Breakout session agenda• Presentation▫ COP observations, conclusions▫ Emergency responder perspective▫ Emergency management perspective▫ Railway participation• Q&A / Discussion
3
Spring 2008
4
Fall 2008Observations Conclusions
• Email, fax and phone call distribution lists were the standard, and the problem• We were not going to get
all stakeholders to use a common application
• A common operating picture was needed
• We had to connect existing applications
• We had to provide a simple application for those without their own application
5
Spring 2009
6
• Regular spring conditions, with some localized flooding
• 2nd ambulance arrived 55 minutes after parents first call to 911
• Boy died that could have been saved• Inquiry findings included: “A lack of
data available …to indicate roads and areas where … there will be response time issues.”
• Inquiry recommendations included: “… mapping resources to reflect real time mapping and access changes that may occur.”
Spring 2017Observations Conclusions
• The shared situational awareness initiative appealed to hundreds of stakeholders, in hundreds of organizations; but not a critical mass
• The exchange had connected many; but not regional communities of users that would be responding to incidents
• The story line was much the same, “A lack of situational awareness …”
• We cannot expect to have situational awareness during major incidents when we don’t have it every call, every day
• Success will require an everyday solution, that improves every call / everyday metrics for many
• There is one (and it appears only one) situational awareness challenge that is negatively impacting the every day metrics of many – road obstructions

Integrated with:
TodayObservations Conclusions
• Mapping road obstructions for emergency responders is connecting regional communities with a common operating picture
• Public works will participate, providing the solution is more efficient and more effective than their current practices, and it addresses escalating public pressure to share better with the public
• The road to a common regional operating picture is to address the every call, every day, every event, and every incident challenges associated with road obstructions impacting response times
9
County of Renfrew Paramedic Service
• Ontario’s biggest county 18 lower and single tiers
• Response area includes neighbors
6 counties / regions Algonquin Park Quebec
• Receive road notices from all of the above by email and fax
For now to months in future
10
Public works moved from email and faxes, to map with impact indicator, detour route, …
11
System used through crisis
12
Public Service Announcement -County Of Renfrew Flood Information (05/01/17)
“… the County of Renfrew in coordination with Local Municipalities have launched a web based map tool that allows the public to view where road closures are and where flooding is problematic for travel… The mapping tool is called “Muncipal511”, and can be found online at www.municipal511.ca.
Next steps• Engaging all municipalities
Public works, CEMCs, fire, and police• Completing the picture
E.g. Acetech AVL integration, Interdev• Engaging the public with Waze
Distribute authoritative road information to citizens Capture and present crowd sourced information in
common operating picture
13
Dave Colvin, CEMC• 20 years at Western University
Accounting, computers, radios, interoperability, emergency management
• 10 years at City of London Emergency management, interoperability
• 5 months at City of Hamilton Emergency management
• 2 years at County of Perth Emergency management, interoperability
14
• County government with numerous roads• 6 municipalities with roads▫ 4 lower tier member
municipalities▫ 2 single tier separated
municipalities• Ontario highways through
county / municipalities• County CEMC is also the
CEMC for 4 lower tiers
15
Former road obstruction process• Public works, admin staff, fire, OPP, construction
crews, special events, etc. send email or fax to CEMC
Some are urgent, and others weeks to months later
• CEMC relays to mailing list of 150+ people List includes emergency services, elected and municipal officials,
county staff, dispatch, media, etc. Some still require fax
• Each agency relays to their personnel• Similar process with other situational information

August 2017

“It is a real challenge tracking road closures, especially during construction and winterstorms,” said Linda Rockwood, the county’s paramedic services chief, in a mediarelease. “The Municipal 511 system will be a great tool for paramedic services.”
Perth County, along with its lower tiers – North Perth, Perth East, Perth South and WestPerth – and partner municipality St. Marys, is set to begin a one-year trial of aninnovative new road-closure notification system. This interactive map-based approachwill provide the county’s first responders with a real-time display of closures and delayson area roads, helping reduce response times to collisions, fires and other life threateningincidents.
Media and public benefits
18
• From lists on each municipal website
• To complete maps and popular apps
Improved process• More road closers posting directly• Posting results in the following:
Email distribution with a map image Fax distribution with a map image Displayed in Responder511 with new item indicator,
traffic flow, routing options, weather, … Displayed on Municipal511 public map with other
municipalities information, and Ontario highway road information
Pushed to Waze/Google Maps (in coming days) Considering regional Twitter account from system
19
Common Operating Picture efforts
• Beyond road information Mapping permitted burning
(every week use case) Hazards, resources
• Exercising emergency management with system
20
Rail crossing delay notifications
21
Summary• There is far more interest in every call, everyday
challenges, than there is for future incident solutions• Roads departments will participate, if their every
day challenges are solved• The road to shared situational awareness every
call, everyday, every incident, and every planned event, includes mapping road obstructions for responders
