Consideration of Approval of Amendment to the 2010-2011 Budget for Restricted Revenue and Expenses Relating to Federal and State Grants
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve an amendment to the 2010-2011 budget for restricted revenue and expenses related to grants. BACKGROUND Federal, state, and local grant activity is ongoing as amendments to currently active grants are processed and new grants are awarded. In order to fund the objectives of the grants, grant operating budgets must be established in a timely manner. This request for a budget amendment reflects the additions to restricted revenues and restricted expenses as a result of amendments and new awards received during the month of February 2011. IMPACT OF THIS ACTION Approval of the budget amendment will allow the College’s staff to implement the programs in accordance with the requirements of the additionally funded award amounts. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) Restricted revenues and restricted expenses will each be increased by $1,847,686, so the net impact on the College budget is zero. MONITORING AND REPORTING TIMELINE The Office of Grants Management provides continuous monitoring of grant operations, which are included in the annual financial report to the Board of Trustees. March 7, 2011 Board Book – Grant Amendments Detail List National Aeronautics and Space Administration - Strategic Education Alliance (SEA) Grant (Year 5) (Incremental Funding) The San Jacinto College Aerospace & Biotechnology Academy is the prime recipient for this five-year cooperative agreement. The Academy is responsible for staffing, fiscal, and program management of the five program areas: Reduced Gravity Student Flight Program, Minority Research & Education Program, Education Information Technology: IT Projects Planning, Higher Education Student Programs, and Texas Aerospace Scholars. Texas Higher Education Coordinating Board - Alternative Teacher Certification Program (New Grant) This program is for individuals who possess a degree. It includes accelerated routes into teaching, offers training on how to be an effective teacher, as well as additional courses a prospective teacher might need in the subject area of choice. Many of these programs can be completed in a year, during which time a prospective certified teacher may have a paid teaching position in a public school classroom.

Consideration of Approval to Modify Certain Incidental & Lab Fees
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve certain modifications to the College’s incidental and lab fee schedule. Such changes would be effective for the Summer and Fall 2011 semesters. BACKGROUND The fee changes have been recommended and approved through the Fall 2010 curriculum process. All curriculum revisions including incidental and laboratory fees are reviewed and approved by campus instructional affairs committees and the instruction and student services council. IMPACT OF THIS ACTION Adoption of the fee recommendations will establish new or modified fee charges for students for the Summer and Fall 2011 semesters. New fees are either due to new course offerings or additional course requirements that necessitated establishment of new fees. Fee modifications result from either reduced lab requirements, changes in accreditation requirements or increases in certification fees charged on a headcount basis. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The net effect of the recommended fee changes will have a minimal impact on the 2010-2011 operating budget, and no budget adjustment is required because of this recommendation. There are no staffing implications to this recommendation. Consideration of Approval of a Notification to The Higher Education Coordinating Board (THECB) to Update Distance Learning Degree and Certificate Offerings Provided

ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve a notification to The Higher Education Coordinating Board (THECB) to update distance learning degree and certificate offerings provided by San Jacinto College. BACKGROUND Distance learning offerings at San Jacinto College have continued to grow in response to demand from students for these courses in online and hybrid delivery formats. As an outcome of this growth, it is necessary for San Jacinto College to provide an updated notification to THECB identifying those areas in which San Jacinto College offers 50 percent or more of the course work required for such degrees in a distance learning modality. IMPACT OF THIS ACTION This action complies with requirements of THECB. Furthermore, this action aligns with the College’s strategic goal 1, strategy 2 to become a recognized leader in the quality and availability of alternative delivery options by expanding the courses and programs available to students in online and hybrid delivery formats. BUDGET INFORMATION There is no budgetary impact to this action. MONITORING AND REPORTING TIMELINE The Educational Technology department will provide continuous monitoring of alternative delivery options to provide notifications to agencies as required. Consideration of Approval of a Notification to the Southern Association of Colleges and Schools (SACS) to Update Distance Learning Degree and Certificate Offerings by San Jacinto College
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve a notification to the Southern Association of Colleges and Schools (SACS) to update distance learning degree offerings provided by San Jacinto College. BACKGROUND Distance learning offerings at San Jacinto College have continued to grow in response to demand from students for these courses in online and hybrid delivery formats. As an outcome of this growth, it is necessary for San Jacinto College to provide an updated notification to SACS identifying those areas in which San Jacinto College offers 50 percent or more of the course work required for such degrees in a distance learning modality. IMPACT OF THIS ACTION This action complies with requirements of SACS. Furthermore, this action aligns with San Jacinto College’s strategic goal 1, strategy 2 to become a recognized leader in the quality and availability of alternative delivery options by expanding the courses and programs available to students in online and hybrid delivery formats. BUDGET INFORMATION There is no budgetary impact to this action. MONITORING AND REPORTING TIMELINE The Educational Technology department will provide continuous monitoring of alternative delivery options to provide notifications to agencies as required. Consideration of Approval for Funding of Guaranteed Maximum Price, North Campus Science/Allied Health Building
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve the Guaranteed Maximum Price contract of $29,032,541 with Tellepsen Builders, L.P. (Tellepsen) to construct the North Campus Science/Allied Health Building. BACKGROUND Tellepsen was awarded the contract for Construction Manager at Risk (CMR) for the North Campus Science/Allied Health Building during the December 2009 board meeting. The project has been progressing with detailed construction design development. The proposals returned pursuant to the solicitation for this project were received January 26, 2011. Once received, they were thoroughly assessed for accuracy and scope. Based upon this evaluation, it was determined that the sub-contractors (listed in the attached detailed report) offer the best value to the College. The contract includes the requirement that the contractor comply with Chapter 2258 of the Texas Government Code regarding applicable prevailing wage rates. It is recommended that the Board approve funding for the construction of the North Campus Science/Allied Health Building. IMPACT OF THIS ACTION The scope of work includes construction of the new Science/Allied Health Building and associated sidewalks, drives, landscaping, entries and temporary automobile parking lot. This 128,000 square foot building will be located at the North Campus on the corner of Cravens and Curry Streets. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The total expenditure for the requested package of work is $29,032,541 which is the Guaranteed Maximum Price (GMP) for this project. The total budget for the North Campus Science/Allied Health Building is $41,568,000. This work will be funded through the 2008 Bond Program. MONITORING AND REPORTING TIMELINE All work is scheduled to be completed six hundred and nine (609) calendar days from the Notice to Proceed.

Division 01
1. The GMP is based on the Documents for Permit and Construction prepared by Bay Architects, Inc. and their consultants dated December 21, 2010. (Allied Health & Science) and Jarreau & Associates dated February 11,2010 (North Campus Parking Lot Landscaping). The scope of work is as indicated in the referenced drawings and these Assumptions and Clarifications. A comprehensive listing of Contract Documents is included in Tab 2 of this GMP Package.
2. The GMP includes the cost of a Performance and Payment Bond, Builder’s Risk Insurance, and General Liability Insurance.
3. The GMP assumes the project is tax exempt for materials incorporated into the project. 4. The GMP excludes any Design Development/Estimating Contingency. Any Owner generated
Scope Changes included in future document issues shall be addressed as Change Orders to this Contract unless covered by an owner allowance.
5. The GMP includes the cost of Harris County Permit fees at standard rates. Should any permit revisions be required, the associated fees will be included with the Change Order for the associated Scope of Work.
6. The GMP does not include any cost associated with the investigation, testing, identification, state notification, permits, treatment, isolation, containment, handling, or removal of any existing hazardous or contaminated materials on the project (including asbestos, lead paint, contaminated soils, etc.). This GMP assumes all hazardous materials within the limits of work will be abated prior to the date of commencement. Should such materials be encountered during construction, the Owner will be responsible for the removal of these materials, and the construction schedule shall be extended accordingly.
7. Tellepsen has performed the due diligence as required by the Contract with Owner to investigate and provide, within this GMP, for the existence of pre-existing conditions of existing buildings, roads, parking areas, underground piping and structures within and adjacent to the Allied Health project site. This GMP does not however include any allowances for unforeseen obstructions on the site (live and abandoned utilities, building foundations not documented or differing site conditions that the initial site investigations could not have uncovered).
8. The GMP excludes the cost of all Harris County, Utility District and utility company assessment and impact fees.
9. The GMP assumes that Tellepsen’s standard format for all project management forms (schedule of values, RFI, submittal, etc.) will be acceptable. These forms are generated from our company standard project management software and cannot be modified without extra expense not included in this GMP.
10. The GMP assumes the Design Team will make every effort to return all submittals marked approved as noted and minimize the number of submittals requiring re-submittal. Design changes shall not be made during the submittal process.
11. The GMP is based on the use of electronic submittals for all required submittals (product data, shop drawings, etc.) When required by the Contract Documents, samples will be submitted in accordance with specification 013300 “Submittal Procedures”.
12. The current construction duration assumes all RFIs are appropriately responded to within 7 calendar days from receipt by the Architect.
13. The current construction duration assumes all Submittals are appropriately responded to within 14 calendar days from receipt by the Architect.
14. The GMP does not include the dedicated Architect’s office spec specified in 015000 “Temporary Facilities and Controls.” It is not expected that the Architect will be onsite full time;

15. The GMP assumes high-speed data service will be provided by the Owner at no cost to the Contractor. The GMP includes the cost of connections and all cabling and equipment required in the Contractor’s site office (routers, computers, etc.)
16. The GMP assumes temporary water and construction power will be provided by the Owner at no cost to the Contractor.
17. The GMP assumes the use of permanent HVAC systems will be acceptable during the course of construction once the installation has progressed such that these systems are available. The GMP excludes the costs of temporary HVAC systems to condition the building during construction. The GMP assumes chilled water will be provided by the Owner at no cost to the Contractor.
18. The GMP assumes parking for construction personnel will be provided on-campus at no cost to the Contractor. Tellepsen has included the cost of a temporary gravel lot in the estimate that is to remain in place after construction is concluded.
19. The GMP is based on acceptance of the site logistics plan included in this GMP package. Any adjustments to this site plan may result in additional time and/or cost.
20. The GMP includes the use of flagmen and traffic control on an as needed basis only when deliveries, traffic, etc. poses restrictions to the Owner’s campus. We have not included provisions for full time flagmen, traffic barriers, lane closures, etc.
21. The GMP includes provisions to achieve LEED Credit MR 2.1 and MR 2.2 through the use of an offsite debris separation service. In the interest of cost and space efficiencies we do not include the separate collection of waste materials noted in specification section 013530 (3.1). Additionally, we do not foresee an opportunity for participation in the material re-use programs noted in specification 013230 (3.1D). Should an opportunity arise we will make a good faith effort to participate.
22. The GMP does not include specific provisions to comply with the rebate program noted in specification 013530 (3.2). We will comply with any rebate program specifically noted in the product specifications included in Division 02 to 28 of the Project Manual.
23. The GMP includes a good faith effort to control the noise generating activities onsite. Examples of steps we will take to ensure a good faith effort are ensuring equipment mufflers are in good condition, monitor vehicles with back up alarms to ensure they are not sounding when they are not moving, etc. We will coordinate directly with the Owner for activities scheduled for non-typical work hours. We have not included provisions to ensure the specific dB levels of specific equipment is monitored and kept below the levels noted in Specification 013230 (3.3-A(6)).
24. The GMP excludes the cost of professionally drafted As-Built Record Drawings, Mylar copies of As-Built Record Drawings, and hard copies of approved submittal data. We have included providing electronic copies of all close out documentation in pdf format.
25. The Contractor understands the project goal of obtaining LEED Silver Certification. We have included products as specified in the Contract Documents, but cannot guarantee the specified materials will ensure the project obtains the desired certification level. Additional compensation may be required if it is discovered the specified materials must be substituted with alternate materials to reach the project LEED goals. Similarly, we trust the design of the buildings envelope, mechanical system, electrical system, etc. is such that the project’s LEED goals are met.
26. This GMP is based on the use of experienced field engineers in accomplishing layout work required by the project. The services of a registered surveyor are not included, other than the initial property corner verification. 66

27. If additional conditions that this effort could not have uncovered become apparent that will involve additional cost to resolve, Tellepsen will prepare a proposal request for Owner consideration. Tellepsen will document all existing conditions within the project boundaries prior to the start of construction and will return to equal condition when the project is complete, unless upgrades are specifically required by the Contract Documents.
28. The GMP excludes the replacement of any pavement or roadway surface not specifically indicated on the documents. We will restore any surfaces damaged during the construction period to the condition prior to construction commencement based on assumption that roadway is designed to carry construction traffic loading and is in suitable condition prior to start of construction activities. Damage to or failure of sub-grade or base below surface conditions due to construction traffic loading and subsequent repair/replacement is not included in this GMP.
29. This GMP excludes all non-construction costs, such as design fees, FF&E, etc. 30. The GMP excludes the cost of all materials testing. We assume this will be performed by the
Owner’s vendor at the Owner’s expense. The cost associated with any retesting due a failed initial test is included.
31. This GMP assumes a consistent flow of work and has not anticipated any delays resulting from delayed permit availability and missed document delivery deadlines.
32. This GMP excludes all other Preconstruction Services. Preconstruction Services are to be paid separate and independent of this GMP.
33. The GMP excludes all travel costs. If required during the course of the project, we assume these will be reimbursed outside of this budget based on actual costs incurred.
34. The GMP assumes the design for the Project Sign noted in Specification 015000 shall be provided by the Design Team.
35. The Structural Design Criteria noted in Specification 018000 conflicts with that indicated on the Structural Notes on sheet S0.01. We assume the design provided throughout the Contract Documents is correct and unaffected by these discrepancies. The GMP also excludes compliance with City of La Porte local ordinances and building codes noted in this specification.
Division 02
1. The GMP excludes the cost of salvage and restoration of all iconography (none shown on the drawings).
2. The GMP includes the removal of building underground utilities for buildings scheduled to be removed only to the extent that they interfere with new construction or 2’-0” below existing grade.
3. Permanent shoring required due to the close proximity of existing structures, trees, etc. is excluded.
4. Geotechnical report does not reference paving Subgrade preparation. Tellepsen includes lime stabilization to a depth of 6” at 6%.
5. Tellepsen includes removal and or protection of trees specifically identified as indicated in plans. Removal/protection of trees not shown is not included. Protecting the large oak tree near the main entry may require relocation of underground utilities as well as the concrete planter wall foundations that encroach upon the root ball. Tellepsen has not included extra costs to relocate such work, and cannot guarantee that this tree will survive without avoiding the root ball.
6. The GMP assumes all concrete paving shall be “Standard Duty” 6 inches thick with #4 reinforcement at 15” o.c.
7. The GMP excludes details 14, 28, 29 and 30 on sheet C1.03 as they are not referenced within the Contract Documents. 77

9. The GMP includes final grading in accordance with the Grading Plan and general note 42 on C2.01. We exclude general note 44 on C2.01.
10. The GMP excludes General Note 32 on C2.01. We have included the specifications issued in the Project Manual unless noted otherwise in these Qualifications.
11. The GMP includes the trees and shrubs as called out in the layout plan on L1.00. We could not find the one Live Oak noted in the planting schedule and it is therefore excluded.
12. The GMP includes the use of “earth fill” under the building slab, paving and walks in accordance with the Geotechnical Report. Select fill in accordance with specification 02200(3.2A) is not included.
13. Landscape sleeves for the North Parking Lot are assumed to be in place in locations required for the irrigation system to be installed.
Division 03
1. The GMP excludes any well pointing or dewatering. 2. FOUNDATION QUALIFICATION –The foundation work is based on a new spread footing plan
and schedule received from Haynes Whaley Engineers on 02/02/2010 (DSI #1).
Division 04 1. Brick sealers are not included (none indicated). 2. Masonry attic stock is not included.
Division 05
1. Toilet partition support is not included (floor mounted). 2. Additional structural support for Cubicle Curtains is not included. 3. Certain Structural Steel Members are not available locally as required by certain provisions of the
LEED requirements. The GMP includes some steel members purchased from outside of the area. 4. GMP considers use of Steel Fabricator that is a City of Houston Certified Plant that will comply
with AISC “Specifications for Structural Steel Buildings” and “Code of Standard Practices”. Pending final selection, fabricator may or may not be AISC certified.
5. The GMP assumes the structural details and sections indicated on the second floor will be the same details and sections used on the third floor and roof as none are indicated.
6. The GMP is based on 15 psf net uplift for the roof joist system as the uplift criteria is not indicated on the Documents.
7. The GMP is based on engineering the exterior stud to accommodate all design or wind loads without the need for additional miscellaneous steel support framing.
8. The GMP includes the stainless steel clad shoe at the glass railing as 4” tall per specification 05522. The 6” tall shoe shown on detail (17/A5.06) is not available without a custom extruded piece.

Consideration of Approval for Building Exterior Envelope Consulting Services
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve a contract with Building Exterior Solutions, LLC, for roofing, thermal, and moisture barrier consulting services for the 2008 Bond Program. BACKGROUND Building Exterior Solutions, LLC (BES) has provided consultation and design services for the College’s thermal and moisture barrier systems (exterior envelope) for the last seven (7) years. It has provided value to the College during this time by ensuring that barrier system designs are consistent and effective, materials specified are of appropriate quality, and construction quality is assured. In an effort to provide consistency of exterior envelope design with existing building systems, it is requested that BES be approved to provide technical design consultation and installation oversight. IMPACT OF THIS ACTION Services to be provided by BES include technical design and review of contractor proposals for the exterior envelope systems for the Central Campus Transportation Center, South Campus Student Success Center and North Campus Student Success Center. This proposed service includes on-site quality assurance inspections that will be performed during construction of the exterior envelope systems. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The total estimated expenditure for this service is $69,950 and will be funded though the 2008 Bond Program. MONITORING AND REPORTING TIMELINE The work described will be ongoing and this contract is scheduled to be complete at the end of the building construction phase. Consideration of Approval of Change Order 006 to the Contract for Architectural Design of the South Campus Student Success Building
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve Change Order 006 to Dansby & Miller/Morris Architects, Inc.’s (Morris) contract sum for fees approved for architectural design revisions of the South Campus Student Success Center. BACKGROUND In March 2009, a contract was established with Morris to provide architectural design services for the South Campus Student Success Center. The project is currently in the construction phase. This change provides for additional design services necessary to complete a porte cochere feature on the main entrance of the building. IMPACT OF THIS ACTION This added service provides for redesign and reincorporation of an architectural feature to the South Campus Student Success Center which will improve the functionality and aesthetic appearance of the building. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) Approval of this change request will increase the project professional design fee total by $26,391 and will be funded through the 2008 Bond Program. As you know the original Porte Cochere was deleted from the project due to budget constraints. However, during the aftermath of GMP the deletion of this element met resistance from the campus President, Dr. Maureen Murphy and she has asked that it be re-incorporated into the design. Dansby Miller/Morris Architects was asked by Mr. Bryan Jones to provide design alternatives to “put a Porte Cochere back into the project” and acknowledged the effort would be an additional service. DESCRIPTION OF SERVICES The Design Team proposes the following services as part of this additional service request:
1. Provide design options for review for the reimplementation of the Porte Cohere. 2. Attend meeting to review options and implement comments from SJC 3. Provide final design options for presentation to Dr. Murphy 4. Reincorporate approved design option into the Construction Documents which includes work by our

Consideration of Approval of Change Order to the Contract for South Campus Civil Infrastructure Design
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve a change order to the Brooks & Sparks, Inc. (Brooks & Sparks) contract sum for professional design fees necessary to redesign the civil infrastructure system at the South Campus. BACKGROUND In March 2010, a contract was established with Brooks & Sparks to provide civil engineering design services for the undeveloped 35 acres on the south portion of the South Campus. Designs and proposals were put forth to the City of Houston, but they would not provide final approval. Following several meetings, the City of Houston and the College’s administration agreed to change the design basis for the campus sewage effluent. A redesign of the proposed infrastructure design was required in order to secure permitting for planned construction at the South Campus. The required changes will split the sewage effluent to both the City of Houston and the Clear Brook City MUD systems. IMPACT OF THIS ACTION The changes to the design will split the sewage flow on the campus north of Rick Schneider Boulevard to the City of Houston. The campus flow south of Rick Schneider Boulevard will be directed to the Clear Brook City MUD. These changes met the requirements specified by the City of Houston. As a result of such compliance, construction permits have been received which allows the project to continue. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) Approval of this change request will increase the project professional design fee total by $108,000 and will be funded through the 2008 Bond Program. MONITORING AND REPORTING TIMELINE This project will move into the construction phase and will be monitored through the Bond program reporting. Consideration of Approval to Purchase Audio Video Equipment and Installation Services
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve a purchase from Network Cabling Services for audio video equipment and installation services for the facilities under construction from the 2008 Bond. BACKGROUND Audio visual equipment is a significant component of the new facilities being constructed through the 2008 Bond Program. Additionally, such equipment is significant to renovation and upgrades of existing facilities. In order to determine the appropriate current and future needs, an extensive planning process was conducted over the last nine months. The planning process has resulted in standardized guidelines based on user needs for each particular instructional and non-instructional area and based on research of best practices. The first purchases under the new plan will be for buildings being constructed through the 2008 Bond Program. Audio visual equipment will be installed in one-hundred and sixty nine Tier 2 classrooms, two Tier 3 classrooms, and eleven conference rooms. Also included in the installation programming are video conferencing capabilities, twelve digital signage televisions and eighteen medical simulation labs. The purchase and installation of the required audio visual components will occur over a period of approximately nineteen months, commencing the latter part of March 2011. Quotes were obtained from multiple suppliers with cooperative contracts. Suppliers were compared on the basis of price, local presence, experience, size and capability to install, deliver and support the needs for this size of project. Based on a thorough review of all these factors, it was determined that Network Cabling Services Audio Visual Division (NCS) afforded the best overall value to the College. NCS will acquire, install, configure, and provide product and installation warranties for all the audio visual components installed in the new facilities. This procurement will utilize a cooperative contract awarded through The Cooperative Purchasing Network (TCPN), Contract Number R4823, which satisfies the requirement for competitive bidding as stated in Section 44.031 of the Texas Education Code and 791.001(g) of the Government Code. The term of the TCPN Contract continues through October 31, 2012. IMPACT OF THIS ACTION The audio visual components in the new facilities will support student success initiatives and growth in student enrollment. The equipment will provide instructors with necessary teaching resources and instructional tools to maximize learning effectiveness.

Consideration of Approval to Purchase Internship Staffing Services ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve additional funding for with LZ Technology, Inc. to provide recruitment, placement, and management services in support of the "Get a Glimpse" Professional Learning Experience program offered through the Continuing and Professional Development (CPD) Division. BACKGROUND The College is working with aerospace companies to place students as interns as part of their program. As part of the program, interns are registered in workplace readiness courses offered by the College. Additionally, the partnership with sponsor companies allows interns to earn continuing education units awarded by the College for participating in the external learning experience created by industry sponsors in the Clear Lake and the surrounding areas. A request for proposal, Project Number 10-21, was issued in April 2010 to procure internship staffing services for the College. The Board approved a contract with LZ Technology, Inc. in June 2010. LZ Technology, Inc. works with the College to identify, screen and present viable student candidates to place as interns and arc responsible for the hiring and placement of selected students with the respective companies. To this regard, the recommended vendors were selected to target the aerospace industry. IMPACT OF THIS ACTION Students eligible for the program will gain practical experience and be registered in workplace readiness external learning courses or internships through the CPD Division. The internships are in partnership with sponsor companies that allow the student to concurrently earn continuing education units for participating in the external learning experience. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The annual expenditure for the internship program is dependent upon the number of student interns that are placed through the program. If approved, the additional expenditure request of $550,000 will bring the total Board approved annual expenditure to $650,000. Expenditures will be funded by the CPD department’s 2010-2011 operating budget and subsequent year budgets, subject to approval by the Board. Revenues generated from this program are anticipated at $725,000. MONITORING AND REPORTING TIMELINE The vendor is responsible for providing personnel administration services to include employment, timekeeping and reporting processes of eligible students. The initial contract term is two years, having commenced on June 7, 2010, with the option to renew for an additional one year period through June 7, 2013.

ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve the purchase of welding consumables from Acetylene Oxygen Company. BACKGROUND The College offers welding classes that utilize welding equipment and consumables as essential components related to instruction. Acetylene Oxygen Company will provide welding supplies from a variety of manufacturers such as Hobart, Miller, Lincoln, Tweco, and Dewalt on an as-needed basis. On occasion, the Automotive department also utilizes the same line of products for minor repair projects. The products will be procured utilizing the Harris County Department of Education (HCDE) Cooperative Contracts program, Contract No. 08/004LB. HCDE contracts have been executed from solicitations that were competitively bid and awarded. This purchase complies with the competitive sourcing requirement as stated in Section 44.031 of the Texas Education Code and Section 791.001(g) of the Texas Government Code. IMPACT OF THIS ACTION Approval of this contract will allow for the continued availability of welding consumables for use in the classroom throughout the District at competitively procured, contracted rates through the HCDE cooperative contracts program. Consideration of Approval of Budget Transfers
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees approve budget transfers for 2010-2011 which have been made in accordance with State accounting procedures. BACKGROUND Adoption of the budget by the Board of Trustees in August of each year serves as the authorization to expend funds for the next fiscal year. The budget is adopted by functional classification (or cost elements: Instruction, Academic Support, Student Services, Institutional Support, and Operation and Maintenance of Plant) as defined by the National Association of College and University Business Officers (NACUBO). Realizing that the budget is a viable document that reflects the evolving needs of the College in terms of meeting goals and objectives, occasional movement of budgeted funds between cost elements is desirable and warranted. The budget transfers under consideration represent previously authorized expenditures that are requested to be reclassified from one cost element to another cost element. IMPACT OF THIS ACTION Approval of the budget transfers will allow the College to more effectively utilize existing resources in fulfilling its instructional objectives. Consideration of Approval of Authorization for the Chancellor Or Designee To Complete the Inspection of and to Effect the Purchase
Of Property Located at 4620 Fairmont Parkway, Pasadena, TX 77504
ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees authorize the Chancellor or designee to complete the inspections of and to effect the purchase of 2.008 acres, more or less, and the office building thereon located at 4620 Fairmont Parkway, Pasadena, Texas 77504. BACKGROUND The 2.008 acres and the office building on the land are located adjacent to and slightly northwest of the current Sewell Administration building. An earnest money purchase contract was executed on February 11, 2011 between Billy C. Harry, as Trustee for the College, and Plano Vistas LTD, the owner. The purchase price is $1,750,000. The College is afforded a 45 day inspection period, which will expire on March 25, 2011, with closing set for 30 days thereafter. During the inspection period of February 11th to March 25th, the College has the right to cancel the transaction for any or no reason and forfeit $100 in earnest money. The land and building are being acquired for future consolidation of administrative support services and to reduce the annual operating lease expenditures of San Jacinto College. Options for the best use of the land and building, in conjunction with the current land and facility owned by the College at 4624 Fairmont Parkway, will be evaluated during future facilities master planning activities. IMPACT OF THIS ACTION Purchase of the 2.008 acres of land and the building will provide an opportunity for consolidating administrative and support functions currently located on the campuses. The eventual consolidation of support and administrative functions to the new Fairmont location will allow needed instructional space to be vacated at the campuses. The purpose of this action by the Board is to authorize the Chancellor or designee to determine, on or before March 25th, whether or not to continue with the transaction based on the inspection, appraisal, and other due diligence processes. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The College has leased space for at the 4624 Fairmont location for at least the past 12 years. Currently, the College leases approximately 6,900 square feet of office space in the building at a cost of over $134,000 annually. Purchasing the building will reduce the operating expenses by the amount of the annual lease obligations. The purchase will be made from maintenance and operating reserves and will be depreciated over a 50 year life in compliance with state accounting and financial reporting guidelines.

ADMINISTRATION RECOMMENDATION/REPORT The Chancellor recommends that the Board of Trustees consider the approval to declare 5 acres, more or less, at the intersection of Fairmont Parkway and Federal Road, City of Pasadena, TX to be surplus property. BACKGROUND The real property described as 5.0106 acres of land (approximately 218,620 S.F.) located at the corner of Fairmont Parkway and Federal Road, City of Pasadena, being part of lots 63 and 64, Highland Acres, as recorded in Volume 10, page 62, of the map records of Harris County, Texas was purchased in 1984 by San Jacinto College. The College does not have intentions of developing the real estate and has made the determination that it is no longer necessary for its operations. Thus, the property is being declared as surplus. IMPACT OF THIS ACTION Approval of this declaration will allow the College to dispose of the property by advertising for bids as provided by Local Government Code Section 272.001. This section of the Local Government Code requires the College to provide notice to the general public of the offer of the land for sale or exchange. The notice must be published in a newspaper of general circulation in the county in which the land is located. The notice must also provide a description of the land, including its location, and the procedure by which sealed bids to purchase the land or offers to exchange the land may be submitted. The notice must be published on two separate dates and the sale or exchange may not be made until after the 14th day after the date of the second publication. BUDGET INFORMATION (INCLUDING ANY STAFFING IMPLICATIONS) The disposal will be recorded as revenue in the operating fund and the appropriate adjustments will be made to the fixed asset records recording the disposal. MONITORING AND REPORTING TIMELINE A recommendation for sale will be brought for the Board’s consideration and approval at the regular April meeting.
