The key category analysis has been performed according to the provisions in Chapter 7 of IPCC GPG 2000 and to those in Chapter 5 of IPCC GPG LULUCF. Uncertainty• For the first time, the 2008 NIR comprises a full quantitative
assessment of the uncertainty. Romania built the uncertainty analysis in order to help prioritising efforts to improve the accuracy of the inventory in the future and to guide decisions on methodological choice and also for providing a complete NGHGI.
• Romania carried out the uncertainty analysis on the basis of the Tier 1 method according to the provisions in Chapter 6 of the IPCC Good Practice Guidance (2000), in the Chapter 5 of the IPCC Good Practice Guidance for Land-Use, Land-Use Change and Forestry and also taking into account local conditions.
• The uncertainty calculation was performed using the framework provided in the IPCC GPG (2000) and also in the IPCC GPG for LULUCF 2003. The disaggregation of the inventory into categories is equivalent to the key category analysis splitting, except two particular cases specific to the Waste sector

Romania links its GHGR to ITLRomania’s emission ceiling - assigned amount
Romania’s quantified emission limitation is 92 per cent, as included in Annex B to the Kyoto Protocol. Based on Romania’s original estimate of its base year emissions (282,467,184.19 Gg CO2 eq.) and its Kyoto Protocol target (92 per cent), Romania calculated its assigned amount to be 1,299,349,047 tonnes CO2 eq.
In response to inventory issues identified during the review, Romania submitted revised estimates for its base year inventory, which resulted in a recalculation of the assigned amount. Based on the revised estimates for Romania’s base year emissions is 278,225.022 Gg CO2 eq.
Romania calculates its assigned amount to be 1,279,835,099 tonnes CO2 eq. The ERT agrees with this figure.

Commitment Period ReserveBased on the original estimate for its total GHG emissions in
the most recent inventory year (2004), 160,059,731.4 Gg CO2 eq., Romania calculated its CPR to be 800,298,657 tonnes CO2 eq.
In response to inventory issues identified during the review, Romania submitted revised estimates of its 2004 inventory, which resulted in a recalculation of the CPR. Based on the revised estimates, Romania calculates its CPR to be 780,545,734 tonnes CO2 eq. The ERT agrees with this figure.

Romania links its GHGR to the CITL by entering into agreements with EU Parties so as to mutually recognize each other’s allowances
• Romanian Registry is integrated in the EU network of NR and linked to the Central Emissions Register
• The total amount of allowances allocated for the second phase of the EU – ETS (2008 - 2012) is 379 721 760 with average value 75 944 352 per year.
The methodology for establishing the total amount of allowances and the sector totals is described in detail in According to GD no. 780/2006.
The total amount of allowances shall be allocated for free.
Allowances from the New Entrants Reserve not used by the end of period 2008 – 2012 shall be auctioned.
