1 RECOGNITION OF EMPLOYEES
Chancey Small Information Technology was presented with a 10year pin Rob Brandes Public Works was
presented with his 15year pin and a Certificate of Appreciation
2 PROCLAMATIONS
a In the Matter of Proclaiming the Month of May 2011 as National Drug Court MonthCommissioner Cassanelli read the Proclamation and presented it to Casey Black Casey said Drug Court has been inthis county for 15 years and was proud to be part of the criminal justice system She introduced Rick Jones Directorof Choices who thanked the Board and explained that through programs like Drug Court they are starting to breakthe chain of generational substance abuse
Rycke Brown Grants Pass said Drug Court was a great example of government solving a problem that it creates
Judy Ahrens Grants Pass commended the program but she doesnt know much about it She hopes they includeministers in the program
Dale Matthews Grants Pass thanked those who are willing to step forward and work with these people
Barbara Gonzales Grants Pass said her brother died from drugs in 1985 and questioned why use is escalating
b In the Matter of Proclaiming the Week of May 1 7 2011 as Be Kind to Animals WeekCommissioner Ellis read the Proclamation and presented it to Brad Tally Animal Control Brad said they are drawing onthe community to come to the shelter to visit animals volunteer and they are beginning their fundraising season
c In the Matter of Proclaiming the Month of May 2011 as Mental Health MonthCommissioner Hare read the proclamation and presented it to Shelly Uhzig Options of Southern Oregon Shellythanked the Board for helping to bring awareness to the community it lets people know they are not alone

b Fraxinus Gulch Timber Sale Contract 2011T1 between Josephine County and Boise Cascade Wood Products LL0c Brimstone Gulch Timber Sale Contract 2011T4 between Josephine County and Ralph Chiampid Contract Modification 1 to Brimstone Gulch Timber Sale 2011T4 between Josephine County and Ralph Chiampi
Vic Harris Forestry said they had five timber sales on April 5 and these contracts are the result The modificationallows the mill to pay the County for the sale

Mark Seligman Selma apologized to Commissioner Hare for his tone at last weeks meeting He felt the MassGathering Ordlinarice would make it difficult for fundraisers like the Barter Faire to raise money for the Dome school
Rycke Brown 936 Greenwood felt Mark should have led with the Hempfest and kept away from a single member ofthe Board as there is no point in talking to or about individual Commissioners
Dale Matthews Grants Pass said one Commissioner can make a huge difference He spoke about an article in lastFridaysDaily Courier and how they could not get their facts right
Judy Ahrens 200 Smokey Lane suggested people let the Courier know they will drop their subscriptions if they cantget it right She thanked Commissioner Cassanelli for being generous in letting the public speak and hoped the nextChair would as well
Jim Rafferty Selma said there was a petition drive against Frontiers rate increase in the Illinois Valley and gavelocations for those interested He then submitted Exhibit A which was his resume and letter of interest for interimCommissioner position
Paul Walter Grants Pass said he was disappointed that the Board would be deciding who is media and who isnt Hecame from a communist country and felt filling out an application means they lose their freedom of speech and todaythere is all sorts of media

I believe in and will abide by our Home Rule County Charter and the Constitutions ofOregon and the United States of America As a Commissioner I will defend and protect ourCharter and Constitutions to the best of my ability
In 2003 I applied for Commissioner Brocks Position after he announced he was going toquit but instead he decided to switch seats and lost to Mr Ellis In the Primary of 2006 Idefeated the incumbent commissioner with a third place finish I then decided to continue thecampaign and run as a write in candidate in the General Election when Sheriff Daniels withdrew
from his number one spot leaving Mr Toler on the ballot by himself This hopefullydemonstrates my willingness and perseverance to see the job through I am a self starter with theenthusiasm and the energy of a thirtyyearold even though Im know 65 I was determined toserve the citizens then and eager to answer the call now
I have fresh ideas as demonstrated in my 2003 resume and during my 2006 campaignThose concepts are as valid today as when I first announced them Justice of the Peace Court
System setup and coordinate informational meetings through out the county stimulate oureconomy through temporary permit reduction and secure long term funding for the sheriff sdepartment
The BCC and our Citizens will be facing hard times fortunately Mr Ellis realizes he isnot up to the task I am You need to do whatsbest for our citizens our county and yourselvesby appointing me to your Board
