Subject: School Services of California Inc.

School Services of California Inc. (SSC) provides a number of valuable services to SCUSD and district

staff. Chief among these services is assistance with navigating the complexities of the state budget and

its affect on SCUSD funding.

As you know, the state budget is fluid: Every year there are adjustments, reforms, mandates, legislative

action, propositions, administrative changes and legal system rulings that affect our district and our use

of state funds. School Services has been analyzing the state budget since the organization’s founding in

1975. The leadership team has the institutional knowledge and expertise to provide perspective,

guidance and analysis on the budget that would be very difficult for SCUSD’s budget office to obtain

on its own. SCUSD staff attends workshops and conferences sponsored by School Services throughout

the year. These professional learning opportunities are building the capacity of staff in the area of

school finance and management. School Services also helps staff prepare presentations for the public

and Board. They are experts at distilling information into sound advice.

SSC also provides legislative advocacy services. SSC staff has relationships in the Capitol that allow

them to lobby on behalf of K-12 schools and provide input into the dozens of bills on education

proposed every year. SCUSD could not manage this work without SSC.

For these reasons, I am recommending that we maintain our contract with School Services of California

Inc.

Subject: CAHSEE

As you know, existing law requires passage of the California High School Exit Exam (CAHSEE) as a

condition of graduation. The CAHSEE has two parts: Math and English. The math portion tests students

on eighth-grade math standards. The English portion test students on 10th

grade English standards.

Students take the CAHSEE for the first time sophomore year and have opportunities to retake it several

times before the end of senior year. It was last offered for seniors in March.

This year, the California Legislature is considering SB 172 introduced by Senator Carol Liu (D-La

Canada Flintridge) that would suspend administration of the CAHSEE and remove it as a condition for

graduation beginning in 2016-17 or “when the approved high school exit examination is no longer

available.” California’s contract with the vendor that provides the CAHSEE expires in July. Therefore,

the test will no longer be available and the graduation condition removed beginning in July if the

Legislature passes SB 172. The bill was passed by the Senate Appropriations Committee yesterday and

will be heard on the Senate floor on Monday.

In our district, we have 46 students who are on track to complete the 220 credits required to graduate

but have not passed the CAHSEE. Of these students, all but 10 are either English Language Learners or

Special Education students. Please see the following chart:

On track = Has 220 or more credits. Please note: Credits are total credits and may not reflect attainment of required

graduation credit groups.

Given the likely passage of SB 172 (it has the support of the Superintendent of Public Instruction, the

Senate pro Tem and the Governor) I am directing principals to allow students who have met all

graduation requirements other than the CAHSEE to participate in this year’s graduation ceremony for

their school. These students will not receive a diploma at this time, per existing state law. Should SB

172 win approval and the Governor’s signature, these students may receive diplomas in the fall. We

will be advising principals on appropriate protocols and procedures for the Class of 2015 that recognize

the attendance of non-graduates at this year’s ceremonies.

I will be working with our legal team on a revised Board policy on graduation participation and will be

presenting it to you as soon as it is available.

Subject: Update on Sale of General Obligations Bonds (Measure Q)

At the April 23 Board meeting, trustees authorized the sale of $90 million in General Obligations Bonds

(Measure Q).

At that time, staff informed the Board of the actual savings to taxpayers with the sale of the Bonds and

the cost, based on the projections presented during the Board meeting. Based on market conditions and

the improvement of the District’s financial position, the actual savings -- $149,000 – was more than

projected. Please see attached report from Capitol Financial Advisors for more information.

POST BOND SALE REPORT 2015 GENERAL OBLIGATION BONDS (MEASURE Q)

On May 14, 2015, the District successfully sold $90 million of General Obligation Bonds at an all-inclusive borrowing cost of 3.72%. This includes all costs associated with the issuance. The District also received a premium in the amount of $5,667,737, which will be deposited in the Interest and Sinking Fund and used to pay interest. The District built on the success it achieved on the January bond refunding by expanding its access to the capital markets. The District’s bonds received 104 orders from approximately 20 institutional investors. The remaining bonds, approximately one third of them, were sold through Stifel Nicolaus’ retail distribution. The broad investor base enabled the District to achieve lower interest rates than anticipated in the pre-order period. The District expanded its investor base by possessing the following attributes:

Strong management and finances High level of liquidity associated with the District Accelerated debt service, which contributes to lower interest costs Standard & Poor’s credit rating of “A+” Insured bond rating of “AA”

As you can see, the District received approximately $149,000 in additional proceeds due to negotiated savings related to bond insurance and underwriting discount. The increase in costs of issuance is due solely to a contingency of $8,000, which can be used for unforeseen costs, if any. Unspent contingency will be deposited in the Interest and Sinking Fund. Please let us know if you have any questions regarding the sale or costs.
