No later than July 1,2014, the Superintendent shall purchase and use, to the extent practicable and economically feasible, only environmentally sensitive green product cleaning supplies that are certified by either Green Sal Seal, Environmental Choice, Terra Choice, or EcoLogo Program, or any other nationally recognized independent third-party entity that certifies environmentally preferable products that the Superintendent determines to be appropriate. On or before June 30 each year after 2014, the Superintendent shall provide written notification to the Maryland State Department of Education if the school system did not procure green product cleaning supplies during that fiscal year because it was not practicable or economically feasible. Student transportation shall be provided for eligible students from established school vehicle stops to the appropriate school and returned from school to the established school vehicle stops. Each school facility shall have an exclusively designated transportation area.
Students enrolled in school in Charles County who live more than one mile from school at the elementary and middle school level are eligible for transportation. High school students residing in excess of one and one-half miles from school are eligible for transportation. Student eligibility for transportation services is subject to the provisions of policy 3797. Distances in all disputed cases shall be measured from the end of the student's lane to the nearest driveway or walking entrance of the school by the most direct traveled route. This traveled route may be roads, walkways, hiker-biker pathways or road shoulders.
Exceptions may be made for students with temporary or permanent disabilities who are, as a result of their disability, unable to walk the prescribed distance.

For purposes of student transportation, a handicapped student is one who needs special transportation arrangements to a facility that is the approved appropriate educational placement for the individual student. Transportation shall be cooperatively considered by the Individual Education Plan (IEP) or Section 504 Committee in charge of special education placement and the department of transportation. A member of the transportation department shall may be a member of the above-mentioned committee. Appropriate facilities are:
public schools; State Department of Education-approved nonpublic schools; state institutions; and state schools.
The school year for handicapped students shall be determined by that which is required in the Individual Educational Plan (IEP) of each handicapped student.
The following are distance limitations for the transportation of handicapped students:
handicapped students attending a State Department of Education-approved school during the regular school year may be provided daily transportation if they live within a 50-mile distance of the assigned school; and
certain resident handicapped students attending a State Department of Education-approved public or nonpublic school shall have transportation available to and from their home areas on weekends.

The debt policy recognizes a binding commitment to full and timely repayment of all debt. Adherence to the debt policy assists in assuring that Charles County Public Schools maintains a sound debt position and that credit quality is protected and enhanced.
This policy is limited to lease obligations of the Board. The policy does not include debt incurred on the Board’s behalf by the State of Maryland or the Charles County Government to fund any planned capital improvements of the Board. The Board shall determine whether it will enter into a lease obligation, upon the recommendation of the Superintendent/designee. The Superintendent/designee is responsible for the management of the lease obligation. The source of repayment for the lease finance transactions will be an appropriation of the budget of the Board and secured by the underlying goods purchased. Whenever possible, all lease finance transactions will be issued on a tax-exempt basis and source via a Request for Proposal
(RFP). The Board will comply with the United States Internal Revenue Service regulations governing tax exempt debt. For all proposed debt offerings, the source of repayment will be of sufficient duration and annual amount as to fully liquidate the debt within the life of the secured asset. Additionally, the Board policy will limit total debt outstanding, at the time of issuance to 5 percent (5%) of the total of the current operating budget, unless Board approved .on an exception basis. The Superintendent/designee is responsible for ensuring compliance with the standards of this policy.

The Board of Education Pension Plan shall provide defined benefit retirement for eligible employees who are ineligible for membership in the Maryland State Teachers' pension system. The oversight and management of the pension plan is the responsibility of the Superintendent representing the Board as Treasurer. The Superintendent will establish a pension management committee and appropriate rules. The pension management committee will be chaired by the Superintendent's designee and include qualified staff, outside experts, consultants, and staff representing American Federation of State, County and Municipal Employees (AFSCME). The Pension Committee will ensure that the plan is well managed according to industry best practice standards; that adequate safeguards and reporting protocols are in place; and that adequate funding ratios are maintained or improved to insure the long-term viability of the pension plan.
