need to be reconciled between
the two chambers, but the proposed funding levels are very
encouraging and bode well for the future of the Great Lakes
fishery. Congressmen Jesse Jackson Jr and Mark Kirk (both
of IL), and Senators Richard Durbin (IL), George Voinovich
(OH), and Arlen Specter (PA) sit on the subcommittees that
fund the commission. Congressman David Obey (WI)
chairs the full committee in the House and Senator Patrick
Leahy (VT) chairs the Senate subcommittee. These mem-
bers have been strong advocates for the Great Lakes and the
commission and have included the proposed funding in the
appropriation bills. Attached are the appropriation letters
from the Great Lakes Task Force, which organized the sup-
port. The task force is chaired by Representatives Ehlers
(MI), Slaughter (NY), Dingell (MI), and Kirk (IL) and Sen-
ators Levin (MI) and Voinovich (OH). Their leadership has
made a huge difference for the Great Lakes! Several Great
Lakes members signed the Great Lakes Task Force’s letters
including: Senators Levin and Stabenow (MI) and Brown
and Voinovich (OH), and Representatives Slaughter (NY),
Ehlers (MI), Dingell (MI), Kirk (IL), Conyers (MI),
Dahlkemper (PA), Lee (NY), Davis (IL), Gutierrez (IL),
Levin (MI), Upton (MI), Kagen (WI), Kucinich (OH), Hig-
gins (NY), Petri (WI), Moore (WI), Schakowsky (IL),
Rogers (MI), Peters (MI), Miller (MI), Stupak (MI), and
McHugh (NY—Mr. McHugh sent a separate letter). Mem-
bers of the appropriations committee do not normally sign
appropriation letters, so it is also important to note that Rep-
resentatives Kaptur (OH), Visclosky (IN), Kilpatrick (MI),
Ryan (OH), and LaTourette, and Senator Kohl (WI) have
also done much to advance Great Lakes policy and the work
of the commission. Other members (who did not sign the
group letters) might have weighed in directly with the sub-
committee, so support has likely come from other places.

Great Lakes Restoration Initiative: In his fiscal 2010
budget, President Obama created the “Great Lakes Restora-
tion Initiative” (GLRI), which proposed $475 million to fund
high-priority restoration projects for the Great Lakes. This
proposal was in follow-up to the recommendations put for-
ward through the Great Lakes Regional Collaboration. The
goal for the $475 million is to fund projects above normal
base budgets; that is, the funds are not designed to be a sub-
stitute for normal agency or programmatic appropriations.
The Environmental Protection Agency (EPA) will administer
the funds, though the funds are for all federal agencies in-
volved in Great Lakes restoration. Information about the
GLRI is online at http://www.epa.gov/greatlakes/glri/. The
proposed funding plan (which was developed after extensive
consultation with federal agencies) is on the EPA’s website
at:

undingPlan050509.pdf. Page 5 of the funding plan contains
a list of federal agencies and the portion of the $475 million
they are to receive, should Congress provide the funds. The
proposal for “DOS-GLFC” relates to the Great Lakes Fish-
ery Commission. The commission is to receive about $7
million under the GLRI to move the pheromone program
through the testing phase and to undertake a telemetry initia-
tive for native species restoration.
The House provided the entire $475 million in its “Inte-
rior” appropriations bill. The Senate included $400 million.
The two amounts need to be reconciled. The GLFC and
many others in the region have been strong supporters of the
GLRI and wrote to Congress several weeks ago (attached
letter) in support of the president’s proposal. GLFC staff
have also participated in many GLRI-related planning activ-
ities and phone calls. The EPA, in cooperation with the
Great Lakes Commission, is holding a series of public meet-
ings to discuss the GLRI. Pasted into this message, below,
is the email from the EPA, sent July 10th, announcing the
public meetings. Interested advisors are encouraged to at-
tend a meeting.

The second Fish-In is in the books, and it was another tough day of fishing. Everybody marked lots of bait and fish, but
could not get the fish to hit. The most any boat caught was 10, and 4 boats were skunked. If you have missed both Fish-Ins
and only fish the next two, you will have a very good chance of finishing in the top ten and a realistic chance of being in the
top five. Only three out of four results count, and since the first two days were terrible there is a good chance to do real good
with just two results.
I would like to thank Roger Stack of R&R the Fish’N Hole for sponsoring the Fish-Ins again. We will be awarding gift
certificates to R&R for the top ten boats and biggest fish for all five species at the end of the season. Roger has everything
you need to catch fish on Lake Michigan and the experience to help you find exactly what you need.
I would also like to again thank everyone who helped out, especially Ken and Dawn Nowak. They did an excellent job
setting up and cooking the brats. Couldn’t do it without you! Also thanks to Karl’s Country Market for the excellent food
and drink. After a brutal day of fishing, the great food is something to look forward to. Finally, thanks to the ladies of the
club for all the excellent deserts. All of this for $5 - you cannot beat this.
The next two Fish-Ins are July 26 and August 30. This is a great way to get ready to fish Brew City and become more
successful catching Salmon and Trout. I will be weighing in boat catches for Brew City rules after the Fish-In weigh in. In
Brew City you weigh-in 15 fish for 10 points a fish and 1 point a pound. The gas money bet will be based on this total for
the July 26 Fish-In. Seven of the boats that fished the first two Fish-Ins have finished in the top 5 of Brew City, and this is
a great way to learn new techniques.
There is one Fish-In rule change going forward: You must launch your boat out of the Port of Milwaukee or Bender Park.
