Executive Summary

y The sector analysis has been produced to provide a better understanding of Bolsover District’s business base and to inform future economic development, growth and regeneration initiatives and policies.

y A variety of data and information sources and other reports have been analysed to provide a picture of sector by number of businesses, number of employees, turnover growth and growth in employee numbers.

y A number of sources and relevant reports have been used including, NOMIS, ONS, and Bureau Van Dijk Mint UK Database. (It should be noted the data sources are taken at a specific date and are used as a reference point only.)

y A number of high-growth companies have been identified, and the study reveals that the district has a small number of ‘Scale Up’ businesses.

y There are positive findings in terms of the growth in jobs density and the business base trend.

y Significant levels of employment are provided by the Wholesale and Retail, Manufacturing, Financial, and Construction sectors.

y The level of employment in the Transport & Storage sector is twice the Derbyshire and national average.

y Based on contribution to employment levels, performance relative to Derbyshire and national contexts, reference to other identified sector strengths and priorities, and alignment with the priority sectors of D2N2 and SCR, Bolsover District’s emerging priority sectors are:

1. Introduction – Why is a Business Sector Analysis Useful?1.1 This analysis provides a picture of the business sector economy in the district of Bolsover. Undertaken by the Economic Development Team at North East Derbyshire District Council, it provides an overview of the different sectors within the local economy, as well as helping to show which sectors within the district are performing strongly, both compared to other sectors within the district, as well as to the same sector at both county and national level.

This analysis will therefore show which sectors are experiencing growth, and are a strong sector for the district. This will then help the authority to shape its future plans and programmes, to ensure that resources are targeted at working with businesses in these business sectors, to enable them to grow, which in turn will help to boost the local economy.

Examples of current initiatives and areas of work that this analysis will support and guide:

y Identification of key and priority sectors.

y Inward investment activity through the work of D2N2 and Sheffield City Region Local Enterprise Partnerships (LEPs).

y Business relationship management with local companies and inward investors.

y Directing the availability of new sites to growing businesses.

y Supporting of strategic links with Higher and Further Education establishments.

y Policy and strategy development around economic development, growth and regeneration.

y Employment and skills agenda/policy.

y External funding bids.

y Place Marketing of the district.

y Niche sector analysis.

y Identification and understanding of sector clusters.

y Understanding Sector Growth and Sector Demise.

y Understanding the strategic fit between sub sectors (such as food or machine manufacturing for example) and LEP and Combined Authority (CA) priorities.

y Development of business engagement networks.

y Identification of the Exporting Sectors and aligning support accordingly.

y Inform planning policy and decisions.

y Align innovation programmes with appropriate sector.

y Support opportunities for an Innovation Park within the district.

y Identify opportunities for businesses to benefit from low carbon initiatives.

1.2 In addition to supporting the areas of work above, this sector analysis has been prepared with a view to other individuals and partner organisations who may find this helpful and informative: for example, LEPs, elected Members, universities, the development industry, policy-makers.

Links to the Local Plan 1.3 BDC’s draft new Local Plan has been published. The Local Plan is scheduled in summer 2018 to be submitted to the Planning Inspectorate for public examination, and to be adopted as the Council’s statutory land-use plan in 2019. It is supported by the Economic Development Needs Assessment that identifies Manufacturing, Wholesale, Transport & Logistics, and Construction as sectors with growth potential. The new Local Plan will provide certainty and confidence to the business community and identifies sites for employment development.

2. Methodology2.1 In order to determine which of our sectors are performing strongly, or which are in decline, a number of different ways of analysing the sectors has been used. These methods are:

y Identification of high-growth and ‘Scale Up’ companies.

y Jobs density and business base growth trends.

y Analysis of sectors as a percentage of all businesses.

y Analysis of sectors as a percentage of all employees.

y Analysis of sectors by how many people are employed by businesses within that sector.

y Analysis of sectors by how many businesses in total are within that sector.

y Analysis of sectors by how many businesses with large turnover are within that sector.

y Analysis of sectors by how many businesses showing signs of growth in turnover are within that sector.

y Analysis of sectors by how many businesses showing increases in employment are within that sector.

y Reference to other relevant data and information sources and reports.

2.2 A high-level analysis of the district’s business base has been undertaken, to consider the following sectors (and associated sub sectors):

y Manufacturing.

y Construction.

y Information & Communication Technology.

y Financial and Other Business Services.

y Public Administration, Education, and Health.

y Energy & Water.

y Wholesale & Retail Trade.

y Accommodation & Food Services.

y Transport & Storage.

y Primary Services.

y Other Services.

2.3 To give a deeper understanding of our businesses, each sector has also been broken down into the next level of data available, revealing the broad extent of sub-sector activity across the district. Finally, using GIS technology, the location of individual companies within each sector has been mapped, which has provided interesting insights into the geographical spread, and any sectoral clustering, of Bolsover businesses.

2.4 Three sources of data have been used to undertake this analysis:

y NOMIS was selected as a valuable and reliable source of ONS provided statistics at a local authority level.

y Mint UK provides a comprehensive database of company information, including financial and other growth-related indicators.

y The Scale Up Institute has carried out nationwide research to identify Scale Up businesses as defined by the Institute.

2.5 Examination of the data sourced from the above helps provide a useful picture of the local economy in the district, and helps identify which sectors BDC should be prioritising. A comparative analysis has also been carried out to assess our performance against other regional and national economies.

2.6 Whilst this analysis may prove helpful in informing future regeneration, economic development and growth policy and activity, a note of caution needs applying for the following data reliability reasons:

y A number of sectors in the district have less than 100 businesses. As such, care should be taken with any analysis of these small samples, and the conclusions that are drawn. This is magnified at sub-sector level.

y Not all companies submit employee number details to organisations collecting this source data. Therefore, analysis of employee numbers and any growth in these figures should not be viewed as definitive, only illustrative and indicative.

y There can be some confusion around which sectors companies consider themselves to represent when submitting the data, so some companies may be counted

in the wrong sector, although this is not considered to be a major issue and will not impact significantly on conclusions.

y Mint UK will make considered estimates for turnover and employee numbers if this information is not available. It is thought that the algorithm used is relatively reliable, but this use of estimates should be noted.

y The Mint UK dataset was run at a specific point in time (April 2018) and as such can only be a reference point as the data is updated continuously with new information.

2.7 This analysis will focus only on the sectors populated by private sector employers. The figures for the Public Administration, Education & Health sector are presented for reasons of completeness only.

3. Growth and Sector Analysis3.1 Growth

High-Growth Companies

3.1.1 Definition

For the purpose of this analysis document, a high-growth business is classified as an enterprise with average growth in employees (or in turnover) greater than 20% over a three year period (not 20% year on year, as with Scale Up companies below).

In April 2018, there were a total of 366 businesses that could be classed as high-growth, using the above definition.

3.1.2 The graphs above (Fig. 1 to 3) show high-growth businesses in both absolute and relative terms across all sectors and within each sector. In comparison with other sectors, the following sectors show strength among high-growth companies:

y Manufacturing

y Construction

Scale Up Companies3.1.3 Definition

The Scale Up Institute defines a scale-up as:

‘an enterprise with average annualised growth in employees or turnover greater than 20 per cent per annum over a three year period, and with more than 10 employees’

3.1.4 The Institute’s research suggests that a small group of rapidly expanding ‘scale up’ companies create a significant proportion of the UK’s economic growth.

3.1.5 Interrogation of the Scale Up Institute’s database of scale up companies across the UK reveals that there are 226 located within the D2N2 LEP area and 211 within the Sheffield City Region LEP area, with 19 identified as BDC area companies distributed throughout the district.

Job Density and Business Base3.1.6 As a local authority, we are very interested in measuring the performance of our business base to monitor business growth, and any related increase in the number of jobs available for our residents. Fig. 4 presents a very encouraging 15% increase in jobs density* during the period 2009-16, compared to 9% (GB) and 8% (Derbyshire). Fig. 5 illustrates a generally positive trend in the growth in number of businesses in the district, but with a significant anomaly in 2016 that doesn’t appear regionally or nationally. It is understood that this represents the practise of agency workers registering as companies in 2016, as such this anomaly should be discounted.

*Jobs density is defined as the number of jobs in an area divided by the resident population aged 16-64 in that area. For example, a job density of 1.0 would mean that there is one job for every resident aged 16-64.

3.2.1 Fig.6 illustrates businesses in each sector as a proportion of the total businesses in the district. For example, 23% of the total number of businesses located in the district are within the Financial & Other Business Services sector. The chart shows that the following are the largest sectors within Bolsover for this measure:

3.2.2 Fig. 7 shows how each sector within Bolsover District performs when examining the total number of people employed. For example, manufacturing provides employment for 14% of people employed within the district. The chart shows that the following are the largest sectors in Bolsover in this measure:

3.3.2 Fig.8 shows each sector’s percentage of the total number of employees across Bolsover District, and indicates that the district has strength (in that it has a similar or higher proportion of people employed in that sector than either Derbyshire or GB) in the following sectors:

3.3.3 Fig.9 shows businesses in each sector as a percentage of all businesses in the area. The district is particularly strong in the Manufacturing, Construction, Wholesale & Retail, and Transport & Storage sectors.

The sectors that have the largest representation in the district, when comparing performance to national or county levels, are:

3.3.5 Fig.11 shows businesses with a turnover of at least £1 million per sector, as a percentage of all businesses with a turnover of at least £1 million.

The chart illustrates that the district has a significant sector strength in the:

y Wholesale & Retail Trade

A number of sectors are relatively strong in turnover terms when measured against County and National performance, with Manufacturing and Wholesale & Retail Trade featuring strongly.

3.3.6 Fig.12 shows businesses in each sector that have shown 10% increase in their turnover over 1 year, as a percentage of all the businesses in that sector.

This graph shows that a number of sectors perform relatively well in a national context, but less so when compared with the countywide picture. The following sectors exhibit some relative strengths:

3.3.7 Fig.13 shows businesses per sector showing growth in turnover of 20% over 3 years, as a percentage of all businesses within that sector.

Looking at growth over a longer term, 3 years as opposed to 1 year in 3.3.6 illustrates that businesses perform better in this measure. This graph shows that the following sectors show sector strengths for the district:

Manufacturing and Energy & Water performs consistently well in these two measures.

The graph shows that the district is showing sector strength in the following sectors:

In particular, the Construction sector shows significant growth, twice the county and national figures.

Measured by short and medium-term growth in employee numbers, a number of sectors across Bolsover District outperform those county-wide and nationally, particularly Construction, and Financial & Other Business Services.

3.4 Priority Sectors3.4.1 To begin the process of identifying Bolsover’s priority sectors, three filters will be applied:

y Sectors providing approximately 5% or more of employment in the district will be classed as a key sector

y Those sectors performing relatively well in a Derbyshire-wide context will be classed as having sector strengths

y The combined list of key sectors and those with sector strengths will then be aligned with the priority sectors at D2N2 and Sheffield Region LEPs to provide a list of BDC’s priority sectors

4.1 This next section will take a more detailed look at the make-up of the main sectors analysed earlier. The first graphic (under each sector heading) illustrates the breakdown of various activities within that main sector, and performance in terms of growth in turnover and employee number. Finally, GIS software has been used to provide a useful visual representation of the location of businesses within each sector across the district.

Manufacturing

4.2 Fig.16 shows the breakdown of the Manufacturing sector, and how each of the sub-sectors within it compares.

The chart shows that, discounting ‘Other manufacturing’ (which is an amalgamation of small areas of manufacturing with no apparent link to each other), the largest sub-sectors of Manufacturing are:

4.3 There are a limited number of sub-sectors within the Primary Services, but by a significant factor the largest sub-sector is the ‘Crop and Animal Production, Hunting and Related Service Activities’ sub-sector, not surprising for a semi-rural district.

Forestry & Logging and Mining & Related Activities sub-sectors have shown the required growth in both charts, although they are relatively small sub-sectors within a sector that represents a very small proportion of the District’s business base.

4.4 This sector is the smallest in the district in terms of absolute number of companies. The dominant sub-sectors are ‘Electricity, Steam and Air Conditioning Supply’ and ‘Waste Collection, Treatment and Disposal Activities; Materials Recovery’, which combined make up over 80% of the sector.

4.5 Fig.23 shows that 3 of the sub-sectors illustrates that the only sub-sector showing any growth in this measure is ‘Waste Collection, Treatment and Disposal Activities; Materials Recovery’.

Each blue dot represents the postcode of one or more energy or water related business. This sector is relatively small so it isn’t possible to identify patterns in distribution, other than the majority of businesses are located away from the market towns.

4.6 Although the Construction sector is one of the District’s largest, it has a small number of sub-sectors (three). Of the three sub-sectors, by far the largest is ‘Specialised Construction Activities’ with more than two-thirds of the sector in total.

Fig.26 illustrates that all 3 sub-sectors have experienced good levels of growth, 20% in turnover over 3 years. This financial growth is reflected to a lesser extent in employee number growth.

4.7 Although a relatively large sector for Bolsover, there are only a small number of sub-sectors in the Wholesale & Retail Trade sector. Of these, the largest is ‘Retail Trade, Except of Motor Vehicles and Motorcycles’ which account for over half of the entire sector.

Fig. 29 shows that all 3 of the sub-sectors within the Wholesale & Retail Trade sector experienced relatively low levels of growth in turnover over 3 years, and in employee numbers.

4.8 Fig.31 shows that this sector is dominated by two sub-sectors, with the majority of companies operating in the ‘Land Transport and Transport via Pipelines’ sub-sector. Together with ‘Warehousing and Support Activities for Transportation’, these two sub-sectors make up 95% of the Transport & Storage sector.

Whilst Water Transport and Air Transport sub-sectors appear to display impressive levels of turnover growth, it should be noted that there is only a total of 3 companies within these sub-sectors. Overall, the sector has experienced lower levels of growth over three years.

4.9 The chart shows that, of the 2 sub-sectors within the Accommodation and Food Sector, by far the largest is the ‘Food and Beverage Service Activities’ sub-sector, which has over 90% share of the entire sector.

4.10 The dominant sub-sector is the ‘Computer Programming, Consultancy and Related Activities’ Sub-sector, which accounts for almost two-thirds of the entire sector.

There appears to be some limited clustering in the main towns and smaller settlements. There is also clear groupings of ICT companies close to junctions 28 & 30 of the M1, and adjacent to main trunk roads.

4.11 The chart shows that the ‘Financial and Business Services’ sector is the most complex and varied sector in terms of sub-sectors. The top three in terms of share of number of businesses are ‘Real Estate Activities’, ‘Activities of Head Offices’, ‘Management Consultancy Activities’, and ‘Office Administrative, Office Support and Other Business Support Activities’.

There are encouraging levels of turnover growth across a wide range of sub-sectors, but again relatively lower levels of employment growth.
