    NOTE 1- BASIS OF ACCOUNTING

    The Schedule of Financial Assistance is prepared on the same basis of accounting as the city's financial statements. The

    city uses the modified accrual basis of accounting for governmental funds and the full accrual for proprietary fund types.

    The amounts shown as current year expenditures represent only the federal grant portion of the program costs. Entire

    program costs, including the city's portion, are more than shown.

    The city has a revolving loan program for low income housing. Under this federal grant, repayments to the ci ty are

    considered program revenue (Income), and loans of such funds to eligible recipients are considered expenditures.

    The amount listed for each loan includes the proceeds received during the year. Loans are also reported on the city's

    Schedule of Long-Term Liabilities.

    (a) Included in the total amount expended for this program is $1,041,018.56 that was passed through to a subrecipient that

    administered its own project.

    (b) Included in the total amount expended for this program is $425,541.58 that was passed through to subrecipients that

    administered their own projects.

    (c) Included in the total amount expended for this program is $49,393.16 that was passed through to a subrecipient that

    administered its own project.

    (d) Included in the total amount expended for this program is $156,421.35 that was passed through to a subrecipient that

    administered its own project.

    (e) Included in the total amount expended for this program is $296,548.88 that was passed through to a subrecipient that

    administered its own project.

    Expenditures for this program were funded by ARRA.
