Reference Material Water Ski and Wakeboard Canada (WSWC) is committed to providing a safe experience to all involved in towed water sports in Canada. To this end, WSWC has designed a course aimed at providing boat drivers the tools to perform their tasks effectively and safety whether in a recreational or tournament capacity. Safety is everyone’s responsibility. It is “Rule One”. It is an attitude in which everyone assumes responsibility for their own equipment, safety and well being and looks out for the safety and well being of others as well. Water Ski and Wakeboard Canada is keen to promote a safety-first attitude throughout the sporting experience. This course (and reference material) will outline the mandatory criteria and obligations as well as provide best-practices for boat driving. The reference material has been created to service the towed water sports.

TheBoatDriver&TheirResponsibilitiesTheBoatDriverisresponsiblefortheoverallsafeconductofeveryoneparticipatingintowedwatersportactivity.Thisincludestheathletesandallmembersoftheboatcrew.Responsibilitiesincludebothlegalandmoralobligations.Federal/Provincial/MunicipalBoatingRegulationsTheBoatdriverisresponsibleforensuringthey(andallparticipants)conformtoallprovincialand/orfederalboatingregulationswhileonthewater,including:DriverhasavalidPleasureCraftOperator(PCO)cardandiscarryingthecardOtherProvincialorMunicipalregulationsareobservedTheboathasallthenecessarysafetyequipmentTowingactivitiesareallowedintheperiodfromonehourpriortodawntoonehourafterduskCriminalCodeofCanadaFromalegalpointofviewinCanada,behavioursbytheboatdriverthatareoffencesundertheCriminalCodeofCanadainclude:

Zero-tolerancePolicy–ConsumptionofalcoholandIllicitDrugsAlthoughthelegallimitofalcoholforaboatdriverinCanadais0.05,itisWaterSkiWakeboardCanada’spositionthatanyboatdriverparticipatingintowedwatersportactivitiesmaintainazerobloodalcohollevel.Aswithanyjobdrivingavehicleyoushouldconsumezeroalcoholorillicitsubstancepriortoorduringoperation.Itisimportanttounderstandthatanyalcoholcanhaveanegativeimpactordistortperception.Theseinclude:

• Reducingthedriver’sreactiontime• Raisinglegalissuesarisingfromconsumptionandthenrespondingtoanincident• Creatinganegativeenvironment(athletes,boatcrew,etc.haveseenconsumptionof

alcohol)• Chargesrelatedtooperatingavesselwithabloodalcohollevelinexcessofthelegallimit

willresultinlosingyourmarinelicenceaswellasyourmotorvehiclelicence.

SiteInspectionTheboatdriver,priortoanytowedwatersportactivity,shouldcompleteasiteinspectiontoensuretheareaissafeandshouldincludethefollowing:Take-offandlandingareas:(e.g.docksandthewatersadjacenttothedock)toseethattheyarefreeofrocks,brokenglassorotherhazardousobjects.Priortoanyparticipantbeingtowed,completeafullscanofthewaterwaytoensureitisfreeofdebrisWeatherandWaterConditionsParticipatingintowedwatersportswherevisibilityislimitedcanbeverydangerousasobstacles,otherboatsorevenfallenskiers/boarderscanbeverydifficulttoseeinatimelymanner.Ifyoucannotseewhereyouaregoing,youcannotparticipatesafely.Participatingintowedwatersportsbeforedawnandaftersunsetisobviouslydangerousand,isinfact,againstthelawinCanada.Fog,mistandheavyrainofferthesamehazards.Theboatdriverhastheresponsibilitytostopthetowedactivityshouldvisibilitybereducedtoanunsafelevel.Allboatingandtowedwatersportactivityshouldceaseimmediatelyifthunder(and/orlightning)ispresent.Thegeneralruleofthumbistowait30minutesafterthelastrumbleorlightningstrikebeforereturningtothewater.Oncethunderorlightningisdetected,themostprudentactionistodock(ortrailer)theboat.Oncetheboatismooredeveryoneonboardshoulddisembarkthevesselandseekanappropriateshelteronland.WaterConditionsTowedwatersportsshouldbeconfinedtoareasfreefromanysortofcongestion.Thisincludesallboattraffic,marinasandharborsaswellasswimmingandscubadivingareas.Thewatermustbefreefromobstaclesbothbelowandabovethesurface,suchasrocks,sunkenlogs,shoalsandsandbars-aswellasdivingboardsandothersimilarobjectsthatprojectoverthewater,eitherfromtheshoreorfromfloatingrafts.Thewatermustalsobefreefromfloatingdebris.Idealwateriscalm.Astheroughnessofthewaterincreases,sodoestheriskoftheathletefallingandpotentiallyinjuringthemselves.Asthedriveryoumustconstantlymonitorthesurfaceconditionsofthewateranddetermineifyourathleteisabletosafelyridethroughanysortofsurfacechop.Ifyouareunsureofanathlete’sabilitytocopewithanytypeofsurfacecondition,ceasetowing,bringtheriderbackontheboatandrelocatetoanareathathasbetterconditions.

• Takingupslackintheropeinaslowandcontrolledmannertoensurethattheparticipantisnotpulledoffbalancewhenpreparingtostart.

• Properaccelerationtopulltheparticipantoutofthewater;takeintoaccounttheweightandskilloftheparticipant.

• Maintaintheproperparticipantspeedfortheskillleveloftheparticipant,especiallythroughaturn.

• Usingtheturningpatternbestsuitedtotheskillleveloftheparticipant.• Properdecelerationoftheboattosinktheparticipantatthedock.• Watchingtheparticipantatalltimeswheninthewater(afterafallorswimmingtothe

dock).DrivingfortheBasicStart

• Idletheboatslowlyoutfromthedock–telltheskiertowaitforyoursignalbeforeenteringthewater

• Astheboatplanesonthewater,settheproperskierspeedbywatchingwherethewaterbreaksontheskiorwakeboard.Forabasictwoskier,thewatershouldbebreakingattheskier’stoes.Aboatdrivershouldbeabletodetermineaproperspeedforaskierwithoutusingaspeedometerortachometer.

MaintainingandControllingBoatSpeedConsistencyiscrucialwhendrivingforanytypeoftowedwatersport.Thespeedshouldbeheldconstantbyalwayskeepingyourrighthandonthethrottle.Ifaspeedchangedoesneedtobemade,itshouldbedoneinaslowandcontrolledmanner.PickingUpaFallenParticipant-KeyHoleTurn

• Assoonasyouhavereachedasafedistancefromtheparticipantandhavestoppedtheforwardmomentum,turntheengineoff.Regardlessofthetypeofboatyouareusing,thepropellercanstillspinwhentheboatisinneutral.Asaresult,whenaparticipantisinthewateranywhereneartheboattheengineshouldbeshutoff.

• Whenaparticipantisenteringthewaterfromtheboattheengineshouldbeturnedoffuntiltheskierhasenteredthewaterandswamasafedistancefromtheboatandpropeller.

C. Theboatshouldcomeparallelto,andatasafedistanceofatleast90feetor25mfromtheedgeofthedockandanyotherobstaclesorhazards.

D. Astheboatapproachesandpassesthedock,thedriverbeginstopullbackonthethrottle,andslowstheboatandparticipant.Thiswilltakeawaytheparticipant’smomentum,preventingtheparticipantfromattemptingtocutintothedockandpotentiallyhurtthemselvesorothers.Timethedecelerationsothattheparticipantcanletgoandgentlysinksintothewaternearthedock.Iftheparticipantmakesasuddencuttothedock,thedrivercanquicklyslowtheboattotrytopreventtheparticipantfromacollisionwiththedock.

• Alwaystrytoskiorrideinalineorsetupaslalomcourseorobstaclesinanareaofthelakewheretherearenohousesandaslittleboattrafficaspossible.Keepinmind,lowboattrafficwillgenerallymeanflatwater!

• Makeyourneighboursawarethatyouareputtingaslalomcourseorobstaclesinthelakeandbesuretoacquireallthenecessarypermitsbeforeinstallation.

• OffertoshowanyneighboursonthelakehowtheslalomcourseobstaclesareusedordirectthemtoWSWC’swebsite.Offerforanyofyourneighbourstousetheslalomcourse,eventhepersonalwatercraft(PWC)riders.Onlyskilledridersshouldbeusingobstacles.

• Showrespectforpeoplefishing.Ifsomeoneisfishingintheareawhenyouwanttouseit,idleawayslowlyandrespectfully.Iftimeandwaterconditionspermitcomebackwhentheyhavefinishedfishing.

Section3B:DrivingMaintainingandControllingSpeedEnsuretheboatisrunningatspeedthatiscomfortablefortheparticipant.Havetheobserverrelayandencouragehandsignalsfromtheparticipanttogofaster,slower,ortoconfirmthattheboatspeedisokay.WaterskiingAgoodindicatoroftheboatspeedistofindoutwherethewaterisbreakingonthewaterski.Ifitistoofarforward,theymaybegoingtooslow,resultinginexcessivedragandfatigue.Ifitistoofarback,theboatmaybegoingtoofast,andwillhaveproblemsedgingandcontrollingtheskis.Notethattheboatspeedwillbeaffectedbyseveralactions:TheboatwillbesloweddownbythepullontheropeastheparticipantcutsbackandforthWhentheboatturns,theadditionaldragontheboatwillcauseittoslow.Theboatwillalsospeedupagainastheboatexitstheturnandstraightensout.Compensatefortheabovebysmall,smoothadjustmentstothespeedwiththethrottle.Usethespeedometerandtachometertomeasureandjudgethespeedoftheboat.Forstrongerskiersthatexertmorepullontheboat,trytotimethethrottleadjustmentstotherhythmoftheskiingandthepullontherope.Donotover-reacttospeedchanges–itisbettertoundercorrectandallowtheboattospeedupandslowdownwiththerhythmoftheskier(inotherwords,lessisbetter).WakeboardingWakeboardinghappensatslowerspeeds.Theaveragespeedofbeginnerwakeboardingis10-15mph.Withabeginnerwakeboardertheboatshouldneverexceedaspeedof15mph.Onlywhenawakeboarderisreadytojumpoverbothwakesshouldaboatspeedgreaterthan15mphbeconsidered.Theremaybesomedifficultyinmaintainingtheboatatthisslowspeed.Thisisbecauseatthelowerspeed,theboatsitslowerinthewater,whichaffectsitshandlingandacceleration.Withpracticethiswillbecomeeasiertodrivefor.SiteInspectionAlltowedwateractivitiesshouldbecompletedasafedistanceawayfromshoreandawayfromshallowwater.Therearetwogoalswithrespecttotheminimumdistancefromshore:

• Agreaterdistanceprovidestheboatdriverwithmaximumflexibilitytoreacttosituations.Whenrunningtooclosetoshore,thedriverispreventedfrombeingabletoreacttotheshoresideinanemergencysituation(orriskrunningtheboatontoshore).

• Agreaterdistancewillensurethatiftheathletedoesfall,heorshedoesnotruntheriskofbeingcarriedontoshoreorintotheshallows.Rememberthatskiers,boardersandtubersareonatowropeandwilltravelsomedistanceawayfromtheboat.Forexample,askierusingastandard18m(60foot)skilineiscapableofpullingatleast15metresawayfromthecentrelineoftheboat.Iftheyletgoorfallwhilepullingawayfromthecentreline,they

Someprovinceshaveadoptedspeedlimitsof10km/hwithin30m(98’5”)ofshoreonallwaterswithintheirboundaries.ThisspeedlimitappliesinOntario,Manitoba,Saskatchewan,AlbertaandtheinlandwatersofBritishColumbiaandNovaScotia.Thislimitisineffectwhetheritispostedornot.Exceptionsinclude:

• Recreationaltowingwheretheboatfollowsapathata90°angletotheshoreinanareadesignatedbybuoysforrecreationaltowing;

• Riverslessthan100m(328’)wide,aswellascanalsandbuoyedchannels;and• Waterswhereanotherspeedlimitissetinascheduletotheregulations.• Formoreinformation,seeCanadianSafeBoatingGuide.Also,considertheenvironment;

thismeans,beknowledgeableofnoisepollutionandyourvessel’swakeswhicherodetheshoreline.

DifferenceinBoatsGeneralHandlingofaBoat:Everyboatperformsdifferently.Astheboatdriver,youareresponsibleforfamiliarizingyourselfwiththeparticulardrivingcharacteristicsofanyboatpriortotowingaskierofanyskilllevel.Knowinghowaboathandlesandoperatesbeforetowingaskierincreasesthesuccessrateandthequalityoftheexperiencefortheskier.DifferentTypesofBoatsInboardsAninboardboatisaboatinwhichtheengineisinsidethehulloftheboat.Withaninboardenginethepropellerunderneaththeboatisfixed.Inboardshaveaseparaterudderthatisresponsibleforsteering.Inboardstypicallycomeintwostyles:1.Directdrive(directinboard):engineincenterofboat,transmissionisfacingtowardsthesternoftheboatandthedriveshaftandpropellerareallinastraightline.Directdrivesarethedriveofchoiceforperformanceskiboatsbecausetheengineinthecentreoftheboatcreatesagoodbalancetokeepasmallwakeandtheenginehasthemostavailabletorquebecauseitrunsdirectlythroughthetransmission.

2.V-Drive(vectordrive):engineislocatedinthehullbutatthebackoftheboatfacinginreverse.Thetransmissionismountedattheforwardendandhasagearboxwithangledgearstore-directthepowertothepropatthestern.TheVdriveistheengineofchoiceforperformancewakeboardboats.Ithasthetorquebenefitsofadirectdrivehowevertheweightisinthesternoftheboatwhichhelpsthewake,aswellasprovidingamorecomfortableseatingarrangement.

Allinboardsregardlessofmakeortypetypicallybehaveinthesamemanner.Becausetherudderisseparatefromthedrivemechanism(propeller),steeringisdifferentthanatypicaloutdrive.Theyaresteeredbytherudderdirectingthethrustofthepropeller;thiscreatesimmediateandaccuratesteeringresponseinforwardgear.Keepinmindthatthereisverylimitedsteeringinneutral.The

reasonthatinboardboatsareusedforwaterskiingisthattheenginesproduceahugeamountoflowendtorque(pullingpower)andallowforconsistentspeed.Thisisveryimportantasacoachorinstructorisabletofocusonthestudentinsteadofkeepingtheboattravelingataconsistentspeed.Thehulldesignhasaveryflatfootprintontothewaterwhichallowsforcleanerwakes.Themaindifferenceisinreverse.Inboardswillpullonewayortheotherinreverse.Thisiscalledtorquesteerbecausetheboatissteeringduetothethrustofthepropeller.Becausetherudderisbehindthepropellerwhenthethrustisreversedtherudderisnoteffective.Inboardswillpullgraduallytothesidethattheytorquesteertothemostcommondirectionistothestarboard(driversside)howeversomeolderboats,witharighthandrotationprop,pulltotheport(passengersside).Itisimportanttoknowwhichsidetheboatpullstobeforedockingandclosequartersmaneuvering.Itisvaluabletopracticemaneuversoutinthemiddleofthelaketogetafeelforthesehandlingcharacteristics.WhenstartinganInboarditisimportanttoruntheblowerforaminimumof5minutespriortostartingtheignition.Becausetheengineiscontainedwithinthehullitdoesnotreceiveproperventilationandiftheengineweretosparkofbackfireitcouldresultinanexplosion.Itisalsoadvisedtoruntheblowerwhenoperatingbelowcruisingspeedstopreventcarbonmonoxidebuildupinsidethecockpitoftheboat.Manyfamiliesarenowmovingtowardinboardengineboatsasthepropellerislocatedunderneaththehulloftheboat.Thisallowsforalargeswimplatformtobelocatedatthebackoftheboat.Also,thepropellerlocationmakesitverysafe,assomeonewouldhavetoswimundertheboattogetnearthepropeller.OutboardsOutboardsareatypeboatinwhichtheengineislocatedoutsidethehullatthetransom(back)oftheboat.Steeringisaccomplishedbyturningtheentireengine(whichchangesthepropellersdirection)inrelationtotheboat.Becausethewholeengineisturnedsteeringiseffectiveregardlessofthespeedtheboatistraveling,includingtheabilitytosteerinneutral.Also,sincethewholeengineturnsthedriverhastheabilitytosteerinanydirectioninreverse.Outboardenginesareoftenmoredifficulttosteerbecauseyoumustmovetheentireengine,mostoutboardshavecablebasedsteeringwhichhasnopowerassistandwhiletheengineisatspeedcanbedifficulttomove.Alsomanydriversfinditverydifficulttoholdaconsistentspeed,especiallyunder25mph.Outboardsarethechoiceforbarefootingduetotheirhighpowertoweightratioitallowsthemtorunathigherspeedsbecauselargerenginescanbemountedonsmallerboats.Outboardshavetheabilitytobetrimmedupanddown.AbetterexplanationoftrimcanbefoundintheTrimsectionofthismanual.

Non-SkiBoatDrivingPersonalWatercraft(PWC)asTowBoatsApersonalwatercraft(PWC)isarecreationalwatercraftthattheridersitsorstandson,ratherthaninsideof,asinaboat.AJetBoatisaboatwitharegularenginewithawaterpumpthat"jets"thewateroutthesternatveryhighvelocity.PWCsandJetBoatshaveaninboardenginedrivingapumpjetthathasanimpellertocreatethrustforpropulsionandsteering.ThesewatervehiclesaresometimesreferredtoasSeaDoos,JetSkisandWaverunners.Pleasenotethatthesearemanufacture’sbrandnames.SincePersonalWatercraftandJetboatshaveajetdrivetheyperformverydifferentlythantraditionalboats.Thrustisaccomplishedbysuckingwaterinthroughtheintakegrateonthehullandshootingitoutthenozzleontheback.Jetdriveshavenotransmissionsandthereforethejetisalwaysengaged,thereisnotrueneutral.Neutralandreverseareaccomplishedbyblockingthejetnozzleandredirectingthethrust.Becausethesuctionpumpisrunningatalltimesyoumustbeawareofoverpassingobjectsatalltimebecauseitmaydrawtheobjectintothegrateandwrapitaroundtheshaft.Jetpropelledwatercraftsaresteeredsolelybydirectingthethrustfromthejetpumpwiththenozzle.Becausetheyhavenoruddersorsteeringfixtures,youmustapplythrottletosteer.Thisisa

SpeedControlSystemsAsmarinetechnologyadvancesmoreandmoreboatsarebeginningtoofferspeedcontrolsystems.MostnewInboardBoatsnowofferitasstandardequipment,andI/OsandoutboardsandevenPWCsarenowbeginningtooffercruisesystems.Cruisecontrolsystemsaregreattoolsfordriversastheyallowyoutofocuslessonmaintainingaconsistentspeed,andmoreontheriderandtheboatsurroundings.Howeverspeedcontrolisonlyatoolandshouldnotbereliedonasprimaryformadriving.Adrivershouldalwayshaveonehandonthethrottlewhiledriving.Eachcruisecontrolsystemisdifferentinitscomponentsandfunctionalityandasaresponsibledriveryoushouldbefamiliarwiththemanualofthespecificcruisecontrolsystemanduseitwithoutaskiertobecomecomfortablewithhowitworks.TrimOutboardsandI/Oshavetheadvantageofpowertrimwhichallowstheenginetomoveupanddown.Bydoingthisyouchangetheheightofthenoseoftheboat.Thisthuschangeshowtheboatplanes,(whichallowstheangleofthepropthrusttobeadjustedtoraiseorlowerthebow),allowingittorunmoreefficientlyindifferentconditions.Powertrimisusefultohelpcleanupthewakeoftheboataswell.Whentowingaskieryoushouldbeginwiththetriminthedownpositionthisallowstheboattoplaneoutquicklybecauseitforcesthebowdown.Oncetheboatisonplanetheenginecanberaised(broughtup)slightly.Thiswilleliminatebowsteeringandallowtheboattotravelthroughthewatermoreefficiently.Thisalsochangesthewakeshapewhichcanbenefittowedwatersportsactivity. BalancingtheBoatNomatterwhatboattypeyouareusingitisimportanttheboatremainsbalanced.Theweightshouldbeequallydistributedporttostarboard(lefttoright)andbowtostern(fronttoback).Evenforwakeboarding,toomuchweightinthebackoftheboatwillmaketheboatdifficulttodrive.Toomuchweightinthefrontoftheboatwillcausethebowtoplowthroughthewater.Theweightporttostarboardshouldalsobeeven.Thiswilldirectlyinfluencethewakeshape.Ifthereistoomuchweightontheportsideoftheboat,thewakeontheportsidewillbedarkandclean;however,thestarboardsidewillbewhiteandwashy.Whentheweightintheboatiseven,bothsideswillbecleananddark.
