Press Photo idh Interest in Small Boats Requires Harbors, Legislation The fastest growing recreation- al activity im California is small boating. More than 210,000 own- ers of boats ranging fr'orn skiffs to ocean-going yachts now give themselves and their families hours and days of care-free pleasure on our thousands of miles of inland and coastal wa- ters. The number of such craft is estimated to have increased 10 time* during the past 10 years. ' Every community located on a waterway ha» its scores of en- thusiastic boaters, but the trend hasn't stopped there. Thanks to convenient boat trailers, thous- ands of Californlas whose homes are miles from the nearest nav- igable water take their own boats with them to their favorite lake, river-or bay. Selling small boats, and aupplylmg their owners' need« for gear and fuel has be- come a thriving industry. New lake and river resorts have ap- peared all over the state, and older ones have taken a strong new lease on life. As might h/ive been expected, this rapid expansion in boating has produced some problems for your state legislature. To en- able dealing with them on an orderly basis, a law was passed in 1957 which set up the Small Craft Harbors Commission, ana authorized an operating division in the Department of Natural Resources. In the same session, a Senate Interim Committee on Small Boat Harbors was also set up. The first and basic problem to be attacked by your legislature was the need for harbor facili- ties for «mall craft. Boats, like cars, have be parked. When they are too large to be hauled out, of the water after every use, harbors,! majlna*, or mooring areas rrjust l$4 provided where thrv r»f| b&tfrfel*; Htorod, a n d j -- - 4 HP ~ where service facilities can be made available. Legislation au- thorizing local government units to finance small boat harbors by Issuing revenue bonds was passed. In the regular budget for the current, year, a $f> mil- lion loan fund was established from which communities can borrow to build needed facili- ties. In addition, your legisla- ture passed a constitutional amendment which will appear on your November ballot, which will authorize issuance of $60 million in state bonds, $10 mil- lion of which will be earmarked for'additional loans for construc- tion of small boat harbors. But the problems arising from increased use of small boats for recreation do not stop with har- bor construction. Much money will be needed for development and improvement of all our waterways to make them more useful and safer. Safety laws reg- ulating boat operation, and means of enforcing them will have to bo devised and enacted. Widespread use of "Mnall boats has created a,problem of sani- tation which may require changes in our laws relating to waterway pollution control. These and other related items are being carefully studied by the Senate Interim group, which has scheduled a series of hear- ings in various parts of the state in the immediate future. Financ- ing waterway development will be a leading topic at these m«et- infi. One suggestion that the cpmmittee is studying carefully is that Improvements be paid for by earmarking revenues from the gas and fuel taxes paid on fuel for boating. The committee has mailed thousands of ques- tionnaires to boat owners all over the state in order to drier- mine how much boat fuel Is actually being used. The fastest growing recreation­ al activity im California is small boating. More than 210,000 own­ ers of boats ranging fr'orn skiffs to ocean-going yachts now give themselves and their families hours and days of care-free pleasure on our thousands of miles of inland and coastal wa­ ters. The number of such craft is estimated to have increased 10 time* during the past 10 years. '

Every community located on a waterway ha» its scores of en­ thusiastic boaters, but the trend hasn't stopped there. Thanks to convenient boat trailers, thous­ ands of Californlas whose homes are miles from the nearest nav­ igable water take their own boats with them to their favorite lake, river-or bay. Selling small boats, and aupplylmg their owners' need« for gear and fuel has be­ come a thriving industry. New lake and river resorts have ap­ peared all over the state, and older ones have taken a strong new lease on life.

As might h/ive been expected, this rapid expansion in boating has produced some problems for your state legislature. To en­ able dealing with them on an orderly basis, a law was passed in 1957 which set up the Small Craft Harbors Commission, ana authorized an operating division in the Department of Natural Resources. In the same session, a Senate Interim Committee on Small Boat Harbors was also set up.

The first and basic problem to be attacked by your legislature was the need for harbor facili­ ties for «mall craft. Boats, like cars, have t£ be parked. where service facilities can be made available. Legislation au­ thorizing local government units to finance small boat harbors by Issuing revenue bonds was passed. In the regular budget for the current, year, a $f> mil­ lion loan fund was established from which communities can borrow to build needed facili­ ties. In addition, your legisla­ ture passed a constitutional amendment which will appear on your November ballot, which will authorize issuance of $60 million in state bonds, $10 mil­ lion of which will be earmarked for'additional loans for construc­ tion of small boat harbors.

But the problems arising from increased use of small boats for recreation do not stop with har­ bor construction. Much money will be needed for development and improvement of all our waterways to make them more useful and safer. Safety laws reg­ ulating boat operation, and means of enforcing them will have to bo devised and enacted. Widespread use of "Mnall boats has created a,problem of sani­ tation which may require changes in our laws relating to waterway pollution control.

These and other related items are being carefully studied by the Senate Interim group, which has scheduled a series of hear­ ings in various parts of the state in the immediate future. Financ­ ing waterway development will be a leading topic at these m«et- infi. One suggestion that the cpmmittee is studying carefully is that Improvements be paid for by earmarking revenues from the gas and fuel taxes paid on fuel for boating. The committee has mailed thousands of ques­ tionnaires to boat owners all over the state in order to drier- mine how much boat fuel Is actually being used.

Areas Now OpenThirteen school areas official­

ly opened for the first, time this week. This brings to a total of 23 the recreational facilities now open to the people of Torrance. Available to the public are: 13 school playgrounds, six parks, a pitch a~hd put golf course, a municipal plunge, an adult rec­ reation center, and a craft cen­ ter. All of the playgrounds will carry om a wide variety of ac­ tivities for the remainder of tho summer. A typical weekly pro­ gram might Include: games, re­ lays, sports, a eookout, a movie, a Hpecial event, crafts and art. The time schedules of these ar- tivltles will be made available at each playground.. Any major changes In the activities and schedules will be published in me IOCH! papers.

In contrast with the park areas which open at 9 a.m., school playgrounds programs be­ gin at. 1 p.m. and end at 5 p.m., Monday through Friday. The school* will operate on a half day schedule from Monday. June 30, to Friday, August 1. Begin­ ning Monday. August 4, the pro­ gram will begin at 10 a.m. and end at 5 p.m.
