VISION:The vision for Stamford Downtown is that of a 24-hour/seven day a week center for living, working, shopping, dining, education, culture and entertainment.

MISSION:Stamford Downtown Special Services District is responsible for creating, managing and promoting a quality environment for people, which enhances the economic vitality of the Downtown.

A review of the last Fiscal Year is replete with numbers that reflect solid accomplishments for Stamford Downtown’s staff and for the Downtown proper. From the dynamic Grand List to the hustle and bustle of a 24-hour city center to the dozens of programs the DSSD delivers in its Operations, Retail, Economic Development and Events Departments, Stamford Downtown has numbers that will WOW you.

Data to assess the DSSD’s yearly work program is an integral part of the company’s business strategies. The numbers are analyzed against the desired outcomes and used to gain the insights that will help us improve services. This Annual Report is written through the prism of the numbers which highlight both the dynamism of the Downtown’s economy and the results of Stamford Downtown’s 2013/2014 Work Plan. We trust they will be enlightening.

As a broad overview the most pronounced number is a compelling Downtown Grand List of $1,466,693,747, representing a 4% increase over last year’s List and is at least triple that of any other neighborhood in the city. There are 9.8 million sf of office space within the downtown: the largest concentration of Class A and B offices within Stamford. The Downtown boasts 1.754 million sf of retail (street and Stamford Town Center)— the retail hub of the region. Stamford Downtown is also home to 95 restaurants within 16 square blocks with 44 inviting outdoor cafes seating many hundreds of patrons.

Event production, residential development and outdoor operations are among the many reasons that the Downtown thrives. Events produced by the Downtown are top notch and economic engines for the city. The DSSD produces 27 events each year, which bring more than 300,000 +/- people downtown. According to the well-respected marketing research and strategy firm, Witan Intelligence, Inc., these patrons, in turn, pour $6,000,000+/- into the local economy.

This past year, 1,059 residential units were approved and/or are under construction. Proposed and before the Land Use Boards are another 1,704 units. Income, millennials and higher education are 3 major indicators for robust residential leasing. In the latter areas Stamford Downtown excels. Based on a survey recently conducted by Witan Intelligence, Downtown residents have a median income of $108,000, 65% of households have someone between the ages of 18-34, and 90% of the residents have a college or higher degree.

Our strong clean, green and safe programs pour over $750,000 into the environment to ensure that the Downtown is attractive, secure and clean. In 2013/14, thirty superb volunteers planted thirteen thousand shrubs and bulbs throughout the downtown. Additionally, twenty-three tons of trash were removed, while 21,600 tons of snow were cleared from Downtown streets. Our Ambassador team made 2,900 citizen assists, making downtown patrons feels safe and welcome.

This report is designed to present our programs and results in a distinctive, number-oriented and illuminating fashion. We hope you’ll agree that Stamford Downtown’s story is a compelling one.

Goal: To ensure the appropriate economic development of Stamford Downtown through comprehensive planning and advocacy.

Stamford Downtown is the watchdog for appropriate Downtown development,balancing the challenge of intense development with environmental and quality of life objectives. Events & Marketing

GOAL: To attract people to the Downtown through comprehensive signature events and marketing programs.

Stamford Downtown has a strong and focused calendar of events featuring a summer-long outdoor sculpture exhibit, ten outdoor summer concerts, a farmers’ market, an arts & crafts show, a pre-Thanksgiving Parade Spectacular as well as a star studded Santa rappel down Landmark Square, followed by a Christmas tree lighting.

The events draw renowned artists, musicians and sponsors, while successfully attracting hundreds of thousands of spectators annually, who ultimately shop, dine and enjoy all the Downtown has to offer.

Clean, Safe & Green

Goal: To plan, initiate and manage enhanced operational serviceswhich improve Downtown’s physical environment.

The District operates five major programs to address the Downtown experience:a Clean Team to control sidewalk, park and curbside litter 7-days a week;Downtown Ambassadors to provide a secure environment with 200 patrol-hours,6-days a week; a Green Team to enrich the streets and parks with seasonalplantings; Streetscape Operations Department to interface with city operationsand property owners on all Downtown maintenance issues; and the SidewalkSnow Removal program to enhance the pedestrian experience in the winter.All mesh together to ensure well-maintained public spaces and parks, resultingin an environment that attracts people, fosters retail development, increasesproperty values, and creates a sense of place.

Funding the District

The DSSD is funded primarily by 131 property owners who pay an annual fee to the District based on their property assessments. The formula was adopted in 1992 when the District was incorporated and subsequently amended in 1998 to reflect the impact of re-evaluation. In addition to assessments, a significant portion of the DSSD’s program income is derived through sponsorships.

Tax & Assessment DataThe Downtown Grand List is analyzed and maintained by DSSD’s Vice President of Operations. Evaluations, forecasts and sound financial record-keeping are an essential part of the DSSD program.
