POSITION DESCRIPTION

DATE: December 1, 2016 JOB TITLE: SUPERVISOR OF PERSONNEL RELATIONS REPORTS TO: Superintendent and Business Administrator LEVEL: Administrator STATUS: Full Time, 12 month position POSITION SUMMARY: The Supervisor of Personnel Relations is directly responsible for providing personnel services to instructional, administrative, and classified employees. This responsibility includes staffing, hiring, policy administration, record keeping, and contract management. This service provides for maintaining highly qualified staff through the recruitment, selection, placement, development, and utilization of employees; equitable compensation practices, a fair and consistent employee relations policy. He/she develops and implements, with the Board Policy Committee, personnel policies and procedures to provide uniform application of the above services. ESSENTIAL JOB FUNCTIONS:

1. Plan, direct, implement, and facilitate a comprehensive recruitment strategy in accordance with district policies, collective bargaining agreements, and procedures including the direction of the district’s recruitment, selection, and hiring recommendations.

2. Plan, direct, implement and facilitate the screening and selection of all candidates for open positions in tandem with building principals and the Superintendent.

3. Establish all starting salaries, in conjunction with the Superintendent, in a fiscally responsible manner and extend all employment offers to new employees.

4. Works with the contracted Substitute Teacher/staff company in regards to district needs, reviews and approves invoices for payment through the Business Office.

5. Works with the Business Administrator to implement all employee benefits plans, wellness programs and employee assistance programs.

6. Administer all employee leaves including maternity, disability, and FMLA. 7. Conduct ADA meetings when appropriate and perform subsequent job analysis. 8. Works with the Business Administrator to supervise worker’s compensation insurance plans and

unemployment compensation. 9. Direct job analysis in conjuction with the Superintendent, as necessary, to provide for proper position

evaluation, equitable pay and other aspects of compensation. 10. Administer the provisions of various contracts and the wage and salary schedules for all employees. 11. Participate in all conferences and/or negotiations with employees which relate to compensation practices

and working conditions. 12. Plan, research and represent the District in labor negotiations in conjunction with the Business

Administrator, Superintendet, and Labor Attorney. 13. Plan, research, and represent the District with the Superintendent and legal counsel in fact-findings,

arbitrations, unemployment cases and representation cases heard before government commissions or other such bodies.

14. Provide personnel services in such areas as certification, tenure, course credit, state reports, and surveys. 15. Develop and maintain the Human Resources website and online employee manual. 16. Interpret the negotiated contracts to members of the staff, as appropriate. 17. Analyze and recommend, through organizational planning, changes in organizations structures to insure

proper reporting relationships and spans of control. 18. Prepare the personnel section of the board agenda. 19. Partner and provide professional development in the area of human recourses for staff such as

harassment prevention, electronic usage, etc.

20. Keep abreast of current issues and insure that School Board Policies accurately reflect expectations. 21. Form partnerships with community business to provide supplemental services to employees in the area of

benefits, wellness, and professional development. 22. Communicate all board personnel action to appropriate personnel. 23. When appropriate, attend meetings of the Board of School Directors, including general, committee and

executive sessions. 24. Serve as compliance officer regarding civil rights laws and regulations, Equal Employment Opportunity

Act, Age Discrimination Employment Act, and Americans with Disabilities Act and all other relevant state and federal laws.

25. Maintain district job descriptions ensuring they are valid and current. 26. Reviews with the Superintendent all salary adjustments consistent with collective bargaining agreements

prior to processing in the Business Office. 27. Responsible for on-boarding new staff relevant to employment and benefits. 28. Responsible for verifying, maintaining, and tracking clearances for all employees, including coaches,

contracted staff, volunteers, chaperones and PIAA referees, in conjunction with appropriate staff and Administrators.

29. Works with the Assistant Principal/Athletic Director to recruit coaches and ensure proper HR required paperwork is completed. Maintains shared database with Administrative Assist and Director.
