Any person who wilfully interferes
with the conveyance of any mail or through
whose act or neglect the conveyance of any
mail is interfered with, shall be guilty
of an offence and liable on conviction to
• a fine not exceeding five pounds or, in
default of payment, imyrisonment for a •
period not exceeding one month, for each
hour or part of an hour during which the '
delivery of the mail is delayed in
consequence of any such interference .

• 3'. The presence of thirty-two elected members of
Council in this ~hamber today is itself a tribute to the
AfDican A~tho~ities and their staffs who during the last
few montbs have, with the help of the Divisional Commissioners
and Distr~ot Ocmmi~sioners, organised the election of Area,
TJripal and Distra.ct Councils throughout the Terri tory .
The procedur~of eecret ballbt used at these elections was
n~w to the Africaa people of this Terrltor.y; nevertheless . it w~s quickli and successfu~ly grasped and the elections
were carried out smoothly and efficiently throughout the
country .
• 4. The formation of Area and Tribal Councils
which is now complete marks an important step forward in the
development 0~ the Tribal Administrations and it is indeed
satisfactol7 that these aevelopments at the local level have
¢iken pia~e simultaneously wi~h the establishment of a more
.representative and advanced system of government at the centre .
At all levels of government today something new is ~eing
star:te<i • New people are coming in to participate in the
affaivs ~f state and tttey will bring new ideas to stimulate
and invigorate the poli~ical life of the Territory . And
with th~m wil~ sit the exper1enced men , some of whom have
conducted tribal-an~ territorial affairs and advised on
government policy for many years: Their wise counsel is
needed tod·ay as ml1ch as i't hAs ever been in the past . I
see a n~ber of difficult problemS facing the Tribes and the
.A~rican people but the combination of youth, ab.ili ty and
efCp~:J.enc . .e on this .Council is a source of great encouragement
to me • •
At a later stage of this meeting Council will
be called upoh to elect ten of its members to the Legislative
Council . I need not remark on the significance of this •

st~tem of revenue collection. Taxes on persons and
property , salaries and fees for services provided, such as
education, cour ts , water s~pplies and so on , ifprope+ly
asseused , paid and collectea would go a long way to
increasing th~ revenue now being paid into the Treasuries
~a 'h s buf~d~ng up reserves which cou1d be spe~t on
d~veidf>ment . T.fie question of imprOvements in the met~ods
of tax col!ecti6ns is to oe debated later on and I hope
that Members of Council will be abie t5 make usefUl
suggestio~s which will ~elp to overcome the present
ditficulti~s . v

year the new Liquor Law was promulgated . Al\~~Eh the
r~ults of the introduction of this law c~ot be ~~ly
assessed at this stage it is most encouraging to witness
thereaponsible attitude that has been shown by the majo~tu
' of people in all sections ~of the community uring jhe ' trMns~ional period that has elapsed so far . Th~ Africans
' ~hem~elvea liave shown , through their ~andling Qf some of ~he
difficulties •that have inevitably arisen, a ,det.er~natio·n to
maintain ~he dignity and commonsense for which the~ are
' regpe6ted and it is largely for this reason that , on the
who~e , the cnange has been smooth.
' 18 . In Tribal Territories the services provided by the ....
Tribal Administrations from their own ~~ve~~ s have increased
and expanded considerabl y ~uring recent y~rs. .As th& need
·for services has become more pressing so h$8 the number of.. '
Trib8l employees risen , pa~icularly in t~ educ~t~nal field
and~ as mentioned earlier, help from tbe Unit~d KipgeonL
G~ver.nment has now been giYen to pay increased salaries to ' '
bet~er qualified teachers . But 1 apart frQm the incre~ee in •
teaChing staff and the need for more schools, the qevelopment
of wat er supplies has necessitated the sp~n~ng of large sums
' ft"om th-e reserves of nearly all Tribal Tre.a~u;d.es and for- this
reason, and also partly because of the e~ane::j..on of. other
Tribal services , the general finencial position of mapy
Tr~asuries gives cause for concern. '

rotational cropping ana th•e e'hcrosure 6f prodU.cti"ve lands ,
£37 , 389 ~11 be spent by the Department of AgricultUre over
the next two to three ye~s and in addftlo~ an al~~cati~p
of £10 , 000 from ~ Revolving Loan Fund has been made available
to ~ssist African farmers to purc~e fencing and agric~ltural
eqi!ipment . 1m amount of £10 , 326 will also be spent on
Et.Xperiments-1 and fiel~ work by the ~ricul tUral Department
during 1961/62 . The primary object of' these me'a.S'tlres is
to increase, crop produeti~n and to lessen harm th~ is being
done to the l·and by -ever-stocking and out- dated till~ng
me-thod-e .
12 . In Augus~ last year the Lobatsi Maize Mill came
into operat~on. The Mill will purchase and process the
entire maize crop of the Territory whlch this year is
· confidently' expected to reach a figure o~ 30 , 000 bags . If
this is the case the Territory will , for the first time in
its history, be in a position to meet its maize requirement ~
from local groguction.
13 . The goOd crop prospect~ this yQar and the notab~e . success of a numbir o~ progressive African farmers are li ely
to stimulate agricult~ral production and it is essential that
the Protectorate should now have its own Agricultural Training
Centre to train demonstrators , to give refresher courses
to field officers ano to enable learner-farmers and,achool

In 1959 two important missions visited the
Protectorate. • The first was the Economic Su~ey Mission ,
whi~h. came to advise on the beet way of u~ing the Te~ritory's 4
natural resources; t~~ S!CO~d was the Rusbri~ger Mission
hiQh was appointed , to e~amine certain educa~ o~~ p~~blems
including the important question of teaahers' salaries . It •
is in the light of their recommendations that de~e!o ment '
funds and grants in aid recent~ approve~ are tQ be spent . . on a variety of projects in the Tribal Territories during
the next few ~ears . •
9 . I am sure that all who are con~er.aed with the
Ej!ducation of African chi-ldren .will have welcome4 the · adoption
of new aqd increased alary. scales for triQal teachers •
This measure has been long awaited . It has also been greatly
needed • Let us nope that it w:iU mark an impo~tant turning
point in the histo~ of education in the Protectorate and will
pave the way for a qomp.rehenei ve reform of the ed~ational
system. The tunds n~eded t~ p~y the in~reased salaries ,
a.ppx:oxi:rgat,ely £QO , 000 a. yel)r, will be nzoovj.deq by the United
Kingdom bqt financial problems wil~ arise as betwee~ the
Government and the Tribal Authorities whioh will require care
ful thought and it is ve~y appropriate that thia matter
should be included in the ~uenda for discua~on at this meeting. ' ~ ,~

·a Colonial Development and Welfare g~ant of t207 , 485
has been approved for the devQ~o~t of education over the

affairs of the Protectorate for'the n~xt four years .
6 . Apart from ita function as an elect oral
college , this Council has the duty of advising Government on
matters concerning the interests and wellbeing of the
African inhabitants of tne Protectorate . In this regard,
i shoul d sAy tnai matters which do not concern the interests
of the Africans alone are more properly matters for the
Legislative Council which , from now on, will be the main
debating assembly as well as being the only legislative
body in the Protectorate . For this reason Members will
appreciate the need to relate th~ir questions and speeches
in the •African Council to matters within the scope of the
Council . When sttch matters have been discussed here,
and Council's advtce has been given , further action may li3
either with tWe Tri~al Admi~etratione, or With the Executive
Council or L~gislative Coundil, and it is througn these
organa 'O:f government that the wishes of the pe'tip1.e, made
known through their representatives i'h "t:hfs crouncil, wil1. be
ooneide~ed and acted upon . I have no dou~ that t~s body
with its wide 1:'e'pre'St3nta~ion o~ the Afri\can Tri"bes Md peoples,
w-il~ not onl,.. supplement and serve t'h~ ot'her 'brghrie of gbvern
ment. but will also help to bridge the gap· 'between th~ old
constituti~nal order and the new.
7. ' The primary concern of this Council is to deal with
matters of a tribal nature which, despite the many rapid
' 6hanges ofour times , remain of importance and value to many
of the people or the Protectorate . Indeed it is particularly
