C) Supervisor/Board AnnouncementsThe Supervisor announced the Downtown Development Authority (DDA) is offering a matching grant for businesses within the DDA district. Any business within the DDA can apply for a grant to fund half of the cost of outside building projects or façade improvements, up to $5,000.00. For more information as well as an application form go to Harrison-township.org or call the Supervisor’s Office.
The Macomb County Planning and Economic Development is hosting a tree, shrub, and plant sale. This program is a great way to update some of your landscaping at your home or business. Pre-orders are being accepted now, and order forms as well as more information about the program can be found at green.macombgov.org.
Honor Earth Day on Saturday, April 13th with our Beautification Commission by participating in this family friendly litter pick-up rain or shine. We will meet at 9:00 a.m. at Mariner’s Plaza parking lot behind McDonald’s at 25900 Crocker. We’ll pick up litter along Metropolitan Parkway. Instructions, leaders, bags gloves, litter pickers and refreshments will be provided. The event is from 9:00 to noon. Volunteer hours honored for participants. The Township is selling 2019 Metropark Passes again for a discounted price to Township Residents. Passes are $28.00 for residents and $24.00 for seniors. The Macomb County Veteran Services is partnering with the Harrison Township Library to provide free tax help for both military veterans and those with an annual family income of less than $55,000.00. Emagine Theatres is offering a special deal when you show your Harrison Township Library Card. On the first Monday of every month, enjoy a movie and a large 44 oz. drink for $8.00.
Operation RX and Families Against Narcotics have generously donated some drug deactivation kits to the township. The following preamble and resolution were offered by Darrin York, Treasurer and supported by Brian Batkins, Trustee.
WHEREAS, a Petition has been filed with the Township Board of the Charter Township of Harrison, Macomb County, Michigan, pursuant to Act l88, Public Acts of Michigan, l954, as amended, signed by the record owners of land whose frontage constitutes more than fifty per cent (50%) of the total frontage in the proposed Special Assessment District as set forth in said Petition and hereinafter described. The Petition requests the making of an improvement to the road on Chartier Street as follows:
Chartier Acres subdivision lots 43-54, and lots 86-97, Harrison Township, Macomb County, Michigan, according to the plat thereof as recorded in plats, Macomb County Records, commonly referred to as Chartier Street.
For the purpose of furnishing road improvements to the above described area of the Charter Township of Harrison, Macomb County, Michigan, which is hereby declared and determined to be the special assessment district which shall be required to pay the cost of said improvement:
The road improvement will consist of crushing and reshaping the existing pavement to create a new base material with the addition of a new 4 inch thick asphalt surface. Minor drainage work and driveway patching as necessary to match the drives with the new roadway surface. The manholes will also have to be brought to grade and sealed. This project does not include any ditching or drainage improvements other than the minor work noted above. The Macomb County Department of Roads will construct said road improvements.
Final assessed cost is based on actual construction and miscellaneous costs.

Estimated total project cost $275,676.00, cost per lot (43 lots) $6,411.07.
WHEREAS, the property to be benefited by the making of said improvement and to be included in a Special Assessment District to pay the cost thereof, shall consist of the following described lands and premises:
Chartier Acres subdivision lots 43-54, and lots 86-97, Harrison Township, Macomb County, Michigan, according to the plat thereof as recorded in plats, Macomb County Records,
WHEREAS, the signatures on said Petition and ownership of the property therein described, have been checked and verified by this Board and found to be correct; and
WHEREAS, the Engineer will be asked to get an estimate of cost and collect data from the appropriate sources regarding the specifications for the project, and
WHEREAS, an informal hearing has been held with the affected residents, the township engineer and board members to discuss all alternatives, and
WHEREAS, the Township Engineer has transmitted to the Township Clerk a report on the project with a diagram showing the extent of and property included in the proposed Special Assessment District; and
NOW, THEREFORE, BE IT RESOLVED, THAT:l. The Engineer for the Charter Township of Harrison, Macomb County, Michigan, is hereby requested to prepare plans showing the proposed improvement, the location thereof and an estimate of the cost thereof.
2. Said Engineer, when the plans and estimates are completed, is ordered to file same with the Township Board.

2. The Township Board tentatively declares its intention to make the following described improvement:

3. The Township Board tentatively determines the Petition to be legally sufficient for the establishment of the proposed Special Assessment District.
4. That there is hereby tentatively designated a Special Assessment District against which the cost of the proposed improvement is to be assessed, consisting of the following described lots and parcels of land:
Chartier Acres subdivision lots 43-54, and lots 86-97, Harrison Township, Macomb County, Michigan, according to the plat thereof as recorded in plats, Macomb County Records.
5. Take further notice that the Township Board shall meet on Monday, April 8, 2019 at Rosso Hall at 38255 L’Anse Creuse, Harrison Township, MI 48045 for the purpose of determining the necessity of the project, and for the hearing of any objections to the Petition, and to the proposed improvement and/or to the establishment of a special assessment district.
6. The Township Clerk is hereby ordered to cause notice of such hearing to be published twice prior to said hearing in the Journal a newspaper of general circulation in the Township, the first publication to be at least ten (l0) days before the time of the hearing. The Clerk is to give notice of such hearing to each title owner or party in interest in the property to be assessed, and whose name appears upon the last local tax assessment records, by first class mail, addressed to such owner or party at the address shown on said tax records, at least ten (l0) days before the day of such hearing.
7. Said notice shall be in substantially the following form:

TAKE FURTHER NOTICE that appearance and protest at this hearing is required in order to appeal the amount of the special assessment to the State Tax Tribunal if an appeal should be desired. A property owner or party in interest, or his or her agent, may appear in person at the hearing to protest the special assessment or may file his or her appearance by letter delivered to the Clerk by Monday, April 8, 2019 by the close of business at 4:30 p.m. and his or her personal appearance shall not be required. The property owner or any person having an interest in the property subject to the proposed special assessments may file a written appeal of the special assessment with the State Tax Tribunal within thirty days after confirmation of the special assessment roll if that special assessment was protested at this hearing.

E) Fire DepartmentE.1 Approve the purchase of two Thermal Imagers
The Supervisor stated the Harrison Township Fire Department has used thermal imagers for many years. These are helpful when locating hot spots inside walls and ceilings as well as locating people and pets, not only inside a building but on the lake as well. In the past, we purchased devices used at a construction industry level, but NFPA now has a thermal imager standard. The proposed Scott X380N thermal imagers are NFPA compliant. Chief Lopez had informed us that we would need to replace our existing thermal imagers, and one was already out of service. The other unit recently failed, so we requested a demo unit. The Supervisor is requesting the purchase of two Scott X380N thermal imagers with vehicle

mounts and chargers from Premier Safety at a cost of $19,660.00. A second quote was provided at the Board meeting. The Board had further discussion.
Motion by Brian Batkins, Trustee and second by Darrin York, Treasurer to approve the purchase of two Scott X380N thermal imagers with vehicle mounts and chargers from Premier Safety at a cost of $19,660.00. MOTION CARRIED
E.2 Approve temporary officer promotionsThe Supervisor stated the recent changes in staffing and retirements have left an imbalance between the three platoons. Platoon I is down to seven personnel, Platoon II has eight personnel, and Platoon III has nine personnel. In addition, Lieutenant Barnhard's retirement and SergeantSahr's resignation has left the department short two officers. These positions are important not only for leadership, but each officer has a specific responsibility for training, ordering supplies, etc. Therefore we have agreed to temporarily promote two individuals: Sgt. Brian Lorkowski and Firefighter Christpher Durso. The promotions are temporary pending the outcome of the Hart arbitration because Sgt. Hart would have been eligible for the promotion to Lieutenant. The Supervisor is recommending the temporary promotion of Sergeant Brian Lorkowski to Lieutenant effective March 7, 2019 and Firefighter Christopher Durso to Sergeant effective March 9, 2019. Public comment was heard.

E.3 Repairs to Engine 1The Supervisor stated Engine 1 was making a loud noise Michigan Fire Apparatus checked it out and the alternator needs to be replaced at a cost of $3,139.50.
Motion by Larry Tomenello, Trustee and second by Darrin York, Treasurer to approve the repairs to Engine 1 in the amount of $3,139.50 to Michigan Fire Apparatus. MOTION CARRIED
F) Supervisor’s OfficeF.1 Approve New 401(a) and 457(b) Plan Documents
The Supervisor stated at the November 14, 2016 regular board meeting the Board approved the switch from John Hancock to One America for the administration and investment of our 457(b) plan. This switch reduced expenses as well as improved the interface between our employees and the plan administrator. Since then we had to correct certain parts of the plan design and also move some funds from the 457(b) plan to a 401(a) plan. Now that those steps are complete, the move can be finalized. One America took our existing plan documents and updated them, as well as added some new features along with notes explaining the changes. The Supervisor isrecommending the approval of these new plan documents. The Board had further discussion on the item.

Motion by Darrin York, Treasurer and second by Brian Batkins, Trustee to approve the new revised 401(a) and 457(b) plan documents with the changes discussed subject to attorney approval at a cost not to exceed $2,000.00. MOTION CARRIED
F.2 Approve two-year lawn contract with RCS Lawn CareThe Supervisor stated we have competitively bid our lawn care contract during the spring of 2017. RCS Lawn Care Inc. was the low bidder and has performed the work for the last two years. RCS is owned by a resident of Harrison Township and their performance for the last two years has proven to be the best of the three lawn care contactors that the township has dealt with in the last eight years. The Supervisor asked for a quote from RCS Lawn Care to extend the contract two additional years. RCS has provided documentation to the proposed extension, as well as the bid tabulation sheet from two years ago. The weekly cuts in the latest bid are within three dollars per week of the next lowest quote from two years ago. It is worth noting that the scope of work has increased since the last RFQ. Considering the quality of the work, the competitiveness of the quote, and the residency of the owner, the Supervisor is recommending to approve the two-year contract extension with RCS Lawn Care at an estimated annual cost of $24,210.00. The Board had further discussion on the item. Public comment was heard.

About Empco Empco was incorporated in 1985 and is located in Troy, MI. Empco, Inc. specializes in employment relationships with an emphasis on testing and evaluations in the public sector. Our focus is on entry level and promotional assessments for public safety and municipal positions. In 1987, Empco began conducting promotional testing for police departments in Michigan. From our offices in Troy, we have grown into the largest firm in the state providing promotional testing to law enforcement and the fire service. Experience and Qualifications Empco conducts assessment centers, oral boards and written examinations for hundreds of agencies across the United States. In this, we test thousands of candidates each year. Conducting this number of examinations gives us the experience to satisfy your promotional requirements. It must be recognized that current clients, who use our examination services annually, could switch to another vendor if our results did not only satisfy the agency’s needs, but also the need for fairness among test takers. We keep our clients, and the number continues to grow because of a reputation for integrity and fairness in our examinations.
Job Analysis Empco conducts a job analysis before developing any assessment. The job analysis includes meetings with subject matter experts and those persons in a position to fully understand the requirements of the job. Empco will also administer surveys about the position to these individuals. Empco will analyze the information collected during these meetings and through the surveys. We will also examine the job description for the position, as well as any job analyses previously conducted. The information gathered in the job analysis will be used as the basis for any assessment and is included as part of the validation of the exam. 37

Assessment Centers Empco’s assessment centers are designed to measure the knowledge, skills and abilities (KSA’s) critical for successful performance in such jobs. These include up to 15 behavioral attributes such as: oral and written communication, problem solving, decision making, organization, planning, administrative and operational skills, staff development, supervision, analytical thinking and reasoning, etc. The job analysis, as well as information from subject matter experts in the department, will determine the actual dimensions to be measured by the assessment center for each specific rank. Empco’s assessment centers are developed in accordance with the Guidelines and Ethical Considerations for Assessment Center Operations (2015), International Taskforce on Assessment Center Guidelines. These guidelines establish specific requirements and procedures for conducting assessment centers. The following description of Empco’s assessment center structure and procedures reflect the requirements of these guidelines. Following these guidelines will ensure that your department meets any contractual obligations to conduct an assessment center as well as making the test reliable and defensible. Empco has four exercise types that are typically used in assessment centers. The specific job-related exercises that will be used in a custom assessment center will be developed by Empco after consultation with subject matter experts in the department and examining the results of the job analysis for each position. Empco uses between three and five exercises for each assessment center. The specific number of exercises will be based on the job analysis, number of candidates and scheduling requirements. The following are the typical exercise types Empco uses:
Interview Exercise: Candidates are asked to make a brief presentation describing themselves, their accomplishments, goals and other related issues - an outline of suggested topics is provided at the orientation. Each candidate is then asked a series of career and job-related questions and given a scenario(s) to solve. The same questions/scenarios are asked of each candidate. Actual department issues are incorporated into the exercise. Oral Presentation Exercise: Candidates are given a particular subject at the orientation and asked to prepare and deliver an oral presentation to a group such as the city council, concerned citizens, etc., (in reality - the assessors). Generally, an actual department issue is incorporated into the exercise. In-Basket Exercise: Candidates are given a number of written situations, which might typically be found in the “In-Basket” of the job being filled. Candidates are asked to complete and submit their solutions to these in-basket items within a specific time. Role-Play Scenario Exercises: Candidates are presented with unannounced situations from the job being sought. They are required to interact with an individual (an Empco associate playing the role of a subordinate, city council person, etc.) while being evaluated by our panel of assessors. The scenarios are job-related.

Assessors
Empco will provide the assessors for the assessment center. All assessors will be those regularly used by Empco and are therefore trained in how Empco evaluates and scores candidates. Each panel will evaluate all candidates on a given exercise to insure reliability of ratings. Depending on the number of candidates, candidates may be evaluated by several different panels; however, all candidates on one type of exercise will be evaluated by the same assessors. Assessors are drawn from non-contiguous departments and have no prejudicial knowledge of the candidates. If the department requires that assessors other than those generally used by Empco need to serve as assessors, an additional day of training for these assessors will need to be built in the schedule. This will give Empco time to train the assessors in Empco’s evaluation and rating system.
Candidate Orientation
Empco will conduct an orientation for all candidates participating in an assessment center. During this orientation, Empco will explain the assessment process -- what candidates should expect and how the candidates will be evaluated. The department is responsible for providing adequate facilities to accommodate the orientation and will be responsible for notifying all candidates as to the date, time and location of the orientation
Candidate Feedback
Empco will provide all candidates that participate in the assessment center the opportunity to receive feedback on their performance in each exercise. Candidate feedback sessions must take place within two months of the completion of the assessment. For clients in the Metro Detroit area, feedback sessions are conducted at the Empco office in Troy. For clients located outside the area, feedback sessions are conducted through video or phone conference. Candidates are responsible for contacting the Empco office to schedule their own feedback session. Feedback sessions are confidential and are done as an opportunity for candidates to learn how to improve on future assessments and, more importantly, how they can work to improve their management skills on the job.
Scheduling and Billing
Empco requires a minimum one month development period. The specific dates and times of each aspect of the test development and administration will depend on the availability of representatives from the department, and how quickly surveys are completed. Final candidate counts must be given to Empco two weeks prior to the assessment. The department will be billed for the number of candidates given at this time. Assessment Centers cancelled less than three weeks prior to the assessment center will result in the client be billed the development fee for the assessment center. Reduction in the number of days for the assessment center less than two weeks prior to the assessment center will result in the client being billed $1000 for the cancelled day(s).

Scoring
Empco will consider reliability and adverse impact in determining the cut off scores for passing the assessment. Final scores will be reported after these analyses have been completed. Empco will provide departments with scores on assessment centers within one week of the assessment completion. Scores can be reported in multiple formats, but always as a percentage of 100 percent.
Department Requirements Empco requires that the department provide adequate facilities for all orientations and assessment centers. The department is responsible for making sure these facilities provide adequate space and layouts conducive to the activities that will be held in the space. Empco asks that the departments provide lunch to Empco assessors and facilitators for all assessment centers. The department is also responsible for notifying all candidates of the dates and times of orientation and assessment center dates. The department will need to provide Empco with a copy of all job analyses and job descriptions for the position, and make subject matter experts available to Empco if additional job analysis information needs to be conducted. Empco also requires the city allow Empco use of a copy machine during the assessment center process. It is the department’s responsibility to notify candidates that recording devices of any kind, including department issued body cameras, are strictly prohibited at all orientations and assessment centers. If a candidate is wearing any of these devices upon arriving at the testing facility, they will be asked to turn the device off and remove it from the testing areas. Use of a recording device during the assessment center will be considered cheating and will be handled in accordance with Empco and department policies on cheating. The department must notify Empco of any additional requirements when scheduling a testing process. Those additional requirements could be dictated by department policy or collective bargaining agreement and include, but are not limited to, specific cut scores, candidate reviews and candidate challenge periods. Project Team Kendra Royer, President
Dr. Kendra Royer holds a Master’s degree and a Doctoral degree in Industrial/Organizational Psychology. She has worked as a public safety consultant since 2001 and has been with Empco since 2005. Her expertise is in the development and validation of employment testing. As President, Kendra oversees the development of all assessment processes. She ensures that all Empco products are valid and reliable and consistent with industry standards.
Charles Castle, Director of Marketing and Project Management Charles Castle is the retired Police Chief from Southgate, Michigan. Chuck has 31 years of public safety experience and has worked for Empco since 2005 in a consulting capacity. He holds a Bachelor’s Degree in Criminal Justice from Madonna University where he is on staff as an adjunct Criminal Justice instructor. Chuck obtained his Master’s Degree in Criminal Justice from Wayne State University where he sits on the Criminal Justice Advisory Board and is an active volunteer mentor for students in WSU’s CJ program. As Director of Marketing and Project Management, Chuck will administer and facilitate all aspects of the assessment process. He will utilize his experience in public safety to provide insight into the development of the assessment tools.
In addition to the Empco team members listed above, Empco works regularly with 50 independent contractors to develop written examinations, examine on oral boards, and act as assessors in assessment centers. These contractors are experts in the area of public safety.
