The Independence Day fireworks were little more than sparklers com-pared to the fiery battle brewing in the 31st District Senate race between Republicans Pam Roach and Cathy Dahlquist.

Roach is seeking her seventh term in the state Senate and Dahlquist is a two-term member of the state House of Representatives, first elected in 2010.

Reps. Chris Hurst and Dahlquist, Roach’s seat mates in the 31st, are work-ing together to unseat the longtime senator. Both supported Roach in 2010.

The primary is Aug. 5. Ballots have been mailed throughout the district and must be postmarked by election day.

Lynda Messner is also on the ballot, identified as a Democrat, but there has been controversy whether she truly is a Democrat or was placed in the field to help Roach.

Hurst and Dahlquist have stated she is a “fake” Democrat. Roach said she had not met Messner prior to a recent encounter at The Seattle Times and thought she was “a nice lady.”

Both sides have accused the other

of attempting to keep some people off the ballot and get others on – a tactic known as ballot configuring.

Hurst is being challenged for his seat by Republican Phil Fortunato.

ExpensesThe campaign between Roach

and Dahlquist was hostile from the starting gate, but the tone changed dramatically July 10 when Chad Minnick, a Dahlquist consultant, released Roach’s expense documents, which he received following a public records request.

Hurst sent the documents with a press release to numerous media out-lets, alleging Roach is using state tax-payer money to fund her campaign.

Minnick is a political consultant who worked with Roach in 2010.

Roach said, “His job is to tear me down.”

Minnick was contacted concern-ing the records and he replied in an email, “As you can see from the email chain below that I was the one who requested the information. That is standard practice in any cam-paign... made (sic) simple informa-tion requests to get more information on your opponent. I forwarded the

information to Chris Hurst and he found what he believes is a pattern of illegal activity in Sen. Roach’s reim-bursements.”

One of the most incendiary alle-gations coming from Hurst’s press release stated Roach received expense payments from the Senate for her campaign post office box, P.O. Box 682, both for the rental and daily mileage from her home to the mail box.

The post office address is listed on all her campaign ads published by The Courier-Herald from the 2010 campaign to her current 2014 cam-paign.

The expense reports also list pay-ments for a cell phone, 253-797-2424, that Hurst alleges is used for her campaign.

A campaign ad from 2010 for the C4L lobbying barbecue appears to be the only instance of Roach using the 253-797-2424 number. Minnick said she called him during the 2010 campaign on the 2424 number.

The American Cancer Society’s Relay for Life started Friday night at Bonney Lake High School and ran until Saturday afternoon.

This year 31 teams participated in the overnight event. A total of 231 registered participants helped support the fight against cancer and among those were 41 cancer survivors.

At the press deadline, more than $42,000 has been raised for Bonney Lake’s relay.

Bonney Lake’s Event Chairperson Christy Minzey said money can still be raised and turned in until August 31.

WILLIAM HITCHWilliam Raymond

“Bill” Hitch, 79, died July 15, 2014, in Auburn, Wash.

Most recently a resi-dent of Chehalis, Wash., he was born Dec. 4, 1934, in Cushing, Okla., to Otis and LaVerne Hitch.

He married Diana Lee Bailey on Sept. 29, 1956, in Portland, Ore. They moved to the Seattle area that year and in 1957 moved to the Renton area where they lived for the

next 30 years. In 1980 he opened a business, Puget Sound Electronics. He retired from Boeing as an acoustical engineer and with his wife moved to Chehalis.

Survivors include son Donald and wife Debbie of Enumclaw; daughters Terri Williams and hus-band Gary of Ravensdale, Karen Howard and hus-

band Kurt of Tukwila, Cheryl Anderson and husband Bill of Bonney Lake and Lori Harvey and husband Curt of Tacoma; 12 grandchildren and two great-grandchildren.

He was preceded in death by his wife Diana and sisters Margaret Burnside and Marylou Luoma.

A funeral service

is planned for 1 p.m. Saturday, July 26, at Weeks’ Enumclaw Funeral Home, 1810 Wells St. in Enumclaw. Following the service he will be buried at Evergreen Memorial Park in Enumclaw.

All subjects in the police blotter are presumed inno-cent until proven guilty in a court of law.

Bonney Lake

July 12Obstruction: Officers conducted a random records check on a vehicle around 1 a.m. The vehicle was stopped for a violation. As

the vehicle pulled over, offi-cers witnessed one of the passengers putting their seat belt on. Officers requested identification from the pas-senger but he refused. He also refused to speak with the officers and exit the vehicle when they asked. The passenger was eventu-ally helped out of the vehicle and while running a records check found that he had a felony warrant for escaping through the department of corrections. The passenger was cited with obstruction and failure to wear a seat belt. He was released due to the lack of jail space. A records check on a second passenger uncovered that she had a warrant for arrest

with the Puyallup Police Department. Officers took her into custody and turned her over to Puyallup police.

Impounds: Officers responded to reports of a juvenile party. When they arrived, suspects were seen running into the residence and turning off all lights. The officers tried to make contact but no one answered the door. They noticed two cars parked blocking the roadway and called to have them towed. At the time of this report, there was noth-ing further.

July 11Missing Items: An offi-cer contacted the reporting

party in the lobby of the police department where he wanted to report a burglary at his house. He said items from his detached garage had been stolen, totaling over $3,000. The officer advised the reporting party to monitor pawn shops and Craigslist and contact the department if he locates any items. At the time of the report, there was no suspect information.

Burglary: An officer responded to the report of a residential burglary with an engagement ring and iPad missing. The reporting party stated she came home to find her front door kicked open and those items miss-

ing. She was asked to fill out an inventory sheet of all the items missing. After walk-ing through the house, the officer noticed it was odd that two laptops were not taken as well. The report-ing party and her fiancé did not know of any possible suspects. At the time of the report, there were no leads in the case.

July 10Driving with License Suspended: While on a routine patrol, an officer conducted a random records check of a vehicle travel-ing on SR 410. The check revealed the registered driver had a suspended license and two misdemeanor warrants

for her arrest. Once able, the officer followed the vehicle and stopped in the parking lot of a fast food restaurant. The officer observed the driver of the vehicle was now a male and he was the only one in the car. The officer approached the vehicle and the male told him the subject had fled on foot when she saw the officer. With back up, the subject was located and arrested. Due to the lack of jail space, she was cited for driving with a suspend-ed license and no proof of insurance. She was released from custody.

“The only reason I go on a daily basis is because I have legislative stuff I know is there,” Roach said. “I go to Auburn for a lot reasons. All you have to do is look at my poor car and look at the mileage on it.”

Roach said multiple times during Friday’s inter-view her expense reports are not her responsibility; rather, it’s Secretary of the Senate Hunter Goodman and the staff reimbursing her for the expenses.

“If there had been a prob-lem they would have said something to me,” Roach said. “(These) policies have long been established. Everything is properly done. The responsibility for this goes to the person writ-ing the check.”

Roach also said she does not enter the expense items but that her legislative aide does.

“I never see the report.” Roach said. “I didn’t used to be that way. Before everything was electronic I

would look at it and sign it.”Both Roach and

Dahlquist said they do not receive mail at a post office box, but at their district office.

Roach was questioned about an entry from Feb. 26 for two entries to a sports-man event. One listed as Sportsman’s Event Salem, 322 miles, $180.32, and the other as Sportsmen’s Caucus, 327 miles, for $183.12.

She added if there was a problem a staff member working for Goodman would have called.

“That didn’t occur. I was doing state business and there you go,” Roach said.

She called her aide and asked her to check the entry. The next day the aide sent an email stating she made a clerical error and wrote to Goodman, “I owe the Senate $183.12 for the duplicate trip.” She added Roach does not review the reimbursement request.

Roach was asked through email how mileage is calcu-lated and reported to her aide. She wrote she did not know but believes Google is used, “figuring in the side trips if it is not a straight shot.”

Dahlquist said she uses MapQuest and a legisla-

tive assistant enters the data, “Then I approve it. She could submit it without me seeing it, but I want to see it.”

District OfficeRoach raised the issue

that Hurst and Dahlquist rent their district office from Sound Publishing, owner of The Courier-Herald.

Roach said the two rep-resentatives “have a finan-cial arrangement with the newspaper. I think that reeks.”

Dahlquist and Hurst each pay $235 for their offices and the campaign office is $185, which the two share.

Cell PhoneIn terms of the cell phone

allegation, Roach said, “We all know we have to be very careful and I certainly am,” Roach said. “And so the point here is you can try to make sure everyone knows. It’s never going to be fool-proof, which is why the senate allows something

called de minimis use – not a major thing. I try the best I can.”

Neither Hurst nor Dahlquist have a legislative cell phone.

Dahlquist said she uses her phone for legislative, personal and campaign issues and it would be a vio-lation to charge the state.

Hurst said it is too diffi-cult to separate cell phones.

“It isn’t worth it,” Hurst said. “If I make one mistake I’m in violation of the law.”

Senate OversightAn email sent to

Goodman concerning the responsibility of mem-bers’ expense reports was answered by Buchholz Monday because Goodman was out.

“The Senate operates on an honor system,” Buchholz wrote. “We receive mem-bers’ statements for reim-bursements and review them for basic compliance with policy.”

Both Hurst and Dahlquist said all expense reports are

seen and approved by them prior to submission to the House.

Dahlquist said she is responsible for her expense report.

“I have to approve it because the money comes to me,” she said.

Flinging AccusationsMultiple accusations

from each campaign have been leveled.

When Roach was initially called about the expense report allegations she said the “real story” was Hurst.

Roach brought up an issue between John Torres and Hurst that she felt was the most important issue.

“I think the story should be that a member of the State House of Representatives repeatedly called someone and urged them not to run,” Roach said.

Torres filed a police report alleging extortion and harassment, naming Hurst. An Auburn police report appeared to uphold Hurst’s side of the story and charges

were not filed. Hurst said Roach’s

approach with the Torres’ allegation is to use character assassination.

“Pam will attack and try to destroy anyone,” Hurst said. “People will know the truth about Pam. I’m not afraid of her. Voters need to know who she really is.”

Roach countered, saying, “He is using the character assassination, as is usually the case in an election year. In the last 12 years there has not been one of my oppo-nents has ever brought up a vote I’ve taken. It’s all about coming after me.”

She said she works hard and is a leader.

“I think the things I have been doing is good stuff,” Roach said. “I am doing my job.”

Dahlquist said she decided to challenge Roach, “Because I saw what she actually does in Olympia. I thought it was the right thing to do to give all the people a voice back in Olympia.”

Dahlquist works across the aisle, for the people

Pam Roach’s ad in last week’s paper and on the flyer board states that she is rated “No. 1 most effective legis-lator in Olympia, Washington Post 6-13-14.”

This is not true.The Washington Post does not

endorse candidates for state Senate races outside the Washington, D.C., area. This so called “rating” is a fan-tasy apparently created to mislead District 31 voters.

We need honest state senators who will work together to solve issues. We are voting for Cathy Dahlquist who has a proven track record of working across the aisle for all the people of Washington state.

Dahlquist has traits of an effective legislator

I experienced the inner workings

of Washington State’s Legislature as a Republican intern in 2012. I got to see more than just the sandstone and marble walls, but also had the opportunity to get to know the men and women behind the suits that rep-resent you.

What I learned more than anything is to disregard the resumes; personali-ties are what make a good politician. Positive energy, proactive efforts, and above all, an absolute selfless commit-ment to the people of their district are all traits of a good legislator.

Cathy Dahlquist embodies all of these traits. I saw her day in and day out exemplify the integrity, humility and honesty that all politicians should maintain. Her willingness to put par-tisanship aside and work across the aisle in order to benefit the district is exemplified by her effective legisla-tive relationship with Chris Hurst. I admire her for her dedication to the district.

Pam Roach on the other hand, sub-jects others to her priorities and forces others to function for her out of fear. She threatens, she intimidates, she frustrates those who need her to coop-erate in order to benefit not only her district, but the entire state. She is the kind of person at the legislature that

you make way for as you walk past her and look over your shoulder just to make sure she doesn’t double back. It is all about Pam’s personal agenda regardless of whether it’s good for the people or not.

Pam’s been kicked out of her cau-cus, she’s missed votes on the floor because she was gone on an unauthor-ized trip to Azerbaijan lacking any rel-evance or benefit to Washington state during legislative session. However; in an election year, what should offend voters the most is that she’s recruit-ed a fake Democrat in an attempt to draw votes away from Republican Dahlquist because polls show that in a head-to-head, Roach suffers a loss to Dahlquist.

This campaign has so far shown how eccentric and increasingly des-perate she has become, all telltale signs of the waning period of a tyrant’s rule. Throughout history some of the most powerful and abusive politicians began their careers honestly. But all bad representatives of the people seem to lose their seat at some point because those whom they represent choose to stand up against them. I hope the vot-ers make that stand. Maybe 20 years

So, before concluding my befud-dled discussion about addiction and states of consciousness, I want to pay some attention to the actual drugs.

They’re usually divided into three classifications: narcotics, stimu-lants and psychedelics. The nar-cotics include morphine, heroin, codeine, oxycontin, opium, alco-hol, barbiturates and any number of sleeping pills (whatever chemi-cal cocktails they might contain). The stimulants are cocaine, crack, caffeine, amphetamine, metham-phetamine, Benzedrine, nicotine, Dexedrine and a number of other diet pills. The psychedelics include pot, LSD, mescaline, “magic” mushrooms, Ecstasy and any new concoction they might have been developed in the last few days.

The narcotics are all depressants; that is, they depress the central nervous system. Whatever euphor-ic effect they produce, in the long run they simply knock you out or, at the extreme, kill you. Heroin is the most powerful and, since it’s a street drug –you can’t buy it in a

pharmacy, though Oxycontin has a similar effect – there’s little “qual-ity control,” which makes using it a dangerous proposition. You never know what you’re getting.

Compared to heroin, alcohol is a very mild narcotic, but if you con-sume a large amount in a binge-drinking frenzy, it can stop your heart, just like smack. If you use a large amount of any narcotic over a long period of time, the physi-ological consequences can be sub-stantial; i.e., kidney failure, liver damage, mental deterioration, etc. However, if you use them responsi-bly, they apparently do little phys-ical harm. There are physicians who’ve used morphine every few months for 40 years and never

suffered any ill effects. Similarly, many people use alcohol in mod-eration for their entire lives and have no serious physical problems.

Of course, the stimulants are just the reverse of narcotics; that is, they don’t depress the central nervous system, they perk it up. Speed, in all its manifestations, gives you a jolt, a shot of energy. If you want to study all night for a final exam, pop a couple hits of Ritalin or No-Doze. If you want to stay up for 24 hours, try something a bit stronger. However, unlike the narcotics, if you’re using a power-ful speed on a daily basis for even a few months, it can have devastating consequences on your body. Based upon personal experience and observation, methamphetamine is a terribly ravaging drug, the worst I’ve ever seen.

And finally, there are the psy-chedelics. Psychedelics are neither depressants nor stimulants though, since they’re often manufactured in basements and broom closets,

Deciding to get a dog can be a life-altering moment. While the decision carries with it a wealth of respon-sibility, a dog can change a person’s life for the better,

providing loyalty and com-panionship for years to come.

Once the decision to get a dog has been made, prospec-tive pet owners must choose a breed. Various factors play

into this decision, including how much space the dog will have at home, the groom-ing responsibilities that come with a particular breed and the typical demeanor of a given breed. Because no two breeds or owners are the same, some dog-owner combinations may make for a better pairing than others.

Descriptions of breed tem-perament can provide a win-dow into the general person-ality of certain dogs. But such descriptions are not set in stone, as each dog is unique and may exhibit behaviors extraordinary to its breed. Factors such as socialization and training play key roles in how dogs will react in situa-tions, and the following are some dog breeds that have a propensity to be easy-going and relatively easy to train.

• Golden retriever: Golden

retrievers tend to be gregari-ous, docile and a good fit for families. They are people-ori-ented, affectionate and loyal. Golden retrievers are mod-erately-sized dogs that need exercise to prevent boredom (which can compel them to cause damage around the home). But golden retrievers are generally a good fit for

first-time dog owners.• Labrador retriever: A

close cousin to the golden retriever, labradors are another breed known for their good nature and will-ingness to be trained. Labs shed and can grow large, so that is something apartment-dwellers must consider before bringing home a lab.

• Standard poodle: Poodles are an intelligent breed that are easily trained. Poodles can be high strung if not given ample exercise, so this is something prospec-tive poodle owners need to consider.

• Cavalier King Charles spaniel: This is a well-pro-portioned and smaller dog that is typically affection-ate, happy and outgoing. Typically eager to please and intelligent enough for obedi-ence training, the cavalier is naturally well-behaved and can get along well with other pets.

• Boston terrier: The Boston terrier, also known as the “Boston Bull,” is a com-pact brute of a dog. Although small in size, the Boston ter-rier does not lack for person-ality and tends to be playful and friendly with a willing-ness to learn. Bostons do require a firm human leader; otherwise, they may believe they run the show.

These breeds are offered as examples of good breeds for first-time dog owners. However, there are plenty of other breeds out there that would make ideal pets, even for the novice dog owner. Socialization, training and exercise are essential to shap-ing a dog into a trusted and happy member of the family.

Our district is not the wealthi-est, nor the busiest, yet our district’s fire chiefs and firefighters are among the highest paid in the USA.They say the extra money means that they can hire more firefighters. Read the ballot measure. The only thing that the district is promising to do is to collect 19.2 million extra dollars, and spend it on

anything that qualifies as maintenance and opera-tions.They have some very big and very expensive plans for the future. Bailing them out with even more money per year, for a lon-ger period of time is not going to force the reforms necessary to build a long-term sustainable service that we can afford.Defeat this levy. There is nothing to feel guilty about.The commissioners, the

The increasing use of auto-mation and robotics, 3-D printing and artificial intel-ligence will mean the least skilled in this country and in developing nations will be the most deeply affected and harmed by these changes.

The last three words of Apple’s eight-word busi-ness plan are being trans-formed in front of us. Cheap labor being performed in China, Southeast Asia and Latin America is being “re-shored” to America, but with machines doing the work, not humans.

The “Foreign Affairs” article uses the example of Instagram, a photo shar-ing application. Fourteen people created the compa-ny without needing many unskilled workers or even much money. The idea went viral. After a year and a half, the company sold for $750 million! Ironically, Kodak, a photo company that at its height employed 145,000 and had billions in assets, went bankrupt near the same time.

A few superstars make millions, while the masses salaries stagnate and/or their jobs disappear. This is true in sports and music, as well as on the Internet. As time passes, more of the economy is being transformed by the developing technology: retail, manufacturing, finance and marketing. “And sure enough, the United States today features one of the world’s highest levels of real GDP per capita – even as its median income has essen-tially stagnated for two decades,” the article states.

This brings up a troubling question: Who will be able

to afford to buy these newly developed products if jobs disappear and incomes con-tinue to stagnate?

These changes are likely to be permanent and pervasive. Trying to prepare for these changes for both our children and ourselves is challenging for the best of us. Those who have fewer opportunities and resources, both financially and educationally, will be hurt the most.

Schools will need to change as competition from more cheaply paid graduates in other parts of the world make it even more difficult to find jobs in the U.S. High-quality education, health care and retirement security must be addressed to avoid increas-ing the gap between the haves and have-nots. To ignore this issue is to invite political and economic unrest.

According to the authors, the strategy to combat these enormous technological shifts is “intellectually sim-ple, but politically difficult”: increase basic research in health, science and technol-ogy, in education and fix our decaying infrastructure; roads, sanitation, energy and communications. These would give this nation long-term economic growth to make the necessary adjust-ments.

Perhaps the McCleary decision requiring full funding of K-12 education will help Washington state keep up with these trends, if only the Legislature will comply.

The first step in this pro-cess is to understand the rapid changes taking place in front of us that are often too close to see clearly. Not facing reality will see a con-tinuation of the increasing gap between those who are doing well in our soci-ety and those who are left behind. To do nothing is to invite more of the same.

Near the end of July you may notice your hanging baskets and con-tainer gardens fading a

bit. This could be because the roots have filled all the space in the container so the pots now need a lot

more water. Most hanging baskets will need water every day by mid-sum-mer, sometimes twice a

day if the weather is very warm. You should also deadhead and remove all the faded blooms and if

you have not been fertiliz-ing every few weeks, now is the time to mix up a water-sol-uble plant food and give your bloomers a shot of nutrients.

Q. I love y o u r

show “Dig In Seattle” on TV. You showed a really interesting plant with long strands of red flowers and it had a very unusual name that I have somehow forgotten. Do you know what plant I am asking about? L.M., Enumclaw

A. First, thanks for watching the

show. That plant was the romantically inspired “Love Lies Bleeding” because those unusual flower clusters drip down from the center of the plant. It is also called the “chenille plant” because of the fuzzy texture and “summer poinset-tia” due to the deep red color. Some plants have many different common names so this is why you should look for the seeds by using the Latin name Amaranthus. Follow the instructions on the seed pack and you’ll be able to grow this ancient, edible plant in your own garden with little problem.

Q. I know I am sup-posed to dead-

head or remove the faded blooms from my hang-ing basket but what about the tiny f lowers from plants like lobelia? Do I really have to cut off all those spent flowers? J.P., Buckley

A. No worries, most plants with small

blooms will be self-clean-ing and the faded petals will fall on their own. Fuchsias are an example of a plant that will pro-duce more blooms if you remove the flower and the fat green seed pot just behind the bloom. If you leave these pods on the plant they will darken as they begin to ripen the

seed inside and this saps the energy of the plant so flower production slows down. Fuchsias prefer a balanced plant food with the numbers 20-20-20 on the label to keep pumping out maximum flowers.

Q. Is it true that you should never fer-

tilize a plant with dry soil? I am supposed to water the plants for my neighbors while they are on vacation. W.H., Enumclaw

A. Drink before food is the gen-

eral rule of green thumb because a plant suffering from drought and looking a bit wilted can suck in the fertilizer water so fast the tips of the leaves can turn brown or burn. To really pamper your pot-ted plants give them just a tiny pinch of plant food mixed into a watering can every time you water. The easy way to keep nutrient levels constant for potted plants is to use a slow-release plant food.

n REPORTERThe Bonney Lake Courier Herald, a division of Sound Publishing Inc. is seeking a general assignment reporter with a minimum of 1-2 years writing experience and photography skills. This position is based out of the Enumclaw o� ce. The primary coverage will be city government, business, sports, general assignment stories; and may include arts coverage. Schedule includes evening and/or weekend work.

As a Reporter for Sound Publishing, you will be expected to:

• be inquisitive and resourceful in the coverage of assigned beats; • produce 5 by-line stories per week;• write stories that are tight and to the point; • use a digital camera to take photographs of the stories you cover;• post on the publication’s web site; • blog and use Twitter on the web;• layout pages, using InDesign; • shoot and edit videos for the web .

We are looking for a team player willing to get involved in the local business community through publication of the monthly journal and daily web journalism. The ideal applicant will have a general understanding of local commerce and industry, education, employment and labor issues, real estate and development, and related public policy. He or she will have a commitment to community journalism and everything from short, brief-type stories about people and events to examining issues facing the community; be able to spot emerging business issues and trends; write clean, balanced and accurate stories that dig deeper than simple features; develop and institute readership initiatives.

Candidates must have excellent communication and organizational skills, and be able to work e� ectively in a deadline-driven environment. Must be profi cient with AP style, layout and design using Adobe InDesign; and use the publication’s website and online tools to gather information and reach the community. Must be organized and self-motivated, exceptional with the public and have the ability to establish a rapport with the community.
